Senators and speakers of some state Houses of Assembly on Saturday proposed immunity for presiding officers of the legislature.
The decision was taken at a two-day retreat on constitution review, organised by the Senate Ad Hoc Committee on Constitution Review, with the theme, “Towards Ensuring Governance Accountability in Nigerian federalism.’’

If the proposal succeeds and is inserted in the constitution, the President of the Senate, Bukola Saraki, who is being prosecuted for false and anticipatory assets declaration as well as alleged forgery, may enjoy some reprieve.

His deputy, Ike Ekweremadu, may also have the forgery case against him dropped.
The News Agency of Nigeria (NAN) reports that 21 lawmakers voted in favour of the proposal while 15 voted against.

The lawmakers argued that presiding officers in the legislature ought to enjoy immunity since the executive and judiciary were enjoying it.

The Chairman Senate Committee on Works, Kabiru Gaya, said the essence of immunity was to guard some public office holders against any form of distraction while discharging their duties.

He said, “there are three tiers of government and only two arms enjoy immunity.
“See what is happening to the President of the Senate now. We are not saying the case in court should be stopped.

“But even yesterday we read in the papers that there is a fresh case of forgery of Senate Standing Rule against the presiding officers and some other persons and all is to destabilise us.’’

Also, the Leader of the Senate, Ali Ndume, who is being tried for allegedly aiding the Boko Haram sect, supported the proposal for immunity for all presiding officers in the three arms of government.
However, he argued that such immunity should be limited to civil offences committed by the officers.

According to him, “for criminal issues there should be no immunity but for civil offences there should be immunity. Whoever it is that is involved in a criminal matter should be prosecuted.’’

The Minority Leader of the Senate, Godswill Akpabio, proposed that all National Assembly members and Houses of Assembly members should be given immunity.
He explained that elected officers, who were saddled with the responsibility of ensuring good governance should be allowed to carry out their functions without any form of interference.
“I propose that all principal officers of the House of Assembly, House of Representatives and Senate, should enjoy immunity like the executive.

“So all parliamentarians who have criminal cases can be investigated but they should serve their punishment after office,’’ he said.

However, the Deputy Senate Leaders, Bala Ibn N’ Allah, argued that Nigerians might misconstrue the proposal for immunity for the legislature to mean that they were arrogating so much power to themselves.
He suggested total removal of immunity from all arms of government, adding: “Let us remove immunity from everyone and let there be balance.

“If you give immunity to everybody, a legislator may rape a lady and wait to finish his tenure before being prosecuted because he has immunity,’’ he said.
In a similar development, the lawmakers agreed on rotation of governorship positions among different ethnic groups in states.
They arrived at the consensus with 15 lawmakers voting in favour and seven against.
The lawmakers also proposed that independent candidates should be allowed to vie for political offices and voted against diaspora voting.

Section 308 of the Nigerian Constitution provides for immunity from prosecution for persons holding the offices of President , Vice-President, Governor or Deputy Governor.
The section reads, “(1) Notwithstanding anything to the contrary in this Constitution, but subject to subsection (2) of this section –
“(a) no civil or criminal proceedings shall be instituted or continued against a person to whom this section applies during his period of office;
“(b) a person to whom this section applies shall not be arrested or imprisoned during that period either in pursuance of the process of any court or otherwise; and
(c) no process of any court requiring or compelling the appearance of a person to whom this section applies, shall be applied for or issued:
“Provided that in ascertaining whether any period of limitation has expired for the purposes of any proceedings against a person to whom this section applies, no account shall be taken of his period of office.
“(2) The provisions of subsection (1) of this section shall not apply to civil proceedings against a person to whom this section applies in his official capacity or to civil or criminal proceedings in which such a person is only a nominal party.
“(3) This section applies to a person holding the office of President or Vice-President, Governor or Deputy Governor; and the reference in this section to “period of office” is a reference to the period during which the person holding such office is required to perform the functions of the office.”

All, Pls let's don't rush to hail this so called fuel reduction at the petrol stations. Are we also sure of the accuracy of the calibration of their dispensing pumps? I was at a filling station in Asaba yesterday where they wrote N140/per ltr for PMS, however a customer walked in with a 10ltrs jerry can, and behold he spent N2,050 to fill up the jerry can. Can we now say that filing stations is actually selling at N140/per ltr?
ever thing will be solved eventually, competition is affecting price now, it would soon affect Quantity, then it will move on to quality and quality of service. soon filling station attendants will be washing your car as you a buying fuel.

Motorists in the Calabar South axis of the Cross River State capital have continued to throng into a filing station along Mayne Avenue that has dropped the price of Premium Motor Spirit from N145 to N139 per litre.

Already, vehicular activities along the busy Mayne Avenue are experiencing traffic jam as a result of the development.
Southern City News observed on Friday that the fuel consumers have ignored other filing stations along the busy road for the station, which is located at Webber Street by Mayne Avenue following the reduction in price.

A motorist, Amaka Uche, described the development as surprising, considering the harsh economic realities in the business world.
According to Uche, it is shocking to note that at a time when most ventures are folding up due to low patronage, the company has reduced the price of PMS for the purpose of payback to loyal customers.

He said, “This development is surprising to us. I am sure motorists did not expect this to come at this time, especially now that the economy is down. We commend the management of the filing station for this.”
Another fuel consumer, Mr. Kufre Archibong, who said he had been a loyal customer, noted that the gesture was a welcome development.

An official of the petrol station told Southern City News that the compensatory promotion was a way of giving back to the society.
He said, “We saw what our customers went through during that period of scarcity and we felt bad. We are to fill the gap of that suffering; that was why we made up our mind that we shall do something for the people when there is steady supply of PMS.
“In the past, you see hundreds of trucks loading from Calabar depot to be taken out of the country, but the situation has changed. We used to consume 400, 40 metric tons on a daily before the subsidy and the bulk of the product which has been subsidised found their way out of the country. The field is now level for those who genuinely need to invest. Now I am coming down to N139, another can go below,” he said.
The company’s senior manager said the quantity of tankers loading the product from Calabar depot had dropped since the removal of subsidy.

Lagos – A litre of petrol now sells below the official benchmark of N145 in some stations in the Lagos, a survey has shown.

A correspondent of the News Agency of Nigeria (NAN) who carried out a survey of some filling stations in the Lagos metropolis reports that some stations were selling at reduced rates of between N137 and N143 per liter, depending on the area were mainly the independent marketers.

It was discovered that even though they were selling at reduced rates, they were still recording low patronage from members of the public.

It was gathered that some of the motorists now prefer patonising stations of major marketers since the new prices of the product was announced on May 11 by the Petroleum Product Pricing Regulatory Agency (PPRA)

Some of them claimed that they have taken to stations of major marketers because the dispensing metres in stations of the independent marketers might have been compromised.

NAN, however, observed that some stations such as NIPCO at Fadeyi, on Ikorodu Road and at Ilepo-Oba, Ikorodu town were selling the product at N143 per liter.

Some NNPC retail stations at Egbeda-Igando area and Kudirat Abiola Way, Oregun were selling at N135 per litre as at Friday.

However, a few stations owned by some major marketers were still dispensing at N145 per litre, while a few made slight downward adjustment of N2.

An Independent petroleum marketer, Alhaji Aliu Folorunso noted that there had been low patronage of the product by the public as motorists, motorcyclists and those purchasing in jerry cans for their electricity generating sets.

He believed that low patronage had been responsible for selling the product below N145 per litre in some filling stations.

Folorunso, also the chairman, World Global Petroleum Ltd., told NAN that the differential in sales in petrol pump prices in stations were the outcome of the recent deregulation, where competition could force down prices.

According to him, some members, who used to sell between 120,000 litres and 150,000 litres (equivalent of 4 trucks) daily are now finding it difficult to sell off 33,000 litres daily.

This, he noted, was because some motorists had been shunning some stations run by the independent marketers, who they believe could have tampered with metres of their dispensing machines.

According to him, the products from private depot owners are now cheaper and available more than products from the Nigerian National Petroleum Corporation (NNPC).

“We purchase products from other private depots in Lagos and some of our members are selling below N145 per liter in Lagos.

“From private depot owners, we purchase at between N130-135 per liter as ex-depot price. If you add other costs, we arrive at between N138 and N143.

“The business is not encouraging anymore because we do not have enough margins because competition has driven the prices down. Maybe because NNPC has stake or interest in private depot, they are giving them at cheaper rates,” he said.

One Jonas Theophilus, a civil servant said he could not afford wasting his money by purchasing petrol from some of the Independent marketers who have compromised their metres.

A taxi driver Sikiru Owoeye, said: “since the new pump price became operational, I have been patronising only the big stations as I do not want to take petrol from stations where they under dispense’’.

Alhaji Taofeek Lawal, the spokesman of NIPCO Plc., told NAN that virtually all NIPCO’s stations in all states sell at below the official price of N 145 per litre.

Lawal said that the company had also set aside some incentives for dealers, who sell below N145 per litres.

He said that essence of this was to ensure distribution of enough products within short time frame.

According to him, that is what deregulation brings to the sector. We sell at N134 per litre from the depot at Apapa.

“Any of our dealers can add N6-N7 per litre as margin after adding transportation costs of let’s say N2 per litre.


“Our stations across the states sell below official pump price. Our station at Fadeyi Bus stop can decide to sell below N143 per litre, if he considers turnover because we deal in volume.

“In fact, all things being equal, Nigerians may see further drop in pump price soon, especially in the Lagos area, where several depots are situated,’’ he predicted.

The Minister of State for Petroleum Resources, Dr Ibe Kachikwu, at a Town Hall Meeting in Lagos recently, assured Nigerians that after six months, competition will force down the pump price of petrol.

He had also added that government will improve domestic refining capacity by ensuring that the three refineries are working to complement imported products by the NNPC and the marketers.

The PPRA announced a deregulation of the downstream sector on May 11, thereby allowing stakeholders to sell at prices not more than N145 per litre.

A 27-year-old notorious bank robbery suspect, Ikadoi Isere, alias White Witch, who was arrested recently by operative of the Inspector- General of Police Special Intelligence Response Team, IRT, stunned Crime Alert during an exclusive interview by disclosing that he was appointed a Special Adviser to Bayelsa State Governor, Seriake Dickson, on Oil and Gas matters, prior to his arrest.

A native of Nambe Local Government Area of Bayelsa State, the suspect was arrested alongside two others; Daniel Gogo, aka Full-Payment and Ifeanyi Kalu. They were accused of participating in no fewer than 15 bank and bullion van robbery and kidnappings across Port-Harcourt, Rivers State and some South East States.
Police sources disclosed that three Ak47 rifles, a Lar rifle, 360 rounds of live ammunitions, 20 magazines, five dynamites, two pistols, a rifle servicing equipment and three exotic cars, were recovered from the suspects after their hideouts were raided in Bayelsa State.

N400m loot:
The source who spoke on the condition of anonymity stated; “White Witch and members of his gang had killed over 20 policemen and made away with their rifles in separate robbery operations within Port-Harcourt City, between 2012 and 2016.” He described the gang as one of the city’s most dreaded robbery gangs, identifying, Daniel Gogo, who is popularly known as Full-Payment, as the leader.

The source further disclosed that having gathered credible intelligence on the gang’s activities between 2012 and 2016, operatives trailed them to Bayelsa State, where they were arrested and large catch of arms and ammunitions were recovered from them. They reportedly confessed during interrogations that they made over N400million from robbing several banks and bullion vans, including kidnappings of prominent businessmen, civil servants and oil workers across Port-Harcourt.

Confession of gang leader:
The leader of the gang, Gogo alias Full-Payment, told Crime Alert that he invested a large chunk of his share of the loot in setting up a local oil refinery within the creeks of Bayelsa State, while his patner, Isere, alias White Witch, stated that he invested a large share of his loots on his siblings, wife and his aged mother. He added that he also used some in sponsoring the Peoples Democratic Party, PDP, at the last General Election in Bayelsa State.

He explained that he mobilized people to vote for PDP and used the gang’s rifles to protect electoral materials during the last Governorship Election at Nembe Local Government Area of the State. White Witch told Crime Alert that he joined the gang in 2010, when one of his elder brothers who is a member of Vikings Confraternity, linked him to the gang leader called Full-Payment, in Port-Harcourt.

“I am a member of Icelander Confraternity and I am the executioner in-charge of Nembe Local Government Area of Bayelsa State. My elder brother IJB, who is also a member of Vikings linked me to my boss, Full-Payment, who is also a member of Vikings and he asked him to assist me.

He accepted and brought me into the gang. At that time, I was highly frustrated because after I finished learning underwater welding through the Presidential Amnesty Program, I had no job.

I wasn’t getting the complete amount from the stipend given to ex-militants of the Niger Delta. Before the money will get to me, it has gone through several persons and when I will receive mine, it will remain only N20, 000. There was nothing I could do with such an amount. I have a wife and children to fend for and my siblings are still in school and they are looking up to me.

Our first operation:
“ The first operation I went with the gang was at Uguruta Junction on the Port-Harcourt International Airport Road. We attacked some vehicles conveying a huge sum of money in foreign currency. We killed all the policemen escorting them including a man the police identified as the Regional Manager of the bank where the money came from. After that operation, I was given N3million as my share and when I got home, I gave my sister who had already dropped out of school some money to go back to school. I also gave some money to my younger brother who was also in school. I used part of it to establish a little business for my wife.

Another operation:
“Seven months after that operation, my boss told me that there was a job for us at a bank in Trans-Amadi in Port-Harcourt. We were five persons who went for that operation and our target was a bullion van offloading money into the bank. Two members of our gang walked into the bank like customers who wanted to make use of the ATM, with short guns and shot into the air when they got close to a point where the bullion van was.

The people offloading the money absconded. We drove our car into the bank and carted away a large sum of money which our vehicle could carry since we came with just one car. At the end our operation, I got N12million as my share. My boss and others who are seniors in the gang got lion share.

Time to quit:
“After that operation, my boss told us that he was quitting and everyone should go and look for what to do with their money. When I got home, I bought a car, rented a big apartment and I decided to go into politics. My boss also told me that he wanted to set up a local refinery so I linked him to one of my uncles who was also into such business. Before the 2015 election, I and my boss had meetings with some of the political heavy weights in Nembe Local Government and we offered to work for them during the election.

To show them that I was serious, we assured that we were going to bring out our arms, ammunition and money to support them and they promised to give me pipeline surveillance contract in my area. But one month before the election, I became very broke and my boss has also invested all his money into his local refinery business, we were left with no other option than to go for one more operation.

Back to base- another operation:
“ Our informant, one Promise Barisnsia, who had once worked in a bank, alerted us about a bullion van that would supply money to a bank at the main Campus of Rivers State University of Science and Technology, UST. We trailed a van supplying money to the bank and we shot into the air to scare both the policemen, bank security men and workers around the bank and they absconded leaving the bullion van open. We carted away a large sum of money which our vehicle could carry.

Encounter with the police:
“On our way out of the campus, we passed through the back gate but unknown to us, there were policemen hiding inside the bush. When I stepped out of the vehicle to open the gate, I was shot on the leg, but my boss came out and gave me a cover. We shot the gate open and escaped. But the policemen kept on chasing us. They shot at the boot of our vehicle and one of the bags containing some of the money we stole fell off and the policemen also deflated three of our tires. We stopped another vehicle and transferred all our goods into the new vehicle and escaped. I was given N6 million as my share of the loot and I used part of it to treat my bullet wound.

Time for election:
“When it was time for election, we brought in lots of boys, from Rivers, Delta and Imo States to work for PDP, Bayelsa State and we paid them with our own money. After the election, I was appointed a Personal Assistant to the Chairman of Nembe Local Government Area, who gave me a Toyota Hilux van with a government plate number. I was also linked to the Bayelsa State Deputy Governor.

By October of that same year, some of our gang members became very broke and they called on my boss, Full-Payment, asking him to allow them do one last job which would fetch us enough money to enable us quit robbery, completely. Our informant told us that money was to be supplied to a bank on Trans-Amadi Road Port-Harcourt.

......yet another operation:
“On the day of the operation, we stormed the bank with three SUVs and when the bullion van arrived to supply money, we attacked it by shooting into the air to scare people away. The bank was close to a police station and the police had blocked the route in front of their station. My boss who had a highlander drove in first and we loaded his vehicle with huge sums of money and when he was about leaving, we discovered that some soldiers had blocked the route we intended to escape through.

Then, my boss decided to escape through a very narrow road linking him to Mummy be Road, but unknown to him, some policemen had already laid ambush and he drove into it. He was shot on the thigh and his driver, one Kennedy, was also shot and their vehicle came to a halt. I was behind him in another vehicle when this happened and I quickly approached him and rescued my boss. We abandoned the vehicle and all the money in it. The next day in the news, I read that the police recovered N350million from us.
Time to finally quit

“That operation was a huge loss and my boss vowed never to participate in any robbery activity again. In December, when the governorship election came, I was given N3million by PDP and I brought in my boys and we worked for them. We ensured that all electoral materials were intact and we prevented people from the opposition party from snatching ballot boxes.

We also had some policemen working for us during that election. Between January and February, 2016, While I was waiting for PDP to fulfil the promises they made to me, and my boss was still nursing his injury, I took our rifles from Bayelsa State with the government Hilux van that was given to me and police escort and organized our boys.
Operation with government vehicles

“We attempted to rob two bullion vans, one was at Agip Junction by Ada-Gorge Road and the other was at Emenike Junction on Ikwere Road, Port-Harcourt. We failed in those operations but our informant, Promise, brought a job at Fidelity bank and warned that we must not allow the Operation Manager of the bank to leave the bank if we must succeed. We attacked the bank around 4pm.

We accosted the woman while she was about leaving the bank and we took her back into the bank. We blew up the security doors, and shot indiscriminately to scare people. At the end of the operation, we retrieved the RDV from the CCTV recording machine to avoid our faces being detected. We returned to Bayelsa State with the government Hilux leading the way. We made N24million from that operation and I got N4million as my share.

Arrest at last:
“Two weeks before my arrest, I was been shortlisted as a Special Adviser to Bayelsa State Governor, and we were waiting for him to return from his trip abroad so that he would swear us into our various offices. Former President Goodluck Jonathan has spoken out about how the excess crude oil revenue account, which stood at over $20 billion at the inception of his administration, was depleted to about $2 billion when he left office on May 29, 2015.

Answering questions on an interview programme with Bloomberg TV, Mr. Jonathan blamed the state governors for regularly pressurizing the federal government to draw from the reserve fund to augment revenue allocations from the federation account.

“At any time the earnings (from oil) drop, the governors would insist that there is no place in our laws that actually say that the federal government should keep the reserve,” Mr. Jonathan said. “They always insisted that a part of it (excess crude revenue account) should be brought.”

He said there had always been misconception about the excess crude account, pointing out that while a number of people felt it was a reserve fund for the rainy day, others said it was fund that could be drawn from in times of economic difficulty.

“Yes, it is also part of our own reserves. But, when I was there, I tried to make a special fund called a sovereign wealth fund, so that it would not be easy for one to take from there,” the former president said.

Asked to react to claims by the current administration that it inherited empty treasury at inception of its tenure, Mr. Jonathan said that could not be true, arguing that there was no way the administration would have inherited empty treasury and still be able to give bailout to states the way it did.

On the diversification of the economy away from oil, the former president said his administration did “very well”, particularly in encouraging manufacturing and industrialization as well as agricultural development, which he said got to its peak within the five years he was in power.

He spoke of the agriculture transformation agenda of his administration, which he described as not only the best since the history of the country, but also one that received global acclaim.

According to him, it was the administration’s achievements in the agricultural sector that recommended the then minister of agriculture, Akinwumi Adesina, to be elected president of the African Development Bank.

He however expressed regrets that his administration did not succeed much in the solid mineral sector, despite its efforts to attract investors.

“The blue print and everything was worked out. So, if somebody says I did not diversify the economy, I will say that is not true,” he said. “Of course, I was president of Nigeria. Sometimes, when people ask me question, it would seem I was the president of Nigeria from Independence till 2015. I was president for five years.”

On the perception among Nigerians that corruption was rampant during his administration. Mr. Jonathan said there was nothing new about such perception, pointing out that that had always been the case since the country’s independence.

“Perception is based on what people say,” the former president said. “In Nigeria, somehow it has been a routine. From the collapse of the First Republic, what the military said was the reason for taking over was corruption.

“When the Second Republic collapsed, the same was the story. If there is a major change in government where one political party is taking over power from another one, there must be issues that would be raised.

“Yes. I cannot say the country, from beginning of independence, there was no corruption. Yes, there was corruption. I did well to cut down on corruption. My approach was not to make money available to anybody to touch,” he said.

The former president said although his administration succeeded in eliminating corruption in fertilizer subsidies, his attempt to extend same to the oil industry was frustrated.

“The very people that have been accusing us of corruption are the very people that frustrated it. It’s unfortunate,” he lamented.

On whether he would come under investigation by the present administration for corruption, Mr. Jonathan said he was already under probe but that he was reserving his comments on the matter, arguing that it was improper to make comments while investigation was still on.

“Of course, obviously I will be investigated. I am being investigated. Yes, investigations are going on. But, I wouldn’t want to make certain comments, because when a government is working, it is not proper for immediate past president to make certain statements.
“I will allow the government to do the work it is supposed to do. So, I would not want to make serious comments on that. Definitely it’s not proper. After all these investigations and so on, the whole story will be properly chronicled. It is not a good practice. I have just left office. I should allow the person that is on the seat to do what he feels is good for the country,” he said.

If you can't see the synergy in that, there is nothing I can do about it!


The whole adventure doesn't even make any sense whatsoever based on how Nigeria is structured. Lagos would be well served by focusing on what it already has at its disposal.

lagos does not have control over those supplying lagos rice. This move ensures has that!

It is not a jamboree, it makes perfect business, economic, developmental sense to invest and control the things your people need.

Bitumen is largely untapped in Nigeria. Solid minerals are largely untapped in Nigeria. Etc. So, I guess Lagos also need to invest in states with these untapped resources as well, no? That's the logic there.

The state has no business building rice plants in Kebbi - there are other things they can do to foster inter-state collaborations. They can start with exchanging ideas about governance; inter-state transportation; lobbying to open branches of investments domiciled in one state, in the other etc. Let private businessmen handle that and focus on ya own potentials as a state.

Also, based on the way Nigeria is structured - no state can influence any other state on national issues. Everything happens based on bloc, and ethnic/party/religious lines.

Lagos should worry about Lagos and let Kebbi worry about Kebbi.

lagos is not worried about kebbi , lagos is worried about its people getting good quality, affordable rice that they wunt need to source for dollars to get. that is part of the functions of a good government.
