The senate on Tuesday rose from about two-hour executive session on Wednesday and announced the suspension of its planned process to override President Goodluck Jonathan’s veto on the Fourth Alteration Act 2015 which seeks to further amend the 1999 Constitution. Senate President, David Mark, who addressed the chamber after the closed-door session, said the senators as lawmakers, would always abide by the law of the land, since the Supreme Court had asked the federal parliament to stay further action on the document. Mark said,”We are law makers, we will not be law breakers. In fact we are responsible senior citizens who should not be seen to be breaking laws in one way or the other. “However the executive should not take the National Assembly for granted any longer.” The senators had on Tuesday vowed to begin the process of overriding the President’s veto today, by taking the first reading of the bill to adopt the gazette of the controversial amendment Bill. It will be recalled that Jonathan had in a letter dated April 13, addressed to Senate President David Mark and Speaker of the House of Representatives, Mr. Aminu Tambuwal, announced his decision to reject the Constitution (Alteration) Bill 2015. He had cited perceived deliberate attempts by federal lawmakers to whittle down presidential powers and their failure to strictly adhere to constitutional provisions on the amendments to Section 9 of the constitution by observing four-fifths majority support in each chamber before it could amend it. The president had further argued that the National Assembly only observed two-thirds majority support for the amendment instead of four-fifths stipulation in the constitution before amending the section. The amendment to the section strips the president of the power to sign an amendment bill before becoming effective. Following the president’s letter, the Senate on April 15 demanded the return of the bill to the National Assembly by the president. The demand was the fallout of an allegation that the president had earlier signed the bill before he was prevailed upon by the AGF to withdraw his assent. Suspecting that the National Assembly might move to override the president’s veto as a result of the demand, the federal government proceeded to the Supreme Court to stop the National Assembly from further carrying out any legislation on the amendment bill with the intention to render it handicapped. The Supreme Court eventually ruled on the suit on May 7, asking the National Assembly to maintain the status quo ante on the amendment until the final determination of the suit. It also described the suit as incompetent, saying it should have been between the president and the National Assembly and not between the AGF and the National Assembly as the case had been. The apex court also queried the federal government’s counsel for not joining the state houses of assembly in the suit since they were also part of the amendment process. The Independent National Electoral Commission’s website, inecnigeria.org, has been hacked by an unknown group. On the website, the group, which displayed an election cartoon of President Goodluck Jonathan and General Muhammadu Buhari, identified itself as the Nigerian Cyber Army. A member of Gombe State House of Assembly, Alhaji Umar Aminu (APC), and eight others are feared killed by insurgents on Saturday. The insurgents who attacked Dukku and Nafada local government areas of the state were said to have killed the lawmaker representing Dukku South Constituency. A source told newsmen that the insurgents, who came from Yobe, initially attacked Shole, Birin Bolewa and Birin Fulani towns of Nafada and later attacked Dukku. There was confusion in the two areas as some voters left the polling units but others later returned to be accredited, the source said. According to the source, the insurgents killed three persons in Nafada Local Government Area, including a policeman and killed six persons in Dukku Local Government Area, including the legislator. The source further said the insurgents left on the Dukku-Darazo road after the attack. DSP Fwaje Atajiri, the Police Public Relations Officer (PPRO) in the state, confirmed the report, adding that details of the incident would be given after investigations were completed. “There was an attack on the outskirts of Nafada in attempt to disrupt the elections. A joint team of military and policemen promptly moved to Dukku and pushed the insurgents to the bush,” he said. Atajiri said elections were going on in the area and other areas of the state as the Special Forces were in control of the situation. Reacting to the death of his colleague, member representing Akko North Constituency at the State House of Assembly, Alhaji Gidado Lawanti, described his death as unfortunate. He described the deceased legislator as a friendly and nice person who went along with everybody. Lawanti prayed for the repose of the soul of the deceased. More than 200 girls who were abducted by Boko Haram from government secondary school, Chibok, Borno State, in April 2014 are in Gwoza, The Cable , an online medium, on Wednesday quoted Mbutu Papka, a woman who was recently freed after eight months in the sect’s captivity, to have said. Papka, who made the revelation to the international centre for investigative reporting, said she was transferred from a poor condition in Mdita to a fairly tolerable facility in Gwoza where the abducted girls were being held. She said, “In the camp at Gwoza, there were clear demarcations between where people were kept. The Chibok girls, other captives and Boko Haram members and their family members all had their separate areas secured, though the security in the area where the girls are kept is visibly different and much tighter. “When we got to Gwoza, things changed because there were facilities there and the place was 10 times better than Mdita. “We had a normal life in Gwoza, except the trauma of living in captivity. Whatever we wanted to eat, they were provided. They would bring water, firewood, etc., and leave them outside. They even provided perfume for anyone who requested for it.” The 56-year-old woman added that no one was allowed anywhere near the specific location of the abducted girls, which was being guarded round the clock. Papka was reportedly seized alongside many others when Boko Haram attacked Gwoza on July 4, 2014 and taken to Mdita, a remote village near the notorious Sambisa Forest, bordering Askira Uba and Damboa. She and many others, including children were kept in Mdita for five months before they were taken to Gwoza, where she was held for another three months before being released on March 15. The woman said the facilities provided for them in Mdita were so poor that some captives died of ill health. “There was a Redeemed Christian Church of God pastor who was killed during the attack on our village, and his wife was abducted with us. She died at Mdita due to the condition of the place and the death of her husband,” she said. The pastor’s wife was said to have had diabetes and had been on a special diet, which could not be provided by the insurgents. Though she said she could not speak for the abducted girls, Papka said she and the other women abducted were neither raped nor assaulted, saying the insurgents lived with their wives and children in the Gwoza camp. When she was to be released by the sect on March 15, Papka was given a sick two- year-old boy who had been crying uncontrollably. MAKURDI – An 11 year old boy, Terkula Botwer has reportedly committed suicide by hanging himself on a tree, at Achusa village, in Makurdi local government area of Benue state. Vanguard learnt from an eyewitness that the teenager allegedly took his own life after being accused by his guardian of stealing her only N200. According to the source, “It all happened on Sunday morning when Mrs. Nadoo Hember, the boy’s guardian, was alleged to have complained that her only N200 was missing in the house she lived with the late boy. “She confronted Terkula who denied taking the money, but as she was leaving for church, she allegedly warned the boy that if the money was not found, she would be forced to return him back to his parents in the village. “Unfortunately, when she got back from church later in the day, she got into the house and discovered that the boy was no where to be found. But after a search, the lifeless body of the boy was seen hanging on a tree at the back of the house. “It was at that point that she raised alarm that attracted neighbours who gathered at the scene to rescue the boy who was already dead.” Corroborating the story, the State Police Public Relations Officer, PPRO, Assistant Superintendent, ASP. Austin Ezeani said the matter was reported last Sunday at the ‘B Division’ of the State Police Command from where officers went and recovered the remains of the boy from the scene after which they deposited same at the Makurdi Federal Medical Centre. A man, Godwin Elewana, has been accused of killing a 22-year-old youth, Douglas Ojugbo, for allegedly having an affair with his daughter. Neighbours said Elewana, who lives in the Cross River Basin Development Authority, Eight Miles area of Calabar, Cross River State, had warned Douglas to stop coming to his house to see his daughter. It was learnt that Elewena could no longer hold his anger on March 10 when he pursued the boy from his house and allegedly shot him to death. PUNCH Metro gathered that Elewana first shot Douglas in the arm, and later gave him another shot in the leg. Neighbours told our correspondent that he subsequently bundled the lover boy into his car and drove him to the Federal Housing Police Station. It was learnt that the youth died on the way to the station. Residents of the area said policemen at the station allegedly hastened Douglas’ burial at the Goldie Cemetery to cover up the crime. But the Divisional Police Officer in charge of the station, Mr. Mike Ezenwenrem, said the allegation was false. One of the neighbours, who spoke on the condition of anonymity, said, “The girl’s father had warned the youth not to come near the daughter again, but the two of them ignored the warning. I think that was why the man decided to take that horrible action. “On that fateful day, we saw the man running after the lover boy. When the man caught up with him around the basin authority gate, he shot him. After shooting him, he dragged him into his car and drove off.” It was gathered that the parents of the deceased got the information about their son two days later and immediately went to the Federal Housing Police Station. PUNCH Metro learnt that on getting to the police station, the bereaved parents were told that their son was dead and had been buried without their consent. It was alleged that the DPO coerced the father into signing an undertaking not make any complaint to any authority whatsoever. But the bereaved father, Mr. Augustine Ojugbo, who is also a lawyer with Kanu G. Agabi & Associates, said he had ignored the DPO and had petitioned the Assistant Inspector General of Police, Zone 6, Calabar, and the National Human Rights Commission to investigate the cause of his son’s death and bring those who killed him to justice. In the petition, Ojugbo said his son was not having any romantic relationship with Elewana’s daughter. He explained that Douglas had sold his mini laptop to Elewana’s daughter, who made part payment, adding that it was the balance the son went to collect when he met his untimely death. He said, “My son is 22 years old. Sometime this year, he sold his mini laptop to the daughter of Mr. Elewana Godwin. Elewana’s daughter name is unknown to me at the moment. But she made a part payment of the agreed sum, leaving the balance. “My son, in a bid to collect or recover the balance of his money, had been visiting the lady at home and he ran into Elewana on his previous visits. Elewana, not pleased with the boy’s presence, demanded to know what he was doing in his house. My son explained to Elewana of his transaction with his daughter. Elewana, without any effort to verify the boy’s story, asked him to leave his house and warned him never to visit his house again. “My son was about leaving when Elewana’s daughter cornered him and asked him to come on March 10 to collect the balance of his money. On that faithful day, my son went to Elewana’s house, hoping to see the daughter as agreed, but unfortunately he saw Mr. Elewana. “Elewana, upon sighting Douglas, ran into his room and fetched his gun. My son took to his heels to save his life. However, Elewana pursued him until he caught up with him at the gate of Basin Authority, and he shot my son first on the leg as a result of which Douglas fell down. To accomplish his goal, Elewana shot him the second time on the arm. “Elewana still bundled Douglas into his car and took him to the Divisional Police Officer of the Federal Housing Police station. The DPO conspired with Elewana to get rid of Douglas’ corpse.” Douglas’ mother, Mrs. Maria Ojugbo, who is a Director in the Department of Fishery, Ministry of Agriculture, corroborated her husband’s claim when she said the family did not know about the death until March 12 when his body was exhumed from a grave in Goldie Cemetery.” But the DPO said he never knew Elewana until the corpse of Douglas was brought to his station as an unidentified suspected armed robber. Ezenwenrem told PUNCH Metro that Douglas was brought in by the station’s patrol team that got a distress call. He said, “I got a call from one of my patrol officers, who said an armed robbery suspect was being brought in. I called the control unit, informing them that a suspect was apprehended at the Basin Authority area. When the patrol came, I saw somebody at the back of the pickup and they brought him down. “They brought some iron rods and one locally-made pistol, saying an angry mob nabbed the robber. Elewana was there with the mob. He (Elewana) said he was in his compound, when he heard his dog barking and that when he checked, he saw someone rushing out from the sitting room of the other flat. “He said the suspect (Douglas) threatened him with the machete he was holding, but he (Elewana) said he retreated to his flat and brought out his double-barrelled gun and shot the suspect. He said after the shooting, the suspect still managed to scale the fence, but the people around pursued him, brought him down and beat him up. “I sought to know the boy’s identity, but nobody knew him. I then told my men to take the statement from Elewana who acted in self-defence. The corpse was unidentified and besides I could not raise N35,000 to take him to the mortuary, so I called health workers in the state to take him away. “I don’t know anything about this issue of girlfriend and boyfriend. The man said the boy came to rob in one of his flats and later threatened him. So, it was a case of robbery. “People should not face the police, they should face the man who shot him. The man is not on the run.” When asked why the police buried the corpse in a hurry, the DPO said, “Where do you expect me to keep the corpse when I did not have the financial power to send the body to mortuary? “We have health authority that could be called upon anytime to dispose unidentified corpse. “Where they could have faulted me is if someone had come to identify the corpse and I still went to the health authority to bury the corpse. We normally call them to come and dispose corpses, especially unidentified ones. At every point in this whole issue, I communicated with the Commissioner of Police and also sent signals. I did not follow the health authorities to where they took the corpse to..” When contacted, the Police Public Relations Officer, Mr. Hogan Bassey, declined comment on the matter. The Ministry of Interior Affairs has announced the closure of all land and sea borders ahead of Saturday’s presidential elections. According to a statement released and signed by the Ministry's permanent secretary, Abubakar Magaji, the closure takes effective from midnight today Wednesday March 25, to midnight Saturday, March 28. The statement says the closure is “to allow for the peaceful conduct of the forthcoming national election". A Chinese restaurant in the Kenyan capital Nairobi has been shut down and its owners summoned by authorities after it emerged it was barring black patrons, reports said Wednesday. The restaurant fell into the spotlight of city authorities after furious residents took to social media to denounce an apparently racist policy of not allowing African patrons to eat there after 5pm. The owners of the restaurant said the measure had been put in place following a robbery in 2013, and have apologised for causing any offence, the Daily Nation reported. But it said the Chongqing Chinese restaurant, situated in Nairobi’s bustling commercial and residential district of Kilimani, had been shut down anyway for not having the proper licences. “We have established that the restaurant did not have the licences and I have have ordered it closed until the management complies,” Nairobi governor Evans Kidero was quoted as saying. He also said that “all business and service providers must ensure that all customers and clients are treated with respect and dignity, irrespective of race colour, sex, tribe and religion,” the Standard newspaper quoted him as saying. Reports said the restaurant’s Chinese owners and managers had also been summoned by Kenya’s immigration authorities. A city official however told the Star newspaper that the incident “has nothing to do with the friendship and diplomatic relations Kenya enjoys with China,” a major investor in east Africa’s biggest economy. i think the Nigerian judiciary system is beginning to distance itself from bn an appendage of the executive to an independent body.The rule of law cant operate successfully in an atmosphere of unnecessary interference from the politicians. Im not an ardent supporter of the pdp but i wl vote for its aspirant come next week.however,i believe they overstepped their boundary by stopping the fund.i stand for fair play. hence i do congratulate the the apc family on their feat.they deserve it. |

A Federal High Court in Lagos has ordered the Nigerian Communications Commission and five others to pay the All Progressives Congress N500m for unlawfully shutting down the party’s presidential campaign fund-raising platform. Apart from NCC, the other judgment debtors are Etisalat, MTN Nigeria Limited, Globacom Limited, Airtel Nigeria Limited and Visafone Communications Limited. To put it more scientifically, there is a gradual increase in mortality risk for those who fall outside the six-to-eight-hour band. Prof Franco Cappuccio, professor of cardiovascular medicine and epidemiology at the University of Warwick, has analysed 16 studies, in which overall more than a million people were asked about their sleeping habits and then followed up over time. Cappuccio put the people involved into three broad groups: • those who said they slept less than six hours a night • those who said they slept for between six and eight hours • those who said they slept for more than eight hours His analysis showed that 12% more of the short sleepers had died when they were followed up, compared to the medium sleepers. However, 30% more of the long sleepers had died, compared to the medium sleepers. That's a significant increase in mortality risk, roughly equivalent to the risk of drinking several units of alcohol per day, though less than the mortality risk that comes from smoking. But can it really be true that getting nine hours' sleep is worse for you than getting five? There are different ways of looking at this. Cappuccio was aware of the possibility that people sleeping too long might be depressed, or might be using sleeping pills. He corrected for this, though, and found the association was still there.
