First, you cannot receive payment with a Nigerian PayPal account...You can only make payment. That's why you see people getting trusted exchangers to use when withdrawing.

Next, I guess PayPal and Payoneer stand independent from each other. You do not need PayPal to withdraw using Payoneer and vice versa.

So, you can either use PayPal or Payoneer at your discretion.
