FG Inaugurates The Nigeria Sexual Offender Register-Osinbajo Demands Action

The Federal Government on Monday inaugurated the Nigeria Sexual Offender Register. It will contain the names and pictures of persons convicted of sexual abuses.

The National Agency for the Prohibition of Trafficking in Persons unveiled the register in Abuja on Monday in conjunction with the European Union and the Nigeria Police Force, among other partners.

The Vice-President, Prof. Yemi Osinbajo, who was represented at the event by the Solicitor-General of the Federation and Permanent Secretary, Ministry of Justice, Mr Dayo Apata, said Nigerians must report cases of sexual harassments and abuses to the police for prompt action.

The VP said, “Although times and contexts may differ, women and girls all the world experience rape and sexual violence abuse but only a small percentage of these get reported because when women come forward, they are still called liars, troublemakers and their names are blacklisted. This is why the exact number of sexual abuse victims is difficult to confirm.

“While we must ensure that abusers are identified and punished, the greater part of the effort should go into ensuring that we prevent the abuse from happening in the first place by proactively identifying the risk factors. With the assistance of strategic partners like the European Union and the British Council, the Presidency in collaboration with the Federal Ministry of Women Affairs and Social Development has been supporting the establishment of sexual and gender-based violence response team to ensure the effective coordination of responses in Nigeria.

“There are steps that we all must take to avoid all forms of abuse which include challenging degrading references to women, opposing the culture of blaming victims and if you witness a sexual assault, call the police.”

The NAPTIP Director-General, Julie Okah-Donli, said anyone arrested for rape would have their information displayed on the register.

She said, “The name-and-shame policy that is attached to this register will deter many people from this offence. For those that are convicted, their full particulars will be on the register; while those who are arrested or charged would also have a place in a section of the register. I expect that employers of labour will go through the register to ensure the kind of people they employ.

“The register will be made public and open to everyone but there is a restricted place for those who were not convicted but were reported or with cases in court, which can be accessed by paying an administrative fee.”

APC National Leader Tinubu Urges Bello, Lyon to Provide Good Leadership, Progressive Governance

All Progressives Congress National Leader, Sen. Bola Tinubu, on Monday called on Bayelsa and Kogi governors-elect, Yahaya Bello and David Lyon, to provide good leadership and progressive governance in their states.

In a congratulatory message signed by Mr Tunde Rahman, his media aide, Tinubu also extended congratulations to the party’s National Chairman, Kogi and Bayelsa Chairmen and other leaders in the two states on the twin-victory.

The APC leader also commended the people of Kogi and Bayelsa who came out to perform their civic duty and express their sovereign will in a clear and decisive manner.

“They have done their part; the two governors must now do theirs by providing good leadership and progressive governance to their people

“The outcome of these elections shows that the people believe in the direction that President Buhari and the APC wish to take this nation.

“The electorate has faith in the progressive reforms our party envisions.

“Their victories stand as testament to the growing acceptance of our party, the quality of our leadership, governance and the credibility of our promise to lead the people and the nation to the next level.

“It shows that the people have no appetite to return to the failed policies and practices of the past.”

The former governor of Lagos said that Lyon’s election represented a significant shift in the politics of Bayelsa State.

He said by voting APC, the people of Bayelsa have voted for progressive reform.

He assured Bayelsans that Lyon is the man to deliver the needed and desired reform.

He advised Lyon to justify the people’s faith by providing a purposeful and transformational administration.

“Bayelsa is endowed with significant natural resources and human capital, It will be incumbent on the Governor-elect to harness these assets for the good of all Bayelsans.

Tinubu urged Lyon to reach out to the political opponents who mounted a spirited and energetic campaign.

“The governor must be a leader for all and work for all Bayelsans irrespective of party affiliation.

“He must carry along all disparate interests in the state and be magnanimous in victory.

“They too must be gracious in defeat.”

Speaking on Gov. Bello’s victory, he said; “the people of Kogi have handed him a second term.

He said that their vote was proof of the confidence that the people of Kogi retained in his leadership.

“He must now re-double his efforts to do even more for the people in his second term.

“The governor must focus on the development of the state as he is the person, more than anyone else, who will determine the fate of Kogi.

“He must do all he can to realise the potential of the state, take advantage of the state’s agricultural richness as well as its proximity to the Federal Capital Territory, Abuja and the commerce resulting from that closeness.”

The APC leader urged the opposition candidates and politicians in Kogi and Bayelsa to rally round their governors and work together in the interests of their two states.

He condemned the scattered incidents of violence witnessed in the election in some parts of Kogi State.

“Election should celebrate our democratic existence,

never should it be occasioned by loss of life.

“We sympathise with the victims and commiserate with the families of those who lost their lives.

“I enjoin law-enforcement authorities to identify those responsible for perpetrating the violence and levy the full force of the law against them.

“Violent behaviour must not be allowed to impede our path to greatness as a democratic nation.”

Tinubu also commended all Independent National Electoral Commission (INEC) officials involved for conducting fair, free and credible elections.

“Their task is never easy and they deserve praise for overseeing well-organised elections,” Tinubu said.

Bayelsa, Kogi Polls: Akeredolu Congratulates Bello, Lyon

The Governor of Ondo State, Arakunrin Oluwarotimi Odunayo Akeredolu, SAN, has congratulated his Kogi state counterpart, Alhaji Yahaya Bello, on his re-election for another term in office.

He also congratulated the governor-elect of Baylesa State, Chief David Lyon, over his victory in the just concluded Bayelsa governorship election.

Mr. Governor, while expressing delight over the outcome of the exercise, equally congratulated the All Progressives Congress (APC) on the wonderful outing at the two elections.

Governor Akeredolu said:”The outcomes of the elections in the two states have once again deepened the APC in the hearts of the people. It is particularly heart-warming that my good friend and brother, Alhaji Yahaya Bello, is returning as governor of Kogi State. I congratulate him and wish him all the best as he continues to lead the good people of Kogi state.

"For Chief David Lyon, the governor-elect of Bayelsa state, his emergence is a major turning point. Although Edo state had blazed the trail for long, the journey to plant the seeds of our great party in the Niger-Delta has not been easy, understandably.

"But the Bayelsa feat is a great leap. All those who toiled to bring to fruition this comforting berth deserve commendation. This, undoubtedly, is the needed elixir for our great party to take firm roots in the Niger-Delta.

"Much as I savour this enthralling moment, the real victory belongs to those who sacrificed their time and energy for the successful conduct of the two elections.

"Most profoundly therefore, I specially salute and commend the quality leadership individually provided by my good friends and brothers, Governor Nasir el-Rufai and Governor Abubakar Badaru of Kaduna and Jigawa states respectively.

"As Chairmen of the APC National Campaign Councils for the two elections, they displayed their usual dexterity on all fronts with candour and thoroughness. All members of both Councils deserve no less commendations.

"From INEC to the security agencies and even participants, they have also contributed in no small measure, to the outcome.

The donation commemorates 40th anniversary of their graduation from the school.

The governor, who was represented by Hon. Commissioner of Women Affairs and Social Development, Mrs Titi Adeyemi noted that he was delighted to celebrate with the 1979 set of the school.

He appreciated the old students for donating the facilities to the school, urging students and teachers of the school to ensure that the facilities were properly taken care of.

Akeredolu emphasized that the government could not do it alone without the support of stakeholders.

He assured the school that the state Commissioner of Education had taken note of all the requests made by the school concerning other facilities that were needed, knowing the importance of having a conducive learning environment for the students of the school.

In his words, Hon. Commissioner for education,Science and Technology, Femi Agagu, said the occasion was a unique one occasioned by the spirit of fellowship, love and friendship displayed by the set after 40 years.

Agagu also commended the set for setting the pace for others to follow, saying that the state government had contributed immensely in education and successfully executed 553 projects covering 309 public schools.

According to him, there is prompt payment of teachers salaries and allowances.

The commissioner said that it was not possible for only the government to contribute to education, saying there was need to work with old students.

Responding to the gesture, the principal of the school thanked God for the dream of Chief Wilfred R.O Adinlewa of blessed memory, who established the school;the pioneer principal, Chief Omo Famubo; the vision and passion of his successor, Rev. Politics / Senate Approves N10 Billion For Kogi Three Days To Election by Ashleyeniwin(f): 7:36pm On Nov 14, 2019
Senate approves N10 billion for Kogi three days to election

Source: PM Newspaper

Three days to the governorship election in Kogi State, the Senate has approved promissory notes and bond issuance of N10.069 billion to the state as refund for projects executed on behalf of the federal government.

The approval on Wednesday was criticised by opposition lawmakers who asked that the approval be delayed till after the election.

They were, however, outvoted by majority senators.

Kogi, like the Senate and the federal government, is controlled by the All Progressives Congress (APC).
The approval was a sequel to the adoption of the report of the Senate Committee on Local and Foreign Debts which considered the promissory note programme and a bond issuance to settle inherited local debts and contractual ibligations on the refund to state governments for projects executed on behalf of the federal government.
A promissory note is a debt instrument which one party promises in writing to pay a determinate sum of money to the other, either at a fixed or determinable future time, under specific terms.

President Muhammadu Buhari had on October 15 asked the Senate to approve the issuance of N10.069 billion promissory note to Kogi State government for projects done on behalf of the Federal Government.

He had said the 8th National Assembly passed the resolutions approving the issuance of promissory notes to 24 out of 25 state governments, leaving Kogi State.

The chairman of the committee Clifford Ordia, presented the report, asking the Senate to approve the amount requested having met with the permanent secretaries of the ministries of Finance and Works and Housing.

He said the committee also met with representatives from ministries of finance and works and Housing in Kogi State to consider the report.

Mr Ordia said the Kogi State Government conducted projects on seven federal roads and has paid all the contractors – hence the recommendation that the amount be approved.

“Based on our findings, some of the highways were in the state of disrepair before the intervention was carried out. The state government has paid all the contractors that constructed the road.

“Our humble recommendation, is that the Senate do approve the refund of N10 billion for projects executed on behalf of the federal government,” he said.

Prior to the approval, the Senate Minority Leader, Enyinnaya Abaribe, kicked against the recommendation to approve the refund.
He noted that the timing for the approval is wrong as the state is expected to hold its governorship election on Saturday.

He asked that the approval of the money be delayed by one week.

“What I don’t want is the misuse of these funds because it is for the people of the Kogi State. This is not the right time, this is the time where the exigencies of the moment may be used.

“There is no harm in approving this money. Let the approval be delayed by just a week,” he said.

But the Senate President, Ahmad Lawan said the Senate’s approval of the refund is only coinciding with election.

“Kogi State applied applied for this in the last Senate, all the other states were paid. Kogi was not approved at that time, we as a Senate has seen as a necessity and it is a coincidence,” he said.

Despite disagreement from some lawmakers in the chamber, Mr Lawan put the question to vote. The amount was eventually approved after a voice vote.

The approval by the Senate means the state can now access the funds amidst fears it could boost incumbent governor Yahaya Bello’s war chest for the Saturday election. The governor had in the past, however, pledged to ensure judicious use of the refund.

The Kogi State governorship election holds on Saturday. The election is expected to be a close contest between the governing APC and the main opposition PDP.

ONDO STATE COMMITTED TO REVIVING ARTS AND CULTURE

The Governor of Ondo State, Arakunrin Oluwarotimi Akeredolu, SAN has brought about a major revival in the state’s Arts and Culture industry, culminating in the sterling performance of the state’s Cultural troupe in regional and national competitions.

Ondo State Commissioner for Culture and Tourism, Hon Yemi Olowolabi stated this in Lagos last weekend at the just concluded Lagos Book and Arts Festival, which was organised by the Committee for Relevant Arts CORA.

Olowolabi who was the special guest of honour at the event later spoke to journalists at the Wole Soyinka’s Gallery, Freedom Park praising the Governor’s commitment to the arts which he said has ignited a fire of revival in the Arts and Culture industry in Ondo State

According to him, “in the last two and half years, we have moved from zero to hero in the nation’s arts consciousness. Unarguably today, we are in the forefront in the south west and of course, we have become a force to be reckoned with at the national level, going by our exploits in the recent National Festival of Arts and Culture which took place in Benin.

Our Governor also introduced and supported the annual Festival of Arts, ARTFEST which was premiered last year. We are currently preparing for this year’s edition; all thanks to Arakunrin’s commitment to the creative sector”

Jahman Anikulapo, LABAF project director described Ondo State as “richly endowed with beautiful Cultural landscape and incredible talents”.

The weeklong festival which featured film screening, symposia, stage performances, book reading, lectures and other literary activities climaxed with a riveting concert at the amphitheatre of the historic Freedom Park.”

Politics / Friday, The 8th Day Of November, 2019 Smelt Different In My Town. by Ashleyeniwin(f): 7:44pm On Nov 11, 2019
From the Lens of an observer...

Friday, the 8th day of November, 2019 smelt different in my town.
There were small clusters of people in different nooks and crannies and everyone I met that day had a big smile on their face. Bike men were extremely nice and I wondered what infected everyone.
For one reason or the other, I had to be at the airport and the what I saw made me wonder a little more.

Men and Women in different uniformed groups,
Young and old danced to an imaginary beat as the only sound I heard were those of car and bike honks.
The joy and exuberance in the atmosphere was so thick and infectious.
I forgot to mention this was about 2.30pm and no single squeezed face did was in sight under that scorching sun and high heat.
It was a tug of war to go in, you’ll think the likes of Burnaboy or Davido were in town.

Eventually, I entered and the airport at that time was filled with cars and so many people that I wondered if the town still had people left in it because it seemed everyone gathered here.

Women danced to beats from talking drums,
Young guys danced zanku,
Ibo boys with the legendary striped red, white and black cloth cap (the type Santa wears) danced the traditional Ibo dance to their traditional beat and whistle,
I even counted about three pregnant women,
Old men who counted their steps while walking,
Matching outfits everywhere.
Lest I forget; the dignitaries, lots of dignitaries showed up.
Was there a carnival I did not get a memo to?

Fast forward to 5pm, whoever everyone gathered there to see had not arrived but all were patient, excitement fast turned to admiration and longing on the faces of the people. Anytime a siren was heard, people who were denied access to the arrival lounge gathered around the barricade of the runway and hailed whilst chanting songs of victory. (I was of the opinion that a plane be in sight before the shoutings but the opposite happened).

In 15mins, everyone went to sit. Some sat in and on cars, some on grasses, some in gutters, more under the sun than under shades.
The dedication was jaw dropping.
Finally, as if some kind of rapture was about to take place at the sound and sight of a plane, the singing and dancing began again, everyone on their feet, I even saw guys climb the reservoir to watch.

The beautiful part was immediately the man they all patiently waited for showed face, every one had their two fists up and all moved it upwards at the same time whilst hailing.

I heard women praying, thanking God he came back
Men greeting themselves in some form of victory code
I couldn’t help but smile,
Security men ran around trying to clear the road,
It looked like the people’s saviour had arrived
Like a flash of light, I saw the man, glowing, all smiles, waving at the people and I did not even know when I waved too.
All I saw was pure love.
No, what I saw was beyond if some people were mobilized or not,
It was beyond humans working for their pay check,
What I saw was pure love.

My town is Akure City, Ondo State.
This man is the Governor of Ondo State, Arakunrin Rotimi Akeredolu.
Regardless of what you’ve read, heard or seen about this man,
Be reminded today that he is loved by his people.

Politics / The Ondo State Exective Council On Monday Reawarded The 28.5 Km Aboto / Atijere by Ashleyeniwin(f): 5:19pm On Nov 09, 2019
Ondo Re-awards Road Project, Saves N4b

The Ondo State Exective Council on Monday reawarded the 28.5 km Aboto / Atijere road in Ilaje Local Government Area of the State for a contract sum of N8billion.

The project was inherited from the immediate past administration which had awareded the contract for the sum of N12 Billion on a contractor/client financing arrangement.

Briefing journalists after the State Executive Council meeting on Monday evening, Special Adviser to the Governor on Lands, Works and Infrastructure, Engr Aminu Raimi said the state government after reappraisal of the project, saved N4 Billion by re-awarding it for N8billion.

He said: “Part of the issues considered at the Exco meeting is a project inherited from the previous administration. Before the present administration came on board , the Aboto / Atijere road was awarded for N12bbillions as a contractor / Client financed project.

"The immediate past administration awarded the contract to Zhi Jiang Construction Limited in October 2016, but this administration reappraised and revalued the project and converted it to client financing which saved the state of N4 Billion after the contract sum was brought down to N8 Billion.

”This government was also magnanimous enough by reawarding it to Zhi Jiang Construction Limited, the same contractor that was the engaged by the previous administration to continue with the job but when the government realized that the contractor refused to mobilize to site , the second bidder , LEE Fakino Nigeria Limited , was invited and went through the tender board where it got the contract.

“So, the second bidder was considered and and the memo was sent to council which has now been approved. The contractor will mobilize to site as soon as the weather is clear and as usual, payment will be made on milestone achieved .

Raimi also disclosed that some school projects in Ikorigho Ugbo in Ilaje local government area of the stastat which were to be constructed as model schools would now be constructed as classroom blocks with a concrete walkway so as to allow the pupils access to the schools. The school projects were also awarded by the last administration .
