Boko Haram’s leader Abubakar Shekau has
mocked President Muhammadu Buhari in a
new audio message released on August 15,
Saturday.
In the 8-minute audio message purported to
be from Shekau, the speaker who introduced
himself in the Hausa language as the “leader
of the west Africa wing ” of Islamic State (IS),
defined President Buhari as an ostentatious liar
who they will definitely fight.
It should be noted that Buhari, who came into
power on May 29 promising to end Boko
Haram had last week ordered his army chiefs
to end the insurgency in three months. But Shekau has pledged to continue to fight on until the sharia law is established in every part of Nigeria. He said: “This ostentatious person, a liar — I mean Buhari, who raised arms to crush us in three months. You Buhari, why didn’t you say in three years?” “We will certainly fight you by the grace of Allah until we establish Allah’s law everywhere on Earth.” The Boko Haram leader also rebuffed claims by the Chadian leader Idriss Deby that he is dead. The Sultan of Sokoto, Alhaji Sa’ad Abubakar
has advised President Muhammadu Buhari to
send all those found guilty of corruption to
jail.
Speaking at the National Security Conference
on: ‘Community Partnership Approach to
Internal Security and Crime Management’
organised by the police and Sun newspapers,
in Abuja the Sultan said the guilty ones must
be prosecuted, PM News reports.
“All found culpable of corruption should not
only forfeit their assets but should go to jail.
We are 100 per cent in support of your fight
against corruption in the country,” he said.
Abubakar stated that traditional rulers had
been instrumental in the maintenance of

The Nigerian army appoints a new commander for struggle against Boko Haram. From now the Operation Lafiya Dole commander is Major General Yusha’u Mahmood Abubakar. The acting director of army public relations, Colonel Sani Usman, in a statement said that one important point to note is that this is the first time the Nigerian army in its history is deploying Corps Headquarters in the field adding that the appointment is with immediate effect. The statement notes that until this appointment, he was the commander of Nigerian Army Armoured Corps. “Although it is a unified command coordinating 3 and 7 Divisions of the Nigerian Army as well as other elements of Operation Lafiya Dole,” it says. The military operation in the fight to conquer Boko Haram Operation Lafiya Dole is renamed Operation Zaman Lafiya. The change of name was to send a strong message to the dreaded Islamist group that the military was unrelenting in the fight to end the insurgency. The Academic Board of Yaba College of
Technology, Yaba, Lagos, has expelled 73
students of the college for presenting suspected
forged results.
A statement issued by the college made available
to the News Agency of Nigeria (NAN) on Sunday
said that the affected students were those
pursuing part-time programmes for National
Diploma and Higher National Diploma.
Signed by the Deputy Registrar of the college, Mrs
Titilayo Obadimu, the statement said the affected
students registered for 2013/2014 academic
session.
According to the statement, the results are
discovered during the verification exercise of
Senior Secondary School Certificates and National
Diploma results.
It said further that 46 students for National
Diploma and 27 students for Higher National
Diploma were affected.
“All affected students are advised to hand the
property of the college in their possession,
including student identity cards, to their various
heads of department, the librarian and the dean of
students’ affairs with immediate effect,’’ it said.
Mr Charles Oni, Head, Public Relations Unit of the
college, told NAN that the college had zero
tolerance for all forms of malpractices and social
vices.
He said that all documents presented for
admission into the college were always subjected
to rigorous screening.
He, therefore, urged prospective students to steer
clear of malpractices, including results’ forgery.

I am moved to write this piece after reading an
article in the VANGUARD of Thursday, August 6,
2015 by Is’haq ModibboKawu titled, “ Bukola
Saraki in Maiduguri: Tentative first steps for 2019
Presidency”. It is evident that the article reeks of
hate and seems aimed at either getting President
Buhari to regard Saraki his enemy, or fortifying
whatever grievances might exist, if that is the
case. That is sad, because in no way does that motive contribute to nation-building, and in no way does it help Buhari whom history will ultimately hold responsible for what becomes of Nigeria from May 29, 2015. It is true we are in a democracy and people should have freedom of communication, but I believe we should exercise some self-control in the enjoyment of the freedom. I do not know the author in person or even by reputation, but I bet he seems to have some personal ‘agro’ against Saraki. I met Saraki sometime in 2011 after he became Chairman of the Senate Committee on the Environment. I as well as others in the civil society engaged with environmental issues in Nigeria were pleasantly surprised to be invited by that Committee for interaction. Saraki sat through the meetings with a note book in which he took copious notes as people made contributions. He also enriched the conversations by asking poignant questions. He was very civilized and we had the impression that he is educated in the real sense. It was this very positive impression that Saraki made upon my colleagues and I that encouraged my organization and others to take a closer look at the state he had just left as governor. About that time, some international organizations asked us to advise on states towards which they could direct their interest in development activities. From our analysis, Kwara was highly recommended. The points that counted for Kwara included accessibility by air from Lagos/ Ibadan and Abuja, having minimal security challenges, and a very positive civil service and receptive government. I am not sure how much of these were put in place by the governments before Saraki became governor of Kwara State. We subsequently took specific projects into rural communities in the state. Before doing that we approached his office in the Senate, and were introduced to an officer who took responsibility to lead us into Kwara. The government of that state received us in a very professional manner. Kwara was one of six states in which we unveiled the National Adaptation Strategy on Climate Change. During this period, Saraki’s name resonated so much in urban as well as rural areas of the state. With respect to the article I read which I consider unfair, there are some specific observations to make and I itemize few out of the lot of them as they appear in that article. The first is the title of the article: “Bukola Saraki in Maiduguri: Tentative first steps for 2019 Presidency”. My reaction would be that if truly Saraki’s Maiduguri trip is part of his seed planting towards the 2019 presidency of Nigeria, then it is commendable. Nigeria can ill-afford a reluctant President in 2019, or whatever other year for that matter. We’d rather an aspirant that has his sleeves rolled up and is tirelessly working towards actualizing his dream than one that suddenly wakes up one morning in 2019 to tell us that he is running for presidency in response to pressures from his people. Better to have presidential aspirants with hunger in their bellies and fire in their eyes which are fixed on a faraway goal than have 2019 overnight microwave presidential aspirants that treat the race to our much- cherished Aso Rock Presidential Villa like an after-thought. The author had complained about the fact that “… most newspapers carried a syndicated picture of the ‘august visitor’ waving to the IDPs.” To that I ask, is that strange? Isn’t that what you see in governments including more mature democracies? What is wrong with this, one dares ask? The author further inveighed that Saraki’s ultimate goal “remains presidency and he can’t even wait for 2019 before beginning to show his hands”. To this I say only a fool interested in 2019 presidency will wait till 2019 to start showing his hands. Is the office of the President of Nigeria not serious enough to warrant long- term thought and work? President Buhari provides a good and recent example of a long- distance runner in the presidency race and if, as the writer of that article tried to portray, Saraki’s Maiduguri trip was indeed his first step in a four- year marathon, then it should be a plus, not a minus as the writer inveighed. People with political ambitions should be encouraged to show their hands early. That way, the society gets them to act with a greater sense of responsibility than might have otherwise been the case. Another difficult assertion to accept is to the effect that the distinguished senator “is fighting a battle against public perception because in many quarters in Nigeria, he has not been able to live down the feeling that he betrayed his party”. To this I say perhaps “many quarters” but certainly not majority of Nigerians share this sentiment. I believe majority of Nigerians prefer inclusive broad-based governance that reflects the country’s diversity, rather than governments that are highly skewed and based on an ideology of exclusion of sections of the country. The writer’s anger was revealed the more when he stated that Saraki “remains defiant and continues to ignore the APC and PMB’s openly expressed preference that APC senators bow to party supremacy; he fills positions with members of his own group, daring the party and PMB to do the worst!” I see this as simply meant to incite. Sensible Nigerians remember President Buhari’s statement after the election of the Senate President and Speaker House of Representatives on June 9, 2015. Our much respected President took the view that a constitutional process occurred. He accepted those elected, and said that he did not have any preferred candidates for the Senate and the House of Representatives leadership, and that he was willing to work with whomever the lawmakers elected. The Presidency is a serious office and cannot issue public statements that are meant for nothing. It is an honourable office and Nigerians want to believe it ended with that. If the President goes on after that date and that statement to antagonize Saraki, that is a minus for Buhari among honourable people. I refuse to believe the hidden insinuation of that writer that our President who is noted point above is another vexatious one which stated that Buhari publicly ignored the Senate President at the Abuja Eid praying ground. To this I wail, the Nigerian President publicly ignoring the Nigerian Senate President elected within the laws of Nigeria as acknowledged by the Nigerian President! Who loses? Who becomes a smaller man by that, if that was really the case? Anyway, I doubt that it’s fact. He further asserted that Saraki missed the photo-op with President Barack Obama by not accompanying Buhari to the United States. This can’t be serious. How many times have we seen Senate Presidents going on foreign trips with a country’s President? That “…Bukola Saraki, unable to secure an audience with PMB, was corralling the Emir of Ilorin to service to find every opportunity for him to get to see the President.” This is commendable. He who seeks peace means well. That “…he nevertheless continues to defy the same President and party in respect of the extant problems arising from his demarche on June 9.” Shaking my head in disbelief, I ask: But where is the proof of defiance to the President? Has Buhari asked Saraki to resign as Senate President? Or is this suggestive of a possibility that the statement issued after the election of Saraki as Senate President was not with the knowledge of the President? Is there a crack in the Presidency? The apparently angry writer complained that OlisaMetuh of the PDP had asserted that they were working for Saraki’s return to the PDP. Now, I wonder what is strange about that. I would expect PDP to work for the return of not only their former members, but other senior APC members as well. Recall that APC lured them away from PDP. What is wrong with PDP doing the same? The writer also accused Saraki of “… embarking on the next chapter of his own personal agenda for presidency…” But who, among the big names in Nigerian politics, does not have a personal agenda? Is it Buhari, Tinubu, Atiku, or who? What is peculiar with Saraki having a personal agenda? The following comment in the article is perplexing: “…instead of working to further enhance the North-Southwest alliance, these shortsighted and opportunistic Northern politicians who bought into Bukola Saraki’s anti-Tinubupropaganda endanger PMB’s CHANGE Agenda and willy-nilly, have become as disruptive as Bukola Saraki and are working for his personal agenda NOT the interest of Northern Nigeria or those of our country, in the long run.” This, to say the least, is scandalous. Is Mr Kawu by any means implying that the whole essence of Buhari’s government is to exclude two of Nigeria’s six geopolitical zones? Federal Character and inclusiveness are products of Nigeria’s political history, and Constitution which the President swore to uphold. Is he stating that Buhari is implementing a policy of exclusion? That frightful comment forces one to compare what PDP did for geopolitical zones in which they did not do well in presidential elections with what the author appears to certify the APC as doing now. Is it possible that a trend has emerged with two contending visions/ideologies – those who want an inclusive Nigeria (PDP and APC elements like Saraki and Dogara), versus the APC apostles of exclusion? The writer had asserted that, in his own words, “By getting Ike Ekweremadu into the loop as Deputy Senate President, and contrary to the norms of Senate in respect of ranking, also making Godswill Akpabio Minority leader, BukolaSaraki will claim his political IOU in 2019”, Not done yet, he added that Saraki will “posture as having given the South-East and the South- South recognition and platforms of relevance, when they ordinarily would have lost out in 2015, for voting against the APC and PMB.” This line of writing and, particularly, the reasoning that produced it are as unfair as they are scary. If that writer represents the view of the anti-Saraki APC, then it is saddening to note that APC still has not appreciated that the votes secured by former President Goodluck Jonathan in South-East and South-South could have been higher if it were not for the hardwork and determination of APC leaders and members in those zones. Now these valiant men and women who fought for their convictions appear to have been made to lose their voices by the emerging scenario in their otherwise beloved APC. People are asking what Ogbonnaya Onu, Rochas Okorocha, Chris Ngige, Rotimi Amechi, and others who were very vocal in asking the South-East and South-South to come along with the APC have to offer as explanation for what is happening. What sin has the South-East, the South-South and Saraki committed? The Nigerian National Petroleum Corporation,
NNPC, yesterday, stated that its ongoing
restructuring was designed to reposition its
operations and refineries to profit-making
ventures. This was even as the NNPC denied claims that it was pursuing an ethnic agenda in the ongoing restructuring of the corporation. The NNPC, in a statement issued after an interactive session with the top management of the Corporation in Abuja, disclosed that it is poised to ensure that all its refineries are run efficiently and profitably to meet the energy needs of the country. Speaking at the forum, Group Managing Director of the NNPC, Mr. Emmanuel Kachikwu, stated that the days when the Corporation was perceived as a civil service organization instead of a Corporation were over. According to him, the Corporate Service Unit and all the Strategic Business Units of the NNPC would henceforth be run as profit centers. To this end, Kachikwu solicited the support of the management of the NNPC and its subsidiaries in closing the skills gap and in turning the fortunes of the Corporation around. He stated that efforts are in top gear to create a conducive working environment for members of staff, adding that for the NNPC to transform into a profit center like its peers in other climes, the morale of the work force must be high. He urged the management to provide leadership by example to the workforce while adding that sectionalism, tribalism and any form of non- transparent transactions must be completely stamped out of the NNPC. He also appealed to members of staff to act as change agents, assuring them that in the next 60 days some of the strategic targets would be translated into concrete milestones to the appreciation of all Nigerians. Commenting on claims that it was pursuing an ethnic agenda, the NNPC disclosed that its recent appointments and retirement were done with the approval of President Muhammadu Buhari and in compliance with federal character principles. A Nigerian Anglican Archbishop, Josiah Idowu- Fearon, has told the BBC that christian leaders in the country thwarted government’s efforts a combating militant group, Boko Haram, because of they believed Muslim leaders were in support of the militant’s activities. Josiah Idowu-Fearon, who has just resumed as the new secretary-general of the Anglican Communion, is reputed for promoting dialogue between Christians and Muslims in the country. According to the archbishop, efforts to maintain unity among the two main religion, were undermined by some christian leaders who he accused of failing to engage with their Muslim counterparts. “We warned the leadership in my country, the Christian Association of Nigeria: ‘Let us listen to the Muslim leadership, because the leadership is not in support of Boko Haram. Oh no no no,’ they said, ‘they are always deceiving us. They are all the same,'” he said. He however revealed that their attitude has now changed, but after so many lives have been lost. He said: “Now they are singing a different tune… I tell you more Muslims have been killed than Christians in the north-east of Nigeria.” Perhaps it is no surprise that Archbishop Idowu-Fearon decided to leave Nigeria and take up his new role as secretary-general of the Anglican Communion. He also revealed that his attempts to promote unity between Christians and Muslims in the face of Boko Haram’s attacks were not always welcome, even as he said the church of Nigeria distanced itself from him when he was appointed in his new role. Meanwhile, the federation of Muslim Women’s Associations in Nigeria ( FOMWAN) has condemned calls to ban hijab in northern Nigeria . Buhari has proven himself as an avid hunter I don’t like lions. Their hunt bores me stiff. On sighting a prey, they go too swiftly, too brutal and aim for the thyroid. In seconds they break the wind pipe of their prey and pronto, dinner is served. No real drama, no teasing, all sheer speed and downright efficient killing. One of my favorite hunters is the Hyena. They are pretty much more patient than the vulture. They can chase a prey for days on end, at the end the prey is worn out and more or less surrenders itself as dinner. There is a sense of drama in their hunt. The prey at the beginning of the hunt is quite agile. The pack of Hyenas knows that it is a matter of time before the prey starts losing strength. Like marathon runners from Kenya they keep up the pace behind the prey. President Muhammadu Buhari has proven himself an avid hunter. His persistence in repeatedly contesting the Nigerian presidency has all the markings of the skill of the hyena. He kept at it even against all possible odds. To the amazement of many of us, he has finally succeeded. How Buhari’s hunt for immorality may influence Nigeria But now, the hunt for the crown of presidency has been won and a new hunt must start. The new hunt must be the hunt for immortality. His team has since realised that the easiest way for the president to attain immortality in the minds of his avid supporters is to continuously mock, humiliate and ultimately destroy ex- president Goodluck Jonathan. For this hunt to excite his teaming fans, it must not be the lions hunt. If he hobbles Jonathan swift and fast, even if it leads to Jonathan receiving a life imprisonment, he would have made a gross political mistake; he would have made a martyr out of Jonathan. The sight of a Jonathan in chains, whilst it will no doubt excite the minds of most Jonathan haters, will immediately win a lot of sympathy from the neutrals for the genial Jonathan. The angst of the keen Jonathan supporters will also be kindled; invariably a bit of violence may sprout in the creeks. Worse still, the immediate hobbling of Jonathan will lead to calls for more blood from ferocious Nigerians. The thirst can only be satiated if other big fishes such as former president Olusegun Obasanjo, former vice president Atiku Abubakar and former Lagos state governor sen. Bola Tinubu are also crushed in the process. That will be a massive cull fest that may prove too big for the appetite of moderate Nigerians. Buhari guarantees place in history by slow probing of Jonathan So the plan has to be obvious: make the probing of Jonathan the center piece of the policy of this government and do it very slowly. This government really does not need to tar roads, construct railways, work on the power situation or indeed carry out any other form of governance to be hugely successful. Just keep on probing Jonathan and the place of this administration is guaranteed in history. Already, it appears as if the President has gotten the hang of it. Prior to his inauguration he made it clear that he will probe Jonathan. When he went to United States he announced to the whole world in an article that under Jonathan, one million barrels of oil was stolen daily, he made the unnecessary error of reducing this figure in an NTA interview. Since then the reiteration of plans to probe Jonathan has become a weekly affair. The press statement is usually released after the president has met with one group or the other. He will of course reiterate his commitment to recovering all the Jonathan loot. As of the last count this mysterious loot was said to be $150Billion. The time for their arrest must be very close to the next election. By then his supporters will be defined as the supporters of corruption, whilst the supporters of the president will have the higher moral high ground. By hobbling Jonathan, PDP is invariably reduced in the minds of “right thinking Nigerians”, who know that corruption is the exclusive preserve of the PDP. By slowly bamboozling and teasing Jonathan, the President will walk straight into the Nigerian hall of fame as the man who crushed corruption. President Buhari has sacked the Nigerian Ports Authority (NPA) boss, Alhaji Sanusi Ado Bayero. Vanguard reports that the termination of the NPA managing director came with immediate effect. According to a statement by the presidential spokesperson, Mr. Femi Adesina, Bayero has been directed to hand over the management of the NPA and all government property in his possession to Mr. Habibu Abdullahi who has been reinstated as managing director of the NPA by Buhari. The President also wished Bayero well in his future endeavours. Alhaji Ado Bayero is the eldest son of the late Emir of Kano, Alhaji Ado Bayero. The West African Examinations Council, WAEC has released the May/June 2015 WASSCE results, withholding the results of students in 13 states that are owing the Council. The Head of Nigerian Office, Mr Charles Eguridu who disclosed this at its Yaba Office said:”Out of 1,593,442 candidates who sat for the examinations, only 616,370 candidates, representing 38.68% obtained credits in five subjects and above including English Language and Mathematics.” Justifying the slight improvement in the results from previous years, Eguridu said that in 2013, a total candidates who obtained five credits in English and Mathematics were 639,760 representing 38.30 per cent. He said, in 2014, 529,425 representing 31.28 per cent obtained five credits in English and Mathemstics. Meanwhile, Eguridu said that 6 states among the 19 states that are owing the Council have paid their debt, left with 13 states. The HNO who refused to disclosed the names of indebted states explained that he would not want politicians to hijacked the situation against their opponents. He, however noted that if any of the states that are owing can get an advanced payment guarantee from any reputable banks, students results in such states will be released. His words: ” I alerted the nation on the challenges which the Council was facing in Nigeria as a result of this indebtedness, and its adverse effects on our operations. I had stated then that the Council may be constrained from releasing the results of government-sponsored candidates of the affected states. “After my pronouncement, a few of the debtor states responded by paying their debts fully or partially; while a few others made promises, indicating their willingness to pay as soon as they are able to do so. Others have not made any efforts in addressing the matter. “After reviewing the situation, the Council has decided that the results of government-sponsored candidates of indebted states would be released if such states endeavour to produce bank guarantees, so that the Council will be assured that the fees will be paid. This decision is in appreciation of the general prevailing economic challenges in the country, and in order not to jeopardize the educational careers of the candidates of the indebted states.” He said that the results of 118,101 candidates, representing 7.41% are being withheld in connection with various cases of examination malpractice. According to him, the cases of such students are being investigated and reports of the investigations will be presented to the Nigerian Examinations Committee (NEC) of the Council in due course for consideration. Also, he noted that a total number of 109 blind candidates registered for and sat the examination. From this figure, 20 candidates, representing 18.34% obtained credit in 5 subjects, including English Language and Mathematics. In the brake down of results, Eguridu said: “A total of 1,605,248 candidates registered for the May/June 2015 WASSCE, out of which 1,593,442 candidates, consisting of 864,096 male and 729,346 female candidates sat the examination. “Out of the total number of candidates who sat the examination, 1,498,069 candidates, representing 94.01% have their results fully released, while 95,373 candidates, representing 5.99% have a few of their subjects still being processed due to some errors mainly traceable to the candidates and schools in the course of registration or writing the examination. ” Such errors are being corrected by the Council to enable the affected candidates get their results fully processed and released subsequently. “Of the total number of candidates that sat the examination, 758,849 candidates, representing 47.62% obtained six (6) credits and above; 949,862 candidates, representing 59.61% obtained five (5) credits and above, while 1,114,988 candidates, representing 69.97 % obtained credit and above in four (4) subjects. In addition, 1,295,915 candidates, representing 78.81% obtained credit and above in three (3) subjects, while 1,376,743 candidates, representing 86.40% obtained credit and above in two (2) subjects. SEVERAL banks, discount houses and the Asset
Management Corporation of Nigeria (AMCON) are
complying with the directive of the Central Bank
of Nigeria (CBN) to have the names of their loan
defaulters published in newspapers with effect
from this August. The amount involved is about
N13trillion.
The “name and shame” strategy came against the
backdrop of apparent failed attempts to recover
the outstanding loans over a long period of time,
far beyond their tenors.
The failure of the recovery options is also evident
in the fact that only few of the 113 bad debtors
that the Central Bank of Nigeria (CBN) barred
from further borrowing from banks two years ago
have been able to repay their loans taken over by
the Asset Management Corporation of Nigeria
(AMCON).
Some observers have noted that this is not the
first time the CBN will be publishing a list of bad
debtors. It did same in the early days of Sanusi
Lamido Sanusi’s regime as CBN Governor in
2009. It didn’t achieve its objective. Rather it
ended in controversy as the list turned out to be
lacking in credibility and thoroughness. But this
time the apex bank is not doing it. The banks are
doing it directly.
Statistics of the bank debtors show that those
affected are the big borrowers who are less than
one per cent of the borrowing population but
which actually hold over 70 per cent of the total
N13 trillion bad loans.
The resort to “name and shame” has attracted
some criticisms as much as it has been hailed
amongst industry stakeholders. Some argue that
“name and shame” is unorthodox and
unprofessional. Other opponents also warn that
due consideration should be given to the legal
implications. Yet others note that some defaults
came as a result of genuine, irreversible business
failures.
While we appreciate the shortcomings of the
“name and shame” strategy, we are seriously
concerned that failure to do something might
plunge the financial sector into a great disaster.
The cost of the possible collapse of the financial
sector is far heavier on the populace than the
reputations of a few recalcitrant, chronic debtors.
The truth is that some defaulters have simply
decided not to pay their debts. This group, when
identified, must face criminal prosecution after
being exposed.
The right of lenders to recover their money must
be upheld in the overall interest of the economy.
Entrepreneurship is about risk taking. If you fail
you bite the bullet.
We expect both the lender-banks and the CBN to
approach this drive to recover loans with the
greatest respect for the banker-customer
contract, and also take into account the overall
