Politics › Time To Tame Our Globetrotting President by alcmene(op): 12:34pm On Feb 27, 2016
As usual, President Muhammadu Buhari’s media aides were last Sunday struggling to justify to the citizens why his foreign trips were necessary after announcing that their boss was off to Saudi Arabia and Qatar for a week.
I thought that by now, they ought to have been fatigued by this same old story.
To be honest, these presidential spokespersons should find more profitable things to spend their time on instead of this dreariness. Many are fed up being told over and over again that the president’s numerous trips are in the interest of the country. Within nine months, our globetrotting president has visited 26 countries in search of foreign investors, looted money and other humdrum things for poor Nigerians. There are no results to justify these trips while state resources are being depleted on them.
Last year, we were told that he went to the United States and Europe to recover our stolen money stashed in foreign banks. So, how much of the loot has the United States and other European countries returned to us in the last nine months? I very much doubt if they have any positive story to tell us in this direction.

This time around, Buhari went to Saudi Arabia and Qatar to discuss how to halt crumbling crude oil price so that Nigeria can earn more from oil. It is obvious that our president did not take anything new to the negotiation table to warrant the visit to Saudi King Salman Bin Abdulaziz Al Saud. There is really nothing to discuss with Saudi Arabia on the issue of production cuts that had not been addressed by OPEC. The Saudi government had made its position very clear at different fora. This country is prepared to cut back on production to raise price only if non-OPEC production countries lead in this direction. Just as I had expected, nothing came out of the meeting on Tuesday with the Saudi monarch. By Wednesday, Saudi Arabia’s Oil Minister, Ali bin Ibrahim Al-Naimi again emphatically ruled out crude oil production cuts by his country. Al-Naimi, who spoke at the 35th Annual HIS Energy Convention holding in Houston, Texas, added: “There is no sense wasting our time seeking production cuts. That will not happen.” Al-Naimi simply alluded that our dear president ought to be talking to non-OPEC members; not Saudi Arabia and Qatar. I am horrified. It is either Buhari genuinely does not know this or he is pretending not to know. The meeting with the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani was also a tea party. Nothing new came out of it.

Our president also seeks to attract investors to Nigeria from these Arabian countries during his one-week visit. According to his media aides, the president is scheduled to meet with leading Saudi and Qatari businessmen in Riyadh and Doha, and “invite them to support his administration’s efforts to revamp the Nigerian economy by taking advantage of the great investment opportunities currently available in Nigeria’s mining, agriculture, power supply, infrastructure, transportation, communications and other sectors.” Haba! Foreign investors from Riyadh and Doha? What a preposterous agenda. How many of such foreign investors have Buhari attracted to this country from Europe and the United States in all these months of globetrotting?

It is a surefire fact that a country needs to first put its house in order, before talking about attracting foreign investors. The operating environment must be conducive. Electricity supply, security and infrastructure must be of world-class standard. The tax system and ease of doing business must be attractive. All these attractions have deteriorated in Nigeria in the last nine months of this administration. It is an illusion to expect foreign businessmen to bring their money into a country where they will have to struggle to operate and also struggle to take their profit out. No foreigner will bring his hard-earned money into a hostile environment.

This is what exists in our country at present. Existing foreign investors in this country are gasping for breath because of unfriendly working environment. Many are even pulling out. Just last week, South African retail giant, Truworths shut its four outlets in Nigeria as a result of the economic crisis in the country, coupled with Buhari administration’s muggy policies. The company’s Chief Executive Officer, Michael Mark said: “We were unable to operate the stores properly any longer because we were unable to send merchandise to the stores; there’s regulation preventing that. Aside being unable to stock our shelves, we were struggling to pay rent and get access to foreign exchange which has dried up. We can’t get money out, so there was no point staying any longer.”

Many can now see why I said Buhari should stop deceiving Nigerians with stories about going to attract foreign investors with his numerous foreign trips. His media aides should also think of other ways to justify their boss’s fascination with foreign trips. For now, this country lacks the enabling environment for foreign investment. The hefty $5.2 billion fine levied on MTN Nigeria is one of such disincentives to Foreign Direct Investment (FDI). It could have dire consequences on the country’s economy if not resolved quickly because it is currently making investors a little bit more wary of Nigeria. This administration’s economic policies are hurting foreign investment. If we do the right things, foreign investors will come on their own. Our president needs not travel abroad to attract investors. With new media, foreign investors get the true picture of developments in Nigeria and other countries on a daily basis daily. They will come once they know that the environment in any country is conducive. It seems most of them even understand Nigeria more than our president does.

Again, Buhari needs to understand that foreign investors are not charities; they are profit optimising and risk minimising capitalists looking for good environment for the investment of their cash. Places like Hong Kong, Malaysia, UAE and Singapore that are favourites of investors are known for their world-class facilities. The most attractive destinations for FDI also have unwavering macro-economic environment.

It is very sad to note that we are fast losing the gains of FDI made under the Jonathan administration. For five years, Nigeria was the leading destination for FDI in Africa. Global confidence in the Nigerian economy soared during this period. The undisputable facts are there. Between 2012 and February 2015, the Jonathan administration received a net Foreign Direct Investment, FDI, of over $21 billion. In 2012, former United States Assistant Secretary of State, Johnnie Carson confirmed that the second-highest recipient of American direct private sector investment in Africa was Nigeria. Again, according to the United Nations Conference on Trade and Development, UNCTAD, Nigeria emerged the fourth in the world in 2014 when investment destinations are ranked on the basis of returns. Under Jonathan, South Africa energy firm, Stefanutti kicked off a partnership with One Nation Energy Platform, to build a 500 megawatts (MW) coal-fired power plant in Enugu.

Also, Cantor Fitzgerald, a United States-based global investment firm with strong expertise in asset- backed mortgage securities, concluded plans to invest $1 billion in the Nigerian mortgage sector. Unfortunately, money that flowed into stocks and bonds in Nigeria under Jonathan, which McKinsey & Co. says could become one of the world’s 20 biggest economies by 2030, is now fleeing as growth prospects diminish.

I strongly believe that Buhari should spend quality time engaging the Manufacturers Association of Nigeria (MAN) and National Association of Chambers of Commerce, Mines and Agriculture (NACCIMA) on how to encourage existing investors and save our economy from ongoing crisis instead of looking for imaginary foreign investors. The MAN has already raised the alarm that many of its member companies may shut down operations at the end of the first quarter of this year due to raw materials scarcity. The President of MAN, Dr. Frank Udemba Jacobs, said that since the introduction of foreign exchange restrictive policy by the Central Bank of Nigeria about eight months ago, their members were finding it difficult to import raw materials. “The policy seems to be like throwing the child out along with the bath water,” remarked Jacobs.

Buhari should spare a thought for the suffering masses of this country by spending quality time at home to tackle the countless problems facing us instead of wasting our limited resources on these worthless trips. Our federal lawmakers have failed to do the needful in this direction. Our fate is in our hands. Going forward, at our different levels, we all have to mount pressure on our president to reduce his foreign trips.

Again, our president should do less of propaganda and face the economic realities on ground. The rise in the number of media aides for this purpose is becoming worrisome. Buhari recently added Tolu Ogunlesi to his team as Special Assistant on Digital/New Media. Bashir Ahmad is also on board as Personal Assistant on New Media. Of course, Femi Adesina and Garba Shehu are still there as senior media assistants. There are now four men working on the media for our president. This is clearly not justifiable in an era where emphasis ought to be on reducing the cost of governance. For me, Buhari has simply strengthened his propaganda machinery instead of economic management machinery. This will not get him anywhere. Only the truth and pragmatic actions will make the desired change in the perception of this administration. After nine months with a prostrate economy, our President still can’t appoint a Chief Economic Adviser. Yet, the number of media aides keeps mounting. Something is clearly wrong somewhere.

Politics › Education Budget: Senate Uncovers N5bn Shortfall For Meal Subsidy by alcmene(op): 12:43pm On Feb 26, 2016
ABUJA—THE Senate yesterday uncovered N5 billion shortfall in the amount allocated as meal subsidy for Unity Schools across the country as well as personnel cost of Kings College in the 2016 budget proposal submitted by President Muhammadu Buhari.

According to the Senate, only N6.8 billion was proposed for meal subsidy in unity school, instead of N11.2 billion needed.
It also noted that the amount was grossly inadequate for the Unity Schools meal subsidy, adding that implication was that the amount provided would only serve for six months, after which N5 billion would be needed to meet up with the shortfall.

Disclosing this yesterday during collation of the 2016 budget of Senate Committee on Basic and Secondary Education to the Senate Committee on Appropriation, Vice Chairman of Committee on Education, Senator Rose Oko, said there was the omission of N338 million from the personnel cost of Kings College, adding that instead of N375 million, the ministry budgeted N37 million due to typographical error.

Politics › Blame Buhari For The Corruption In Nigeria-judiciary President by alcmene(op): 11:44am On Feb 26, 2016
The president of Judiciary Staff Union of Nigeria, Marwan Adamu has accused the President Muhammadu Buhari-led administration of encouraging corruption by failing to pay the salaries of judiciary workers.

President Muhammadu Buhari has reiterated that his administration would not allow corruption and that he was determined to wipe it out of the country’s system.
This has been evident in the number of persons under the radar of the Economic and Financial Crimes Commission and those facing corruption charges. In a statement issued on February 25 and published by PM News, Adamu said Buhari cannot claim to be waging a war against corruption and not pay the salaries of judges.

He said this can lead to vulnerability on the part of the judges when they are not paid their salaries.
He said: “We want to warn that if the government does not address this urgently we will be forced to embark on a nationwide strike.” Adamu recalled that the judgment of Justice Adeniyi Ademola of a Federal High Court in Abuja in January 2014 had affirmed the financial autonomy of the judiciary.

“This is to tell you the level of impunity that is going on in the country. In the first place, we do not even have to go to court to enforce the constitutional provisions which are self-explanatory.
He noted that only five states have complied with the judgment which put the funding of the judiciary on first line charge. “We went on strike but we called it off after we signed a memorandum of understanding with all the parties involved. Ordinary if there is a court judgment, you don’t need to renege on its implementation if you don’t appeal against the judgment.”

“We appreciate those states that deem it fit to implement the court judgment. But we want to warn other states that have refused to comply that we are going to employ every means to force them to comply with the provisions of the constitution.”

NYSC › NYSC To Post Youth Corp To North East This Year by alcmene(op): 3:22pm On Feb 25, 2016
The National Youth Service Corp NYSC has resolved to commence posting of youth corp members to North East, its Director General Brig-Gen Johnson Bamidele Olawuni has said.

Speaking with Daily Trust in Katsina, Olawuni said "you will agree with me that insurgency has been reduced drastically and based on our assessment Gombe is certain to get from this batch A.
"We are looking at Adamawa if not this Batch A but the next batch. But certainly, I pray by the end of this year Borno and Yobe will get corp members posted there," he said.

"The unfortunate thing is that , some of these states have some of the best facilities. We have missed going to those states and my staff also to conduct orientations in them," he added.

He said, about 260,000 corp members are expected to be mobilised this year saying that efforts are ongoing to ensure they are adequately captured by finance ministry and that of planning to avoid what happened last year when there were challenges .

On corp welfare, Olawuni chided 26 states for owing corp members allowances and vowed to publish the affected states in national dailies saying that it is the statutory responsibility of states to pay the corp members to aid in their transportation and up keep.

According to him, it is appalling and disheartening to note that some states are owing up to two years of such allowances adding that "we consider the welfare of our corp members paramount."

He said, the service is considering not posting corp members to states with deplorable state of facilities for camping adding that the states' camps are not habitable and fit for humans.

The national chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun, has casted aspersion on previous government of Nigeria, NAN reports.
The party’s national chairman, who played host to the Federal Capital Territory Minister, Malam Muhammad Bello, on February 24 in Abuja, said the country’s economy was plunged into a sorry state by the previous governments. “The economy of the country was plunged into a sorry state by the previous governments.

This is in addition to the down turn of oil price, which has remained the nation’s major source of revenue thereby making things very difficult,” Odigie-Oyegun said.
Oyegun stated that if the previous governments had diversified the country’s economy all these years, the situation would have been better today. The party’s chairman also commended the President Muhammadu Buhari for the quality of cabinet members he appointed to drive the “Change Agenda” of the Federal Government. Odigie-Oyegun extolled the minister, and expressed optimism that he would move the FCT to enviable heights considering his pedigree.

He said the minister’s visit was necessary for the party to rub minds with all stakeholders. The party’s chairman promised to work closely with Bello and the FCT administration to take Abuja to the next level. Speaking on the coming FCT Area Councils’ election, Odigie-Oyegun promised to support the FCT chapter of the APC to deliver the councils to the party. The national chairman reiterated that it was pertinent for teamwork to be strengthened among party faithful.

He said it is enhanced teamwork that will deliver victory at the party’s door step in the coming elections. Speaking earlier, Bello promised to work closely with the party in his efforts to deliver the desired Change Agenda of the Buhari-led government. The minister, who solicited the support of the party’s headquarters to enable the FCT chapter win the coming election, reminded the Area councils’ chairman that election is scheduled for March 19

“We are here to pay homage as loyal party men and to tap from the wisdom of its leadership which transcend several decades,” Bello said. The APC national chairman said the party is not worried about the Supreme Court’s ruling in favour of the PDP governorship candidates in Akwa Ibom and Rivers states. He said the party wants to know the reasons behind the ruling, and that the general outcry should be seen as the opinion of APC’s individual members and not the party’s official stand.

Politics › Aregbesola Bans Use Of Cell Phones In Public Secondary Schools by alcmene(op): 1:12pm On Feb 24, 2016
The Osun Government on Wednesday banned the use of cell phones and motorcycles by students in public secondary schools across the state.

The state’s Deputy Governor, Titilayo Laoye-Tomori, gave the order in Osogbo during the Education Stakeholders Meeting with representatives from five local government areas.

Laoye-Tomori said the ban became imperative in order to instill discipline in the state’s public secondary schools.

She decried the poor performance of the students during internal and external examinations, saying the results did not reflect the huge spending in educational reforms.

The deputy governor then urged communities to set up committees that would monitor activities of students in schools in their localities as means of checkmating them.

She said, “due to the unruly behaviour of some students, any student caught with cell phone, charms or dangerous objects would be expelled from school”. (NAN)

Politics › Oyegun’s And Apc’s Goofs by alcmene(op): 2:32pm On Feb 23, 2016
A PARTY that rode to power through the popular sentiments of the people now crying sabotage, what an irony.
Maybe Femi Aribisala was too hasty in his comment of Tuesday February 2016 when he said; “When the incredible issue of a missing/counterfeited 2016 budget arose some weeks ago, I was expecting to hear from APC that Goodluck Jonathan was to blame. Surprisingly, that did not happen.

Instead, blame was traded between the Presidency and the National Assembly”. That same day, this is what Chief John Odigie Oyegun, APC national Chairman said to the press: “APC members were not concerned about the positions.
We are concerned about the internal sabotage that is going on in a lot of the PDP filled positions which are critical to our national growth and development”. This was captioned under the headline; “Head of parastatals sacked due to sabotage by PDP positions – Oyegun”Vanguard of 16th February’ 2016.

The members of the APC are still afflicted by the ‘I know it all syndrome’, so they have refused to come down from their high horses to assess where things have gone wrong. They are averse to criticisms and that has blighted their ability to see things the way they are supposed to be. The contradictions in the party was foretold right from the onset, all that was needed is a leader that can properly blend these competing interests towards a common goal.

The president has not been able to do much in that area. Unfortunately, John Oyegun who is an acclaimed seasoned administrator is doing much worse. “Conscience is an open wound”, according to Uthman dan Fodio, “only the truth can heal it”. For as long as Oyegun and his APC hawks continue to shy away from the truth and continue to defend the indefensible, we will continue to witness such blunders like the 2016 budget.

We must not confuse the rot in the Civil Service with that of the PDP. We have said it before that, there will be no genuine change in this country if it does not address the the rot in the Civil Service and other government agencies.
President Muhammadu Buhari wasted six months placing people he deemed fit into strategic positions and when he thought everything had been done perfectly, he announced his ministerial cabinet.

To him, the ministers do not have much to offer apart from the occasional noise making and that has contributed to this fiasco. If Oyegun and his colleagues are afraid to tell the President the truth as it is, then it is very unfortunate. The people are ready to make sacrifices, no matter the burden that is placed upon them but they must see clearly that the government is fighting for their interest.

When the people in government have gone on a wrong path and are humble enough to admit it, and offer apologies to the people that voted them into power, that is nobility. Nobility is not of the ordinary, it belongs to a higher class of people and it is earned either by birth or individual/personal efforts. Nobility requires that you rise above petty interests, it requires that your goal must be for the common good and when that happens, it earns the reciprocal respect from the people but when you choose to force or ram it through the throats of the people, you are courting the opposite reaction of nobility.

Oyegun and his men must choose to be noble both in their words and actions. The challenges of Nigeria as a country goes beyond rhetorics, it requires a clear head and objective mind to access a pathway but we cannot access the path to success if we keep looking for excuses. The solutions are there but the path that the APC has chosen is the wrong one.

Change does not require rocket science to bring it about, set the right examples and the people will follow. So far, President Buhari has been using the Obasanjo model of globe trotting as his foreign policy focus and we all know what happened to Obasanjo and his gobe trotting adventures. He left governance for Abubakar Atiku and by the time he realised what was happening, the foundation for the implosion of the PDP had been laid.
Let nobody deceive anybody, the fall of the PDP started from the Obasanjo era, there was no ingenuity on the part of anybody, the PDP had been programmed for failure for a very long time. We must learn from history. President Buhari is toeing the same path. He has not found time to remain on ground to supervise what is happening, as a result, the 2016 budget has been messed up for him and they now shout sabotage.

They should look in the mirror and discover the saboteurs of the government. If after one year in government they are still laying foundations, how long will it take to mobilise and to build. It is right time for the APC team to engage in rigorous debates and evaluations on the right course of actions to be taken to direct the ship of state. For starters, they should be humble and not maintain a superior stance over their fellow country men.

They must not think that it is only in their midst that solutions can be found to the challenges confronting this country and they must stop over heating the polity. They did it while they were in opposition and they are doing it now even in a government that they are in control of. Imagine this statement from John Oyegun; “We have lost very important resource rich states to the PDP. No matter how crude oil prices have fallen, it is still the most important revenue earner for the country.”.

The party is screaming about corruption and stealing of government money, tell me how the ordinary folks from the Niger Delta states will view such statement from the head of a political party that is supposed to be fighting for our common interests. We have said that until we identify the sources of the APC funding during the last elections, the equation on corruption in this country cannot be balanced because, they matched the PDP dollar for dollar, naira for naira and force for force during the elections. It is also important for the APC to note that if you rubbish an arm of government to which you belong, you are also alluding same to yourself.

We have seen judgments delivered by the Supreme Court in America, judgments that do not seem to make common sense to the average man such as the gay marriages, affordable health care, marijuana and many others but you will not see their politicians come out to rubbish the judges of the supreme court. Even in America, the Judges are known for their ideological beliefs, whether conservative or liberal, such is not held against them when they reach a decision.

We must learn to practice our democracy in the proper way.

• Rice was N8,500 and without corruption it is now N12,500
• Poor Electricity, tariff was not increased during corruption, now about 40% tariff increase without corruption but worst power supply
• Presidency Food was N1billion, but without corruption it is now N2billion
• Presidential Jets maintenance was N600million/year, now N2.5billion in just 4 months without corruption
• Aso Rock Clinic maintenance was N500million, now N3.9billion without corruption.
• Vice President was paid N75million for reading just books; without corruption the Vice President will be paid N430million
• We didn't pay rent in Aso Rock; without corruption we will be paying a rent of N350million to an invisible landlord.
• Rats never ate our budgets, but rats now snuggle fictitious unimaginable figures into our budgets without corruption
I think there's a problem
You couldn't have said it better.....

Something is really wrong in Nigeria without corruption.

Seems we are better off having the said corruption
Politics › Re: Jonathan’s Almajiri Schools Initiative A Failure – Ganduje by alcmene(op):
They are your Almajri children, and what have the northern leaders done to help these children before Jonathan did something.

From Gowon to Murtala, to Shagari, to Buhari, to IBB, to Abacha to Abdulsalam, to Yaradua, to Buhari again.

These are all northern leaders that have ruled Nigeria for more than 30yrs collectively since 1970.

How can one single administration of Goodluck Jonathan take care of all the millions of Almajiri children you created over the decades, when all those leaders I mentioned did nothing.

Now that you are a Kano state governor, what have you donehuh

Seems the only way to be on the good books of Buhari is to lie to him and discredit Jona's government.

I blame Jonathan's magnanimous disposition towards the north

The Kano State Governor, Dr. Abdullahi Ganduje, on Saturday described the former President Goodluck Jonathan’s Almajiri school initiative as a poorly executed and wrong policy which was at variance with modern realities.

Ganduje said this in an interview with reporters in Abuja.

He explained that the former administration was ill-advised to pursue a policy which inadvertently helped to perpetuate the stigmatisation of Aljamiri children.

According to him, the Aljamiri school system is limited in scope and only able to absorb an insignificant number of pupils who are likely to have bigger problems integrating into the larger society.

To address this challenge, Ganduje said his administration had put in place strategies to fully integrate the Almajiri schools’ pupils into the normal school system.

The governor, who admitted that his state accounted for the largest number of Almajiri children, revealed that he had written President Muhammadu Buhari about the matter.

He said in the letter, he articulated the challenges, his plans and possible areas of partnership with the Federal Government.

Ganduje said, “The last Federal Government introduced the Almajiri schools but the school is not well articulated, it is a wrong policy.

“For example in my village, we have this school with only 50 students and in Kano, we have over 3 million Almajiris and the number of Almajiri is almost a problem to the number of schoolchildren so, the issue is not creating a school.”
