Against the backdrop of increased terrorism attacks in the country and fears that the Boko Haram sect may have targeted the bombing of foreign embassies operating in Nigeria, the British High Commissioner in Nigeria, Mr. Andrew Lloyd, Tuesday, paid a visit to the minister of Defence, Bello Haliru Mohammed and declared that Britain was willing to provide intelligence and technological support in the nation’s fight against terrorism.

Speaking at the Ship House office of the minister, Mr. Lloyd said the very close bilateral relations between Nigeria and Britain had made it imperative that issues of terrorism which are condemnable acts are tackled headlong, together in the interest of the people of both nations.

He disclosed that though Britain has always provided support in the areas of training for Nigeria’s military personnel in the area of capacity building, equipment support, peace support operations etc, adding that new and present terrorism challenges has made it imperative for new pages of cooperation to be opened in providing modern technological devices and the advanced intelligence needed to tackle terrorism cankerworm.

The Federal Government is planning to launch joint military operations with countries in the Chad Basin as a solution to the armed insurgence of Boko Haram, the Islamic militant sect that has claimed responsibility for the serial bombings in the North.


Besides Nigeria, other countries in the Chad Basin are Chad, Niger and Cameroun.


Intelligence reports in the past weeks have confirmed that members of the sect have training camps in the deserts of Chad and Niger Republic where they receive terrorism trainings from the dreaded al-Qaeda sect.


Also, some of the Boko Haram suspects in police custody have been identified as nationals of Niger.


SUNDAY PUNCH authoritatively gathered that some of the soldiers for the joint military operations into the Sahara desert are currently part of the joint-task force in Maiduguri, where the Boko Haram sect has carried out most of their attacks.


A highly placed intelligence source said the Federal Government had approved the collaboration with both countries for effective intelligence gathering, adding that it was crucial in finding solution to the Boko Haram security menace.


The source said, “You will recall that some members of the sect that are currently being tried are from the Niger Republic. While performing our own functions, we need the assistance of our neigbours to fight the menace.”


According to him, the terms of operation of the joint military operations will soon be finalised.


SUNDAY PUNCH further learnt that a meeting of the Chief of Defence Staffs of the countries in the West African sub region had been called to deliberate on international terrorism and the worsening security situation in Nigeria, which climaxed in the bombing of the UN building in Abuja on August 26, 2011.


The Director of Information at the Defence Headquarters in Abuja, Col. Mohammed Yerima, when contacted on the telephone, said the Chief of Defence Staff would address the press on the issue at the appropriate time.


Yerima said, “The Chief of Defence Staff has the right to plan his operations and he will address the press at the appropriate time.


“The only thing I can tell you is that this thing involves all the agencies, which are collaborating to guarantee security in the society. The Customs, the Immigration, the SSS, every group must play its role effectively.”


Apart from the huge regional attention given to upsurge of terrorist activities in Nigeria, the Military High Command had reached an agreement with the United Nations for a possible collaboration on the matter.


Also, another intelligence source said that the State Security Service was making preparations to establish “a full directorate for border security in the country.”


The source explained, “The SSS is increasing its activities at the nation’s borders. They are checking the borders to prevent questionable characters from moving into the country.


“Another thing is that they are deploying more operatives to the border; they are also working hand in hand with security agents from border countries.


“Those working at the borders are under the Transport Control Unit; they are most likely to have a directorate for border patrol with all these developments. It has been on for some time now and with this development; they may come up with it.”


Earlier, the Minister of Information and Orientation, Mr. Labaran Maku, in an interview in Abuja, confirmed that a lot of security surveillance was going on with heavy deployment of troops in some of the hot areas.


He confirmed that the FG was also paying attention to the Chad Basin in order to make sure that criminal activities did not happen at the borders.


Maku spoke in a radio programme monitored by one of correspondents.


He said, “A lot of attention is also being given to the Chad Basin countries — Cameroon, Chad, Niger and Nigeria — because there are a lot of cross-border activities in terms of crime.


“So the national security team led by the President is examining this whole region to ensure that countries that have borders in the Chad Basin take advantage of the current reality to beef up security and check cross-border movement between us and the movement of criminal activities between our boundaries.”


He said the FG had directed state governors to also make sure that they tackled security in their states and local government council levels.


This, he said, was one of the resolutions reached at last week’s Council of State meeting, which was presided over by President Goodluck Jonathan.


He said it was not right to accuse the security agencies of laxity, adding that most of the crimes being witnessed now had been detected in the past.


According to the minister, “Most of the time, our security agencies are on top of it, they give out information, give out warning as to crisis that will emanate.


“But incapacity to take a quick political decision when it comes to tackling security threat has been the problem.”

ABUJA— National Primary Healthcare Development Agency,NPHCDA, said, Thursday, that its operations in North-East states are being hampered by the activities of the Boko Haram islamist sect.

The Acting Executive Secretary of the Agency, Dr Emmanuel Abanida, who said this in Abuja, lamented that some of its staff posted to the zone had to return, denying children and their mothers the opportunity of immunization due to the emerging security threat posed by Boko Haram.

The North-East states comprise Borno, Bauchi, Taraba, Adamawa, with Borno and Bauchi worst hit by the activities of the group.

The sect, in April bombed a vaccine storage facility in Maiduguri, Borno State, destroying immunization vaccines and storage facility

Speaking during the opening of a national planning meeting and workshop on impact evaluation of midwives service scheme, Abanida said, “There are two principal challenges in the North-East; security which, we thank God is getting abated, the other is operational. Some of our staff that have been posted to the North-East to do programmes have returned for fear of their lives.

“But we have got assurances from almost all the state governors in the North-East that the situation is getting back to normal and that we are all Nigerians. The Federal Government is doing a lot to ensure that security in the North-East is brought under control.

“There are some of these things that we, as an agency, do not have direct control over. On our part, we are appealing to the militants or whoever that is causing the security challenges in the North East to create windows of opportunity during public holidays so that we can reach the children and their mothers to whom we are rendering these services.”

He lamented that the distribution of health facilities in the North East were clustered and not well spread out, thus making it impossible to operate anywhere in the zone without fear of threat to their lives.

The NPHCDA CEO admitted that, “The distribution of health facilities in some local governments is more than others local governments. Even for the health facilities that are available, the human resources available in the North East seem to be a greater challenge in the North East more than any other geo-political region in Nigeria .

“So what we have done as an agency is to ensure that about 20 percent of our newly recruited staffs are been deployed to the North East geo-political zone. We are also doing internal redeployment of some of our staff to ensure that we have a critical mass of health workers that are going to work in the North East. So these are part of the special intervention we are giving to the North East.”

He also expressed concern over the increasing child and maternal mortality rates in Nigeria which, he said, was alarming.

According to him, “The figures vary as people tend to quote them; suffice to say that Nigeria has the worst child mortality rate in Africa and they will also have the worst maternal mortality rate in Africa .

“Approximately over 500 women will die in every 100,000 as a result of giving birth to children which is not supposed to be like that. Averagely too, close to 200 children out of 10,000 that are given birth to will die within the first five years which is high enough.

“The essence of this MSS is to take care of the mother, children in their first one month, in their first one year, until they reach the age of five. The essence of the impact evaluation is to ensure that what the MSS has been designed to achieve is achieved.

“At the end of the day we will be able to find out if there is reduction in the death of our women giving birth and if there is reduction in the number of children who die during birth. Are we really having reduction in the number of children being maimed as a result of factors which should be prevented?

“Are the health facilities doing more than what they are supposed to do? So it is like assessing for meaningful result. This impact evaluation is much more an indebt scientific review exercise that will involve the household and health facilities.”

Abanida also disclosed that although the agency is in all the states, “ownership and implementation differ from one state to the other and while we have successes stories in some places, there are challenges in others.

i can see were only truth is coming from,anambra in terms of infrastructure and biggest market in west Africa they got it nnewi is now full with none indigenous people even our old house in nnewi the care taker is from ebony state.And anambra  got the best roads network in SE it connect to village to villages i mean i can drive to imo state in 10 mins from nnewi without matching any brake thats one thing i respected ngige for, he apply the same quality of roads i see in EUROPE from nkpor to oba,onitsha.ogidi,obosi, abagana to ojoto all the way to capital AKWA and OBI is now finishing up what he left behind the road that lead from Amichi nnewi to imo state is express road no pot holes,
