Scientists in Nigeria have authenticated an ancient wall near Lagos, but are playing down the possibility that it marked the boundary of the kingdom of the legendary Queen of Sheba.
A team of Nigerian and British archaeologists say the wall, which could be more than 1,000 years old, is genuine and not a modern construction.

A team from Bournemouth University, working with British archaeologist Dr Patrick Darling, recently completed a preliminary survey of the Eredo earthworks.
They consist of a wall and ditch measuring 70ft (20 metres) high in places and approximately 100 miles (150km) long.

While not approaching the complexity of a project like the pyramids in Egypt, the builders would have shifted an estimated 3.5 million cubic metres of earth during construction of the ramparts.
This is one million cubic metres more than the amount of rock and earth used in the Great Pyramid at Giza.

He believes that, whatever the case, Eredo could become Nigeria's first world heritage site, joining monuments like Stonehenge in the UK and the pyramids of Egypt.

N3.5bn scam: Obasanjo’s daughter received Jeep as PR – Firm

The mind-boggling contract scam involving Senator Iyabo Obasanjo-Bello, daughter of former president Olusegun Obasanjo, has taken another dimension with the allegation that she received a Toyota Land Cruiser as bribe to help secure contracts in the power sector.

This is coming as an Abuja based legal practitioner, Barrister Kayode Ajulo has disclosed that Senator Obasanjo-Bello risked a five-year jail term if convicted of the allegations of felony against her by the Austrian company, which accused her of corruption.

An Austrian firm, M. Schneider GMBH & Co, had alleged, in its petition to the Presidency, the Economic and Financial Crimes Commission (EFCC) and other anti-corruption agencies complaining about what it described as “Obasanjo-Bello’s fraudulent, corrupt and criminal nature.”

Some of the exhibits attached to the petition contained vital information to the effect that a gift of Toyota Jeep was offered to the senator by one Prince Albert Awofisayo, a Lagos businessman as public relations (PR) so as to secure a contract through her.

The vehicle, which was eventually bought from Elizade Nigeria Limited was delivered to Dr. Iyabo Obasanjo, No. 383 Agege Motor Road, Mushin, Lagos with a letter of delivery signed by Tunde Fagbolagun.

The quotation and proforma invoice from the car company, referenced, Saju-001, gave the description of the vehicle as Toyota Land cruiser VX AHC Patrol engine, automatic transmission, leather seat, power steering, central door lock, wood finish A/C cool box, airbags, roof ral sun proof, double extra tyre, ABS, radio/cassette CD player, alloy wheel with side step.

A Union Bank of Nigeria Plc cheque of N11, 660, 00.00 was issued in favour of Elizade Nigeria Limited at its Abuja branch, at UAC building on November 15, 2005 and the vehicle, with Engine no. 2UZ-9151608 and Chasis No. JTEHT05J302086528, was delivered to Iyabo Obasanjo at No. 383, Agege Motor Road, Mushin, Lagos with a covering note signed by Tunde Fagbolagun, an assistant manager (delivery) of Elizade Nigeria Limited on November 25, 2005.

[b]It was revealed that when the Austrian firm was approached to buy the vehicle for Iyabo Obasanjo-Bello as “PR,” by Albert Awofisayo, the company turned down the request on the grounds that Awofisayo should be responsible for such gesture.

In a note to Albert Awofisayo on the subject matter, the company noted: “Dear Albert, sorry, but we are not in position to satisfy this request. We have many obligation to fulfill along with the project. PR is yours.”[/b]The N3.5 billion contract scam was blown open following a letter written by M. Schneider and dated 3 August 30, 2007, which was delivered through DHL to the EFCC, the office of President Umar Musa Yar’Adua, Austrian ambassador, Attorney-General of Federation and Minister of Justice, chairman, Senate, Committee on Ethics and Privileges, chairman, ICPC and the chairman of Code of Conduct Bureau.

Signed by Andreas Altenhuber, the petition further revealed that the EFCC had, sometime in 2006, conducted an investigation involving directors of M. Schneider Energy Nigeria Limited.
“The underlying dispute culminated in our being frustrated out of Nigeria after investing in excess of one million Euros. This resulted in litigation in different jurisdictions. One of the proceedings will be before the International Chamber of Commerce Paris on 3rd and 4th September, 2007,” the firm said.
The company claimed that it attached a copy of the court papers and other exhibits in the letter to the commission to substantiate various allegations against the senator.

“Contained therein are allegations of a fraudulent, corrupt and criminal nature involving Senator (Mrs) Iyabo Obasanjo-Bello (alias Damilola Akinlawo) then serving as a commissioner with Ogun State government and which concealment of her identity, in our view, was driven by the sole consideration of shielding her father, the former president of Nigeria, from being perceived as having breached relevant laws in the award of power projects indirectly to her daughter,” it said.
The company stated that the hearing of various cases on the matter has the potentials of placing the Federal Government in bad light before the international community.

It said: “We would therefore be grateful, without prejudice to the judicial process, if you would kindly cause your commission to investigate same with a view to ascertaining whether your enabling laws or any other related Nigerian laws were broken by Senator (Mrs) Iyabo Obasanjo-Bello, acting either for herself or on behalf of the then president.”

The documents also listed details about Iyabo Obasanjo-Bello’s trips to Austria, narrating how she joined Prince Awofisayo in Singapore after her trip to Jakarta, Indonesia in February, 2006.
When contacted by a national newspaper over the contract scam both Dr. Iyabo-Obasanjo Bello and Prince Albert Awofisayo had described the allegations as false and an attempt to tarnish their image. Senator Obasanjo-Bello said she was not directly involved in the business.

She said: “I know Prince Awofisayo. Sometimes ago, he invited me to be part of a business he wanted to do. Some of these proposals work, other times they don’t. Prince said I should not worry, that he would fund the entire project. I told him since I was a commissioner it could raise issues of conflict of interest. We agreed to go into the business all the same. Prince formed a company and did all the ground work.

We agreed that I should use a different name, yes, because in law there is nothing, wrong with that…”
On his part, Prince Awofoisayo said he was out of the country but would speak on the controversy as soon as he returned. He said the Austrian company had resorted to blackmail because of its failure to prove its case in a court of law.

Meanwhile, an Abuja based legal practitioner, Mr. Kayode Ajulo said Dr. Obasanjo-Bello risks a five-year jail term if convicted of the allegations of felony against her.
In a statement in Abuja, the lawyer said: “The macabre expression and approval of misdeed of misdemeanor by the first daughter of the erstwhile President (General Obasanjo), the one-time commissioner of Ogun State and presently the distinguished Senator of Federal Republic of Nigeria, Senator Dr. Iyabo Obasanjo-Bello aka Damilola Okanlawon, disguised nothing but an admittance of guilt of impersonation, corruption and to cover up palpable commission of crimes.

“Although her spin-doctors and fellow voyagers may delude her and equally want Nigerians to lap into the distorted conjecture that she is not liable for criminal misdeed, it is pertinent to point out that Section 484 of Criminal Code, Laws of the Federation provides that: ‘Any person who, with intent to defraud any person, falsely represents himself to be some other person, living or dead, is guilty of a felony, and is liable to imprisonment for three years.’

“Bearing in mind the novelty and inventiveness of her misdeed as those she falsely represented in this instance are allegedly her sister (Damilola) and mother (Ms. Okanlawon) vis-à-vis the fact that at the time of the commission of the crime Dr. Iyabo was a serving commissioner in Ogun State, holding a position of public trust and bound by provisions of Code of Conduct rules, Public Officers rules and other related statutes.

It is therefore indispensable that to appreciate the full weight of her criminal liabilities, a combined reading of the provisions of Chapter 2 of the 1999 Constitution, Public Officers Rules, ICPC and EFCC Acts will reveal an imposing commission of offence sanctionable by our laws.
“Section 15 (5) of the Constitution provides thus: ‘The State shall abolish all corrupt practices and abuse of powers.’

“The reasons for the impersonation are not far fetched. What else must be the reason for the daughter of a president and commissioner of health of a state to turn himself to LAGBAJA for pecunial gains?
“To circumvent the law and the system, to besmirch it, defile it and make fools out of the whole world with a full fledged premeditated conspiracy to cover up a perceptible crime.

“The theory of LAGBAJAISM as propounded by Iyabo Obasanjo-Bello PhD holds no water. It is patently cynical, contemptuously jaded, which is, in itself, a dishonoured affirmation from an apparent corrupt psyche.

“Corruption has no other name than corruption either in private business or public office and not a soul should be allowed to hide under any assumption of legality to escape chastisement.
“In the case of A.G. Ondo State Vs. A.G. Federation reported in 2002, Hon. Justice Mohammed Uwais (retd) stated the true position of the law and the mind of the Supreme Court when he held thus: ‘Corruption is not a disease which afflicts public officers but society as a whole. If it is therefore to be eradicated effectively, the solution must be pervasive to cover every segment of the society.

“One is somehow interestingly surprised by the timid position of the government and its law enforcement agencies since the receipt of the complaint against Dr. Iyabo. If the EFCC, ICPC and others are of the opinion that Dr. Iyabo has no case to answer then EFCC should, without hesitation, tender apology to Tafa Balogun, the late Maurice Ibekwe, Ade Bendel and Co. as they have no business being in prison.

“The Federal Government and her agencies should be guided by the dictum of Hon Justice Mohammed of the Supreme Court, in the above mentioned case reported in the Nigerian Weekly Law Report (Part 772) at page 347, where the noble law lord stated:

‘It is quite plain that the issue of corruption in Nigerian society has gone beyond our borders. It is no more a local affair. It is a natural malaise, which must be tackled by the government of the Federal Republic. The disastrous consequences of the evil practice of corruption has taken this nation into the list of most corrupt nations on earth…, ’

The battle over which promoter has direct business dealings with an Austrian firm, M. Schneider GMBH, among CPL Industries Limited, Falcony Nigeria Limited and Akiya Nigeria Limited, which is the company of ex-President Obasanjo’s children, shifted to Paris, France as one of them, CPL Industries Limited, took the matter to the International Court of Arbitration in Paris.
The legal battle started in July last year when M. Schneider GMBH and five others instituted a suit at the Federal High Court in Abuja.

Other plaintiffs in the matter were: M.Schneider Energy Nigeria Limited, Falcony Nigeria Limited, Andreas Tenhuber, Michael Tenhuber and Olu Obikoya.

The defendants in the suit were Prince Albert Awofisayo, CPL Industries Limited Akiya Nigeria Limited (firm of Obasanjo’s children), Ms. Damilola Akinlawon and Mr. Richard Awofisayo.
However, Falcony Nigeria Limited and Schneider GMBH were said to have instituted another suit at the High Court of Lagos State, while arbitration discontinues in the one filed at the Federal High Court in Abuja

Just for the record, am posting relevant sections of the companies and allied matters ( CAMA) act to nullify iyabo's claims

Section 292 (1) cama: " Every company shall keep at it's registered office, register of its directors and secretaries

Section 292 (2) cama : " The register shall contain the following particulars with respect to each director, that is to say HIS PRESENT FORENAME AND SURNAME, ANY FORMER FORENAME AND SURNAME, his usual residential address, his nationality, his business occupation, if any, particulars of any other directorship held by him and the DATE OF BIRTH

Now if iyabo used an alias name to register the company and act as a director of the company, is it not in violation of section 292 (2) cama? Because obvious the name is fake, address is fake and date of birth is fake. So therefore, she is not a director of that company because she has contravened this section.

Section 82 cama : If anyperson falsely and decietfully impersonates any member of the company and thereby obtains or endeavours to obtain any benefit due to such member, he shall be guilty of an offence and liable on conviction to imprisonment for a term not more than 7 years or a fine.

If iyabo has registered the company under another name which is fake and not existing and she is actually obtaining or endeavouring to obtain a benefit from the company which she isnt a member, isnt she in violation of section 82?


Bottom line, she is not a director of the company and if she is not, it remains only 1 person since she said the company was formed by only 2 of them and a company can only be formed by a minimum of 2 directors. So therefore, the company doesnt even exist under the law

AFRICOM: Why Nigeria Backed Down

FRESH facts have emerged as to why Nigeria decided to cooperate with the United States government on the idea of setting up an African Command on the African soil.

Strategic, economic interests that are futuristic by all accounts may have informed the decision by the Federal Government to extend its hand of fellowship to the American government towards the setting up of the United States Africa Command (AFRICOM).

Nigeria had earlier resisted the coming on board of the command on grounds that it was capable of impugning on its sovereignty with attendant security implications.

The Council of State, chaired by President Yar'Adua, had strongly voiced its opposition to the command. Thereafter, Foreign Affairs Minister, Chief Ojo Maduekwe, who was part of the President's delegation to the US, restated that Nigeria was not favourably disposed to the idea of the presence of US troops on African soil under the auspices of AFRICOM.

On the other hand, the US Department of Defense had said the command was being created to build the capacity of African partners in pre-empting conflict and for peace efforts' surveillance.

But after meeting with the US President George W Bush at the Oval Office two weeks ago, President Umar Musa Yar'Adua said Nigeria was willing to cooperate with the US on AFRICOM, stressing that the move was in the greater interest of the Nigerian nation and its people.

High level diplomatic sources confirmed to The Guardian in Abuja that Nigeria buckled under serious diplomatic pressure from the world's sole super power, "as part of a new understanding that can fence-off a likelihood of a gun-goat diplomacy that might be the end result of a long-drawn disagreement between the two countries on the matter."

Speaking on the Nigerian volte face, a senior Foreign Affairs source stressed yesterday that the Federal Government move is expedient giving the intractable security situation in the Gulf of Guinea and the complexity added to the militarisation of the Niger Delta.

The official said: "Nigeria had clearly become a borderline. It would be inadvisable to wait for a conflagration before taking what is generally known as progression action. The world is arranged in a hierarchical, anarchical order.

"So, as we fight the economic war, we must take cognizance of what our neighbours are planning and be on top of it. If we do not take care of that end, then they can harbour fifth columnists."

The official continued: "As we know it in government diplomacy, Condon Santire - the era of keeping even our enemies at bay rather than fighting them. Our borders should be zones of peace, not zones of belligerence.

"It is, however, envisaged that Nigeria will continue to review its current stand as other dynamics of international politics unfold. It is a strategic move. It was not a presidential fiat. All relevant government arms, including the intelligence wing, were consulted."

Observers also maintained at the weekend that the decision by Nigeria to cooperate with the American-sponsored AFRICOM was precipitated by the acceptance of Liberia to provide a military base for the take of the command in West Africa, whereas Nigeria is the leading regional power from whose benevolence, Liberia had severally basked.

Last month, the executive arm of government had sent a memo to the National Assembly on a proposal to forgive Liberia's debt. The move was interpreted as last minute carrots by Nigeria aimed at dissuading Liberia from providing a base for AFRICOM.

But when President Yar'Adua spoke on Nigeria's new position in Washington, he did not betray any of these strains. He maintained that security was uppermost on his mind.

The President said: "We have discussed on security issues; security within Nigeria, the Niger Delta, the Gulf of Guinea and peace and security on the African continent.

"We shall partner AFRICOM to assist not only Nigeria but also the African continent to actualise its peace and security initiatives. It is an initiative to have standby forces in each of the regional economic groupings in Africa."

The President did not give finer details of the discussion on AFRICOM, which include whether Nigeria will be used as the command's base. Experts, however, think that Nigeria's acceptance of the command is capable of influencing other African countries.

The romance between Nigeria and AFRICOMN is a clear departure from the leaning of earlier administrations, which the Yar'Adua government initially toed.

In the early sixties, the government of Alhaji Tafawa Balewa stridently resisted attempts by the withdrawing colonial powers to have a defense treaty with Nigeria. Defence treaties are conterminous with military bases.

Many times in the Second Republic, President Shehu Shagari rejected moves to have Nigeria militarily aligned with either the West or the then Soviet bloc.

And during the subsequent military regimes of Generals Muhammadu Buhari, Ibrahim Babangida, Sani Abacha and Abdulsalami Abubakar, Nigeria gradually consolidated on her aloofness to the idea while pursuing its medium-power course.

Greater cooperation in the military sphere was, however, resuscitated at the return of civilian rule in 1999.

The Olusegun Obasanjo administration had opened up the "friendship wing" of the Nigerian military, as the US government, following the visit of its Defense Secretary, William Cohen, announced that it was spending $10 million on the Nigerian military.

When the country's Under-Secretary (political affairs), Thomas Pickering, visited, it was again announced that the US would quadruple its support for Nigeria.

The support had since been expanded in year 2000 under the headings: spare and repair parts, technical library, instructor pilot training, maintenance (avionics & aircraft), classroom equipment as well as the broad idea of a Standard Simulation Centre

In a message of congratulations, Mandela said: "Our experience of Comrade Zuma is of a person and leader who is inclusive in his approach, a unifier and one who values reconciliation and collective leadership."

''This is because there is a clear link between that N27 billion contract and the N3.5 billion power contract which M. Schneider and Co. later obtained from the Federal Government,'' AC said in a statement issued in Abuja yesterday by its National Publicity Secretary, Alhaji Lai Mohamed.

It said the issues that should interest the country's anti-graft agencies and the National Assembly, include the following:


The 27 billion naira hospital refurbishment contract.
(a)Did the N27 billion contract pass through due process? Why was the Federal Ministry of Health sidelined in the award of that contract by the Presidency? What is so critical about the contract that the Ministry of Health cannot handle?

(2) How well or otherwise has the N27 billion contract been executed? Did Nigerians get value for that huge sum of money?

(3) Can the Presidency under Olusegun Obasanjo prove that it did not influence the award of the contract to Vamed because of the business ties between Awofisayo and Iyabo Bello Obasanjo?

(4) Since Iyabo Obasanjo-Bello was a serving Commissioner in Ogun State when she travelled to Austria to sign the Memorandum of Understanding (MOU) and Joint Venture Agreement with M. Schneider, as a representative of her company, Akiya Nig. Ltd., (which was awarded 10 per cent shares and 10 per cent commission) does the Code of Conduct Bureau allow a public official to engage in such deals?

(5) Did she not commit perjury and impersonation by using a pseudonym (Damilola Okanlawon) at the signing of that MOU and Joint Venture Agreement (even though she lodged at the hotel in Austria under her real

name), and at the Corporate Affairs Commission (CAC) where the company, Akiya Nigeria Ltd., was registered?

(6) What did former President Obasanjo, know about the business partnership between Awofisayo and his daughter, which was consummated solely for the purpose of using her company to obtain contracts from the Federal Government, as information at our disposal shows?

Other puzzles raised by the AC are:


When the business relations between M. Schneider and its Nigerian partners went sour, why did the Nigerian subscribers, using a new company - Nigeria Transnational Energy Ltd - attempt to take over the contract? When their efforts failed, didn't the government of the former President cancel the contract to punish M. Schneider and protect Iyabo's interest?

Even if former President Obasanjo claims he did not know Iyabo had an interest in Akiya/M. Schneider, what happened to the much-touted due process under him that it could not detect her involvement in Akiya?

Is there any relationship between the messed-up power contract and the current blackout being suffered by Nigerians?

Why did Awofisayo buy an N11million Sport Utility Vehicle (SUV) for Iyabo shortly after Vamed won the contract, if she did not influence its award?

What has the EFCC done since August 2007, when it was intimated with the sordid contract details in a petition sent by M. Schneider?
The party said the revelations so far about the alleged sordid deals during the Obasanjo administration " are a tip of the iceberg. We in the AC believe that these revelations and those to come will support our strong conviction that Obasanjo ran the most corrupt administration in the history of Nigeria.

"The former President is fully aware of this, hence his failed attempt to sit tight in office through the ill-fated third term.

The party renew its call for an expansive probe of the Obasanjo years.

I am not a lawyer and don't know the constitution that much, but it does appears that her
actions where intended to mislead and to mask any appearance of conflicting interest. Its a bombshell of a scandal, but assuming no contracts were actually awarded to her outfit, I don't see her doing any time for the alleged offense.

AMID escalating diplomatic feud, Moscow yesterday cancelled a London exhibition of French and Russian masterpieces, saying Britain had failed to guarantee their safe return in the latest diplomatic row between the two countries.

Britain failed to persuade Russia to loan the 120 works by French and Russian painters, including Matisse's "The Dance", said the head of the Federal Agency for Culture and Cinematography, Mikhail Shvydkoi.

A statement issued in Lagos yesterday by the National Publicity Secretary of Afenifere, Mr. Yinka Odumakin, noted that there had been allegations against former president, Chief Olusegun Obasanjo’s administration, adding that his children could not distinguish between Nigeria and Otta farm.
Afenifere said the Austrian scandal involving Iyabo was a  reflected Obasanjo’s “weak moral standard”.

According to the statement, "Without prejudice to the subsisting case at the International Court of Arbitration, Paris France, Conference of Nigeria Political Parties hereby reaffirms our position that President Umaru Yar’Adua is shielding corrupt officials, especially ex-president, Chief Olusegun Obasanjo and ex-governors.
"It is appalling that if the deal had not gone sour, we could have been kept in the dark in a 15,673,356.60 euros and 762,976,093.00 naira deal, concerning electricity, a vital segment of our 2020 quest to industrialise the country.”

“The allegation of the N3.5 billion contract shows the hypocrisy at the time. It showed that the war against corruption was just an attempt to divert attention from what was going on at the background,” Oyegun said.

“If the story as published is true, it is an unfortunate dimension to who has legitimacy in governance. If it is true, our intelligent and security outfits, I mean the EFCC and the ICPC have to verify the claims and come up with genuine findings. I also imagine that we are about to witness the exposure of perfidy that has overrun Nigeria in the couple of years. If this story is true, it shows whether Nigeria wants to be taken seriously in the comity of nations or not,” Opadokun said.

"What a shame that a very incompetent company going by the account of Chief Albert Awofisayo, the mastermind, was awarded strategic substations of the Integrated Power Projects in the Niger Delta-Line-Bay- Obudu and Benin- North?" CNPP said. adding: "it is our considered view that the M. Schneider contract scam has exposed the planlessness and squandermania that is the hallmark of the Chief Olusegun Obasanjo regime.Chief Obasanjo and confederates pretended in awarding fictitous power contracts.
"How can a patriot award huge contracts of seven power projects of 300 mega watts per station at $1m per mega watt, without concrete and credible substations or transmission lines and gas pipeline contracts?” the group asked.

Former governor of Ogun State, Chief Olusegun Osoba, said the allegation could not be true.
“I hope it’s not true. If it is true, it will be unfortunate. I will want to see thorough evidence. If it’s true, it will be most unfortunate,” he said.
