Former President Goodluck Jonathan on Thursday evening paid a secret visit to President Muhammadu Buhari at the Presidential Villa, Abuja. The meeting was held inside the President’s official residence. That was the first time Jonathan would be visiting the Presidential Villa since he left in the morning of May 29 for the Eagles Square where Buhari took his oath of office and allegiance as his (Jonathan’s) successor. The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, confirmed Jonathan’s visit and meeting with Buhari to our correspondent on Sunday. Adesina, however, said he was not privy to the subject of discussion at the meeting. A top Presidency official also confided in our correspondent that the meeting was strictly between Buhari and Jonathan. He said the visit was made discreetly to the extent that photographs were not taken. “Nobody was with them. I am sure they don’t want the visit to be an item in the media. That probably explains why the former president visited at night and went straight to the residence. They met for a few minutes in the President’s residence,” the official said. The following day, however, Buhari also played host to former President Olusegun Obasanjo. But unlike Jonathan’s visit, one of the photographers attached to the President was able to capture the two leaders. It was not clear at press time whether the two visits were connected. The present administration had been investigating some activities of Jonathan’s administration with government officials, claiming that the past administration was characterised by impunity and large scale corruption. Apart from probing the Nigerian National Petroleum Corporation, the present administration is also beaming its searchlight on the management of the Excess Crude Account under Jonathan. Some former aides of the ex-President such as his National Security Adviser, Col. Sambo Dasuki (retd.); his Chief Security Officer, Mr. Gordon Obuah; and the former Director-General of Nigerian Maritime Administration and Safety Agency, Dr. Patrick Akpobolokemi, have either been arrested, detained or investigated. On May 27, less than 48 hours to the end of his tenure, Jonathan had advised Buhari not to single out his administration in any probe. He said all those advising Buhari to probe his administration must also advise him to extend his probe beyond his regime or else, the probe will be seen as witch-hunting. Jonathan said, “Some people are even calling for the probe of this government. I agree that in Nigeria, there are a number of things that we will probe, many things. “Even debts owed by states and this nation from 1960 up to this time, they are saying it is Jonathan’s administration that is owing all the debts. I believe that anybody calling for probe must ensure that these probes are extended beyond the Jonathan administration, otherwise to me, it will be witch-hunting. “If you are very sincere, then it is not just the Jonathan’s administration that should be probed. A number of things have gone wrong and we have done our best to fix them. The Attorney- General is aware of massive judgments debts, if we aggregate all of them, it is about $1billion. “How did we come to this kind of huge judgment debts? These issues should be probed. How do you allocate our oil wells, oil fields, marginal wells and others? Do we follow our laws? All these should be probed. The cut in the budget of the National Assembly from N150bn to N120bn is beginning to hit members of the House of Representatives hard, resulting in unpaid salaries. The 360-member legislature has not paid the June and July salaries of lawmakers. Findings by The PUNCH on Thursday showed that the Speaker, Mr. Yakubu Dogara, took hours to lament the poor financial situation of the House during a crucial meeting with his colleagues in Abuja. Delayed releases by the finance ministry has also been identified as one of the factors contributing to the cash crunch facing the lawmakers. The late-night meeting was convened in one of the halls at the New Wing of the House, away from prying eyes of non-members. “Well, members were beginning to ask questions about payments; their due salaries and other entitlements. “The speaker came to open the books and to complain that he too is handicapped because there is no money,” a senior House member confided in The PUNCH . Investigations showed that the lawmakers were expected to receive about N18m each in June when they arrived in Abuja for the new term. The money was to cover accommodation, furniture and other provisions worked out in line with percentages in their template. However, they were said to have been paid only N10m as the House leadership simply said it could not afford the N18m. “Car loan in particular was deferred; so for now, there is nothing like car or loans for that purpose,” the lawmaker who briefed our correspondent said. The PUNCH learnt on Thursday that during Tuesday’s meeting with the speaker, the lawmakers also got another shocker when Dogara announced that the House could not afford to procure utility vehicles for them this year. The utility vehicles are officially attached to committees for oversight duties but in reality are in the custody of the members. Members simply take along such vehicles with them at the expiration of their tenure after paying a fraction of the purchase price to the Management of the National Assembly on terms agreed by both parties. It was gathered that Tuesday’s meeting was called on the heels of complaints by members that they had yet to receive bank alerts for their June and July salaries. There were also said to be complaints over general cash crunch in the House, with some services facing challenges. Another member of the House, who was at the meeting spoke more, “It was to present the situation as it is; the accounts are low. “Knowing the way this place operates, soon, someone could start a rumour that the leadership is sitting on the money of members. “The reality is that there is no money; the cut in the budget is beginning to bite everybody. “The speaker went to the meeting with the template for the entitlements of every member for frank discussions. “Everyone now knows what they are supposed to get and if they are not able to get it, they know why.” When contacted, the Special Assistant to the Speaker on Media and Public Affairs, Mr. Turaki Hassan, declined to speak on the issue. Hassan referred our correspondent to the Chairman, Ad hoc Committee on Media and Public Affairs, Mr. Sani Zoro. “Call Sani Zoro; being a House matter, he is the appropriate person to speak on it,” he said. When our correspondent called Zoro, he claimed not to know that such a meeting took place. “Was there any meeting like that? Let me get across to the speaker and I will call you,” he said. As of the time of filing this report on Thursday, Zoro had not called back. But, in the chamber, the House mandated one of its adhoc committees to investigate the alleged retrieval of N1.17bn from the account of the Sokoto Rima River Basin Development Authority by the Ministry of Finance. Mr. Musa Sarkin-Ada, in a motion he moved on the issue, claimed that the money was paid into the account of the agency for projects it executed in 2014. Sarkin-Ada said the money was paid into the agency’s account with a commercial bank on March 11 this year. “On April 11, the ministry inexplicably made the bank to return the money to it, an action that rendered the authority incapable of discharging its constitutional obligations.” He added that a series of complaints the agency made to the ministry over the matter had not received serious attention. There was this picture I once came across on nairaland which almost cracked my ribs. It was in the joke section.I tried storing it in my device but there was not enough space.i eventually came back here to get it but its nowhere to be seen.It was after the great data purge on Nairaland and was in a male bashing thread. The picture was that of a guy balancing his trousers on his waistline in the 50s and letting it down as the years went till it got to the stage where he started to move a wheelbarrow with his trousers hanging on it while walking arround with just his boxers. The National Universities Commission has said online degrees obtained from foreign institutions will not be accepted as means of seeking employment or doing other legitimate business in Nigeria. The commission also slammed Maryam Abacha American University in Niger Republic, saying it has been inundated with enquiries from some Nigerian applicants, who have been offered admission into the university. NUC’s Director of Information and Public Relations, Mr. Ibrahim Yakassai, made the announcement during a press briefing on Thursday evening in Abuja, against the backdrop of some foreign universities, which admitted students from Nigeria. “We wish to restate that as the only quality assurance agency for universities in Nigeria, the NUC is maintaining its stand that degrees from Maryam Abacha University will not be accepted in Nigeria,” the commission stated. The NUC, which also discredited all part-time cross boarder education in Nigeria, therefore warned citizens against patronising online universities which offer academic programmes without physical contact with their students. According to him, the Nigerian constitution has no backing neither does it recognise such degrees obtained online, saying students look for cheap means of acquiring qualifications to avoid competition at home. He said, “Nigeria will not recognise online degrees. Online degrees are not accepted in Nigeria at the moment. The Nigerian constitution does not even give recognition to such degrees. Those who run out of Nigeria for study outside this country are those looking for cheaper degrees. It is either they cannot pass the examinations or they do not possess the minimum entry qualifications.” The NUC criticised the entry qualifications being used by Maryam Abacha American University, saying they were poor. Yakassai said concerned students were offered admissions on part-time basis with a graduation time of four semesters for programmes including Nursing, Medical Laboratory Sciences and Public Health. The first time the Nigeria Football
Federation contacted Sunday Oliseh for
Eagles’ job, the former national team
captain declined on one condition: He
was to assist a yet to be employed
foreign coach. This was shortly after
NFF announced they were parting
ways with Keshi when Sudan beat
Eagles, one of the defeats that
contributed to Nigeria’s failure to
qualify for the last Nations Cup.
Oliseh politely turned down the offer
even before external forces imposed
Keshi on the federation. Oliseh felt his
pedigree would earn him the top job
and not to assist anybody. He wanted
to be in charge and take full
responsibility. The Pinnick Amaju-led
federation respected his position and
left him out and succumbed to the
pressure to re-engage Keshi.
And now that they have, again, parted
ways with Keshi, the federation has,
again engaged a foreign coach to
coach the Super Eagles. But the
foreign coach, a Dutch, will be under
Oliseh who assumes the office of Chief
Coach or Technical Adviser.
The deal has already been sealed and
Oliseh and his assistant will be
unveiled in Abuja next week. The
contracts were signed in London
Tuesday.

“You can even report that Jay Jay
Okocha is the next Eagles coach,”
Amaju Pinnick jokingly said when we
contacted him for confirmation
Tuesday night.
He would not discuss further details
but only expressed excitement about
the roles the Eagles coaches are
expected to play in the development of
football in Nigeria. He spoke to this
reporter from London and these were
his words.
“There will be workshops and coaching
clinics for Nigerian coaches. The
Eagles’ coaches will be touring Nigeria
to watch league matches and not like
in the recent past when our national
coaches failed to monitor our leagues.
We are initiating so many things that
will help our football. We will develop
the game and also aim to present a
good team for the next World Cup. I
can see a bright future”.
Keshi was accused of applying for
another job while still with contract.
The NFF terminated his contract on
Saturday.
Oliseh is highly respected at home and
abroad. His television soccer analysis
earns him kudos. He is now expected
to practice what he preaches on
television. In principle, he is always
firm. And this paints a picture of his
character and should, perhaps, educate
the federation on the need to make
things plain to the new helmsman. This
reporter recalls when he refused to
cringe before a bullying sports ministry
at the 2002 Nations Cup in Mali.
The players ended the group stage
without bonuses. Oliseh, as captain,
ensured there was peace and no
agitation. “We believe that the ministry
does not have our money yet. And we
believe that they will pay the money
when they receive it.
We are here for the matches and we
hope to continue to win. We are
focused on the tournament and not our
bonuses for we know they will surely
be paid later,” Oliseh told the then
sports minister, Mark Aku, in response
to the minister’s plea that they should
be patient over their bonuses. Applause
followed Oliseh’s maturity and
response. But when money was
eventually sent from Abuja, the
ministry announced changes in flight
ticket refunds.
This was midway into the tournament
and the players felt that they had
stomached enough. It angered them.
They downed their boots for a day and
went into the semi final match against
Senegal with audible grumbles.
They lost and coaches Shaibu Amodu
and Stephen Keshi were disengaged
from the team. Adegboye Onigbinde
was engaged to take the team to the
World Cup. Oliseh, George Finidi and a
few others were also dropped from the
World Cup team. It was the height of
injustice in Eagles and the results of
the Korea-Japan World Cup possibly
added weight to the law of karma.
Thirteen years on Oliseh is back at the
national team as coach. This will
delight former NFA chairman, Yusuf Ali
who, before now, strongly campaigned
for the engagement of Oliseh as Super
Eagles coach even as Oliseh was yet
to take up any known top coaching
job.
“He is intelligent and it is on that basis
that I want him as coach. If it means
Oliseh assisting a foreign coach and
eventually taking over they should
consider that for he is a brilliant guy,”
Ali repeatedly told this reporter who
equally published his views on these
pages.
“Yes, Oliseh has been signed,” one top
NFF member confirmed last night. He
also confirmed the Dutch assistant.
Samson Siasia hired Kalika, a Dutch,
as his assistant from the Flying Eagles
to his Olympic and Super Eagles days.
Clemens Westerhof is generally rated
as the best foreign coach Nigeria ever
had. He is Dutch also.

Nigeria’s total debts stood at 12.06 trillion naira ($63.5 billion) at the end of March this year, up from 11.2 trillion naira in December 2014, the Debt Management Office (DMO) said on Wednesday. Nigeria, Africa’s top economy and largest oil producer, has been hammered by the 50 percent fall in global oil prices as crude sales account for more than 70 percent of government revenue. Squeezed government revenues forced this year’s budget to be revised and federal projects scrapped or halted while state employees have gone months without being paid. The national currency, the naira, has also come under intense pressure, losing substantial ground to the dollar on both the official and black market. The figure announced by the DMO confirms claims by Vice President Yemi Osinbajo that the country’s debt stood at some $60 billion at the end of Goodluck Jonathan’s term, after he lost to President Muhammadu Buhari in March elections. Ngozi Okonjo-Iweala, the former finance minister, had however staunchly rejected the claim, saying the debt was much lower, and mostly incurred by states rather than the federal government.
