For those of you, whose PayPal was blocked from logging in when setting up with prolly, wait for 3 days and then, sign in using your Naija Ip. Don't ever use a VPN for PayPal.

Secondly, add a secondary email and confirm it on your Paypal. This is under profile, use this secondary email to try again for your prolly. Don't repeat the same primary PayPal email. Take care

Once your account is placed on hold, abandon it and create another account. You don't need to add a number for on hold to be lifted.

When you create an account, make sure it is not on hold, only then you can now verify by adding a number.

So that you don't need to waste a number on an account that is already on hold.

With the way Nigerians worship certificate, both are important but I will advise you focus more on building your skills. Most silent millionaires I know in Nigeria are educated but make their millions from the skills they have learnt over the years and not actually with the help of certificate. Hope this helps.
