There is sharia law in all our universities. In the north and some parts of yoruba land , there are cases that the constitutional courts cannot provide justice. So giving sharia courts powwer doesn't mean Islamising naija.

Snoring is noisy breathing during sleep caused by vibrating tissue in the upper airway. It is a common problem caused by airway resistance and affects nearly all of the population at some time during their lives.
Those who are obese, smoke, drink alcohol, are male or have frequent nasal congestion are more prone to habitual snoring. Snoring can be harmless or it can be a sign of a serious medical disorder known as Obstructive Sleep Apnea (OSA).
Any individual who snores should consult with a medical or dental provider to help determine both the underlying cause and the appropriate interventions necessary to stop the snoring.
Causes And Treatment Of Snoring
Snoring is a common condition that can also affect sleeping partners and other members of the household.
When you are awake, the tissues in the throat and upper airway are open for easy air intake to the lungs. During sleep, the soft tissues and tongue relax, and can partially block the airway.
If the air coming in and out of the airway meets enough resistance, snoring can occur. Depending on the cause, there are several things that can be done to stop snoring.
The following is a list of different ways in which snoring can be treated and potentially reduced. Each tip also provides further information about the causes of snoring.
Avoid alcohol and sedating medications: Drugs that are depressants or sedatives relax muscles, causing them to collapse. Alcohol should be avoided for at least four hours prior to sleep and any prescription or over-the-counter sleep aids should be taken under the guidance of a health care professional.
Relieve nasal obstruction: Nasal strips, corticosteroid and moisturizing nasal sprays, antihistamines and a room humidifier can help reduce the nasal inflammation and obstruction that leads to snoring.
Change sleep positions: Snoring is more common when sleeping on your back as the relaxed tongue is more likely to block the airway. Sleeping on your side, elevating the head of the bed a few inches, or using a “snore pillow” to improve neck position can be tried. Sewing a tennis ball or other soft object in the back of a sleep shirt might help prevent rolling over to the back sleeping position.
Lose weight: Excessive fat tissue can surround and narrow the airway, causing snoring from the obstructed airflow.
Oral appliance: A custom-fitted oral appliance (similar to a retainer or mouth guard) helps keep the airway open by moving the tongue and jaw slightly forward. Appliances are made by a specially trained sleep medicine dentist.
Throat (oropharyngeal) exercises; Strengthening weak, flappy muscles in the neck and throat with exercises can help them from collapsing during sleep. Like any exercise, this needs to be a consistently practiced activity to see any results. Strive to practice the 10 exercises below at least 30 minutes daily for a minimum of 3 months.
Exercises involving the tongue can help strengthen weak neck and throat muscles. Stick your tongue as far out of your mouth as possible, and then move it side to side and up and down without curling the tongue. Move the jaw up and down in a chewing motion for a minute or two at a time. This should be done without anything in your mouth.
Say each vowel over and over at least 20-30 times right before you go to sleep. Sing “la, la, la, la” moving up and down through different notes and pitches, before moving on to “fa, fa, fa, fa” and finally “ma, ma, ma, ma.”
Open your mouth as wide as you possibly can and hold it open for around 10 seconds. Push the tip of your tongue against the roof of your mouth and slide it backward 20 times. Using your index finger, press your cheek muscle away from your teeth 10 times on each side. Close your mouth and purse your lips. Hold for 30 seconds. With mouth open, move jaw to the right and hold for 30 seconds. Repeat on left side. Elevate the palate and uvula 20 times.
Quit smoking: Tobacco smoke is an irritant that can result in tissue inflammation. Because the upper airway can be narrow to begin with, even small amounts of inflammation can restrict airflow.
Good sleep hygiene: Follow a good sleep hygiene program by getting consistent sleep on a comfortable bed, in a dark, cool room. Inadequate sleep can lead to obesity and subsequent snoring.
There are several surgical procedures that can help reduce snoring but because of the low success rates and potential health risks, surgery should only be considered as a last resort.

Crude prices settled lower yesterday after
the U.S oil rig count rose for the first time
since December, renewing worries of a
supply glut after an output freeze plan
helped boost the market to 2016 highs and
multi-week gains.
U.S. energy firms this week added one oil
rig after 12 weeks of cuts, according to
data by industry firm Baker Hughes.
Reuters reported on Friday that the
addition, coming after oil rigs had fallen by
two-thirds over the past year to 2009
lows, showed crude drilling picking up again
after a 50 percent price rally since
February. [RIG/U]
“The rig count and crude prices have a
direct relationship for sure”, a foreign
news agency, Reuters quoted Pete
Donovan, broker at Liquidity Energy in New
York.
Brent crude finished down 34 cents, or 0.8
percent, at $41.20 a barrel, having risen
$1 earlier to a 2016 high of $42.54.
U.S. crude settled down 76 cents, or 1.9
percent, at $39.44, after also gaining $1
to a year high of $41.20.
Despite the retreat, oil posted multi-week
gains, with Brent up for a fourth straight
week and U.S. crude a fifth week in a row.
Both benchmarks rose about 2 percent this
week.
Global oversupply in oil had knocked crude
prices down from mid-2014 highs above
$100 a barrel to 12-year lows earlier this
year, bringing Brent to around $27 and
U.S. crude to about $26.
Over the past two months, prices rallied to
reach above $40 after the Organization of
the Petroleum Exporting Countries (OPEC)
floated the idea of a production freeze at
January’s highs.
The combination of declining oil output,
smaller crude stockpile builds and surging
gasoline consumption in the United States
also helped the recovery, although some
analysts said the rally had been overdone.
“The market is probably too long here and
needs a correction,” said Scott Shelton,
energy futures broker with ICAP in
Durham, North Carolina.
Some traders who had been bearish oil and
lost money recently were eyeing fresh bets
to price crude lower.
“I think this rally will stall,” said Tariq
Zahir, who profited mostly over the last
year on bets that U.S. crude for nearby
delivery will fall against longer-dated
contracts. “I took off several shorts and
booked losses but on the first sign of
weakness, I’m jumping back in.

The Inspector-General of Police, Mr Solomon Arase would attain the mandatory retirement age of 60 in June this year, having clocked 35 years in service. As the top cop gets set to commence his compulsory terminal leave this March, ANDREW OOTA writes on the bid for Arase’s successor and the challenges before the Force.

Appointed in April, 2015 by former President Goodluck Jonathan, following the removal of Barrister Sulaiman Abba, over alleged misconduct, the current Inspector General of Police, Mr Solomon Arase Arase, will bow out of office on June 21, 2016, when he would have clocked the mandatory retirement age of 60 years.

About the same time, the Edo-born top police officer would have also served the Nigerian Police Force for 35 years.

Expectedly, with less than three months left, the jostle for who succeeds Arase has began in earnest, however, LEADERSHIP Weekend gathered on good authority, that the disposition of the President Muhammadu Buhari led government does not favour open lobby for all appointments and consequent upon that fact, it has reduced the usual open lobby that characterised such appointments in the past.

Although there are strong indications that the next Inspector General of Police is more likely to come from either North-Central or South-East geo-political zone, there is another school of thought that believes that rather than focusing on any particular geo-political zone for the next IGP, priority should be placed on competence and antecedents in view of the state of insecurity in the country.

Arase might proceed on a compulsory three month terminal leave any time in the next two weeks, preparatory for his retirement in line with the extant laws.

There is also another school of thought that believes even though competence and track records of service be considered above any other consideration in the appointment of a new police boss , both the North-Central and the South-East have such qualities in the police , particularly that a chart of appointments of the service and security chiefs shows that the Chief of Army Staff and Chief of Air Staff are from the North East, the North-West has the Director State Service, the South-West has Chief of Defence Staff and the South-South has Chief of Naval Staff and police IG, leaving out the South-East and North-Central.

There is yet another strong school of thought who believes that no particular geo-political zone should be considered, stressing that a competent and well educated police officer, with both international and local exposure, irrespective of where he or she comes from, should be appointed as head of the Nigerian Police Force to drive the reforms and instill discipline within the Force for optimal delivery of service.

It is important to note that the appointments of Inspectors General of Police in Nigeria, following the present composition of service chiefs , might not necessarily follow the order of seniority , which favoured the current occupant of the office because of perceived imbalances in the hierarchy. However, what must not be compromised would be competence and track records of team work, which would take the lead and provide the kind of leadership that would combat internal security challenges and also complement efforts of the military in protection of the territorial integrity of Nigeria.

The need for a dynamic leadership of the Nigerian Police Force under the change mantra of the current administration is also expected to be such that would emphasize professionalism and change the public perception of the Police by ensuring that police officers and their training facilities are made better for the purpose for which the institution was established.


Aside the numerous security challenges and the need for a professional police whose headship must be creative to drive the process, there are also other challenges that call for a competent headship of Nigeria Police Force as expressed by the chairman of the Senate committee on Police Affairs, Senator Abu Ibrahim who told LEADERSHIP Weekend that; “this is a very complex situation, which I’m still trying so hard to understand. I have had many interactions with the Police hierarchy and the problem is the issue of funding.

“The Police is not well funded to do their job. There is no enabling atmosphere for their training and orientation. Other countries invest heavily on the Police and the security forces in general. In Nigeria it is not so. These are some of the things that I have found out about the problems confronting the Nigerian Police Force.

“Let me give you a simple example, the Police is all over the 774 local governments of the federation, and what you give them as their running cost is about N4billion. If you look at that amount, you will discover that it will cost no more than N1000 to run a police vehicle for a whole month. These are big vehicles such as SUVs, which ordinarily would gulp about N4000 on fuelling alone in a day. How do you expect them to go round the whole area and do their job?

“We must accept the fact that the Police as well as other security agencies, must be properly funded. Without the funding; there is nothing anybody can do. Even the recruitment now is an issue because of funding. When he is recruited, he needs the equipment to undergo training and after that training, you have to pay him his allowances. You must also get uniform for him; you cannot just take 10,000 people just like that. I am yet to go round their training institutions, but I learnt that their institutions are deplorable. I intend to take a tour of them next week after the budget assignments. I am still gathering information about these institutions, but I tell you there is so much rot in the system.

“Put yourself in the shoe of a policeman, you leave your family at night to guard the streets running from one place to the other, the following day you do not have salary. You do not have allowances, there is no money to pay your children’s school fees, you cannot pay for his school uniform, and you do not have a place to sleep. How serious are you going to take that job?

“We must begin to look at the Police as people who are laying down their lives in order to make our lives secured; they are the ones ensuring we enjoy peace in our homes. So it is disheartening that such people are not paid their salaries and allowances at the end of the day. The police plays an important role in our lives, which all of us enjoy, be it a small man or big man, therefore the Police must be properly funded for them to deliver optimally”

He continued, “Since I took over as chairman of the Police Affairs committee, I have being talking about how to fund the Police and I have said this to whoever that would listen to me. I believe that this is the only thing, if achieved, would make the Police better. This is because I truly do not see anything anybody can do to make the Police whose responsibility is to protect and combat crime, if we cannot fund the institution.

“You have the Nigeria Police with over 3,000 personnel and you give them as little as N17billion allocation in the budget, that is so insignificant”, he declared.

Speaking on ways of making the Police better from the perspective of lawmaking, Senator Ibrahim said, “We are not just looking at a Trust Fund for the Police, but we are also looking at other sources too. I have discovered other sources, which we are making moves to talking to whoever that would listen. We want everyone to appreciate the fact that the Police needs to be better funded. For the Trust Fund, the House of Representatives has passed the Bill and I am trying to see the passage in the Senate. There are some contributions where some percentage of revenue accrual to other tiers of government is channelled into the fund, rather than just states and local governments providing assistance to them.

“ We are looking at a situation where such funds can be channelled centrally for the benefit of the Police. I am also looking at the area of cyber crime funding, which we are presently working on. This would be responsible for the prosecution of these crimes I think there is hope that we would be able to get funding sources for the Police.

“Most importantly, I want to state once more that we must fund the Police because without funding the Police, we are just wasting time. There training institutions must be upgraded, their salaries and allowances must be paid, they must be provided with the right gadgets and working tools. We are talking about the raising cases of kidnapping, but the question is, how are you going to track the kidnappers when you do not have the tracking system? You can go ahead and blame the Police, but unfortunately you do not want to blame yourself for not providing them with the right equipment,” he declared.

Suffice to say that the challenges facing the Police and policing generally, are enormous and the current situation in the country has expanded the problems beyond just attitudinal change, but a well equipped and thorough Police that would exhibit professionalism and earn the confidence of the people.

There is also a growing need for a Police headship that would drive the process of a new policing order in Nigeria, as the current Inspector General of Police bows out any moment soon, the President is expected to fortify the security apparatus of the country with the appointment of a competent, educated and one with track record as next Inspector General of Police.

Experts in the field of agriculture from the
Modibbo Adama University of Technology,
Yola have developed a framework for the
marketing of agricultural produce as well
as building capacity for local farmers in
the state.
The vice chancellor of the institution, Prof
Kyari Mohammed revealed this at a one day
workshop with the caption ‘’Strengthening
Rural Institutions for Food Security,
Sustainable Livelihoods and Conflict
Reduction in Adamawa State.”
According to him, the state is an agrarian
area and with return of peace in the
state, the university is willing to
collaborate with any community in
advancing their course in agric sector.
The vice chancellor who was represented
by the Director, Research and
Development, Professor Dimas Kubmarawa
said the objectives of the workshop was to
strengthen the rural institution through
the provision of linkages between the rural
communities within university and research
institution.
Also speaking during the occasion, Dr.
Sadiq Tafida, of the School of Agriculture
and Agricultural Technology(SAAT) said the
rural institutions were key players in the
economic development of local communities
which feed the industries in the cities.
The university don further stated that the
need to strengthe their capacity through
linking them with sources of inputs such as
improved seeds, farming implements,
improved species of cows, fingerlings,
fertilizers, pesticide, grazing route and
reserve these will impact positively to the
communities and help to reduce poverty
and stop conflict between herdsmen and
farmers in the state.

Fifteen-year-old Patience Paul, the
schoolgirl allegedly abducted in Sokoto and
forcefully converted to Islam, has
recounted how she was abducted, held in
captivity and sexually abused for seven
months in Sarkin Baki (king of strangers’)
residence in Sokoto State.
Patience, who hails from Benue State,
went missing on August 12, 2015. But
reprieve came the way of the kidnapped
girl and her family after the Sokoto State
governor, Alhaji Aminu Waziri Tambuwal,
ordered an investigation into the matter,
which resulted in her release and
subsequent reunion with her family.
LEADERSHIP gathered from Patience that
her abductor and some Hisbah (Sharia
police) personnel had taken her to an imam
in Runjin Sambo area of Sokoto with a
claim that she wanted to convert to Islam.
Patience said, “I was sent to buy biscuits
and on my way I saw him (her abductor)
and he persuaded me to come to his
bungalow.”
The primary six pupil disclosed that she was
not forced into marriage but that her
abductor turned her into a sex slave at the
house of the Sarkin Baki.
“Yes, he was forcefully making love to me
any time he wanted,” she answered to a
question on whether she was sexually
abused. “They first took me to Sarkin Baki
house, and kept me there for seven months
before my parents came looking for me.
“They gave me something to drink, but I
refused to take the drink, and they took
me to one room and locked me inside the
room.
“They forcefully made me to turn to Muslim
and gave me another name, Aisha. Some
people wanted to marry me, but the Sarkin
Baki refused and said until I finish Islamic
school before they marry me off.
Addressing a press conference in Kaduna, a
lawyer with a Jos, Plateau State-based
non-governmental organisation (NGO),
Voice for the Girl’s Child Foundation
(VGCF), Barrister Ezekiel Dyagas, who
helped in securing Patience’s release, said
he was briefed about her case on March 1,
2016, by her brother.
Barrister Dyagas said: “Her brother, who
is here with me, has been up and doing
since the family realised that the little girl
was missing and eventually abducted by one
of her neighbours.”
“I promised the family to give me 48 hours
and we would be able to trace her
whereabouts. I posted her story on the
website and you will not believe the
response I got.
“Within that 48 hours I was talking to the
Sokoto State governor, Alhaji Aminu
Tambuwal, and I told the girl’s brother
that the governor will call him,” he said.
The lawyer praised Tambuwal for ensuring
the girl was released to her family.
“In fact, the governor not only called, but
he played a vital role towards the freeing
of Patience. He acted as a father and we
appreciate his role. In short, he was
instrumental to her eventual release.
“As I am talking to you, those behind her
abduction in Sokoto had been arrested and
are going to face prosecution soon,” he
said.
He also declared that he is taking the
young girl to Benue State on Tuesday on
the request of the state government who
had also shown interest in her case.
“Since, the commencement of the saga, I
have had contact with the state
commissioner for women affairs and youth
development, and I will not tell you what
the state government had promised to do
for Patience. If you want to verify, you
can call the commissioner.
Patience’s elder brother, Isaac Paul, 28,
who had just graduated from the
University of Sokoto and is awaiting NYSC
call-up, thanked Nigerians for assisting
the family to recover their daughter.
He said their mother was late while their
father worked as a steward in Sokoto,
adding that Patience is the sixth child in
the family of nine.
Paul also thanked journalists and the
Sokoto State government for wiping their
tears, just as he noted that the Benue
State government had promised to enrol
Patience in school.

…Agric minister wants quarantine service back in seaport

Five containers of beans exported from Nigeria to the Republic of Ireland have been rejected and returned by the importers after the products were received with heaps of weeviles.

Currently, exportation of beans from Nigeria is banned by the European Union, but it is not clear when the rejected product was exported.

Nigerian producers will resume exportation of beans to EU countries by June this year, according to the minister of state for Agriculture, Mr Heineken Lopobiri.

Inspecting the rejected agricultural product at the PTML Terminal, Tin Can Port Lagos yesterday, the minister of state for Agriculture, Lopobiri said that the containers were returned because heaps of weevils were detected in them by Republic of Island Quarantine Service.

The minister described the return of the containers as a national embarrassment, saying that the containers were exported without the knowledge of the Nigerian Agriculture and Quarantine Service.

Lopobiri said that government would be returning the Quarantine Service back to the ports to partake in the examination of import and export containers.

He said that hence forth, for any agro-product to leave the country, it has to be certified by the Quarantine Service, saying that this is the global practice, in US and other developed countries.

He said, “Currently there is no more dollars oil and so, we need dollars from agriculture. We are in trade deficit with every other country in the world including Cameroun, and Benin Republic.

“No government agency has right apart from Quarantine to say that agro-products is banned for export or import, it is the legal and exclusive responsibility of Quarantine Service.”

The minister, who disclosed that the EU suspension is only on beans, and that the suspension would expire by June 2016, said relevant authorities would conduct their investigations, because the EU is concerned that if appropriate measures are not taken they will extend the ban on beans to other products.

Recently the nairaland mods are not doing their jobs as expected. The southerners rain abuses on the northerners without respect and even go to the extent of abusing their faiths which is against the rules of this forum. All hatred speeches are poured on us. We also have our right in this forum, if wesay we will retaliate, the mods will ban us for defending ourselves. This days everyone in this forum just say what he want about hausa/fulani, the mods keep quiet it really hurts to see people saying whatever comes from their a$$ about you. Seun should do something about this, nairaland is so biased this days. I am fulani and all what you guys are saying here is damn wrong we are not the kind of people you think we are. I recently read some comments about hausa/yoruba clash in lagos they are really biased, can you imagine if we start asking southerners to pay for living in our land what do youthink will be the response? There is no way an okada rider that pay the government tax should also pay thugs in the name of they are his host community. We are in the 21st century this things will never happen again. we should learn to live in peace with each other. May Allah forgive the sin doers and may he destroy the devils amongst us.
