Can't say for certain, but with improvement in sport science (diet and medicine) we are increasingly seeing more players play right into their mid to late thirties. Player's personality, professionalism and unquenchable thirst for success are also determinant factors.

Players of Partey's profile, i.e lone 6 capable of playing the role at close to elite level, are hot cakes on the market. Few available ones are in the hands of top teams. Few others that are almost as good would go for astronomical fees e.g. Calvin Phillips went for 45 million pounds.
We are no oil club to pay those fees for a back up, lol.
The club probably feels Elneny could do a job for now, along with a change of system, while they scout for a hidden gem (we just missed out on Moises Caicedo). Sambi is also seen as a 6 in the future.

I just feel Edu and Arteta have got so many hits in their tranfer-ins (almost all, except Willian), I'm just gonna go along with their choice. And Neto is a very good profile. Can comfortably play on both flanks so good depth for both Saka and Martinelli.
