It’s not about land, it’s primarily economical. Ranching is very expensive and the owners of the cattle are reluctant to abandon the cheaper option of open grazing. But they are being squeezed on all sides, so are being forced to the negotiating table.

Lie, lie.
Its the amount of business transactions that goes on in the state, not the number of businesses. The businesses just remit the taxes on behalf of the government.

The Society of Women in Taxation (SWIT), yesterday, raised concern that 70 per cent of the N5.2 trillion taxes collected in 2018, came from Lagos State alone.

The development, which shows a lopsided tax base, is also an indication that the long four-year tax reforms and campaign have less impact in the remaining 35 states given the huge untapped potential.

The Pioneer Chairperson of SWIT, Justina Okoror, during the 2019 yearly seminar of the of the group, which forms part of the yearly tax conference of the Chartered Institute of Taxation of Nigeria (CITN), said it is worrisome that 35 states and the FCT contributed a paltry 30 per cent of the total.

She mentioned that to broaden the nation’s tax base, there was the need to expand tax collections into the interior parts of Nigeria, to increase the number of people in the tax pool.

“For instance, out of the trillions of naira generated by the Federal Inland Revenue Service (FIRS), 70 per cent came from Lagos, which means that 35 states plus FCT contributed only 30 per cent.”

“That also means that there are so many states with nearly no productive activities happening, and by implication are not paying tax. If Lagos decides to become a sovereign state, Nigeria will not be able to generate any revenue from tax,” she said.

She noted that it’s mostly in the cities that there is a record of organisations paying tax, but in suburbs and local councils, there are no tax collections.

Stressing the need to expand the tax base, Okoror said with some states mining gold, diamond, and other natural resources, there is an urgent need for government to go into the hinterland and increase their revenue base, especially from private companies.

“Government must take seriously tax revenue generation just like what is being done with crude oil. They should go into these places with natural resources and make it another revenue base,” she said.

She however, called on the Federal Government to engage governors on how to make their states viable, to attract investors and create more productive activities that would increase the tax base and revenue generation.

Furthermore, the incoming National Chairperson of SWIT, Kudiirat Abdulhamid, queried government’s increased borrowing, when potential revenue generation is lying idly, saying the increasing obligations is tying the nation’s resources to payment and servicing of the loan that is being taken.

She maintained that revenue generation through taxation is more sustainable, especially when such resources are judiciously tailored towards development projects that would benefit the people.

Stressing that it is the responsibility of government to provide basic amenities for the comfort of the citizens, while the citizens have the responsibility to pay directly or indirectly for it, she said the present situation in the country is not inspiring.

“I agree with people complaining over government borrowing, but if citizens pay taxes and it is judiciously utilised for provision of this services, people will be eager to pay more. But when government borrows money without providing infrastructures, citizens would become angry,” she said.

Shut up slave. Whether River's state contribution is 1% of Lagos contribution is not the issue here. states should collect VAT, not rhe FG through FIRS. If a state doesn't allow sale of alcohol, then they have no business collecting VAT from sale of alcohol in other states. I can't be drinking alcohol in my state and the VAT from Alcohol is being used in Kano that doesn't allow sale of alcohol.

That's the point of discussion slave. It's a welcome development for true federalism.

Adeosun: More than half of Nigeria’s VAT comes from Lagos

Kemi Adeosun, minister for finance, says more than half of Nigeria’s value added tax (VAT) comes from Lagos state alone.

Speaking at the parley between the federal government and progressive governors forum (PGF) in Abuja on Tuesday, Adeosun said the 87 percent of Nigeria’s VAT is derived from four states and the Federal Capital Territory (FCT).

In other words, only 13 percent of Nigeria’s VAT comes from 32 other states in the federation.

According to her no country in the world with high tax compliance rate is poor, and no rich country has a low tax compliance rate.

“There is no poor country that has a high tax compliance rate, and no rich country that has a low one,” Adeosun said.

Quoting current VAT collection data across Nigeria, the minister said “55% of Nigeria’s VAT is collected in Lagos State. 20% in FCT, 6% in Rivers, 5% in Kano, 1% in Kaduna”.

“I’m hoping that one day Finance Commissioners will stop needing to come to Abuja monthly to share FAAC, because IGR (internally generated revenue) will be sufficient.”

The minister had earlier complained about the country’s abysmal tax-to-GDP ratio, which she said was at six percent, further stating it to be one of the lowest in the world.

Speaking on the topic “The Funding Nigeria Needs,” the minister says the states must do more to generate revenue from with and not solely depend on the federal government for federal allocation.

I object.

The proposition that Fulanis are stereotyped is wanton, but to a degree, it is true. But the unbalanced and lopesidededly bias defense which Gumi threw in favor of the Fulanis is pathetic. When one is given the proper gravitas about the origin of the Fulani Violence, one would find out that they are infact defaulters from adam.

Fulanis are immigrants. Before now, they were treated like locals; like full-blooded indigenes. They were allowed to trade, move goods and properties and livestock. Everyone, myself included, had no prejudicial resentment towards them, not withstanding their history in other African nations. Not withstanding that they are imminent conquistadors. One who isn't so good at history would think they were always one of us.

Then, the cattle rustling began. They understood that they were in a politically organized state. They understood the due process. They understood that they could always tender their aggressions at the feet of local rulers or petition to the government. Gumi could dismiss this claim by quipping that they were not literate. Nonsense. Fulanis aren't animals, they knew they could always do the right thing, of course.

But they didn't. Instead, they joined in the illegal act of rustling which the Sheik tried to justify. He further claimed that the rustling and the after effect led to the magic of self-defense and consequently triggering their fears which led to the violence they are known for today.

When IPOB formed an outfit christened ESN, the Federal Government stampeded all the way to the East to stall their activities and to kill the Terrorists off. The Federal Government expected the Igbos to follow due process. They didn't expect them to fight back in an illegal way. They didn't expect such self-defence the Igbos wanted to put up— same self-defense being justified. They blindly encouraged decorum.

If IPOB's self-defense has led to their killing and arrest and intimidation, I don't see why the Fulani Terrorists can't be dealt alike.

Re the emboldened, ESN's was tackled right at the start of the conflict before it grew to be a bigger monsters than it is today. The bandits on the other have been in operation for years growing to become the monster that we have today while the government and the military were focused on the bigger monster called Boko Harm/ISAWP and rightly so. No we have the dangerously armed and well trained bandits in their thousands in their fortified forests large enough to be a small country. Gumi might be right. We might have to negotiate and stop this madness.

2023 is not far. We will see who is right about Atiku. If you genuinely believe that the APC Governors in Katsina, Kano and Kaduna (the 3Ks) will allow Atiku win in those 3 states with the highest number of registered voters in the region, then you don't know about politics and elections in Nigeria.

Total number of votes is what matters. The 3 Ks (Katsina, Kano and Kaduna - all controlled by APC governors) have more votes that the whole of the SE.
