Do you know what is a CTC at all? Which section of the Code of Conduct Act prevents the Bureau from giving out CTCs? It function is to have custody of the form and the Evidence Act place an obligation on the Bureau or an department having custody of a document to give out CTCs to applicant on the payment of fees.
