The British Government has offered to assist Nigeria with technical capacity to fast track the protracted Petroleum Industry Bill, PIB. Making the offer through one of its development agencies, Facility for Oil Sector Transparency, FOSTER, which is supervised by the Department of Foreign International Development, DFID, Britain said its offer is to ensure a more effective and efficient petroleum industry in Nigeria. The Team Leader of FOSTER in Nigeria, Mr. Lai Yahaya, who made the offer at a PIB roundtable in Lagos yesterday, also said the move was meant to ensure that the petroleum law that would eventually evolve will be at par with “international best practice, and most importantly, meet the needs and aspirations of ordinary Nigerians.” Accordingly, he said the British agency is willing to “provide technical assistance and capacity building to key actors involved in the legislation.” He revealed that part of the strategy was to achieve set targets through demand driven support to local initiatives, agencies and organisations, as well as adapting relevant international standard setting and best practice initiative such as the National Resource Charter, NRC, and the Open Government Partnership, OGP. Since the PIB did not scale through the sixth National Assembly, stakeholders have expressed concern over the future of the industry, especially as the petroleum sector is the bedrock of the Nigerian economy. As a result, part of the FOSTER package is to support improvements in the management of oil sector, given the revelations from ongoing industry probes through a host of innovative steps anchored on technical analysis and policy advocacy. Yahaya, therefore, maintained that the PIB is critical to the reform of the petroleum sector, adding that the quick passage of the bill “improve governance and strengthen transparency and accountability in Nigeria’s oil and gas sector.” He added that the passage of the bill will also reduce the avenues for abuse of power and capture all revenues, which currently distort policy and politics in Nigeria and undermine the potential for oil revenues to be used to accelerate economic and social development. Speaking at the event, Prof Dafe Otobo from the University of Lagos, argued that the privatisation of the Nigeria National Petroleum Corporation, NNPC, one of the key issues stakeholders are canvassing for in the reform has remained a myth Because of the intrigues that have plagued the sector. “Privatisation of NNPC is not going to happen because issues that are been thrown up are so fundamental more than the government can handle,” he said. Saheed Kolawole, who represented PENGASSAN, noted that the non-passage of the bill has continued to stall fresh investments in the industry. “Because of the uncertainty of the PIB I can tell you that not one of the multinationals is investing in the oil and gas sector. What is stopping them from building refineries here and creating more jobs for our people? There was tension at St. Theresa’s Catholic Church in Madalla, Niger State on Wednesday during the funeral mass held for victims of the Christmas Day bomb explosion as the congregation prevented the Emir of Suleija, Alhaji Awal Ibrahim, from entering the church. The Emir, who was said to have arrived the church at about 11.00am, was booed by the congregation with shouts of “No, no. We don’t want him here.” Despite the intervention of some priests, the monarch was not allowed into the church to make any speech. He was later driven off amidst tight security. But reacting to the development, the Niger State chairman of the Christian Association of Nigeria, Rev. Musa Dada, said the Emir should have been forgiven. He said, “When the bomb incident happened I was told that the Emir neither came nor sent anybody to the church about three days after until when the government queried him to explain why he refused to visit the church and sympathise with the victims. “Although I don’t know his response but I understand he was given 24 hours to respond why he didn’t show that he was their Emir and royal father and didn’t bother to ascertain what had happened to them. This could be the reason why they (congregation) didn’t want him to be here. Two of the projects are in Abia State, eight in Akwa Ibom, two in Bayelsa, one in Cross River and seven in Delta State. Edo State has one, Imo and Rivers have four each . Speaking at a meeting between officials of the commission and the projects contractors and consultants, the NDDC Managing Director, Dr Christain Oboh said the commission has put all machinery in motion to ensure the effective implementation of the projects. Dr Oboh, who was represented by the Executive Director, Projects, Engr Edikan Eshett, warned the contractors against indulging in sharp practices that will impede the successful execution of the projects. “Where contractors choose to circumvent laid down procedures and execute their projects below expectations, they shall be demolished at their own expense” Oboh warned. The NDDC boss frowned at incidents of variation, warning that where requests for variation are not justified such projects shall be determined, re-advertised and re-awarded to serious contractors. He implored consultants and resident supervisors to ensure that their staff were not only qualified but always around to monitor progress of work by contractors. “Where consultants choose to send inexperienced or non engineers to supervise engineering projects, such contracts shall be terminated without notice, same fate applies to consultants in other fields” Oboh further warned. Also speaking, the Director, Projects Monitoring and Supervision, Arch Alex Okenwa stated that for smooth implementation of projects, contractors must work with the Directorate of Community and Rural Development particularly in areas of site handover and takeover to avoid friction with benefitting communities.
