A combined effort by some international intelligence bodies, including the Central Intelligence Agency(CIA) of the United States of America (USA) has been launched in search of top kingpins of the dreaded Islamic sect, Boko Haram, sources said on Sunday. It was learnt that the intelligence network has become worried that the sect was fast becoming a threat to everyone around the world and that the time to tackle it should be fast-tracked. Sources said that the international community had been treating the Boko Haram sect as a local Nigerian issue until the attack on the United Nations House in Abuja. It was, however, gathered that the attack on the UN House changed the perception. Right now, a number of options, including political solutions are said to have been pushed to the Nigerian authorities, sources confirmed. It was gathered that information obtained from the few operatives so far arrested was helping the intelligence community in the search for the sect’s leaders. Sources informed that the main target so far remains Abubakar Shekau, the leader, who is said to have moved from a village in Niger Republic to another location in Cameroun, close to the Nigerian border. “Reports reaching both international and local intelligence network have confirmed that the leaders are being circumspect in recent days. The main man is said to have resolved to relying more on some trusted couriers after the arrest of the spokesman, Abu Qaqa,” a source said, adding that the CIA was collaborating with the local State Security Service (SSS) and other intelligence networks to bust the Nigerian Boko Haram crisis. Also, revelations contained in literature already gathered about the group indicated that Shekau has always been in charge of the militant segment of the sect, even while the founder, Mohammed Yusuf was alive. He was said to have coordinated the Fayu department in the days of Yusuf. The department is said to be divided into three: Training/Recruitment; special operations and funding. His special operations department was said to have been further subdivided into the Hit section (bombing); assassination section and bank robberies (in case the sect needs quick funds). Meanwhile, Benue State governor, Mr Gabriel Suswam, has raised the alarm over the influx of illegal aliens in the state, alleging that the dreaded Boko Haram sect was planning to attack Benue. The governor spoke on Saturday night at the patron’s night of Makurdi Club 30, stressing that the illegal aliens were from Niger Republic, Cameroun and other neighbouring countries. Suswam said the security report revealed that Boko Haram sect members would have attacked the state last Saturday or Sunday, but thanked God that the measure put in place by security operatives yielded fruit. Benue is a predominantly Christian State with high concentration of churches of various denominations scattered across the nooks and crannies of the state, particularly Makurdi, the capital city. According to the governor, “let me say here that Benue has been enjoying tremendous peace. This has led to the relocation of the passing out ceremony of corps members from Maiduguri to the state. I wish to inform you also that within the week, over 100 of the illegal aliens from Niger Republic, Cameroon and other neighbouring countries have been arrested and detained.” It will be recalled that the governor had, a few weeks ago, mentioned the rumour that the state was pencilled in for invasion by Boko Haram, the information, the governor said, he would not take for granted, hence, the series of measures he said had been taking during a meeting with religious leaders in the state to beef up security, particularly in places of worship. Nigerian Tribune went round the capital city on Sunday and observed the presence of security agents in some churches, and the turnout of members was very impressive. Meanwhile, the governor used the opportunity to call on the people of the state, particularly the elite to bury their differences and join hands with his administration, with the aim of fostering peace and ushering in development. The governor, who lamented the backwardness of the state despite its creation 36 years ago, attributed it to the acrimonies among the elite, particularly the political elite, those he said placed their selfish interests above the interests of the state. According to him, “I wonder why our people will continue to dissipate their energy to destroy themselves, if we have used the same energy that was used to build and nurture this club since 1930 in the development of the state, I am sure Benue will have developed more than this. “Today, it is Suswam at the helm of affairs. Whether I like it or not, in the next three and a half years, I must leave the office for another. Yoruba group demands secession, calls on UN to conduct referendum Only a split of Nigeria into its traditional ethnic groups can save Nigeria from the impending carnage, the Apapo Oodua Koya, (AOKOYA) the Yoruba self determination group has said. In a statement yesterday, the group said the Christmas Day bombing in Suleja and Jos, shows how vulnerable public institutions are, how helpless the Nigerian security services are and how hopeless the future of the country stands. AOKOYA said it has embarked in an intensive campaign to realize self determination for Yoruba people and their Itsekiri brothers in a peaceful and civilized manner. “We shall doggedly pursue the realization of Oduduwa republic, where peace, love and brotherhood are the guiding principles.” The group warned that in spite of the violent campaign by Boko Haram, a military coup is not the answer. “Any attempt to intervene by the military will be met with proportional violence, and that will be disastrous. We warn the military never to use this situation to overthrow the government of the day. In any case, the current awful political and economic situations were caused in part, by years of military rule. ” The group stated “Today, we stand the risk of going through a violent break-up, which will lead to loss of human lives, but the chances of a peaceful separation of the ethnic groups that are in perpetual conflict with itself are open, though time is running out,” the statement issued in Warri and signed by Mr Olumide Ahmed Bakare and Oritsebigbemi Isaac noted. The group issued the statement after its end of the year meeting held in Warri, delta State. “We call on all worship centres, either Christian or Muslim in the southern part of the country to be cautions, because it is certain that Boko Haram will soon export this terror to the Southern states. its a question of time.” AOKOYA called on the United Nations, (UN) to sponsor a referendum in the country on self determination, adding that the National Assembly in Abuja will be shocked to discover that Nigerian ethnic nationalities are tired of living together almost 100 years after the country was forcibly merged together in 1914 by foreign powers. “The United Nations must not wait before it is too late. Nigeria is an artificial creation. it has become a burden on its citizens, on the world and it has become of cemetery of dreams for its founding fathers and the citizens alike. This country is made up of ethnic groups with irreconcilable differences. We have had 100 years of trial and error. the result has been death, anguish and the ceaseless flow of human blood.” The UN must organise this ethnic referendum either the current political class that benefit from the rampage likes it or not. The UN must do this to safe human lives and prevent what looks like an inevitable tragedy.” The Boko Haram sect is exploiting the weakness of the Nigerian state, its corrupt and inept leadership that lack public trust and the already ethnically polarized security formation to carry out strings of successful attacks, this will continue until the country splits into its component parts. AOKOYA urge the Igbo and Yoruba people to close ranks and ensure non-violent disintegration of Nigeria. “Igbo and Yoruba people we must stop the circle of evil, the circle of blame game, from the trauma of Awo to the trauma of the civil war. Igbo and Yoruba people must do this for the sake of generations yet unborn.They must unite against a common threat to their own collective survival.” “We condemn this Christmas Day attack as callous and irresponsible. We note the conscious attempt to create religious dimension into the political crisis which is basically ethnic. Both Christian ,Southern and Middle Belt Muslims have been victims of Boko Haram attacks. The latest bombing was an attempt to portray Boko Haram as a group that targets only Christians, this the group hopes will swing muslim support to its side. This is a miscalculation on the part of this group.” AOKOYA said the militant group, Boko Haram is a direct product of the stifling and malicious character of the Nigerian state which specializes in muzzling public opinion with bullets and does not encourage public demonstrations nor deep expression of the traditionally ethnic propelled political forces that are usually isolated from decision making. British security agencies are investigating Nigerians living in the United Kingdom for possible links with fundamentalist Islamic sect, Boko Haram. SUNDAY PUNCH learnt last week that the investigators were seeking to determine if the sect had sleeper cells or members that could launch attacks on the UK, particularly, during the forthcoming Olympic Games in London. Our correspondent gathered that the investigations were parts of the measures taken by the British authorities to protect competitors and audiences at the London Olympics which holds in July. The number of Nigerians living and working in the UK is not currently known because of the presence of thousands of illegal Nigerian immigrants on British soil. However, experts say that the Nigerian community in the UK is a little over 250,000. A source in the British security establishment who pleaded for anonymity because of the sensitive nature of the case told our correspondent that the UK domestic intelligence agency, the M15, had commenced the investigations recently. The source added that the British were determined not to leave anything to chance, preparatory to the influx of tourists during the Olympics. In the British intelligence community there are suspicions already that operatives of the sect could travel to the UK under the guise of attending the event. “It is certainly the case that Britain’s security services are concerned about Boko Haram and the possibility that it might link up with Nigerians living in the UK. There is a Nigerian community here of about 250,000. The fear is that Boko Haram could find supporters here to ignite an attack on the UK,” the source who is familiar with the investigations said. The source further told our correspondent that immediately after Boko Haram’s attack on the United Nations office in September last year, the UK took steps to better understand the sect and protect its cities against terror attacks. “Boko Haram showed with an attack on the UN in Abuja last year that it has international ambitions. There are ethnic differences between Nigerian groups — Muslims, Christians — that complicate things. “I think the threat to the UK is seen as medium term amid fears that Boko Haram is proving highly active and will probably develop,” the source said. Our correspondent sent an electronic mail to the M15 asking for details of the investigations it was conducting on Nigerians living in Britain. However, the security service had yet to respond to the inquiry when this report was filed. A similar mail sent to the Press Office of the Home Office, UK, was not responded to. The source however said the M15 would not be eager to officially respond to SUNDAY PUNCH’s inquiry because the investigations were discreet. “There is no way the UK authorities would confirm any investigation to you or anybody,” she said. When SUNDAY PUNCH also got in touch with the Political and Press Secretary, British High Commission, Abuja, Hooman Nouruzi, he said he could not comment on the matter. “I am sorry, I cannot comment on intelligence and security matters,” Nouruzi said. Last Tuesday, the UK’s Travel Advisory warned foreigners in Nigeria to be careful because terrorism was at its peak. It said, “There is a high threat from terrorism in Nigeria. Attacks could be indiscriminate, including in places such as markets, hotels, shopping centres, places of worship and other areas frequented by expatriates and foreign travellers. Government and security institutions as well as international organisations have been attacked by Boko Haram. “Localised outbreaks of civil unrest can occur at short notice. You are advised to avoid large crowds, demonstrations and obvious political gatherings. Trouble on the streets can be spontaneous, and can quickly lead to violence. “Details and advice are circulated via the British High Commission’s Community Liaison Officers’ network. We advise British nationals staying in Nigeria for three months or more to register with the British High Commission.” Early this year, the National Security Adviser, Owoye Azazi, in an article published in the Washington Timessaid the Boko Haram sect was bent on carrying out a ‘global mission.’ “Like other Islamist extremists, Boko Haram sees itself fulfilling part of a global mission. It is striving to spark a religious war the way racist extremists in the past have tried to provoke race wars,” he said. Recently, also, the Federal Government appealed to western powers to assist Nigeria in its anti-terrorism battle. On Wednesday, the Speaker of the House of Representatives, Aminu Tambuwal, called on the British government to help Nigeria in tackling the current spate of insecurity. He said this when the visiting British High Commissioner to Nigeria, Mr. Andrew Lloyd, and the delegation of Department for International Development paid him a visit. “They should understand our situation because the phenomenon we are facing in Nigeria in terms of security challenge is not only peculiar to Nigeria as a country. It is becoming a global phenomenon. So while you are making efforts in ensuring that you address the phenomenon in your own home country, also consider your brothers who are probably far away from you in terms of geographical expression but very close to you in terms of relationships,” the Speaker said. Already, Britain has pledged to help Nigeria tackle the Boko Haram menace. Shortly after Boko Haram’s attack on Kano city that left over 200 people dead, the United Kingdom Foreign Secretary, William Hague, said the international community must be united to effectively nip the activities of the sect in the bud. Hague said, “I am shocked and appalled by the large scale terrorist attacks in Kano, Nigeria yesterday. The full horror of last night’s events is still unfolding, but we know that a great many people have died and many more have been injured. The nature of these attacks has sickened people around the world and I send my deepest condolences and sympathies to the families of those killed and to those injured. “There is no place in today’s world for such barbaric acts and I condemn in the strongest possible terms those who carried them out. The Niger Delta Development Commission has begun work on the second batch of the 29 mega projects sited across the region. Two of the projects are in Abia State, eight in Akwa Ibom, two in Bayelsa, one in Cross River and seven in Delta State. Edo State has one, Imo and Rivers have four each . Speaking at a meeting between officials of the commission and the projects contractors and consultants, the NDDC Managing Director, Dr Christain Oboh said the commission has put all machinery in motion to ensure the effective implementation of the projects. Dr Oboh, who was represented by the Executive Director, Projects, Engr Edikan Eshett, warned the contractors against indulging in sharp practices that will impede the successful execution of the projects. “Where contractors choose to circumvent laid down procedures and execute their projects below expectations, they shall be demolished at their own expense” Oboh warned. The NDDC boss frowned at incidents of variation, warning that where requests for variation are not justified such projects shall be determined, re-advertised and re-awarded to serious contractors. He implored consultants and resident supervisors to ensure that their staff were not only qualified but always around to monitor progress of work by contractors. “Where consultants choose to send inexperienced or non engineers to supervise engineering projects, such contracts shall be terminated without notice, same fate applies to consultants in other fields” Oboh further warned. Also speaking, the Director, Projects Monitoring and Supervision, Arch Alex Okenwa stated that for smooth implementation of projects, contractors must work with the Directorate of Community and Rural Development particularly in areas of site handover and takeover to avoid friction with benefitting communities.
