ABUJA—The Federal Capital Territory has proposed to spend N5 billion this year to rehabilitate prostitutes and destitutes who loiter the streets of Abuja.

In the FCT 2013 budget, the Federal Capital Territory Administration also planned to spend N4 billion for the construction of the First Lady’s Mission Building which senators described not only as scandalous but an endorsement of illegality, while Vice President Namadi Sambo’s Guest House in Asokoro, Abuja will be renovated with N150 million by the administration of Senator Bala Mohammed.

Also, N7.5 billion is budgeted for the construction of two city gates. Out of the N5.7 billion earmarked for procurement of equipment and other essentials, N2.9 billion will be spent to sweep and provide sanitation for the city.

The FCTA as part of moves to remove prostitutes and destitute from the streets of the Federal Capital City, FCC, has set up two training centres in Bwari Area Council and Lugbe in Anuja Municipal Area Council, AMAC.

The Abuja Environmental Protection Board, AEPB, will be in charge of removing the prostitutes and destitutes from the streets while their rehabilitation will be handled by Social Development Secretariat.

According to a source from the FCTA, the prostitutes when arrested, will be taken to Lugbe where they will be engaged in vocational training in hairdressing, making of yoghurt, computer training, among others for a minimum period of three months. The programme which commenced last year has already graduated over 1,000 of such persons.

In his lead debate yesterday, Senate Leader, Victor Ndoma- Egba who presented the FCT Statutory Appropriation Bill, 2013 said the total Statutory budget stands at N253,199,752,409, with N48,034,818,410 voted for Personnel costs; N49,504,534,358 for Overhead Costs and the balance of N155,660, 399,641 is for Capital Projects for the service of the Federal Capital Territory commencing from January 1, and ending on December 31, 2013.

According to Senator Ndoma-Egba, another N7.5 billion will be spent in 2013 by the Abuja Metropolitan Management Council, AMMC, where the Departments of Development Control, Parks and Recreation, Facility Management and Urban Affairs belong.

Senate Leader Victor Ndoma-Egba said: “The sum of N4 billion is proposed for the construction of First Lady Mission Building. Also, the sum of N150 million is set aside for the renovation of Vice President’s Guest House in Asokoro.

“The sum of N50.5 billion is proposed for the development of transport sector. Out of this amount, there is a Chinese loan of N44.5 billion for the construction of Abuja 60.37 standard gauge rail track with ancillary facilities.

“The secretariat is saddled with the responsibility of promoting social activities like sports, arts and culture, tourism, empowerment programmes, rehabilitate prostitutes and destitute, etc in the territory. In 2013, the total sum of N5 billion is earmarked to address some of the social menace within the FCT.

“The sum of N30 billion is earmarked for the provision of infrastructure and services in the education sector in year 2013. This will also cater for the expansion and rehabilitation of Primary, Secondary, Tertiary and Vocational Schools, as well as to provide teaching aid materials. This will improve the quality and standard of education in FCT.

“The sum of N24 billion is proposed for the provision of infrastructural facilities and to complete the on-going projects. N23 billion is for the completion of on-going projects while N470 million is for new projects.”

Senators fault budget, say it’s scandalous
Meanwhile, Senators in their contributions to the budget however faulted some of the provisions, describing the proposed vote of N4 billion in the FCT budget of N253, 199, 752, 409 for First Lady Mission Building as not only scandalous, but an endorsement of illegality against the backdrop that the office does not exist in the 1999 Constitution. They argued that public funds must not be used on a private project of such.

In his remarks, Senate President noted that the government was not getting the priorities right in the budget as most important things were not paid attention to, even as he urged Senators to ensure that an effective oversight was carried out.

Earlier in his contribution, Deputy Senate Leader Abdul Ningi, PDP, Bauchi Central while leading a strong opposition against the budget said, “N150 million is too much for the renovation of the Vice President’s guest house in Asokoro. How much is the building that it will now gulp N150 million for renovation?”

Also in his contribution, Vice chairman, Committee on Federal Character and Inter-Governmental Affairs, Babajide Omoworare, ACN, Osun East who also kicked against the expenditure, said: “I’m worried about the provision of bogus figures, there’s a lot of disconnect. This budget hasn’t shown the reality of what’s happening in and around Abuja. Provision of N4 billion for building a mission office for the First Lady is scandalous.

“The Women Development Centre is there for the First Lady to do anything she wants to do and I’m not aware that there’s a First Ladies Mission office in the United States of America from where we copied the Presidential system of government. There is no such building in South Africa and even Ghana that is our next door neighbour.

“N4 billion can be used for a lot of other things. We have not set our priorities right. I’m of the view that the committee should look into this.

“Again, I remember that in this chamber last year, we voted N1 billion only for new federal universities yet we are being asked to appropriate N4 billion for an office that’s alien to the Constitution.”

Also in his remark, Vice chairman, Committee on Establishment and Public Service Committee, Senator Babafemi Ojudu, ACN, Ekiti Central, who was also not happy with some proposals of the FCT Budget, said: “I’m worried and I hope that those of us who are leaders in this country do not take the youths for granted. How can we vote N4 billion for the office of the First Lady? I just pray and hope that this doesn’t get to the public because if it does, we are in trouble.

“How can you appropriate money for an office that’s not known to the Constitution?”

Speaking further, Senate President Mark urged the Senator Bala Mohammed-led administration to set its priorities in the budget right, rather than start projects that would not be 90 per cent completed at the end of every fiscal year.

He said: “You’ve all made very valid contributions. I think the main problem with the budget is getting our priorities right. Some issues have come to the forefront that shouldn’t come to the forefront. I’m wary of completing some projects haphazard.”

Clark, who fielded questions from newsmen insisted that the meeting had nothing to do with the 2015 elections but expressed his personal view that nobody, not even the North, could prevent Jonathan from running in 2015.

This is coming just as most speakers at the conference spoke in favour of a national conference where issues of concern from various groups could be discussed. Leader of the Yoruba delegation, Rt. Rev. Emmanuel Gbonigi, opened the call for a national conference when in an opening remark he said, “if it is acceptable to dialogue with Boko Haram why can’t we have a dialogue that embraces all Nigerians once and for all for all grievances to be expressed and mutual accommodation reached.”

Speaking further on the issue of Jonathan’s second term, Clark said, “if he wants to rule for eight years and Nigeria doesn’t want him because he did not perform, leave it for the people of Nigeria to decide; not one individual; not a group of people no matter where they come from. “My personal view is that this country belongs to all of us; in 1979 we all belonged to NPN; Shagari was not a better member than myself. We all gathered together at the cinema hall in Yaba where it was agreed that Shagari should be the presidential candidate. He took his second term. I also became a senator.

“But Buhari, for reasons best known to them, staged a coup and drove everybody away; who took over another northerner. Babangida said you’ve had enough and took over; Abacha took over from Babangida. MKO Abiola was driven away and not allowed to rule for even one day. “Obasanhjo came and he ruled for eight years; Yar’Adua was going to rule for eight years; why would Jonathan not be allowed to rule for eight years.

“They have no right; the constitution is very clear on two term of four years each for a president; all what he did before was that the president died and he stepped in and that cannot be counted as though he has contested election. “We are meeting because we believed that putting everything together in the South we have not performed very well due to our disunity. When the 19 northern states are meeting, we the 17 in the South will not be meeting. When the 19 governors in the North are meeting our 17 governors will never meet. It’s never too late; let’s also meet.”

In his remark, former vice president and Chairman of the conference, Dr. Alex Ekwueme, said his involvement at this time in the convening of a Southern Nigeria Peoples Assembly would make it the second time he was involved in promoting a pan-Southern Nigeria organisation. He recalled that during the National Constitutional Conference, which held during the Abacha regime, he was forced to organise a Southern Delegates Caucus to devise a strategy that would prevent continuation of the status quo, “that is, continuing retention of political power by Northern Nigeria elements on return to civilian rule.”

He recalled that it was that coming together of the Southern delegates that yielded the fruit of power rotation, which made it possible for Obasanjo to become the presidential candidate of the PDP in 1999. In his remark, Chairman of the Sout5hn East Governors Forum Governor Peter Obi said it was time for Nigerian elders to speak out and defend the image of Nigeria; “we have no other country; help us to build a better country by standing firm on issues that are right.

“I agree the South should come together and work for a united Nigeria; we are one and will remain together. In your deliberations put our country Nigeria in the forefront. We need to fix the engine of the country Nigeria. Jonathan is a good man and has good intentions but the system, the institution is faulty and the ones celebrated are the wrong ones.”

Those at the Enugu meeting which was well attended were Edwin Clarke, Dr, Alex Ekwueme, Dr. Okwesilieze Nwodo, Gani Adams, Tony Graham Douglas, Dr. Sam Egwu, Ambassador Frank Ogbuewu, Dr. Dozie Ikedife, Dr. Chukwuemeka Ezeife, Governor Gbenga Daniel, Mike Okiro, Sylvanus Ngene. Others were James Sekibo, Anthony Oguguo, Walter Ofonagoro, Senator Adolf Wabara, Mike Okiro, Ebitu Ukiwe, and Chief Olu Falae among several others.

The case of corruption in Nigeria is not an easy fight, there are top countries funding the corruption in Nigeria because they do benefit from it and these people rely on top Nigerians and mainly northerners and that's why every move to fight corruption will be twarted by the northerners backed by these developed countries and yet Nigerians still blame GEJ for corruption, ok why didn't OBJ stop corruption? yes, is a must, not even observing them but in congregation. is the most important thing for me before anything in this world, because if my prayers is ok, i believe all my worries and anxieties are over for more pls read this:

Praying five times a day is considered so important to Muslims that we call it one of the Five Pillars of Islam. In other words, along with the declaration of faith, fasting in Ramadan, paying of Zakat and going on pilgrimage once in one's life to Makkah, prayer is considered essential if we are to call ourselves Muslims.

As with everything in Islam, there is a reason behind all the things we do. Sometimes, if we don't understand these underlying reasons, many things can just appear as external rules and regulations. Modern men and women are not looking for extra burdens to put on their backs, so there is much more to praying than observing a regulation.

Contrary to what many people think, there is much more to prayer than just asking for things! Of course, we ask things of Almighty God, but we can also spend time thanking Him and praising Him. Indeed, the angels in heaven exist just to do this.

In the holy Quran we read: (Most surely, in the remembrance of Allah do hearts find solace.) (13:28)

In the Call to Prayer (the Adhan), which is called from the mosque five times a day, the caller says these words: "Come to prayer. Come to Success." In the Call for the Morning Prayer, he even adds the phrase, "Prayer is better than sleep." There is really nothing more beautiful in a Muslim country to wake up in the morning to hear Allah's name being mentioned from every part of the city. Even for those who are the only Muslims in their town, though, the morning Call to Prayer reminds them just how beautiful a gift prayer really is.

Imagine an air-raid siren being sounded in time of war. People hear the siren and run as fast as they can to take cover from the bombs that would soon be falling on them. The Adhan is like this air-raid siren, but instead of calling people to take shelter from bombs it is asking them to come to God Almighty and take shelter from the cares of this life. You see, prayer is not an escape from reality. It is an escape to reality. In prayer we can put all things in perspective and see what is really important in life.

When our foreheads are touching the ground in prayer we can't fool anyone. Maybe in life we manage to fool others by the way we dress or by the words we use. Sometimes we even manage to fool ourselves. But Allah is not to be fooled. He not only created the heavens and the earth and everything in between, but He also knows every leaf that falls from every tree. This is why we can truly be ourselves in His presence when we pray.

For Muslims, praying is not a regulation. It is a gift.

So why five prayers, and why at certain set times during the day? You know, of all the Pillars of Islam, praying five times a day was revealed to Prophet Muhammad (peace be upon him) in heaven. At first, he was told that Muslims should pray fifty times, but Prophet Moses (peace be upon him) urged Muhammad to go back and say that this was too much. Allah Almighty then said ten times, and again Moses (peace be upon him) persuaded Muhammad (peace be upon him) to plead that this was too much. Finally, Muhammad (peace be upon him) was told that Muslims must pray five times a day, and Allah added, "I have enforced My obligation and made it light for my servants. He who prays these five prayers will be rewarded as if he had prayed fifty. What I decree cannot be changed." (Bukhari)


The regulation of praying at certain set times is not just a random idea. The whole idea is to permeate the whole of one's day with the remembrance of Allah. Some new Muslims say that they lead very busy lives and ask if it is OK to say all the five prayers together in the evening when they have more time. It is precisely because we live busy lives that we must pray at certain times. The times are simple: when we get up, at noon, in the middle of the afternoon, in the early evening and at night. By praying at these set times we give a routine of prayer to our day. We wake up thinking of Allah and we spend the day interrupting all of our busy-ness to think of Him again.

So, if you are new to Islam is it easy to adjust to the routine of praying at five fixed times a day? Well, in my own case it certainly wasn't easy and it took me some time to get used to it. So if at first you are not feeling all that uplifted by getting up to pray at four in the morning, stick with it. The routine itself will help you. By doing good things we become good people. The routine of prayer will make you a better Muslim.

A few simple tips might help. If you find it difficult to get up for the Dawn Prayer, then buy yourself a loud alarm clock, or even two or three, and have them so far out of your reach that you have to get up to turn them off! You might at first even get your telephone company to give you a wake-up call.

As well as an alarm clock, you can also get an alarm clock that will sound the call to Prayer five times a day. There are many Muslim bookshops that sell these and you could probably even get one online. This kind of clock is especially helpful if you live in a country where the Adhan is not called publicly. If that is not possible, set your mobile phone to vibrate and be reminded of the prayer times even while you are in the office!

A problem people sometimes have in prayer is that they are distracted and cannot concentrate. Well, it all depends on how well prepared we are. If we are going to our prayers straight from watching a football match or a sitcom on the TV, then our thoughts will not be on Allah alone. So we need to take time in preparing for prayer. This, in fact, is what the Ablution gives us time to do. As we wash away the dirt that clings to our bodies, we prepare for the prayer to wash away the dirt that clings to our hearts and our lives.

So, for those new to Islam, setting off on a journey of prayer will bring great benefits. The greatest one of all is that it will help us to put our lives into perspective, seeing that all things come from Allah and that it is to Allah that all will return.
