What Nigeria needs now is a true federalism it will not create any secession rather giving states more chances to develop with the capacity of what they have within their domain.I think is going to bring peace and prosperity and as we stands now Federal govt can not fix our problem alone, |
Ondo State Governor Olusegun Mimiko and his Anambra State counterpart Mr. Peter Obi, yesterday asked the Federal Government to allow Nigerians to discuss whether they want true federalism or not. Obi also explained why the governors are opposed to the Sovereign Wealth Fund (SWF) The two governors said the continuing imbalance in the operation of the Federal system of government has become a threat to good governance and enduring democracy. The governors spoke at the presentation of the ‘Nigeria Golden Book’ by The Sun Publishing Ltd. in Abuja. In his keynote address, Mimiko said the present scenario of overbearing centre and weak federating units cannot augur well for democracy in Nigeria. To correct the imbalances, he asked President Goodluck Jonathan to rise up to the occasion and go beyond the ‘lukewarm’ attitudes of past leaders and tackle squarely true federalism. According to him, the starting point is a genuine review of the 1999 Constitution and putting in place a mechanism that will ensure genuine participation of all stakeholders in the process. He said: “Today there is an overbearing centre, with beggarly and weak federating units. We agree that this can never augur well for comprehensive and sustainable good governance and enduring democracy. “We require purposeful leadership to reverse this situation and President Goodluck Jonathan should brace up to this challenge as a departure from the lukewarm attitude of previous leaders to the issue of true federalism. History beckons.” On security, he said: “Today, we run a centralised security system that impedes the gathering of intelligence and control of crime. It is a known fact that each society has a way of handling its deviants and miscreants.” “It is through the institutionalisation of local, community and communal means of apprehending and managing such that true security could be guaranteed. Only the review of the Constitution to allow the establishment of state police can move us at the right speed in combating crimes. He maintained that do-or-die approach to election and electoral matters in Nigeria has resulted in proliferation of light arms and militarisation of the civil society. “What must be said, though in passing, is that even Labour unions have become affected by the militaristic approach to issues. Such use of language as ‘with immediate effect,’ ‘now or never,’ ‘act now or face the consequence’ and others like them have found their ways into the lexicon of labour relations and actions such that issues that could be resolved easily have become points on which strike actions have been hinged. “The emergence of ethnic militias and of recent religious groups with either expansionist or disintegrative agenda can also be traced to the disposition of political elite to violence. Above all, the people themselves are fast becoming so alienated from their own governance that they see government as an outsider to be milked and pillaged. Those who steal barefacedly are celebrated as heroes in many instances and rewarded with chieftaincy titles in others.” Obi said Nigerians must be allowed to discuss whether they want true federalism or not. He also explained why governors are opposed to the Sovereign Wealth Fund (SWF). The governor said the governors have fears that the funds might either be mismanaged or it might disappear one day. Obi said: “Nobody can build this country for us except we do it. I agree entirely that we need to talk. That is the only way we can build a nation. We never sat anywhere to make this Constitution, it was foisted on us. Not that we, the people, drafted the Constitution, somebody handed it over to us and we are just doing amendments. “When we talk about true federalism, it is critical. We are either a Federation or not. Let us state where we are and once we state it, people will have respect for us. “There are so many issues to talk about. We have issues of state creation, Sovereign Wealth Fund, Joint Account, and so on. “I don’t think people are against SWF. People get apprehensive because before you know it, the SWF becomes another thing or we start looking for it. It is the issue of trust. So, if we are sure, we will support. “I believe there is need to discuss. This country has been abused enough. And the society we abuse today will take its revenge tomorrow. So, let us talk. “You say we are a Federation. While I sit in Anambra State, somebody will give an order to me on what to do. Take the issue of the N18, 000 minimum wage; it is not linked to productivity or GDP. “In many countries, they don’t talk of minimum wage. There is no minimum wage in China, Malaysia or even America where we copied our presidential system of government we are now using. “Each state sets its wage structure in America. The budget of New York is over $200b; the budget of California is over $300b. “Wage is not a buffet, it is ala carte. We are not against increase in wage; we are only saying that in doing it, certain things must be taken into consideration based on the economy of the state. There are states in Nigeria earning more than the whole states in the Southeast. “I paid the minimum wage out of pain. I am now using 75 per cent of the resources of the state to service 15,000 workers whereas Anambra State has about five million people.” THE NATION

Minister of Works, Mike Onolememen, has unveiled plans by the Federal Government to rehabilitate roads across the country. In a statement by his media assistant, Mr. Tony Ikpasaja, the minister cautioned officials of the ministry against sharp practices, which he said, were capable of tarnishing the ministry’s image. Onolememen said the ministry could no longer play “Father Christmas,” under the new dispensation. Promising to set up proper design offices for road and bridge projects across the country, the minister said President Goodluck Jonathan had given the go-ahead for the recruitment of 562 “young engineers and technicians into the Ministry of Works to boost its capacity.” The minister said the decision to restructure the ministry was a result of the report by the “Architect Bunu-led Presidential Projects Assessment Committee to the Federal Government.” He added, “Because of Mr. President’s strong passion for visible changes in road infrastructure development across the country, the restructuring became inevitable so as to enhance service delivery and accountability.” Onolememen advised Zonal Directors “to regularly inspect projects within their areas and the engineers to live in areas where their sites are situated for effective supervision.” The minister further urged the officials of the ministry to always do the right thing instead of conniving with contractors to cheat the country. Coming down heavily on engineers, he said most of the street light projects by the ministry were becoming embarrassing. As part of a new mechanism being put in place by the ministry, Onolememen ordered that all projects must henceforth have laboratories set up in each project site, “to determine the quality and standard of materials being used by contractors.” This, he said, would determine whether or not the contractors deserved to be paid. He added that the ministry’s new Materials, Geotechnics and Quality Control Department would regularly carry out tests of materials used by contractors for quality control, warning that the ministry would no longer compromise high standards. One hundred and eighty power substations have been vandalised within the last six months in the Benin Zone of the Power Holding Company of Nigeria (PHCN), the Chief Executive Officer (CEO), Benin Electricity Distribution Company (BEDC), Mr Effiong Umoren, has said. The BEDC CEO, who made this known during an interactive session with journalists, at the weekend, in Benin City, said vandalism of PHCN installations, which he described as hurting to the industry and customers’ huge indebtedness to the company, were among the biggest challenges facing the company. Besides, he said customers in the zone which comprised Edo, Delta, Ondo and Ekiti states owed the company about N12.8 billion. Umoren, an engineer, said acts of vandalism were in the form of removal and carting away of copper cables as well as upriser cables, draining of oil from distribution and power transformers, and stealing of aluminum conductor and line members such as disc, pot insulators and channel iron among others. Others included meter by-pass and energy theft in the form of meter theft, illegal direct connections, tampering with meter and refusal to pay electricity bill as at when due. He said the activities of vandals had led to loss of power and left great cost of replacement of the stolen parts. Umoren, however, pointed out that, in line with its avowed commitment to improve service delivery, the company had added six injection substations with a total capacity of 60MVA in the last one year. A heavy duty truck belonging to a conglomerate, on Sunday, rammed into the convoy of the Senate President, Senator David Mark, killing a policeman attached to the convoy, while also injuring two others. A statement by the Chief Press Secretary to Senator Mark, Mr Paul Mumeh, indicated that the incident happened in Otukpo, Benue State, Mark’s home town. According to the statement, the truck killed the driver of one of the vehicles in the convoy, a policeman, while leaving two others injured. “The remains of the dead driver, Inspector Honour-able Abah, have been deposited at the Federal Medical Centre, Makurdi, Benue State mortuary, while the injured, Mr James Ogwuche and Mr Rasheed Quadiri, are receiving medical attention at the same hospital,” the statement read. Officials of the Federal Road Safety Corps (FRSC) helped to evacuate the victims to the hospital, while the driver of the truck was said to have fled into the bush. TRIBUNE |

Top Federal Government officials are now curious over how the Boko Haram suspect, Ali Tishau, who was released from police custody on bail, appeared on a local television station interview programme to castigate the government some days ago. Reliable sources told Saturday Tribune that the authorities have set up a powerful machinery to investigate how Tishau was released without an official consent. According to the sources, the investigation, would culminate in a major shake-up in the law enforcement agencies over the incident considered as embarrassing the government. The source claimed the government was already aware that an arm of the security services allegedly orchestrated the interview in order to make the government look as if it was not doing anything to address the Boko Haram issue. Tishau, who spoke on behalf of the sect on their alleged grievances and what government should do to assuage them, was arrested by the police on December 20, 2010 and detained for interrogation. Consequently, he was charged to Wuse Chief Magistrate Court One on March 28, 2011 and granted bail, and again arraigned before a Federal Capital Territory High Court Abuja on May 7, 2011 and granted bail. The sources said that on each occasion that the suspect was granted bail, the police had always re-arrested him on security grounds. According to the sources, the matter assumed a new twist when one of the chiefs of a security agency requested the police to release him to them on June 27, 2011, to enable them conclude their investigation on the suspect. The request was reportedly granted by the Inspector General of Police, Hafiz Ringim on July 7, 2011, with a proviso that the suspect should be returned to the police in line with normal practice among security agencies. However, the police hierarchy was shocked that the suspect was never returned to the police only to see him being interviewed on the TV station purportedly organised by one of the security agencies. But police in their reaction through the Force Public Relations Officer, DCP Olusola Amore, said the police did not hide bomb warnings from presidency as claimed by the suspect during the interview. He said there was no iota of truth in the claim that the self-acclaimed Boko Haram member had given useful information to the police on the spate of bombings that occurred recently. He said the suspect had been requested for on June 27, 2011 and released on July 7, to a sister organisation for investigation in the spirit of information and intelligence sharing, but that the suspect had not been returned to the police. The force spokesman disclosed that the alleged panic among security chiefs was a figment the writer’s imagination as the security agencies were building synergy to contain the present security challenges facing the nation. Meanwhile in continuation of the efforts of the police to combat the illegal movement of arms and ammunition, as well as illegal movement of immigrants along Nigerian border with Niger and other countries, the IGP has held a meeting at the Force Headquarters. It was attended by officials of the Customs, Immigration, State Security Services and our sister security agencies from Niger Republic. In another development, trade groups and industrialitsts have expressed concern over the spate of bombings, kidnappings and other social vices in the country stating that they were capable of driving away potential investors from Nigeria. Acting President of the Nigerian Association of Small Scale Industrialists, (NASSI) Dr Albert Olajide Akinyemi, condemned the bomb attacks, stressing that they were capable of scaring away foreign investors. He frowned on the security lapses and urged President Goodluck Jonathan to call the heads of all the security agencies in the nation to check the insecurity as it was a devastating effect on our economy. “There must be peace and tranquillity in the polity before individuals would think of investing in business and enterprises that could create jobs and employment for the teeming unemployed youths in the country “the NASSI president said. Akinyemi equally called on members of the public to cooperate with security agencies by reporting suspicious movements and suspected persons to the right quarters, adding that the security of our communities is everybody’s concern and duty. Similarly, Chairman, Federal Capital Territory chapter of the Nigerian Society of Engineers, Mr Joseph Akinteye observed that the current insecurity would have negative effect on investment and thus slow down economic growth. According to him, if most Nigerians are afraid of going from their homes to their respective offices due to the fear of bomb attack, one could then imagine what would happen to foreigners coming to Nigeria for investment purposes. The Director General, Abuja Chamber of Commerce, Industries, Mines and Agriculture, (ABUCCIMA) Mr Joe Idowu Wenegieme also expressed fears. Wenegieme, who said ABUCCIMA, is planning to hold the yearly International Trade Fair next week in Abuja stated that “up till now, no single investor is on the ground.” TRIBUNE |
