You need to acceedit voters before they can vote. The whole essence of the BVAS and card reader is to ensure that those coming to vote are physically present.

Also, polling centers cannot turn in overall votes more than the total accreditated number of voters.

There are some rough edges to trim. But this should make it easier to spot voter fraud and introduce some transparency to the electoral process.
