Washington - US President Barack Obama on Wednesday urged Western and Muslim leaders to unite to defeat the "false promises of extremism" and reject jihadists' claims to represent Islam. "The terrorists do not speak for a billion Muslims," Obama told delegates from 60 countries at a White House summit on countering radicalism. "They try to portray themselves as religious leaders, holy warriors," he said. "They are not religious leaders, they are terrorists." Domestically, Obama has been criticised for not describing the attacks in Denmark, France, Syria and Libya as the work of "Islamic radicals". He chose to face down the critics on Wednesday saying "we are not at war with Islam. We are at war with people who have perverted Islam." In the wake of brutal jihadist attacks in Europe and the Middle East, Obama said more must be done to prevent groups like ISIS and al-Qaeda from recruiting and radicalising. The battle, he said, was as much for hearts and minds as one waged by the military on the ground and in the air. The "ideologies, the infrastructure of extremists, the propagandists, the recruiters, the funders who radicalise and recruit or incite people to violence, must be tackled,” Obama said. He challenged critics at home and moderate governments abroad to undercut the jihadist narrative that there is a "clash of civilizations" between an anti- Muslim west and a radicalised Middle East. Action plan Top US diplomat John Kerry, who on Thursday will host a higher-level ministerial meeting aimed at drawing up an action plan, called it "the defining fight of our generation". And he poured cold water on the notion that the thousands of foreign fighters flowing to the battlefields were all motivated by religious feelings. Two Britons, among about 4 000 Europeans who have joined ISIS in Iraq and Syria, had first bought copies of "Islam for Dummies" and "The Koran for Dummies," he scoffed. But Kerry made it clear that "we're here for a simple transcendent reason, to safeguard the future for our people," saying groups like ISIS "want to drag us back literally into dark ages... obliterate knowledge as they destroy books and school rooms." Communities in the United States and abroad must do their part, Obama said, stressing al-Qaeda and ISIS "deliberately target their propaganda in the hopes of reaching and brainwashing young Muslims." On Sunday, a video emerged apparently showing Islamic State jihadists beheading 21 Egyptian Christians in Libya. ‘We will win’ Kerry said the challenge was to "coordinate almost as never before". "The task before us is to combine the right partners, the right planning, the right degree of political commitment and over a sustained period of time we will win," the veteran diplomat insisted. Sessions on Wednesday highlighted existing anti-extremist programs in Boston, Minneapolis-Saint Paul and greater Los Angeles, which involve community policing and other tactics. The US State Department announced the appointment of a special counter- terrorism communications coordinator, but it was unclear what concrete outcomes there would be. A female suicide bomber blew herself up at a crowded market in Biu, Borno State, killing about 16 persons and injuring many more. Former Borno State goovernor Ali Modu Sherff was said to have escaped attack after youths began a violent protest in reaction to the bomb attack. The former governor was said to have made a detour to avoid being caught up the violence which, some said, was targetted at him. It is the latest in a spate of similar attacks by women and girls in the region besieged by Boko Haram. Witnesses told the Hausa service of the British Broadcasting Corporation (BBC) that many injured persons and corpses were being evacuated to hospital at the time of filing this report. The agency also reported that two other female bombers were arrested with explosive vests at the market. The explosion occurred less than a month after the Nigerian military killed at least 42 insurgents, including 15 Chadians, as it repelled an attack on the town. The insurgents had descended on the town on January 14 but were effectively repelled by the military, which recovered two anti-aircraft guns and captured a number of the terrorists. Boko Haram militants had largely been kept out of Biu through the combined efforts of the military and youths of the town. The terrorist group has seized towns in Borno, Yobe and Adamawa States. The latest seizure was Monguno and Baga, where numerous people, including soldiers, were killed. Many traders, shoppers killed Witnesses said the bomb went off at about 3:20pm after a passenger bus drove into the market and parked at the spot where the explosion occurred. “The driver did not leave the bus as he was pretending to be waiting for his passengers to finish trading. Those that saw him said they never noticed or suspected him to be Boko Haram until suddenly the bus, a model-F 12-seater, went up in thick flames,” said one Aliyu Buba, a trader. Biu town, which is about 185 kilometres south of Maiduguri, is the largest town in that part of Borno State where displaced persons from surrounding villages run to for refuge. A Civilian-JTF operative, who spoke to LEADERSHIP on phone from Biu but wished not to be named, said he could not give actual figure of the dead and the injured “because they are many.” “The explosion today in Biu market happened very close to Alhaji Haruna-110 shop. We have been evacuating casualties, both dead and injured. We are still on it and the figure may be high because some are shattered beyond recognition, while seven corpses can be identified,” he said. According to him, facilities at the Biu General Hospital were overstretched, and individuals were asked to donate blood to help save injured victims. The source said the explosion later ignited a political conflict when angry youths with sympathy for the ruling All Progressive Congress (APC) took to the streets of Biu and began to vandalise PDP flags and other structures. They blamed a proposed rally by PDP politicians in the state as the factor that instigated Boko Haram to carry out the bomb attack. “There was pandemonium in the town after the blast. Many of our young men went vandalising the party flag of the PDP because the bomb exploded at a time the former governor, Ali Modu Sheriff, and other top members of the PDP, who were campaigning in the southern parts of state, were being expected in Biu. So many youths are saying that the bomb explosion occurred because the opposition politicians were being expected,” he stated. But another resident of Biu disagreed with the justification given for the attack PDP flags. “The youths simply leveraged on the bomb explosion by Boko Haram to vent their political malice. The PDP politicians were in Bayo and Kwayakusar local government; why was there no Boko Haram attack or bombing?” quizzed the 42-year-old local government worker who didn’t want his name published. “All I know is that the same youths who attacked the PDP flags had been bragging all day that they won’t allow former Governor Sheriff and the PDP politicians to enter Biu for campaigns. dunkem21: Buhari joined the Nigerian Army in 1962, when he attended the Nigerian Military Training College in Kaduna. From 1962-1963, he underwent Officer Cadets training at Mons Officer Cadet School in Aldershot in England, United Kingdom (Mons OCS was officially closed down in 1972). In January 1963, Buhari was commissioned as second lieutenant, and appointed Platoon Commander of the Second Infantry Battalion in Abeokuta, Nigeria. From November 1963- January 1964, Buhari attended the Platoon Commanders’ Course at the Nigerian Military College, Kaduna. In 1964, he facilitated his military training by attending the Mechanical Transport Officer’s Course at the Army Mechanical Transport School in Borden, United Kingdom. From 1965-1967, Buhari served as Commander of the Second Infantry Battalion. He was appointed Brigade Major, Second Sector, First Infantry Division, April 1967 to July 1967. Buhari was made Brigade Major of the Third Infantry Brigade, July 1967 to October 1968 and Brigade Major/Commandant, Thirty-first Infantry Brigade, 1970-1971. Buhari served as the Assistant Adjutant-General, First Infantry Division Headquarters, 1971-1972. He also attended the Defense Services’ Staff College, Wellington, India, in 1973. From 1974-1975 Buhari was appointed Acting Director, Transport and Supply, Nigerian Army Corps of Supply and Transport Headquarters. [9] Other roles include: Military Secretary, Army Headquarters,1978-1979 Member of the Supreme Military Council, 1978-1979 General Officer Commanding , Ibadan, Oyo State in 1979 and later that year he was redeployed as General Officer Commanding, Jos, Plateau State. In a desperate letter to President Goodluck Jonathan and Senate President David Mark leaked to SaharaReporters this past weekend, a commanding officer stationed in Nigeria's northeast details several troubling issues plaguing troops combatting Islamist terror group Boko Haram in the region. President Goodluck Jonathan The officer stated that, corruption, maladministration, lack of resources and troops motivation has militated against a successful campaign to end Boko Haram's deadly reign of terror in the northeast. The officer's lengthy complaint which he claims would lead to a threat to his life forewarns that if his pleas continue to be ignored by the country's leadership that both the Nigerian Army and the country will crumble under the insurgency. "If all issues raised in this letter are not urgently addressed, the Nigerian Army will soon be history and by implication there will be no country called Nigeria," the officer gravely states. "No country without a strong army will survive." Below is the full text of the officer's letter addressed to President Goodluck Jonathan PLEASE MR PRESIDENT SAVE THE MILITARY AND NIGERIA FROM COLLAPSING 1. Sir, I am constrain to write you this letter which I consider it a matter of more than great importance for me to inform you and put to record issues that are happening in the North East (Operation Zaman Lafiya). I choose this medium to write you this open letter because I have written similar letter but no action was taking which I believe some forces have blocked it are now after my life. Sir I have served in 7 Division as staff officer and presently I am the commanding officer of 103Bn in the field. My combined wealth of experience as a staff officer and now commanding officer are the disturbing fact that necessitated me to write you this letter. While as a staff officer, I was among those who believed that the commanders in the field are not doing well. But presently, as a commander in the field, I found out that it is not the fault of any commander that the defeat of the so called BOKO HARAM (BH) has not been achieved. 2. First and foremost sir, the Nigerian Army is poorly equipped in the North East, if all the battalions are well-equipped as required; it will not take the Army more than two weeks to flush out the BH. Presently there are four units in my location here in KONDUGA including 21 Armoured Brigade HQ. If all the units are provided with all their requirements, we can advance and flush out BH out of North East. Mr. President sir, the Nigerian Army is well-trained and capable of defending our nation. It has demonstrated the capacity to even successfully enforce peace in other nations. Why not in our own country Nigeria? 3. The fact about NE operation is that we are poorly equipped, understaffed, high corruption from Army Headquarters down to battalion level. Commanders see it as opportunity to make money. My predecessor has complained of the same problem. Instead of ASA addressing the issue raised by him, the army authorities decided to Court Martialled him. All the units in NE are understaffed, but on payroll their strength are complete just to collect more allowances than what each unit is supposed to. The commanders see it as a personal money making venture rather than taking care of men and equipment. This ugly trend led to loss of many officers and soldiers and thereby having adverse effect on the moral (sic) of troops. Majority of soldiers in the operation area wear mufti (civil cloths) under their military uniforms in case there is an attack and the troops cannot withstand the BH, they found it easy to disguise as civilians to enable them escape. This is not the traditional practice in the NA. Though it is lack of adequate equipment and poor administration from the higher authority that resulted to this ugly trend by our troops 4. Sir, another bad and unprofessional act is that soldiers don’t take to orders from their superior officers because they have lost confidence/trust from them. The case of former General Officer Commanding 7 Division Major General A. Mohammed is enough evidence to show that all is not well in the Nigerian Army. It will interest you to note that worse cases has been recorded before that of the former GOC and more are still happening, but nobody is ready to investigate the root cause of problems facing the troops in the field. 5. This brings me to a recent occurrence which is my main purpose of writing this letter. As I mentioned earlier, due to the failure of the authority to address issues that I made mentioned, when a unit is attacked and overran by the BH not because the soldiers are unable to fight, but lack of weapons, ammunitions and communications equipment, the soldiers on many occasions will ran away, and a commander cannot stand and fight alone as a result of this. Presently seventy percent of commanders in the NE are facing Court Martial due to the reasons mentioned. We the commanding officers are very worried over this development. This is because we many soon find our self as victims of this maladministration from our higher authorities. 6. There is no sincerity in this operation; this is because the present acting GOC has never visited any location outside Maiduguri town not to talk of principal staff officers in Army Headquarters or even the COAS. But we keep on hearing all sorts of lies that Generals are leading the fight against BH. These are facts that can be confirmed from officers and soldiers in this operation including those in the 7 Division Headquarters. The GOC is so afraid that even with the Divisional Headquarters; he doesn’t go out and always locked himself inside his office. Infact it is a common knowledge among officers and soldiers in this operation that the acting GOC is here to make his money and earn his promotion to the detriment of the operation. The completion of his mansion at No 8 Gwamna Road in Kaduna which the GOC ignorantly disclosed that when he completed it, will be among the best houses in Kaduna, has turned to be a subject of discussion among troops. 7. The former 21 Armored Brigade commander is facing Court Martial today because the acting GOC does not want to see him and his garrision in Maiduguri town simply because of the huge monthly allocations from the Borno State government to the brigade garrision. He wanted to be collecting his money by using 7 Div Garrison, but in reality 7 Div Garrision does not have troops to claim such money. It is worthy to note that the GOC received 33,000litres of AGO and PMS each, 600 bags of rice monthly from Borno State government. All these items are diverted for his personal use. 8. Recently the newly appointed 21 Brigade commander lead 3 units to flush out the BH, that operation was successful, almost 300 BH were killed, weapons and vehicles were recovered from them, in the process the troops exhausted their ammunitions from the Div, the GOC simply replied that there was no ammunition this made all the troops to withdraw back to KONDUGA. 9. Presently more than 3000 officers and soldiers are either killed in action, deserted, captured as POW or on AWOL. But due to lack of proper administration the army directed that their salary should be stopped. This affect the families of those that are either genuinely killed in action or captured as Prisoners of War. It has also affected some of the troops that are still participating in this operation. 10. Mr. President sir, if all issues raised in this letter are not urgently address, the Nigerian Army will soon be history and by implication there will be no country called Nigeria. No country without strong army will survive. I decided to write you this letter because the life of officers and soldiers trusted in my care are no longer save. My life is also at the stake because the NA authority as usual will say I have communicated directly to you as the Commander in Chief of the Armed Forces and may sanction me. As a citizen of this country and a commander in the operational area, with all the points I have mentioned in this letter, it is clearly that the Military authorities have failed the country, as such they should be held liable for their misdeeds. I have consulted seasonal constitutional lawyers if writing you this letter will be an offence, but they said it is my constitutional right to inform the C in C about what is happening in the NE and within the military which if not address will affect the survival of Nigeria. |
