Your brother wants to move from frying pan to fire by going to Uzbekistan. This is the same stupid reoccurring mistake Nigerian youths make and then the next thing you know, they are in the news for drug trafficking.
People are telling you the facts that Uzbekistan is not an ideal place to hustle and yet you are asking about employment and economic opportunities. Even here in North America where I reside legally, many people (citizens) are finding it difficult to find jobs that pay a decent wage how much more a place like Uzbekistan.
The problem with Nigerians is that you think any country whose citizens are not Black is automatically a good country to move to but that is not true. Please educate your brother. Not every country outside Africa is conducive to migrate to. Many countries barely have enough jobs for their own citizens talk less of having jobs for immigrants, both legal and illegal immigrants. And not all countries outside Africa are safe for Black people to migrate to. Racism just like tribalism can be deadly so be wise.
I am not saying your brother should not migrate. He should migrate legally and make sure he has a work permit to enable him get employment legally in his new country of residence. Nowadays, especially with the pandemic still raging worldwide, trying to "hustle" without having a work permit or permanent residency will be very difficult. If that were not the case, your brother would not have returned from South Africa. Tell your brother to try other West African countries instead and perhaps try his hand at starting a business because other African countries don't have enough jobs for their own citizens either.

I've been to Tashkent, the capital of Uzbekistan on a short visit.
My observations:
1. Strict Moslem country therefore no messing about 2. People were curious but friendly, seeing a black person 3. I never saw a black person anywhere, not even at the airport 4. Got mistaken for a black guy that the immigration authorities were after, but was left alone when I showed them my passport. 5. Many secret police - yes, very many. Trust me, you'll be followed, so the one must stay on the right side of the law at all times 6. Had many people trying their English language skills on me 7. People there look like Chinese or Mongols 8. Developing country - nowhere like the West 9. All in all, very nice people.
All the best to your bro but he mustn't get himself into trouble (whatever he does), if he goes there, because he'd be locked up for a very long time and then deported afterwards.
