Okowa didn't win because he underestimated Obi popularity but he delivered 25%. You can't deliver everywhere. Not every governor can deliver their states. Like you said, not all governors can stake their neck but those that will stake will be enough.
Tinubu doesn't need to be popular to win or get votes. Atiku is non existent in SS and SE.
