Opposition parties and some concerned groups have called on the National Assembly to enact a law that will compel the President to attach portfolios to ministerial nominees’ list sent to the Senate for confirmation. Thickmatch.com Reports'' They stated that it was proper and ideal for the President to attach portfolios to ministerial nominees to enable the Senate to properly screen the nominees and ascertain their competence and appropriateness. Members of the opposition who spoke separately to our correspondent on Friday were the Peoples Democratic Party through its National Publicity Secretary, Mr Kola Ologbondiyan; spokesperson for the African Democratic Congress, Mrs Yemi Kolapo; her counterpart in the Social Democratic Party, Alfa Mohammed; and the Coalition for United Political Parties’ spokesman, Imo Ugochinyere. According to them, the resolution of the Senate asking the President to attach portfolios to ministerial list for confirmation can be seen as advisory since it is not in the constitution. They stated that a law should be enacted to make it mandatory for the President to attach portfolios to the ministerial nomination list before the Senate could confirm the nominees. Ologbondiyan said, “They do not have any law except if they provide for an Act of Parliament for that requirement for President to attach portfolios to his ministerial list, the executive can just take it (Senate resolution) as an advisory. If they sponsor a bill to that effect, and the President signs it into an act, it becomes a law that is binding since the constitution does not provide that.” Kolapo also stressed the importance of knowing which ministries had been attached to certain nominees. She said, “Are the Executive’s nominees supposed to just take a bow before the Legislature? How would there be proper scrutiny to determine the capabilities of the nominees vis-a-vis their prospective portfolios? I think we need to impress it on the Legislature that they can’t start on a wrong footing. The House of Representatives at the plenary on Thursday unanimously rejected the prayer of a motion seeking to make the Federal Ministry of Education integrate the Almajiri education system into the Universal Basic Education programme. The motion, which had 10 prayers, was entitled, ‘Need to Eradicate Child Destitution and Remove Beggars from Nigerian Streets through Provision of Standardised Education System and Improved Livelihood.’ It was sponsored by Mansur Soro, Ibrahim Umar, Saidu Abdullahi and Shehu Beji. Though the motion was adopted, only nine of the prayers were granted. The exception was the second one that the House should “urge the Federal Ministry of Education to integrate the Almajiri education system into the Universal Basic Education programme.” Other prayers granted by the lawmakers include to, “Declare child destitution and begging a national emergency and call on governments at all levels to ensure that children are provided with opportunities to access basic education as guaranteed by the United Nations Convention. “Urge the affected states to comply with extant laws on basic education, especially the UBEC Act, by ensuring that all children between the ages of six and 16 are given free and compulsory education.” https://www.google.com/amp/s/punchng.com/reps-block-move-to-include-almajiri-system-in-basic-education/amp/

The Presidential Election Petition Tribunal in Abuja on Thursday dismissed an application seeking to withdraw the Peoples Democratic Movement as a party to a petition challenging the outcome of the February 23, 2019 presidential election. The Justice Mohammed Garba-led tribunal of five judges said the application was incompetent having been filed outside the period of the pre-hearing court session on the petition. Justice Garba who read the lead ruling held that the pre-hearing session ended on June 27, 2019 but the application was filed on July 9. He held that the pre-conditions for the hearing of such application outside the pre-hearing session as provided in Paragraph 47(1) of the First Schedule to the Electoral Act were not met. The election petition filed jointly in the names of the party and its presidential candidate, Pastor Aminchi Habu, seeks the nullification of the February 23, 2019 presidential election on the grounds of their alleged wrongful exclusion from the poll by the Independent National Electoral Commission. The respondents to the petition are the INEC, Buhari and the All Progressives Congress. But the National Chairman of the party, Chief Frank Igwebuike, had in the name of the party, applied to the tribunal for the withdrawal of the party from the petition. The application was anchored on a certain March 5, 2019 letter credited to the Independent National Electoral Commission acknowledging the party’s list of candidates submitted for the 2019 general elections but informing the party that “the period of submission of candidates has passed”. But the PDM’s presidential candidate, Habu, and some other members of the National Working Committee have opposed Igwebuike’s application, insisting that the party would prosecute the case to the end. President Muhammadu Buhari on Wednesday met behind closed doors with the Senate President, Ahmed Lawan and the Speaker of the House of Representatives, Femi Gbajabiamila. Lawan and Gbajabiamila arrived the forecourt of the Presidential Villa around 3.30pm Before Wednesday meeting, the ministerial list of the next cabinet is yet to be passed to the Senate for screening. The National Assembly is also planning to hold security summit towards addressing insecurity in the country. The meeting with the President was still in progress at the time of filing this report. An eminent Professor of Law, Itse Sagay (SAN), has branded former president Olusegun Obasanjo “childish and immature”, for making his letter to President Muhammadu Buhari public. Obasanjo in the letter released by his media aide, Kehinde Akinyemi, had expressed worry over the high level of insecurity in the country. Sagay, speaking to the Nation, however, agreed with the points raised in it. “As far as I’m concerned, Obasanjo’s main motive is publicity, the capacity to embarrass the President, and for adulation. “He sustains a mentality of being superintendent-general of Nigeria and not accepting that he is no longer in power. It’s all part of it. “What he said could have easily been communicated by phone; the letter could have been delivered privately. I find writing it to the whole country immature and childish. He made a serious point, and then spoilt it by the way he presented it. “If he had said it quietly to the President, it would have been acceptable. Is he not embarrassed that he’s the only former president doing it? Gowon and Abubakar are there, just to mention two. Even Jonathan, who was defeated by Buhari, is there. It’s too childish and immature. It takes away from the quality and the strength of the message he’s trying to deliver,” he said. Sagay also urged Buhari to sustain efforts in tackling rising insecurity. “Is the President not already doing that? Can he be the President and not be concerned? Already, the Vice President has spoken of steps being taken – that the roads are going to be heavily monitored by the Police and soldiers. “I don’t disagree too much with Obasanjo on substance. It is his style that I disagree with, as well as the so-called conference of ethnic stakeholders. I don’t see its relevance. We’ve held so many other conferences out of which nothing came except mutual abuse and insults. “I think what the President should do is to sustain a very vigorous onslaught and not rest until the bandits and insurgents are rooted out and Nigeria is made safe again. “He is already doing it and he must sustain it so that we can be free of this menace to our freedom and peace of mind,” Sagay added. Operators of commercial tricycles (also known as Keke NAPEP) in Yola, the Adamawa State capital, have complained of extortion by agents of the various security agencies in the state and threatened to go on strike if the trend is not checked. About 10,000 Keke NAPEP units ply the three local government areas of Yola North, Yola South and Girei that make up the capital metropolis, and they are the only ‘taxis’ by which residents move around. Speaking at a licensing sensitisation ceremony organised by the Federal Road Safety Corps (FRSC) on Tuesday in Jimeta, the Speaker of the Amalgamated Commercial Motorcycle/Keke NAPEP Owners and Riders Association of Nigeria (ACOMORAN) in the state, Sadiq Garba stressed that security agents were extorting money from members. “If the matter is not addressed, members of the association will be forced to embark on indefinite strike,” he said to the chorus of approval from members of the association who attended the FRSC event. The state chairman of a faction of ACOMORAN, identified as BMT, Tanimu Sule, who also spoke at the event, complained of multiple taxation, and urged state and local government officials to harmonise taxation on members. The Tuesday event, which took place at the Ribadu Square in Jimeta, was organised by the Adamawa Sector Command of the FRSC to sensitise Keke NAPEP riders in the state on the need to register and obtain license as legitimate operators. The sensitisation exercise marked the beginning of enforcement of licenses for Keke NAPEP operators in the state. The Adamawa Sector Commander of the FRSC, Muhammed Hussaini, who addressed newsmen on the side of the event, said the licensing initiative would curb crime. “We found it imperative, because of the challenge of insecurity perpetuated by people using Okada and Keke NAPEP, to bring control to the system. We came up with the licensing and registration of Keke NAPEP and Okada riders to achieve that control. “You find the issue of Shilla Boys, armed banditry and kidnapping. All these are perpetuated by use of motorcycles and Keke NAPEP. So, introduction of license and registration of these people will bring sanity and reduce security challenges,” the state FRSC boss said. The Social Democratic Party (SDP) has urged President Muhammadu Buhari to overhaul the security apparatus in the country to halt the spate of killings and other crimes. Chairman of the party, Mr Tunde Adeniran, made the call in a statement Monday in Akure. He called on the Federal Government to intensify action to ensure that the perpetrators of the dastardly act were brought to justice without delay. He reiterated the urgent need for Buhari and the security agencies to deploy more resources to combating perpetrators of violence in the country. Similarly, Deputy National Chairman (South) of the party, Dr Olu Agunloye, also urged the government to restructure the security apparatus in the country. “The time has come for the Federal Government to restructure the security apparatus in order to safeguard the lives and property of Nigerians,” he said. Agunloye also condemned the gruesome murder of Mrs Olakunrin and the increase in cases of kidnapping across the country, especially in the South-West, NAN reports. Zamfara State Governor, Bello Matawalle has said that the state would implement the Ruga settlement initiative to resettle herders and boost economic activities. The governor told the Speaker of the House of Representatives, Femi Gbajiamila who visited the state that the state government would go ahead with the programme in spite of its suspension by the Federal Government. “I wish to inform the Honourable Speaker that the controversial issue of Ruga, which is being hotly debated across the vast spectrum of the federation, has been unanimously accepted in our state. “Since time immemorial, the communities of farmers and herders in the state have been living side by side, reinforcing each other, even though there were cases of skirmishes from time to time, they did not take the ugly dimension they have taken in our contemporary times. “We are confident that Ruga Programme which will transform the nomads to sedentary life will significantly address the farmer/herder crisis in the state,” he said. The governor said arrangements had been put in place to set up the Ruga settlement on a 100-hectare land in each of the three senatorial districts of the state. According to him, the government would provide schools, hospitals and veterinary clinics as well as earth dams in the new settlements. He appealed to the leadership of the National Assembly to facilitate the release of N10 billion Federal Government Special Intervention Fund approved for the state to resettle people displaced by banditry. The speaker hailed Matawalle over the successes recorded under the Peace and Reconciliation Initiative targeted at ending banditry in the state. He noted that the voluntary release of 109 kidnap victims in the last 10 days was highly commendable and an indication that all sides were willing to give peace a chance. Ahead of the Kogi State governorship election, the state chairman of Social Democratic Party (SDP), Alhaji Mutar Atimah has called on President Muhammadu Buhari to call Governor Yahaya Bello to order over the conduct of his supporters. Atimah told party faithful on Monday at the official inauguration of the party secretariat in Lokoja that the call become necessary in view of incessant attacks on members of the SDP in the state in recent times. He said that the Kogi Governor should as a matter of urgency call his followers to order to avoid the consequence that might follow if the attacks continue. “Let it be clear to the governor that no one has the monopoly of violence. No one should blame SDP when it decides to defend itself,” he warned. According to the chairman, no amount of intimidation will be enough to stop SDP from taking over from Bello as the people of Kogi have had enough of his maladministration. Atimah called on the Governor to concentrate on making life comfortable to the people through prompt payment of salaries and providing adequate security that will enhance the standard of living of the people. He said that SDP has come to stay and is ready to take over Lugard House in the November 16th governorship election. Femi Fani-Kayode has weighed in on the rape allegation levelled against Senior Pastor of the Commonwealth of Zion Church COZA, Biodun Fatoyinbo by wife of the singer Timi Dakolo, Busola. In an article released this morning titled ''Accuser of the Brethren'', the former Aviation Minister argued that Fatoyinbo should not be thrown under the bus because of a yet to be substantiated allegation levelled against him by Mrs Dakolo. According to FFK, he does not support rape but he would also not support the crucifixion of a man who has not been found guilty of any crime. The former Minister who says himself and his family worship at COZA sometimes, added that it is an insult for anyone to say members of the church who have chosen to stand by Fatoyinbo until he is proven guilty are under a spell. None of us are under any spell. And neither would it be right and proper for us to turn our backs on Fatoyinbo without any solid proof of his wrongdoing other than the blanket allegations of his many accusers'' he stated. According to FFK, he has been a victim of unsubstantiated, vicious, scurrilious, pernicious and sallacious allegations on numerous occassions over the last 30 years and he knows what it is like to be falsely accused. He went on to say ask Nigerians if they would be quick to assume guilt if it had been their father, husband, son or Pastor that was accused of such a terrible thing? Would they not demand to see proof? Would they not at least wait for that proof to be adduced or provided before condemning the accused? The tribunal, chaired by Justice Halima Shamaki, struck out the charge following the prayer by the counsel of the PDP, Barrister Adegboyega Awomolo(SAN) who reported that INEC had substantially complied with the order requesting them to grant the petitioners access to election materials. In his response, Counsel to INEC, Barrister Ahmed Raji (SAN) asked the court to order that the election materials be inspected at the court premises, noting the court complex is a neutral ground for such an inspection. Meanwhile, over 700 witnesses have been slated to appear before the Kano State Governorship Election Tribunal over the outcome of the 2019 governorship elections in the state. Counsel to the Governorship candidate of the All Progressives Congress, Barrister Offiong Offiong(SAN), informed the tribunal that 203 witnesses were enlisted in support of Dr Abdullahi Umar Ganduje elections. Christopher Osiomole, counsel to All Progressive Congress equally hinted that the party would present 300 witnesses while Barrister Ahmed Raji(SAN), the counsel to INEC said that the commission would present 29 witnesses.
