They go into interior villages, recruit innocent boys, give them girls and maybe 1million to flex, then they promise them up to 100million if they just push drug into a certain country for them, when the innocent guy (likely from a poor home) accept, they take them to a shrine to take an oath of allegience.
So this drug cabals are found around Nigeria.
