Ekiti State Governor, Mr Ayodele Fayose has urged President Muhammadu Buhari to save the country of the national embarrassment being caused by the 2016 budget he presented to the National Assembly by formally withdrawing the budget and representing it. According to a statement Tuesday by his Special Assistant on Pubic Communications and New Media, Lere Olayinka, the governor said “the President should admit that there were avoidable errors in the budget and since he is human and not immune to errors, he should simply do the needful by presenting a new and credible budget to the National Assembly.” Governor Fayose described the revelation by the Health Minister, Isaac Adewole, that the proposal drawn up by the ministry and submitted to the budget office had been doctored and that “foreign” appropriations, different from what was submitted, had been sneaked in as the height of national embarrassment. While addressing the Senate Committee on Health during its budget defence session on Monday, Mr. Adewole had stunned the Senators when he said; “We have to look into the details of the budget and re-submit it to the committee. This was not what we submitted. We’ll submit another one. We don’t want anything foreign to creep into that budget. What we submitted is not there.” The minister went further to say that in the revised budget as submitted, N15.7 billion for capital allocation was moved to other areas and that there was nothing allocated to public health and family health. In his reaction, Governor Fayose said; “Last week, we were told that the Senate discovered a sum of N10 billion questionably smuggled into the budget of the Ministry of Education for an allegedly questionable sub-head. “Also, we were told of the existence of a budget mafia in the Presidency that was said to be responsible for the embarrassing allocations in the budget. “Before now, we were told that a total of N3.87 billion was allocated for capital projects at the State House Clinic alone, over N700million more than capital allocation to all the 16 federal teaching hospitals combined. “Now, a whole minister has come out to say that budgetary provision for his ministry was forged! “If under a President that says he is fighting corruption, the budget of the country got missing and we are now being told that the budget being considered by the National Assembly has been forged, one cannot but be afraid that there is possibility of Nigeria being forged one day, after the original must have gone missing.” http://www.premiumtimesng.com/news/top-news/198228-fayose-attacks-buhari-says-budget-scam-national-embarrassment.html |

Bitrus Yakubu has an uplifting story about how he was reunited with his pregnant wife weeks after they were separated fleeing from Boko Haram in northeast Nigeria. His wife, Maryam, then gave birth to twins Grace and Sidi seven months ago. They all now live together in a tent in one of more than a dozen camps that dot Maiduguri for those made homeless by the conflict. But ask the 45-year-old farmer whether he will return to his home town of Baga, on the shores of Lake Chad in the far north of Borno state, and he shakes his head. “How can I take myself to death?” he asked. “Only when (Baga) is secure and everything has been put back in place, that’s when we will go back.” The yearning for home is understandably strong in the camp, where life revolves around communal tents and long days are spent chatting under trees or seeking shade from the harsh sun in any available shadow. Martina Sumaila, originally from Monguno, 60 kilometres (37 miles) from Baga, and Ramatu John, who comes from Gwoza, in the southeast of Borno state, both managed to go home last year. But they returned to Maiduguri soon afterwards and painted a bleak picture of burnt and looted houses, polluted water supplies, stolen livestock and a lack of food supplies. “There are soldiers on the road and in the town but in the surrounding villages, the gunmen are there and they make incursions,” Sumaila, a 45-year-old mother of eight, told AFP. “We dare not go into the bush. If somebody drives with his vehicle, they will kill him and take the vehicle.” – ‘Boko Haram are everywhere’ – Nigeria’s government maintains it now has the upper hand against Boko Haram, nearly seven years after the start of the Islamist insurgency that has killed at least 17,000 and displaced some 2.6 million. “Life is getting better,” advertisements on the state-run television station NTA proclaim. “All occupied territories have been recovered. Nigeria is winning the war against Boko Haram.” Certainly the Borno state capital Maiduguri, with its heavy military presence, checkpoints and security patrols, appears relatively calm and its inhabitants seem more positive about the future. But attacks such as that on January 31 near one of the camps for displaced people 10 kilometres from the city that left at least 85 dead suggest Boko Haram is still an active and deadly force. John, a 49-year-old mother of five, returned to her village of Goshe near Gwoza with a military convoy in July last year, only to come back to Maiduguri three months later. She dismisses outright the suggestion of another trip. “Boko Haram are in my village,” she said. “If our people return with Boko Haram everywhere in my village, how do we get in?” – False sense of security – Nigeria’s President Muhammadu Buhari declared in December that Boko Haram were “technically defeated”, fulfilling a promise that got him elected of a swift end to the insurgency. He had promised to bring the conflict to a close by the end of last year. Focus has since switched to the future of the two million or so internally displaced. Last week the Borno state government said it plans to return 50,000 to their homes this month. But foreign agencies involved in providing shelter, food and healthcare for IDPs in Maiduguri privately voice doubts about the wisdom of the policy. One called it “suicide mission”. Mohammed Kanar, northeast coordinator for Nigeria’s National Emergency Management Agency, indirectly suggested not everywhere may be safe. Internally displaced people (IDPs) being escorted home by soldiers were only being taken to holding camps “wherever there’s a military presence”, he told AFP. Then there is the cost of reconstruction in an already chronically under-developed region, heaping an enormous financial burden on a struggling national economy hit by the fall in global oil prices. Theophilus Danjuma, who heads a presidential committee on resettlement and reconstruction, has put the short-term cost of reconstruction at more than two trillion naira ($1 billion). For now, life remains on hold for the tens of thousands of IDPs still in Maiduguri. Naomi Danjuma, a 30-year-old mother of five, says she will eventually return to Baga, where Boko Haram killed her father, an elder brother, her uncles and a cousin. But the conditions have to be right: food has to be available, help at hand for reconstructing homes, plus schools and healthcare for her children. “They need to give us… some incentive to rebuild our lives,” she said. http://www.vanguardngr.com/2016/02/ready-to-return-boko-haram-displaced-reluctant-to-go-home/ |

The head of the International Monetary Fund (IMF), Christine Lagarde has described the current forex policy of Nigeria as not sensible. Speaking on the sideline of a press conference in Washington DC, Lagarde says that Nigeria has to adopt sensible forex policy in the sense that it should not deplete the foreign reserves. “The IMF remains available to all its members, so the moment we are asked to help, we’ll do the best we can to help,” she said. “Both countries, Azerbaijan and Nigeria, have been hard hit by the oil price decline shock, because their economies depended heavily on oil exports, both in terms of trade, and in terms also of revenue. “When you lose a lot of that, because the price decline was about 70 percent, then clearly it puts the economy under shock.” While saying Nigeria’s response to the economic shock had not been good enough, she applauded Azerbaijan’s fiscal approach to the same problem. “Policies adopted by the two are different. Azerbaijan has certainly taken a good fiscal approach, is reassessing spending, is really trying to restore its position, and it’s also using the exchange rate as a buffer. “Nigeria is not there, and we certainly hope that in terms of identification of fiscal resources, removal of oil subsidies, an exchange rate policy that is sensible, in the sense that it is not going to waste reserves, we have in particular indicated that a persistent pegging of the naira would not be such a good idea. “So, they have to adopt their policies, they have to adopt their model, and if they need IMF’s help, we’ll be ready to help. No question about that, and no stigma associated with it. “They are clearly victim of an external shock, and they have to face a response, which is a national response to that situation.” http://www.theheraldng.com/nigerias-exchange-rate-policy-not-sensible-imf/?utm_source=dlvr_nnd&utm_medium=twitter |

The Ogun state chairman of the Nigerian Labour Congress (NLC), Comrade Akeem Ambali has expressed disappointment in the Minister of Power, Works and Housing, Babatunde Fashola over the increase in electricity tariff. He said it is "a disappointment and unexpected from a man of law". Ambali who led hundreds of members of the organized labour unions on protest in Abeokuta on Monday over the new tariff declared that the NLC would deploy all legal means to reverse the tariff, which he also described as "insensitive to the present plight of ordinary Nigerians." The labour leader wondered "why a Minister in the caliber of Mr. Fashola will not obey the law” adding “We are disappointed by his action." He said the organized labour would continue with the protest till when ordinary Nigerian is given just, fair and appropriate electricity tariff. The NLC chairman hinted that the leadership of the Congress is expected to meet with the government on the matter by Wednesday, "but not until we meet in Imo state tomorrow, where we are going to protest the sack of 3000 workers. After that we shall move to Abuja.” http://www.dailytrust.com.ng/news/general/electricity-tariff-fashola-is-a-disappointment-nlc/132641.html |

The wise ones are now abandoning the despotic sole administrator to his fate His support base has waned and the camp of the 'enemies' (good and disappointed masses) is swelling by the day. Ex-president of Nigeria, Chief Olusegun Obasanjo, has advised President Muhammadu Buhari to start his anti-corruption fight with himself, the vice president, the Senate President and the Speaker of the House of Representatives, before extending same to other Nigerians. The former President who described corruption as a ‘hydra-headed monster’ that must not be allowed to live, said the fight against the monster must begin from the top. He was a special guest at the Obafemi Awolowo University, Ile Ife, Osun State, on Friday, during the institution’s Staff Club’s interactive programme tagged, “Seventh Roundtable with Chief Olusegun Obasanjo, Reflections of an Elder Statesman.” Obasanjo, responding to a question from a student on his view about the administration of President Muhammadu Buhari, however, said the president had left no one in doubt that he was willing to battle corruption. “The president promised he will fight corruption. And there is no doubt that he has shown that he is willing to fight corruption. Corruption is a hydra-headed monster. “I believe very much that fighting corruption just has to start from the top. That is, from the president, the vice president, the senate president, the speaker of the House, the Chief Justice of Nigeria (CJN).” As the former President mentioned the Chief Justice of the Nation, one of the participants, who was later joined by others, asked him to include himself and other former presidents in the list of those to be tried for graft. In his reaction, he said: “Did I hear somebody say and you? Oh, you mean and former presidents? Former presidents have either done their bit when they were in office or they did not. “The instruments we are using today (to fight corruption) were all fashioned out by me when I was in office. We did not have anything like the instruments (ICPC, EFCC) before. Not only did I bring up these instruments, I also looked for the right people who could make the instruments work. “Nuhu Ribadu was in charge of the EFCC and then, the fear of Ribadu was the beginning of wisdom. For ICPC, I specially head-hunted somebody like Justice Mustapha Akanbi to run it,” he said. Commenting on Nobel Laureate, Professor Wole Soyinka, Obasanjo said, “Soyinka is slippery and he is no man to be trusted. I will trust Wole Soyinka as an “aparo hunter” (partridge hunter) than trusting him as a political analyst. I have no issues with him.” When asked to explain why he refused to release some money for the National Assembly when he was the president of the country, he stated that “you don’t know so many things that transpired during my administration. So many things were not resolved, so don’t attack my intelligence and personality.” http://dailypost.ng/2016/02/08/begin-anti-graft-war-with-yourself-obasanjo-charges-buhari/?utm_source=dlvr.it_dp1&utm_medium=twitter |

We know Osunbade is just a mere commissioner Now we know the real ineffectual buffoon The Ape-like jobber has been confirmed to be an emasculated figure head in Aso villa |
Barely 24 hours after President Muhammadu Buhari transmitted power to the Vice President, Prof. Yemi Osinbajo, there were indications yesterday that the next few days might be uneventful at the Aso Rock Villa. It was gathered that the only major event major event expected to hold at the Villa will be the visit of the President of Germany, Joachim Gauck, but Osinbajo will not be performing that function because it was not part of the responsibilities passed on to him. As at press time yesterday, the Protocol Unit of the Presidency was yet to schedule any other event which the “Acting President” would superintend over during his five-day tenure. Apart from the daily bureaucratic routines which Osinbajo has been used to, it was unclear what other specific duties of the President he would be handling in the absence of his boss. Presidency sources confirmed yesterday that since the President has proceeded on vacation, no programme of event has been scheduled for him (Osinbajo) by the protocol team. The source said that since Friday when Buhari began the vacation, all programme of events in the presidential villa were being handled by the protocol unit in the Office of the Vice President, a clear indication that Osinbajo was in charge. “You know that the President proceeded on the vacation from London so, no programme was prepared for him. The only event that was confirmed by his protocol team even before he departed from the United Kingdom is a scheduled reception for the German President Joachim Gauck on Thursday next week when he (Buhari) will be resuming duties. President Gauck and his partner Daniela Schadt will be in Nigeria from February 8-12, for an official visit. It was gathered that on resumption on Thursday, President Buhari will host the visiting German President and his team to a dinner at the presidential villa, Abuja. Buhari officially handed over the leadership of the country to Osinbajo on Friday, a decision the Presidency said was to enable Buhari to embark on a five day vacation which would be completely free from the rigors of state matters. Special Adviser on Media and Publicity, Femi Adesina, said President Buhari had transmitted a letter to the leadership of the National Assembly to intimidate them of the vacation in compliance with Section 145 of the Nigerian Constitution. The statement said that, “while President Buhari is on vacation, the Vice President, Professor Yemi Osinbajo will perform the functions of the President.” Section 145 of the Constitution of Nigeria states thus: “Whenever the President transmits to the President of the Senate and the Speaker of the House of Representatives a written declaration that he is proceeding on vacation or that he is otherwise unable to discharge the functions of his office, until he transmits to them a written declaration to the contrary such functions shall be discharged by the Vice- President as Acting President.” This clause was inserted into the Nigerian Constitution in 2010 after the power tussle that ensued in 2009 when the late President, Alhaji Umar Musa Yar Adua proceeded on an emergency and later prolonged medical vacation without handing over power to his then deputy, Dr. Goodluck Jonathan, thereby creating a power vacuum. As if to make matters worse, Yar Adua also failed to transmit a letter to the National Assembly informing them of his absence. https://www.today.ng/news/national/76308/osinbajo-wont-receive-german-president-presidency |

President Muhammadu Buhari on Friday revealed that the Structural Adjustment Programme, SAP, by onetime military President, Ibrahim Badamosi Babagida, IBB, killed the naira. Speaking with the BBC, Buhari traced the origin of some of the problems facing the country’s currency to IBB’s regime. IBB had in 1986 and 1988 instituted SAP which is said to have been responsible for the downward trend of the naira. ” I went through the devalue in 1984, its SAP that killed the naira, “I have asked the Governor of Central Bank and others to sit and see if they can convince me to murder the naira,” Buhari said. IBB had in 1986 and 1988 instituted SAP which is said to have been responsible for the downward trend of the naira. SAP is a loan provided by the International Monetary Fund, IMF, and the World Bank to countries facing economic turmoil. http://dailypost.ng/2016/02/05/ibbs-sap-murdered-nigerian-naira-buhari/?utm_source=dlvr.it_dp1&utm_medium=twitter |

The International Criminal Court (ICC) in Hague has begun investigation into the alleged criminal activities filed against Alaafin of Oyo, Oba Lamidi Adeyemi, by some concerned indigenes of Oyo town. This was sequel to a petition filed by Jacob Oluokun and Suleiman Ishola on behalf of some concerned indigenes of Oyo town to ICC, asking it to investigate all the alleged human rights violations of the monarch. The Court in a response to the petition on Tuesday through a letter with reference number OTP-CR-317/15, a copy of which was made available to newsmen in Ibadan on Wednesday, confirmed the receipt of the petition. The ICC letter which was signed by M.P. Dillon, Head of the Information and Evidence Unit, Office of the Prosecutor, stated that “On behalf of the Prosecutor, I thank you for your communication received on 09/09/2015, as well as any subsequent related information. “The Office is analyzing the situation identified in your communication, with the assistance of other related communications and other available information. “Under Article 53 of the Rome Statute, the Prosecutor must consider whether there is a reasonable basis to believe that crimes within the jurisdiction of the Court have been committed, the gravity of the crimes, whether national systems are investigating and prosecuting the relevant crimes, and the interests of justice. “Analysis will be carried out as expeditiously as possible, but please be aware that meaningful analysis of these factors can take some time. “As soon as a decision is taken on whether there is a reasonable basis to proceed with an investigation, we will advise you promptly and we will provide reasons for the decision. “We thank you for your interest in the ICC. If you would like to learn more about the ICC, please consult our website at www.icc-cpi.int. “If you would like to learn more about how the Office carries out analysis of information, please see our policy paper and the annex to that paper, on the Office webpage at the website above’’, the statement added. The petition entitled: “Unprecedented criminality, flagrant human rights violations, bomb planting, gun running and unresolved assassinations in Oyo town, Oyo state’’ was sent to ICC since Sept. 9, 2015. They claimed in the petition that “We write as concerned indigenes and residents of the ancient Oyo town, Oyo State, who are disturbed by the wanton murder of innocent citizens and the traumatisation of the indigenes by the Alaafin of Oyo, Oba Lamidi Adeyemi 111, “through his goons, the acts of which have remained unchecked and un-investigated by the Nigerian State in spite of all known legal processes to cause the State to do so,” Oluokun and Ishola wrote in the petition to The Hague, dated Sept. 9, 2015. “So if Oba Adeyemi 111 is too big for Nigeria State to be investigated and brought to book, the ICC is our last hope to stymie the criminal tendencies of his and restore the hope that nobody is above the law.” A Federal High Court Sitting in Ibadan had on Dec. 15, 2014, issued an order of mandamus compelling the Inspector General of Police to investigate Oba Adeyemi for alleged criminalities, including murder, bomb planting, unlawful possession of arms and so on. The application for mandamus with the suit No: FHC/IB/CS/54/2014 was filed at the Federal High court, Ibadan, by the applicants’ counsel, Biodun Abdur-Raheem on July 16, 2014, two months after the police declined actions on the petition. The petitioners noted with concern that 13 months after the court gave its order, the Nigerian Police are yet to comply, thus raising suspicion that Oba Adeyemi is being helped to escape investigation. It will be recalled that the petitioners on Friday equally petitioned President Muhammadu Buhari asking him to compel the Police authorities to execute a court judgment ordering the investigation of Alaafin of Oyo, Oba Lamidi Adeyemi. Messrs. Oluokun and Ishola, are from Isale-Oyo community with which the Alaafin has been at loggerheads since 1992, when the head of the community, Amuda Olohunosebi, the then Ashipa of Oyo land, was murdered. “But because we believe the new government of Buhari will not be party to injustice, we petitioned the Presidency,” counsel to the petitioners, Abdur-Raheem said. https://www.today.ng/news/national/75128/icc-probes-alaafin-of-oyo-over-alleged-human-rights-abuses |

President Muhammadu Buhari on Wednesday said that his administration would begin the implementation of its campaign promises immediately the 2016 budget was passed into law by the National Assembly. Buhari gave the indication while inaugurating the newly-constructed Ota township road in Ado-Odo/Ota Council Area of Ogun. The News Agency of Nigeria (NAN) reported that the inauguration of the road, among other projects, was part of the activities lined up in commemoration of the 40th anniversary of the state. Represented by the Vice-President, Prof. Yemi Osinbajo, he said the Federal Government had mapped out plan to support artisans in the country with funds to help improve their businesses. ”I want to assure the people that immediately the budget is passed into law, we will zoom into action and all our promises will be fulfilled. ”We have plans for artisans and market women; they are already in our plans in the budget and we will give them soft loans to boost their businesses. “We must not lose sight of the fact that it is the masses that voted for us and we must not let them down, ” he said. He also said that the cornerstone of the present government was to provide employment for youths across the country, insisting that all government’s promises, particularly to the youth, would be fulfilled. The president reiterated the administration’s commitment to train over 500,000 volunteer teachers and would be paid for the job. While commending Gov. Ibikunle Amosun for the massive infrastructure development across the state, he called for the continued support of the people to both the federal and the state governments. In his address, Amosun expressed appreciation to the vice president for the visit which, he said, would go a long way in boosting the morale of his government. He called for the continued understanding by the citizens of the state, adding that government could not finish everything at once. The governor said his administration would not relent in its mission at rebuilding the state by ensuring an all-round development. The president also inaugurated the Aiyetoro township road in the Yewa North Local Government Area.
