The information on nasims website state it was massive payment of C2 outstanding payment not backlog. . October to December payment is backlog not outstanding. If it was meant for October to December, they wouldn't have mentioned only C2 because there are c1 that hasn't been paid. It was further stated in the memo that they'd also pay backlog which is October to December their stipend.

The payment on going is Backlogs of last year and those of preselected candidates. After that is concluded, they can now proceed to January this year. For those that changed from beneficiary to applicant, you are not the only one, it will return when the site update is complete.
