From your itinerary
You will check out your luggage at Dulles and find your way to DCA.
Unless you have very light luggage I'd say take a cab or Uber. You do have a lot of time before your next flight so if you want to explore the city that up to you.
You can also go to the United Airlines desk as you exit immigration at Dulles. They are typically available after you pick you luggage just before the customs area. There's usually a United personnel who could advise you on what to do.

You will be asked to retrieve your bag at the first point of entry in the US. You will be shown were to take them to once you clear customs/ agriculture. Next time you will see your bags is in your final destination.

NB- Ensure your bags are tagged to the final destination. ( This will be done at the Lagos airport)

You will have to retrieve your bags once you are done with customs clearance (port of entry) at IAD and you will immediately check it back into your next flight if you were to fly from IAD. But since your connecting flight is from DCA, you will have to go there to check your bags. Since it's a single booking, United might provide you with a taxi (or pay for it) to take you from IAD to DCA. IAD is in Virginia and DCA is in Washington DC and it's about a 45-minute drive.

Alternatively, you might ask about the train service. The best way to go about it is to ask United Airlines staff once you retrieve your bags in Dulles. The good thing is that you have enough time before your flight from DCA, so no cause for worry.

1. No, they won't be automatically checked. You will pick up your bags after clearing immigration at IAD and check them again at the United counter in DCA.

2. IAD is technically in northern VA and DC is in DC. Since you have a 9hr layover, you can take a taxi or Uber. There is a shuttle between both airports which might be a cheaper option. There is also a metro station but this requires some walking and might be a hassle depending on how many bags you are carrying and how big they are.

Also note that you may not be able to check your bags at DCA until about 3 hrs before your flight.

VO: reading my I-20 I see that you're going to The University of Notre Dame du Lac (full name of University of Notre Dame) and you'll be pursuing a PhD in Chemical Engineering. And you're also fully-funded! Wow! It seems all the big brains came today! Great!

VO: So tell me about your research.

Me: Alright. For this PhD degree, my research will be focusing on computational catalysis....

Me: Alright. So catalysis is the use of special substances called catalysts to expedite the rate of chemical or industrial processes and also a means of reducing their energy expenditure. This research is relevant because as a process manager at The Heineken Company, we have challenges with reducing our energy expenditure and carbon dioxide emissions.

These challenges are largely due to a technical knowledge gap not just in The Heineken Company, but in Nigeria at large. Therefore, this PhD degree will imbue me with the technical expertise I need to take on a senior process management role in energy sustainability at The Heineken Company when I return to Nigeria (return fire).

VO: That's fantastic work! Do you have a bachelor's degree sir? (Sir bawo?)

Me: Yes. I have a first-class in Petroleum and Gas Engineering from The University of Lagos.
