A new research released by Quantum Global Research Lab has shown that Nigeria requires extra effort to regain position as a leading investment destination in Africa.The research, which measured the Africa Investment Index (AII), to guide investors on the countries that are most attractive for investment in the short and medium term, rated Botswana, Morocco, Egypt, and South Africa best. Botswana emerged as the best short-to-medium-term investment destination in Africa according to the firm, which factored six points; growth, risk, demographic, liquidity, business environment and social capital. The ranking indicated that Botswana made it to the top based on credit ratings, current account ratio, ease of doing business, and import cover.Coming at the 19th position out of the 54 countries on the continent, the Managing Director, Head of Quantum Global Research Lab, Prof. Milton Delo, at a media briefing in Lagos, said Nigeria stand a better chance for long term investment based on its Gross Domestic Product and population. He said the country has no reason to worry about its external debt, and would bounce back as the rating showed that efforts to move it out of recession were yielding positive results, adding that the convergence in foreign exchange (forex) remained a remarkable effort that would reduce the risk factor in the market. “I expect Nigeria to improve. I see the oil price and the micro economy stabilising. Nigeria is good for a long term investment,” Delo said, that although the oil price could fluctuate but in the short and medium term it would haul because the supply exceeds demand. He noted that investment in other sectors of the Nigerian economy would increase, particularly in the areas of social capital. “Nigeria has huge manufacturing potential. It also has huge potentials in agro processing and massive potentials in infrastructure. The power sector will attract long investment and the real estate sector. Oil is not the complete determinant. No fewer than 20,000 jobs that are currently in the service of INTELS Nigeria Limited are on the risk, as the rift between the oil and gas logistic giant and the Nigerian Ports Authority (NPA) lingers. The Managing Director of Nigerian Ports Authority (NPA) Hadiza Bala Usman had recently directed that every terminal in the port was free to receive any cargo as far as it has the technical competence to handle such goods. INTELS had in a suit number FHC/ABJ/CS/417/2017 at the Federal High Court Abuja, protested the directive, asking the court to, among other reliefs, issue an order stopping the NPA and other defendants from implementing the new policy. As the rift lingers, stakeholders have expressed worries that the face-off might lead to loss of over 20,000 job currently in the service of INTELS, if the Federal Government does not take an urgent step to intervene in the matter. National President, Nigerian Importers Integrity Association (NIIA), Godwin Onyekazi, who expressed displeasure about the situation, said it was unfortunate that a simple business disagreement, which could have been amicably resolved “at the coffee table” was allowed to degenerate to the point where more than 20,000 jobs are on the line. Onyekazi said: “INTELS is a major operator in oil and gas, maritime and real estate industries. It is one of the largest employers of labour in the country and in the Niger Delta region. It should therefore concern any well-meaning Nigerian that NPA is unable to amicably resolve and manage its differences with such organization. “We have also read that INTELS is being persecuted because of its perceived links to a top politician in the country. This political dimension to the entire saga makes the intervention the Acting President Yemi Osinbajo imperative. “We do not think that companies operating in the country should be subjected to political persecution especially at this time when the Federal Government is pushing hard for peace to reign in the Niger Delta region,” he said. According to him, the competition for oil and gas logistics is international and the loss of business by INTELS is the loss of business by Nigeria. “It is an exercise in delusion to think that there is any other facility in-country that can provide the type of services INTELS is providing to the oil and gas sector. The oil and gas majors will simply move to Angola, Sao Tome and Principe or South Africa to enjoy the kind of services they enjoy at INTELS if it is no longer in position to provide such service. The implication of this is huge revenue loss to the country and loss of jobs in the Niger Delta region,” he said. The NIIA President also called on the Federal Government to provide palliative measures to cushion the effect of Ijora-Wharf road closure for one year on port users. While commending the government for deeming it fit to repair the Ijora-Wharf Road, which he said has been abandoned for several years, he said the same attention should be given to the Port Harcourt Port and Onne Port access roads. Meanwhile, Senior Legal Manager of INTELS Nigeria Limited, Dominic Onwuchekwa, has stated that the proposed de-categorisation of the terminals will not only jeopardise the prospect of the company recovering its investments under the concession agreement signed with the Federal Government, but that it will also undermine the commitments made to its lenders. There are indications that the Emir of Kano, Alhaji Muhammad Sanusi II, has suspended yet another son of the former Emir of Kano, Alhaji Bashiru Ado Bayero, as district head of Takai following alleged act of insubordination. Sources in Kano alleged that the monarch, who was heavily embattled until lately, axed Alhaji Bashiru Ado Bayero from the position after he had proceeded to Saudi Arabia for lesser hajj and medical check -up without clear permission from the monarch. The source hinted that prior to the suspension, the Emir and Bayero, who is also the Lawan of Kano, had had issues that were eventually resolved by some councilors who had pleaded on behalf of the district head. Sunday Sun gathered that an interim administrator might have been appointed to hold brief in the absence of the district head. It could be recalled that on October 28, 2015, barely months after he assumed office, the Emir had sacked the eldest son of the late Bayero, Alhaji Sanusi Bayero, and stripped him of his title as the Chiroma of Kano following issues bordering on alleged disloyalty. Thirty-year-old Abdullahi Garba is probably wishing that he had held his anger in check and restrained himself from reaching for the knife that lay nearby. Garba got into a fight with his wife, Falilat Saka Garba, 29, on May 30, 2017, after she insulted him for not giving her N2000 for housekeeping and another N2000 for the contribution scheme she joined. At the headquarters of the Kogi State Police Command, Homicide Detectives Section, where he is being held, Garba spoke with Sunday Sun and claimed that he was angered by the effrontery of his wife, who slapped him because he could not provide the amount she demanded for housekeeping. Recounting how the tragic incident happened in Epaka Oboroke village in Ihima community of Okehi Local Government Area, Kogi State, Garba said: “My late wife Falilat Garba was a troublemaker. She is after money. I am a driver by profession. My deceased wife requested for N4,000, N2000 for contribution and N2000 for housekeeping. I told her that I could only afford N2,000 naira for the contribution. I told her to sell some chickens and use the money for housekeeping. We have been quarrelling over and over because of money. Severally my wife had accused me that since commercial driving was not giving me enough money. I should start stealing to sustain the family. “Since I married her in 2013 she had never slapped me, rather she would insult me. I have reported her conduct to the mother. The mother talked to her and she would show better conduct for a while. Later she would return to her bad attitude. I tried to please her, but she was not satisfied. We have been quarrelling over and over because of money.” Explaining further, Garba said: “My wife always mounted pressure on me over the housekeeping money. Suddenly, my wife slapped me, immediately I slapped her too. We were both eating at the time, I took the knife beside me and stabbed her on the neck and she slumped on the ground. “I quickly put her in my car and tried to rush her to the hospital. She died in the car in my hands. “My late wife had only one son for me, Mohammed Garba, who is six years old. It is because of this recession that my wife was always insulting me on daily basis. Now that my wife is dead, who take care of my only son Mohammed Garba? According to the Kogi State Commissioner of Police, Mr. Wilson Inalegwu, the matter was reported at the Okehi Police Station. He was promptly arrested by policemen and is being held at Homicide Detectives Section in Lokoja, Kogi State. Now gnashing his teeth in regret, Garba offered a good advice to other other men: “I know I am going to prison, but my advice to the public is we should learn how to be patient with our wives during this time of recession.” In the course of investigation, The Deputy Commissioner of Police State incharge of the State Criminal Investigation Department, Mr. Ibrahim Sabo Umar, disclosed that homicide detectives recovered the knife, which Garba used to stabbed his wife. Windstorm has destroyed 91 houses in Ringim Local Government Area of Jigawa, an official of the Council said. Alhaji Mustafa Nababi, the Information Officer of in charge of the Local Government Area, told the News Agency of Nigeria (NAN) on Saturday in Dutse that the windstorm happened on June 21. He explained that the destroyed houses were in two villages of the council. He said 75 of the houses were in Auramo village and 16 in Zangon Kanya village. The spokesperson added that the council Chairman, Alhaji Abubakar Muhammad and his Secretary, Alhaji Shehu Sule, in company of other officials, had visited the affected areas to sympathise with victims. Ghana appears to be leading in the race for the aviation hub in the West African region, despite Nigeria’s comparative advantage.Whereas both West African neighbours currently parade the “ease of doing business” initiatives of their governments, Ghana is making more progress with specific policies that are attracting more international airlines to Kotoka International Airport in Accra. Experts are unanimous on the comparative advantages Nigeria has over Ghana in terms of passenger traffic, local airlines and infrastructure, among others. They are, however, concerned that the dormant state of the Nigerian aviation sector would adversely affect the economy. Specifically, with foreign airlines fueling in Ghana and routing through the country, after picking passengers in Nigeria, ancillary revenues that would have gone to hotels and aviation agencies in Nigeria are now being made in Ghana. To reverse the trend, the experts called for aviation specific policies to stimulate activities in the sector and enhance growth for larger economic development. Recall that the Ghanaian government over a year ago mapped out plans to ease means of doing business and attract foreign airlines to Accra. In partnership with the International Air Transport Association (IATA), the government slashed the price of aviation fuel by 20 per cent, remodelled the old Kotoka International terminal and subsequently removed Value Added Tax (VAT). Today, several airlines operating on the West African coast find aviation fuel in Accra cheaper. South African Airways, for instance, now routes through the airport for direct flights to Dallas and Washington, in the United States. Meanwhile, on board these flights are over 50 per cent passengers from Nigeria. The Local Operating Officer of one of the foreign airlines told The Guardian that the Ghana Aviation Authority (GAA) had gone steps ahead with the open doors and trade liberalisation policies. “That is why everyone is finding Ghana attractive. Even our passengers find the Kotoka Airport more accommodating than what we have in Nigeria.“We have to give credit to the Federal Government with the new policy. To be honest, Nigeria is a very strategic traffic hub after South Africa, but still has a long way to go. I said that with all sense of responsibility as a Nigerian.Unfortunately, aviation business is high capital intensive with very little margin for profit. So, it is not done by sentiment. If the condition in Accra supports my business plan, why wouldn’t I go there?” the top official said on condition of anonymity. Indeed, Nigeria commands many advantages to compete with established African hubs like Johannesburg (South Africa), Nairobi (Kenya) and Addis Ababa (Ethiopia) for the African air travel market. For instance, Nigeria sits at the trigger point of the continent and the shortcut (about six-hour travel time) to the rest of the world. With 170 million plus population, internal movement of about 15 million passengers (just eight per cent of the population) is second highest after South Africa. Besides, no other country can boast of eight local carriers like Nigeria, airports as many as 26 scattered across the country and being the sixth largest producer of crude oil (for JetA1) in the world. The Chairman of the Airline Operators of Nigeria (AON), Capt. Nogie Meggison, said there was no doubt about the huge potential at the disposal of the country, but this would continue to be potential until Federal Government comes up with a deliberate economic policy to help grow the aviation subsector. Meggison said: “There is an urgent need for a deliberate economic policy that will eliminate the many challenges that adversely affect the sector in a bid to guarantee survival of domestic airlines in the country and to make Nigeria the hub for Africa. “Following the air crashes of 2005/06, the Federal Government came up with a policy to ensure air safety in Nigeria. As a result of that singular action, today Nigeria has an excellent safety record of 93 per cent between 2006 and 2017. The country also secured the Category 1 Status and most of the scheduled airlines are currently IOSA-certified as a strong testimony of the country’s commitment to air safety. “However, safety and economic policy go hand-in-hand. Where there is no financial profit for airlines, safety would be compromised. A clear economic policy for the survival of domestic airlines is very critical at this time. Absence of it has resulted over the years in the death of over 25 airlines in 30 years. Safety and financial economic policy must go hand-in-hand; as airline investors are in the business of aviation for the profit and can’t make profit without safety or have a safe airline without profit,” he said. The airline operators said they could compete on the regional and international fronts but the Federal Government must provide an enabling environment that specifically addresses the crippling effect of multiple taxation, VAT and navigation aids, among others. Specifically, they recommended the removal of VAT; review of the five per cent Ticket Sales Charge (TSC) to a flat rate (in line with the global best practice); and harmonisation of over 35 multiple charges which add a huge burden on airlines. Others challenges identified are poor navigational and landing aids that limit operations to daylight for most; high cost and epileptic supply of JetA1; obsolete infrastructure that hamper the ease of doing business; and lack of consultations with airlines before the introduction of new charges and policies, among others. IATA recently conducted a quick impact analysis of a potential removal of the domestic VAT of five per cent. “Using an average domestic airfare, it would reduce the ticket price by 4.39 per cent, which would mean a boost in domestic air traffic of 3.51 per cent or around 133,000 passengers a year together with the multiplier effect of additional turnover of revenue from other indirect businesses. Thirty seven-year old Nigerian woman, Amina Abubakar was not sure that she will survive after being diagnosed with breast cancer in 2014 by a Nigerian hospital. But it was a wrong diagnosis for Amina, who was a final year medical student. As it turned out, she was actually suffering from skin cancer. After struggling for more than three years, Amina can now breathe easy. Thanks to the treatment that cured her at a city hospital in Bengaluru, India. She was bed-ridden for more than three years under heavy antibiotics and other cancer treatments. But the last 20 days made her recover miraculously. That is after the doctors removed a 5 kg tumour from her breast. Amina said, “I found a lump on the left breast in November 2014 and then was diagnosed as chronic mastitis in local hospital in Nigeria. I have suffered Wrong diagnosis and lack of treatment for years. I was physically and mentally broken and was unable to deal with the pain and the foul smell that comes with cancer.” Unable to find any cure in Nigeria, Amina, whose father was also once treated in a city hospital, decided to travel to Bengaluru. “My family and I got very anxious about this situation and on the recommendation of a local doctor decided to visit Dr Anthony Pais at Cytecare for treatment. ” But it wasn’t easy for the city doctors to cure her as the disease was rare. “Skin cancer on the breast and infiltrating it is the rarest of the rare cancers in the world. This was the first treatment for a rare form of skin cancer – Syringocystadeno carcinoma paplliferum, which was diagnosed and treated in the world. It is one such case where the right diagnosis was the game-changer in the treatment of the disease,”claimed Dr Anthony Pais. “There are two types of skin cancer – melanoma and non-melanoma, most of them being non-melanoma. Among all the non-melanoma skin cancers, 75% of them are basal cell cancers; 20% of them are squamous cell cancers and about 2% of them being adnexal skin tumours. Most of these adnexal tumours are benign. The rarity of this adnexal skin cancer involving the breast is the rarest of the rare cancer. In this case, the problem started with the wart and with a birthmark close by, which is technically called a nevus. This grew over a period of time.” Amina, who got a new lease of life, will head for Nigeria this Saturday. She will continue a follow-up at a local hospital for a couple of months more. Curious case of cancer According to Dr Pais, it is very difficult to know about the disease or diagnose it at an early stage. So, there is no precaution and can’t be prevented. Moreover, it is not genetic. Excessive exposure to sunlight can be one of the reasons. People living near the Equator are more prone this type of cancer as they are exposed to direct ultraviolet rays. One might diagnose this case to be that of a breast cancer which can be followed by unnecessary chemotherapy. The treatment is for the skin cancer arising on the breast infiltrating into it. So, proper surgery and radiotherapy is the answer. People should consider screening if they have any ulcer for more than three months. Ekiti State Governor, Mr Ayodele Fayose, is already in a war mood, over next year’s governorship election in the state, taunting the main rival, All Progressives Congress (APC) to marshal out their arsenal and contend with what he already had in store. Showcasing a mammoth crowd, he practically taunted the party, which is now in power at the federal level, while declaring open the situation office for the 2018 election, charging the people to “shame those who claimed that the June 21, 2014 was as a result of photochromic and later militarisation by giving them another resounding defeat in 2018 and 2019.” “Today, I am here to appreciate all of you and remind you that they said that the 16-0 of 2014 was photochromic and later militarised election. This time, they are the owners of INEC, Army, Police, Civil Defence, DSS and others; we should make it expressly clear that despite these machineries in their hands, we can defeat them like we did in 2014, if not more,” he said. Fayose, who vowed not to leave arrears of salaries before his exit, assured that he would leave no stone unturned to make it a better place for all, adding that Nigerians as well as the international community to pay greater attention to the state in regard to activities before, during and after the 2018 governorship election. Nevertheless, whether the continuity is by Ayo Fayose or any member of his political family, it is still continuity, which I have asked you to support. “Those who trade in lies and propaganda daily are in control of the federal government and as at today, is there anything that they have done for us here in Ekiti? The answer is No! “We have a representative in the federal executive council and we have someone who is working with the Acting President. But they are self-seekers who do not believe in the Ekiti project. They were the people, who during their four years reign here plunged our state into debt and destroyed the economy of the state. They made our state to be indebted till year 2036 by their maladministration. Two Years in office, they cannot point to a single benefit derived from their government by Ekiti State. “We are therefore saying never again to these looters, financial devourers and enemies of our state who only believe in themselves and not in the progress of our state.” He said Nigerians should note that since he took over the mantle of leadership, no politically motivated attack or violence had been witnessed and no life had been lost to political violence in the state. “I wish to state that as we approach the 2018 election, this continuity that seek will not be at the expense of the blood of any Ekiti person,”, adding "If I have my way, I will call for an election today for Nigerians and the international community to see that anytime, any day, APC will be roundly defeated here," he said further. Going down memory lane, the governor said; "Today marks the third year anniversary as my election. You will recall that I was recalled by what can be likened to a civilian coup-de-tat on October 16, 2006. But on this day, June 21, 2014, you overwhelmingly re-elected me as your governor. "Despite the fact the incumbent governor then, Dr Kayode Fayemi accepted defeat and congratulated me for winning the election, he later reneged, having been prevailed upon and deceived by a few who obviously could not comprehend their loss of power in the state. "However, the sacred mandate of the people of Ekiti could not be snatched in spite of the strategy of the wicked who attempted what has never been done in the political history of Nigeria by trying to prevent me from being sworn-in. "To the glory of God, I was sworn-in and again, in their dubious manner, they attempted to take the mandate through the backdoor by plotting my impeachment even when I had not spent one month in office. I thank Ekiti people for resisting another civilian coup in the State even at the risk of their lives. "Today, despite the way and manner they wrecked the economy of the state; we have been able to chart a new path for the development of our state. This can be seen in the physical developments witnessed in the state since we assumed office. As part of efforts to increase its Internal Generated Revenue (IGR), the Bayelsa State Board of Internal Revenue yesterday sealed off the premises of Hilong Oil Services and Engineering Company (HOSEC) for defaulting in its tax obligations to the state. This is coming a few days after the state government disclosed that its revenue generation drive was yielding the desired results as it recorded N1.13 billion IGR) for the first time in March this year. Deputy Governor, Rear Admiral Gboribiogha John Jonah (rtd.), who announced this at a briefing said the amount was an improvement on the N983 million it generated in February. Having obtained the necessary court orders, the enforcement team together with the court bailiff and security agents went to the firm located at the Elebele Light Industrial Estate in Ogbia local council area of the state and sealed off its premises. Justice G. Omukoto of the High Court of Bayelsa State in the suit marked SHC/13M/2017 granted the applicants, the Board of Internal Revenue leave to close firm’s premises over unpaid taxes under the personal income tax act amounting to N109.5 million. Suspected herdsmen allegedly raped and beheaded a woman identified as Margaret Udiamehi at Ekpoma, Esan West local government area in Edo state. According to reports, the woman had left her home for her farm on Tuesday June 20th. After she failed to return home, her family members went in search of her. Her body was later found dumped on the road. Angry women in the community took to the street to protest the continuous attacks by men suspected to be herdsmen. The women demanded that all the herdsmen in the community be kicked out immediately. They alleged that one of them was almost raped but she was able to run from the herdsmen. Speaking at the palace of the Onojie of Ekpoma where they took their protest to, one of the daughters of the deceased said her mother's remains was found naked with her head chopped off at about 2am today. Confirming the incident, the divisional Police Officer in Ekpoma, SP Franklin Akanonu, vowed to arrest the suspected herdsmen. The Commonwealth Scholars Fellows Alumni Association on Wednesday appealed to the government at all levels to give more support to refugees within their localities so as to enable them secure a future. Dr. Biola Adimula, the Secretary General of the association, told the News Agency of Nigeria (NAN) in Abuja that if refugees were accepted and welcomed, they will contribute socially and economically to their host communities. Adimula, who is also a Lecturer, Centre for Peace and Strategic Studies, University of Ilorin also called on the private sectors to spur efforts in combating the refugee crisis globally. She said that governments should ensure that “every refugee child gets education and every refugee family has somewhere safe to live as well as work or learn new skills to support their families.”She explained that the displaced persons had emotions, ambitions, feelings and aspirations like every other human being so they rely on the rest of the world for support. “It is time that we acknowledge the strength, courage and perseverance of refugees and the contributions they make to communities around the world. “So the least we can do is to welcome refugees into our communities. “Because if refugees are accepted and welcomed and have a chance to learn and grow, then they will contribute socially and economically to their receiving countries, and to your community. “As international organisations continue their effort in stabilising displaced people and securing a future for them, we charge governmental organisations to intensify effort in fighting this battle,” she said. Adimula, however, noted that there was need to consolidate existing efforts, saying “our efforts should not only be reactive, but also proactive in order to prevent scenarios that lead to displacements.“While reaching out to displaced persons, governmental organisations and the international community should employ more proactive measures to minimise conflicts, thereby minimising displacement rates,” she said. The cold war between Minister of Transport and former Rivers state governor, Rotimi Amaechi and his successor, Nyesom Wike, has taken a new twist as both men are about to attack their wives verbally. The Oba of Lagos, Rilwan Akiolu, has insisted before an Ikeja High Court, on Tuesday that he remains the rightfully elected monarch of Lagos. This he disclosed at the resumed hearing of a suit challenging his right to the throne as Oba of Lagos. The News Agency of Nigeria (NAN) reports that on May 22, 2017 the last adjournment day which was a day to the 14-year anniversary of his coronation on May 23, 2003 as the Oba of Lagos, Akiolu, citing historical sources, had told the court that he is the bona fide monarch of the state. Akiolu’s title is being challenged by Prince Adedoyin Adebiyi and Prince Rasheed Modile who are both of the Akinsemoyin Ruling House of Lagos. NAN also recalls that Adebiyi and Modile were candidates chosen by the Akinsemoyin Ruling House to contest the Obaship title in 2003 after the demise of Oba Adeyinka Oyekan, the then Oba of Lagos in 2003. They lost the race to Akiolu who they alleged had no rightful claim to the throne. Joined in the suit as respondents are the state governor and the Attorney-General of Lagos State, Prince Awobade Pearse, Others are the representative of the Ologun Kutere Ruling House and Chief J.J Junaid – Eko and the head of the traditional white cap chiefs of Lagos. Other respondents include Prince Kola Balogun and Mr Musibau Kelani, who are the respectively the Head and Secretary of the Eshilokun Royal Family. While being cross examined by Mr Babatunde Fashanu (SAN), Akiolu reasserted that the age-long traditional customs and traditions were followed in his selection as an oba. Responding to claims that he was elected less than 90-days after the demise of Oyekan which is contrary to customs, Akiolu said that such a rule was non– existent. “There have been 21 Obas of Lagos before the late Oba Oyekan, in the Lagos State selection of Obas, there is no 90-day rule. “By the grace of God, I am a lawyer, I am duty bound to speak the truth, I have a duty to assist the court. “The 90-day rule does not exist in the selection of Obas,”he said. Akiolu disputed the claims of Adebiyi and Modile that he was not a descendant of Oba Ologun Kutere, a former Oba of Lagos who reigned from the late 1700s to the early 1800s. “Oba Ologun Kutere had five children, one of which was Akiolu, Akintoye was the last child and Akiolu and Olusi were the older children. “Akintoye was three months old when Oba Ologun Kutere died, I don’t know how old Akiolu was when his father died. “By the grace of God, I am a direct descendant of Akiolu Ologun Kutere.” When asked by Fashanu to state in order of seniority, the children of Oba Ologun Kutere, Akiolu retorted “I don’t know, I don’t work at the births and deaths registry. “What is important is that Akiolu is the child of Ologun Kutere. “There have been three members of the Akiolu family who ran for the Oba of Lagos including an Akiolu family member known as Baba Ita-Ado, I can’t remember when he ran and I cannot tell lies. “All Lagos princes who have no curse placed on them are entitled to run for the kingship, it is however the prerogative of the king makers to choose who will be king. “Many are called, few are chosen,” he said. Akiolu noted that his being capped as Oba during his coronation ceremony by a representative of the Eleboro family was not illegal despite the fact that it was not presided over by Chief Eleboro, who personally caps Obas of Lagos. “Contrary to claims that in the history of Lagos, no Oba has been capped by any person other than Chief Eleboro, Oba Adeniji Adele was capped by Chief Gafir. “The Eleboro family capped me,”he said. The first set of Nigerian scholars to benefit from the strategic partnership between the Petroleum Technology Development Fund (PTDF) and the University of Sao Paulo Brazil, departed Nigeria to commence higher degree Studies. In a statement signed by Mr kalu Otisi, Head Press and External Relations Unit, in Abuja on Tuesday, it said the scholar were 17 in number. It added that there would commerce higher degree studies, research in Petroleum Engineering and related courses in that university. “The scholars numbering 17 are made up of eight PhD’s and nine Msc students. “They constitute the pilot batch of the PTDF/ University of Sao Paulo strategic collaboration developed to harness the opportunities offered by the Brazilian academic system and their leadership in global oil and gas knowledge and research,’’ it said. The statement quoted the Executive Secretary, PTDF, Dr Bello Aliyu Gusau at a brief induction ceremony as saying that, forging global partnerships in the training of PTDF Scholars would enable the Fund to continue to deliver world class education and achieve better value for money in the conduct of its programmes. He described the pioneer set of scholars as exceptionally lucky to have the first opportunity of being exposed to one of the leading universities in the world with cutting edge technology in the oil and gas sector. Worried by the plight of victims of insurgents in the north east of Nigeria, a missionary vocational training centre, the Augustinian Vocational and Technical Institute, has set up a vocational training centre in Maiduguri, Borno State, to train victims of Boko Haram. The institute’s programme coordinator, Dr. Godwin Okoko, said the initiative would go a long way in trauma healing and rehabilitation of victims of insurgency. He said beneficiaries were chosen without any discrimination, including religion. The programme coordinator said the beneficiaries would also be trained on financial literacy to enable them manage their businesses effectively after graduation. Commissioning the centre, the clergy in charge, Rev Fr John Abubakar, said the institute is meant to train victims of insurgents to become self reliant. Authorities in Niger confirm that at least nine children were killed as heavy rains over the past few days caused the collapse of houses in the capital Niamey. Zourkaleini Maiga, secretary general of the local authority said the children were killed as buildings gave way in different parts of the city. One mother told a local television how three of her four children had been killed as they sheltered from the downpour by the wall of a neighbouring house. The heavy rains also demolished one of the main markets in the city centre. And two Niger television channels, Tele-Sahel and Tal-TV, were knocked off air after their studios were flooded. Niger’s rainy season, which lasts three to four months, has only just started. Last month, the United Nations warned that fresh flooding this year would effect more than 106,000 people in Niger. A 28-year-old South African endured a rare case of “penile strangulation” after squeezing his wedding ring around his sex organ for “erotic reasons,” according to the South African Medical Journal. The unnamed man was apparently attempting to use the wedding ring as a substitute cock ring ― a intimacy gadget that holds blood in the penis to heighten sexual response. The ring caused the man’s penis to swell up so much that he was unable to remove it. When the patient’s mother brought him to a hospital in Limpopo four hours after, his penis was erect and blue, according to doctors. At first, doctors tried to cut the ring off with a tiny surgical saw, but that failed because the swelling made it difficult to get close to the ring without causing further injury, according to the paper. Doctors eventually made multiple puncture aspirations with a syringe and a pink needle to reduce the swelling. Governor Ifeanyi Okowa of Delta State has denied the allegation of neglect of oil-bearing communities credited to the Niger Delta Avengers (NDA).This followed the threat by the NDA to resume hostilities in the Niger Delta region. Okowa, who spoke in Asaba yesterday, said his administration was working to develop the state without preference for any group.He explained that there had been a reduced allocation to the Delta State Oil Producing Areas Commission (DESOPADEC) due to the dwindling economy. He stressed that the state’s stability and payment of workers salaries were also affecting its finances.The governor said his government has due respect for the ethnic diversity in the state, as reflected in the three senatorial districts, 10 federal constituencies and the 25 local council areas. He lamented that some persons were still threatening hostilities, rather than embracing due process and dialogue in resolving issues.He said: “I am interfacing with the people by holding regular town hall meetings after commissioning and inspecting projects in each of the local council areas. At such meetings, the people are given the latitude to contribute to how best the state could be governed.” He absolved the media, civil society groups or the opposition of not living up to the people’s expectation as alleged by the militants. The governor explained that his administration was constructing some internal roads in Okerenkoko, Ogulagha and Burutu, some of which are 18 km roads.Also, the state Deputy Governor, Kingsley Burutu Otuaro, has tasked oil companies to speed up their corporate social responsibility to their host communities. The Imo State Commissioner of Police, Mr. Chris Ezike, yesterday disclosed that the police would confer posthumous promotion on two officers killed during a bank robbery in Owerri, the state capital. The deceased police officers – Sergeant Chukwudi Iboko and Sergeant Sunday Agbo – were killed during a gun duel with armed robbers who attacked a branch of Zenith Bank located along Wedethral road in February. The video of the bank robbery, which was captured by Closed Circuit Television Camera (CCTV), has already gone viral on social media. The two deceased officers have been recommended for posthumous promotion while the injured officer has also been recommended for special promotion to his next rank,’’ he said. The police commissioner noted that police authority had not abandoned the families of the deceased officers, who “gallantly resisted the armed robbers and lost their lives in the process.” He added that the state police command has awarded scholarship to children of the two policemen.Ezike also said the bank has promised to take care of the medical expenses of another police officer, Sergeant Otu Attang, who lost one of his eyes during the robbery attack. He said: “We want to thank the bank for the financial assistance rendered for the burial expenses, release of start-up business funds for the families of the deceased officers, monthly allowances to the families, payment of hospital bills and the promise of scholarship to any level for the families of the deceased officers. Two men have been arrested and charged with torture in south-eastern Brazil accused of tattooing “I’m a thief” on the forehead of a teenager, police say. The suspects said the 17-year-old boy had tried to steal a bike, which he denies. His family says he has mental health problems and is a drug user. Police identified the men after they shared a video online of them making the tattoo. An online campaign has been created to help the boy get the tattoo removed. The suspects, aged 27 and 29, confessed to writing the message, which said in Portuguese “I’m a thief and loser”, as a “punishment”. Police in the city of Sao Bernardo do Campo, in Sao Paulo state, have not yet confirmed that the attempted robbery took place. The boy said he had fallen over the bike for being “very drunk”, but that he was not trying to steal it. The two men caught the boy, tied his hands and feet and said they would tattoo him, he added. “I asked them to make the tattoo on my arm but they said they would do it on my forehead and started laughing,” he told Folha de S.Paulo newspaper (in Portuguese). “I begged them to break my arms and legs instead.” In the video, the boy, who seemed frightened, is seated on a chair but not tied, while a man with a tattoo machine holds him by the hair. The man who is filming laughs and says: “It’s going to hurt.” The boy also had his hair cut by the suspects after he tried to hide the tattoo. The teenager’s family said he had gone missing on 31 May and recognised him after seeing the video, which was uploaded on Friday. He was reunited with his family on Sunday. A vile mum could face life behind bars for filming herself sexually and indecently assaulting her three young children and uploading the images to a paedophile site. The woman admitted to 26 counts of sexual intercourse with a person under the age of 10 and 5 counts of using a child under the age of 14 to make abusive material. She also pleaded guilty to five counts of inciting an indecent act on a person under the age of 16 and knowing it was being filmed and five counts of producing or disseminating child abuse or material. She was charged last year after an international hunt to identify an abused child captured on a paedophile website, the Sydney Morning Herald reported. The video cropped on a site being watched by Interpol and she was identified by her accent. Her mother, from Newcastle, Sydney, was arrested. Nigeria’s acting president Yemi Osinbajo has signed the 2017 Appropriation Bill into law, a month after it was passed by the National Assembly. “It’s an important milestone in our economic recovery and growth plan laid in April by President Buhari,” Osinbajo said shortly after signing the document. The budget first presented on December 14, 2016, to the two chambers of the national assembly by the President Muhammadu Buhari had an estimate of N7.28 trillion but was raised to N7.44 trillion by the federal lawmakers. Gov. Akinwunmi Ambode of Lagos State on Monday urged Nigerians to keep the spirit of June 12 alive and strong by remaining united and hopeful of a more prosperous future for the country. Ambode, who was represented by his deputy, Dr Idiat Adebule, made the call at an event organised to mark the 24th anniversary of the June 12, 1993 annulled presidential election. It was organised by the State’s Office of Civic Engagement in collaboration with June 12 Coalition for Democratic Formations in Lagos. The 1993 presidential election, adjudged free and fair, but annulled by the then military President, Gen. Ibrahim Babangida, was believed to have been won by Chief Moshood Abiola. Abiola insisted on his mandate and declared himself president, which led to his arrest and subsequent death on the verge of his release on July 7, 1998. Ambode believes the seed for the fourth republic and democracy witnessed since 1999 was sown and watered by the blood of Chief Abiola and others. He urged Nigerians, as they marked the June 12 anniversary, to must remain committed and steadfast in upholding democratic principles by participating in democratic processes such as the voters registration exercise. The governor also charged the citizenry to vote for their choice candidates at the polls, and avoid anything that could disrupt peaceful conduct of free, fair and credible election. “That way, we will be keeping the spirit of June 12 alive,” he said. Ambode pledged that his administration would continue to uphold democratic principles, rule of law, strengthen democratic institutions as well as implement policies that would enhance the well-being of the people. In his address, Rear Adm. Ndubuisi Kanu (rtd), a former Military Administrator of Lagos state, said June 12, 1993 was a day Nigerians from all parts of the country were united in their choice of a leader. Kanu attributed the current challenges and agitations in the country to the lack of true federalism. “The happenings in our nation today can only be salvaged if we restructure – which is a return to a federation of different peoples. “It is in the best interest of every section of the country if Nigeria works well. “It is either we peacefully go back to a federal Nigeria, a federation of different people who want to live and move together, or we must be prepared for an unfortunate avoidable non-peaceful resolution,” Kanu said. In his lecture entitled `Development Strategy in Lagos State: A Blue Print for National Development’, Dr Dele Ashiru said that development was not only about economic growth but the quality of life of the people. Ashiru, who is a lecturer at the Department of Political Science, University of Lagos, said development was also about rule of law, inclusiveness, accountability, power to the people and the dividends of democracy. “With problems of militancy, terrorism, unemployment, lack of infrastructure, corruption and others, we can say that Nigeria is yet to experience true democracy and development that MKO Abiola and others died for. “Lagos state government should be commended for upholding the principles of democracy by ensuring that its economic development benefits the people. “Other governments should emulate Lagos and bring the country out of the several challenges confronting it,” Ashiru said. Mr Mumuni Abiola, one of the sons of late MKO Abiola, commended Lagos state government and its other counterparts in the South-West for keeping the memory and legacy of his father alive. Adam West who featured in the popular Batman movie is dead. He died on Friday in Los Angeles. The decease was portrayed in the classic 1960s television series. He died of leukemia at age 88. According to the statement released by his children,’ ‘Our dad always saw himself as The Bright Knight and aspired to make a positive impact on his fans’ lives. Acting President, Prof. Yemi Osinbajo, has declared that Nigeria will remain indivisible, even as he urged all Nigerians to embrace peace and unity.Apparently referring to the ultimatum issued by some Northern youth groups to the Igbo to relocate from the region by October 1, Prof. Osinbajo noted that the country’s greatness lies on its unity in diversity, saying that all Nigerians should work towards ensuring the unity of the country. The Acting President spoke at the wedding ceremony of the daughter of the former National Chairman of the All Progressives Congress (APC) Chief Bisi Akande, Wuraola and Dr Olawale Solabi in Ibadan, the Oyo State capital yesterday. The Acting President said nations with different ethnic nationalities are in a form of marriage, pointing out that quarrels and agitations can come up at any time, but insisted that the most important thing is for them to give peace a chance and work in unity. Addressing the new couple and guests, Osinbajo said: “Today is a special one for Wale and Wura. Marriage is a very large institution that requires a lot of prayers. It is the same marriage that nations go through. Our nation has been in marriage for a while now. “Sometimes there are quarrels within that marriage. Sometimes there is disagreement. What is important is that you must remain together. You must remain united.” At the wedding ceremony were Senate President, Bukola Saraki; Governors Abiola Ajimobi (Oyo), Ibikunle Amosun (Ogun), Oluwarotimi Akeredolu (Ondo), Rauf Aregbesola (Osun) and Muhammad Badaru (Jigawa). Ogun, Osun and Ondo state governments have declared Monday as public holiday for civil servants in the states. The holiday is to commemorate the June 12, 1993 presidential election, which the late Chief Moshood Kashimawo Olawale Abiola was widely regarded as to have won. The election has been adjudged the freest and the fairest in the history of Nigeria, but was nullified by a military dictator, Ibrahim Babangida. In line with the custom of the Ogun State Government for the past six years, Governor Ibikunle Amosun on Friday, declared Monday, June 12, 2017, as work free. The announcement was contained in a statement signed by the Secretary to the State Government, Taiwo Adeoluwa. The statement read, “This year’s celebration will feature the annual ‘Democracy Walk,’ which will be led by the governor, starting from the June 12 Cultural Centre, Kuto, Abeokuta at 7 am. “The walk is expected to take participants through major roads in the state capital to the Abiola family homestead, at Oke-Ido, Gbagura, Abeokuta North Local Government Area, where special prayers and speeches will be made. “Later in the day, an inspirational stage play, ‘Oju Kelekun’ (farewell to reproach), directed by Prof. Bakare Ojo Rasaki, will be performed at the June 12 Cultural Centre, between 3:45 pm and 6:00 pm.” Meanwhile, Osun State Governor, Mr. Rauf Aregbesola, has also declared Monday, June 12, work free for its civil servants to mark the 1993 presidential election. The governor announced this in a statement issued on Friday by the Director, Bureau of Communication and Strategy, Office of the Governor, Mr. Semiu Okanlawon. The statement said, “In line with its established policy of observing June 12 of every year as ‘Democracy Day,’ the state government of Osun has declared Monday, June 12, as a public holiday.” Similarly, the Ondo State Governor, Mr. Oluwarotimi Akeredolu, had asked its workers not to go to work on Monday, June 12, 2017, to honour the widely acclaimed winner of the June 12, 1993 presidential election, the late Abiola. In a statement issued by his Chief Press Secretary, Mr. Segun Ajiboye, on Friday, Akeredolu said the late Abiola’s supreme sacrifice culminated in the hurried departure of the military from the political scene in 1999. Jacee Dellapena was asked to step in when her mother went into labor at Baptist Hospital in Jackson, Mississippi. Jacee's mom, Dede Carraway, recalled that obstetrician Dr Walter Wolfe saw Jacee eagerly supporting her mother and asked if she wanted to deliver the baby herself. Carraway says Jacee wanted to be in the room a couple of years ago when her middle son, Zaydn, was born, but her parents decided she was too young."I started crying because I thought I wasn't going to get to see him be born, because I was too short," Jacee told MS News Now. "Doctor Wolf said, 'Why don't you just let her suit up and deliver the baby?'" Carraway continued. "And I said 'What? No!'" However, Jacee was outfitted in scrubs and latex gloves. Her father, Zack, captured the moment on camera as Dr Wolfe guided Jacee's hands through the entire birth, including cutting the umbilical cord. In a Facebook post about the birth, Carraway wrote: "I have the most AMAZING doctor!" Carraway gave birth to a seven-pound, six-ounce baby named Cayson."I actually, like delivered him, like, he let me actually push down and pull the baby out," Jacee said. "I was like, 'Wow, like I've played fake doctor before', but this is, like, the real thing, this is the real deal. I was really nervous." One person commented on the Facebook post about the special delivery: 'Oh my gosh,' Jennifer Frick wrote. "I have chill bumps looking at her reacting.
