The acting Inspector-General of Police, Mohammed Adamu, has ordered a comprehensive and water-tight security around all Independent National Electoral Commission offices and facilities nationwide. He has consequently Command Commissioners of Police in the states and the Federal Capital Territory to protect all INEC offices and materials before, during and after the elections. The Force spokesman, Frank Mba, said in a statement in Abuja on Sunday, that Zonal Assistant Inspectors-General of Police have also been mandated to monitor the compliance level of the commands under their jurisdiction to the directive. “They were to ensure that no breach of security of any kind occurs within and around INEC facilities under their watch: The order takes immediate effect,” the statement said. Meanwhile, the IG has assured Nigerians of the readiness of the Nigeria Police Force to deliver on its mandate of providing a safe and enabling environment for the conduct of the general election. President Muhammadu Buhari, Monday wrote a personal letter to vice President Yemi Osinbajo. In the letter, the candidate of the All Progressives Congress, APC, commended his running mate for his services, patriotism, tenacious spirit and unalloyed loyalty, noting that he (Buhari) is proud to have somebody like Osinbajo by his side. Read the letter below: Dear Yemi, We give glory to Almighty God for sparing your life. I’m impressed by your tenacious spirit which enabled you to continue on your campaign engagement, despite the shock of the crash. It takes tenacious spirit and amazing spiritual strength to survive a helicopter crash without being paralyzed by its impact. I’m proud of our partnership and your unalloyed loyalty and your commitment to the service of Nigeria. That you proceeded with your engagements, despite the accident, is a testimony of your passion for service to country and a reflection of your admirable spiritual fervor. May God continue to protect you and all those on board with you, bless your lives and grant you more good health and long life to serve our country even more. https://www.vanguardngr.com/2019/02/breaking-buhari-writes-personal-letter-to-osinbajo/amp/

The Independent National Electoral Commission (INEC) has insisted on manual collation and transmission of the forth coming elections’ results. The commission’s National Commissioner and Chairman, Information and Voter Education, Mr. Festus Okoye, told journalists at an interactive session, in Abuja, last night that, the decision to stick to manual collation and transmission of results was in line with extant electoral laws. We have a Bill for the amendment of the electoral law before the National Assembly. We have to conduct the elections in accordance with the provisions of the existing law. If the National Assembly amends the law, then we can act accordingly. We cannot act outside the law,” he said. Asked if the refusal of President Buhari to assent to the Bill which had been sent to him by the legislature, the commissioner said, “In spite of the Bill not been signed, we have the capacity to conduct elections that Nigerians will be proud of.” Mr. Okoye said that necessary arrangements have been made by INEC for the forth coming elections and that the commission would disappoint those waiting to buy votes at the polls. Ask what strategies have been put in place, in that regard, he said, “The strategies are been kept secret. We will surprise them.” According to him, two Collation Officers would man each polling unit, with one to collate the presidential election result and move on with it to the Ward level for immediate transmission; while the second collation officer would take responsibility for the collation of the Senatorial and House of Representatives results which would be declared at different level. The Commissioner disclosed that People living with disabilities, albinism, the elderly and pregnant women would receive special attention at the polling centres. He also said that voters could vote with any of their fingers, especially given the fact that the space against the parties would be smaller due the their large number. Mr. Okoye urged political parties to play their roles with a view to making the elections successful. The Resident Commission in the Federal Capital Territory, Alh. Yahaya Bello urged the media to place premium on national security in their reportage during the elections. He urged them to avoid sensationalism and fake or unverified reports that could cause violence. https://www.vanguardngr.com/2019/02/2019-elections-no-going-back-on-manual-results-collation-transmission-inec/amp/

According to Wike, “I don’t think this administration will willingly accept defeat. They should emulate former President Jonathan, who lost elections and accepted the outcome. There was no litigation. He went back home and did not generate crisis.” Wike said Rivers people will not fold their hands and allow the APC Federal Government unleash violence and rig the elections. He “regretted that the Federal Government has caged the judiciary, making it difficult to determine electoral disputes in court,” arguing that the conduct of credible elections rest with security agencies and INEC, adding that once the two agencies act within the law, the polls will be credible. Responding, former Minister of Foreign Affairs and Founder of Savannah Centre Council on Peaceful and Violence Free in Nigeria, Professor Ibrahim Gambari, urged stake-holders to work towards peaceful and credible polls. https://www.vanguardngr.com/2019/01/wike-urges-nigerians-to-vote-out-blame-trading-govt-of-buhari/

ABUJA—A coalition of Niger Delta agitators has asked Nigerians to prepare for the break up of the country should the Independent National Electoral Commission, INEC rig the February 16 presidential election in favour of President Muhammad Buhari. The agitators spoke against the suspension of Justice Walter Onnoghen as the Chief Justice of Nigeria, CJN by the President. The coalition alleged that the suspension was a deliberate plan hatched by the President to perpetuate himself in power. The agitators stated that the President was not interested in the unity of Nigeria hence his action. Buhari has shown his disregard for Nigeria, constitution – Dakpokpo The views were contained in a statement signed by the different heads of the coalition led by self-styled Gen. John Dukku of the Niger Delta Watchdogs and convener, Coalition of Niger Delta Agitators released on Sunday and made available to Vanguard. The statement also condemned the recent statement credited to the Renewed Niger Delta Avengers, RNDA, in which they supported the suspension of the CJN. According to the coalition, RNDA is not an agitation group in the Niger Delta region but political thugs who want to gain cheap popularity against the collective wellbeing of the Niger Delta people. Buhari, Nigeria and backsliding journey to murky nation The statement reads: “We are shocked at the recent exhibition of rascality by the Presidency with the suspension of the Chief Justice of Nigeria, Justice Walter Onnoghen, and swearing-in of an Acting CJN, Justice Ibrahim Tanko Mohammed. His suspension is the highest form of dictatorship, tyranny, and fascism in the 21st century, which we view as the highest level of insult on the collective intelligence of the Niger Delta people. “The removal is a coup against the constitution of the Federal Republic of Nigeria, a coup against the Rule of Law and separation of powers and a coup against Nigeria’s democracy. It is a face-off with the Niger Delta people, and we call on the international community to note this so that when we would retaliate nobody would blame us. This is clearly aimed at preventing Justice Onnoghen from inaugurating credible judges that would handle election petitions. “This sudden and sad spectacle also amounts to a judicial coup aimed at influencing the Election Petition Tribunals which were supposed to be inaugurated last Saturday by the erstwhile CJN, with a view to putting in place, judges that will adjudicate the election cases in his favour, knowing the APC has already lost the confidence of the electorate as a result of poor governance. Restiveness may return to S-South Meanwhile, an Akwa Ibom Leaders Vanguard, AILV, has expressed fears that the suspension of Justice Walter Onnoghen as Chief Justice of Nigeria, CJN, by President Muhammadu Buhari is capable of bringing back the inglorious years of restiveness in the oil-rich South-South region of the country. Resignation only meaningful option for suspended Chief Justice – BMO Speaking during a press briefing, yesterday in Uyo, Spokesperson of the group Senator Anietie Okon said: “We the Akwa Ibom Leaders Vanguard, AILV, respond to these absurdities as a voice of Akwa Ibom people and South-South region, who are victims of the recent infamy. Some months ago, our son, Matthew Seifa from Bayelsa State was robbed of the position of head of the Department of State Service, DSS as the most senior, experienced and most qualified officer for the post. He was replaced by a retired officer, a Moslem from the North. “Onnonghen is now replaced by a Sharia Court judge from Bauchi State, another Moslem from the North. These actions of the President and the ruling cabal show disregard and lack of recognition for the contribution of the South-South region to the national treasury and the socio-economic significance of the zone to the polity.” Read more at: https://www.vanguardngr.com/2019/01/onnoghen-prepare-for-break-up-if-inec-rigs-election-n-delta-militants/

LOKOJA—Minister of State for Labour and Employment, Professor Stephen Ocheni has said fillers across Kogi State after President Muhammadu Buhari stormed the state last week for campaign ahead of the elections, indicate that President Buhari will be re-elected for a second term. President Buhari, at a rally in Kogi, had urged people not to vote for any Peoples Democratic Party, PDP, candidates, saying it would be a grave mistake to return PDP to power. Ocheni, who made the prediction while speaking with newsmen in Lokoja, said the last week mammoth crowd in Kogi also reflects that the future of the party is bright in the state. Ocheni said “The mammoth crowd that welcomed President Buhari is an indication of love Nigerians have for him and his good works to put the country on sustainable path of progress. “We are sure of winning because our policies and programmes speak for us. President Buhari will be re-elected.The chances of APC in Kogi State are bright and undoubtedly, from what you saw in terms of the massive crowd, you can see the mobilisation.” Read more at: https://www.vanguardngr.com/2019/01/buharill-win-says-ocheni/

OWERRI—THE South East Zone of the Pentecostal Federation of Nigeria, PFN, has called on the Independent National Electoral Commission, INEC, and the security agencies “to not only discharge their duties honourably, but also resist every temptation to compromise,” as Nigeria heads for the general elections. The PFN Vice President, Dr. Cosmas Ilechukwu, made the appeal at a press conference in Owerri, after a three-day National Action/Pastoral Committee of the Charismatic Renewal Movement, CRM. “INEC should maintain the position of an unbiased umpire. This is why the outcry against the position given to one of it’s top officials, Amina Zakari, who is said to be related to President Muhammadu Buhari, also a candidate in the election, should be handled with every sense of responsibility”, Ilechukwu said. According to the cleric, the debate on whether she is a niece or not, does not arise, since there is an established close relationship between them. “INEC should do the needful, not just in her case but at all times, to safeguard the integrity of this election. If they maintain their neutrality, the outcome of the election will reflect the true wishes of the electorate and guarantee post-election peace”, Ilechukwu reasoned. The cleric equally used the opportunity to condemn what he called “war against the press and fundamental human rights. “This is evidenced in the recent closure of a national daily newspapers in Abuja, Maiduguri and Lagos, by the Nigerian Army and the siege on Senator Dino Melaye’s residence, by the Police,” Ilechukwu noted. The church leadership also cautioned government agencies to “avoid unnecessary use of force, but to always follow due process in the discharge of their duties, so as not to be seen as trampling on the fundamental human rights of citizens and residents.” https://www.vanguardngr.com/2019/01/handle-amina-zakari-with-caution-pfn-tells-inec-security-agencies/amp/

Chairman of the Independent National Electoral Commission, Prof. Mahmoud Yakubu, says technology has been able to prevent rigging such that no political party can win an election by a wide margin as was the case in the past. Yakubu said this on the ‘Osasu Show’ which was posted on the show’s YouTube channel. He said the Permanent Voter Cards and the smart card readers had been able to tackle rigging, hence the reason for the tightly contested elections in some off-season elections like the Ekiti and Osun governorship polls last year. The INEC boss said, “Between 2015 and November 2018, we conducted elections into 195 constituencies, the largest number of off-season elections. “The turnout varied from a little over 50 per cent in Katsina to as low as 2.9 per cent in Ifako/Ijaye in Lagos and 3.4 per cent in Eti Osa state constituency in Lagos. “I think the thing to say about turnout is that because elections in Nigeria have progressively and incrementally improved, there is no possibility now that you will have the kind of margins that we used to experience in our elections before the introduction of technology — basically the PVC and the smart card reader. “The elections in terms of outcome and turnout of votes are becoming more international. You can see the outcomes of the elections are becoming more and more competitive and closer to the kind of results we see even in advanced democracies.” Yakubu said the Commission was ready for the elections, which begin in less than four weeks’ time. https://punchng.com/victory-by-wide-margins-no-longer-possible-says-inec/amp/
