Ur question intrest me i wish to make a contribution. The need for beam b4 german floor in afirm terrain always come up as an alternative to double walling where double walling or fill solid block is needed for fdn. Double walling or fill solid is neccessary where the land is slopy and the height of the fdn block is high and the lateral pressure from the filling sand and load from the structure it self poses a danger to the structural stability of ur building. So if double wall or fill soilid is not done then u 'll need a kind of frame structure that will transfer the building load thru the beam to the column and to the base and ur buiding become save. Now my advice is this always insist on column with Base not Just a columns starting from fdn without base.
