The WTO has it's criteria of rating a nation as developed or developing as well, which is totally different from that of the UN HDI. The WTO criteria is " it is entirely up to the Goodwill of member nations to classify themselves as Developed or Developing". And guess what China did? They happily loved to be called a 'developing' nation because it enable them to enjoy the same special and differential treatment afforded to nations like Papua New Guinea and Zimbabwe. They said China isn't a first world country (for goodness sake, no one even used that term again) and I replied by saying they're wrong because the ratings of countries like China, Russia, and co as 2nd World countries while the west that does the rating are called 1st world countries is PURELY down to ideological and geopolitical differences during the the cold war.

For example, West Germany was classified as 1st word while East Germany was classified as 2nd world. Why? Because the western part was ruled by the West (the US and its allies) while the Eastern part was ruled by the East (the Soviet Union and its Warsaw Pact allies). Hence, the classification was purely ideological because the the West and East were the same before the Berlin Wall was built.

Today, the story is still the same although it has improved compared to previous times.
The United Nations and other world renown agencies are no longer using 1st world, 2nd world and 3rd world ratings (you can only find the last one on textbooks or newspapers publications when referencing African and MiddleEastern countries). The new terminology now is "Developed and Developing nations". So, these people still basing their ratings on the old scale of 1st, 2nd and 3rd is wrong ab initio.

Now, when it comes to the United Nations Human Development Index used in ranking and classifying nations as developed, these guys forget that the HDI also has many challenges because some of its indices used in gauging such ratings are seriously flawed and at variance with some other bodies because they do not take somethings like population difference into consideration.

For instance, the full HDI 2020 list, starts on a count of 0.1 to .80. Any score .80 or higher is developed, and anything lower is developing.

In arriving at this list, the HDI is quantified by looking at a country's human development, such as education, health, and life expectancy.
Surprisingly, Turkey is on that list as developed, Honk Kong is there too, Montenegro and Kazhastan too, but China is not. Yet, when you compared some of the indices between China and Montenegro here: https://www.worlddata.info/country-comparison.php?country1=CHN&country2=MNE, you would agreed that China should be up there as well, not to mention the huge size difference in population and achievement in sectors like industrialization and technology that were ignored by the HDI.


Now, what about Honk kong, which is under Chinese rule as at present? Except people want to sell a stone that Turkey is more "democratic" and politically stable than China.

Should there really be the same HDI comparison between Qatar, Malta to China giving the sheer differences in the socio- economic and political culture/reality and geographical spread?

For example, San Marino, Saudi Arabia and Slovenia and Mauritius are ranked as developed nations because they score a rating of 0.8 or higher based on the HDI indices stated earlier. But the reality is that, these countries are not even up to some villages or one town in China in terms of population. What this mean is that supposing a city like Beijing which has 21 million people has excellent healthcare and top-notch human services, that qualifies it as developed region, it still would be termed not developed simply because some few areas in China lacked similar quality in the aforementioned indices. Meanwhile, San Marino which has a population of less than 34,000 people would be termed developed simply because the aforementioned HDI indices were easily spread across the nation which is not even up to size of my village.

If that is not flawed, then I wonder what is.
