Ebonyi in the past 4 years have gotten more development than ondo, Ekiti and even Kwara individually even with lesser allocation.
Delta state is like Lagos, more developed but economically and otherwise than the states you listed above even though they have higher allocation. after all we can use that for Lagos too.
Check the stats of most developed states in Nigeria, Delta comes before the states you listed.
and for Enugu, we all know that it is more beautiful than all the states you listed above and more developed. note: they have almost same allocation with the aforementioned states by you.

Akpabio was never a catalyst of development in Akwa Ibom state, instead he deviated from the initial ex Governor Obong Victor Attah developmental plans and also left plenty loans for Udom to pay which the poor man tried his best to clear and now Udom is following the initial development plan of Obong Victor Attah.

let check the best performing states, the nearest states, the state with the highest FDI after Lagos and you will see it is akwa ibom.
from 2007 till 2020....the fastest developing state has been akwa ibom state. not Lagos, not Kwara, not Ekiti, not ondo but Akwa ibom
