Federal Government is planning a forensic and deoxyribonucleic acid laboratory for the police as part of strategies to combating the nation's security challenges. Minister of Police Affairs, Caleb Olubolade, who said this during the unveiling of the 2013 Police Week Celebration in Abuja, on Monday, noted that a Presidential Committee had been set up to assess the state of the forensic laboratories currently in use by the Police and other security agencies in the country. Olubolade said the committee would advise the Federal Government on the modalities for upgrading the available ones and the technical and financial implications of establishing new ones in line with global standards. The committee, he added, would examine all laws relating to forensic services in the country, with a view to bringing them up to date with what obtains in other climes, especially in the regulation of private forensic practices. The minister, who decried the absence of modern forensic laboratories in the country, noted that the development had hampered crime investigations by the police and relevant agencies. According to him, the country cannot continue to depend on other countries for quality and acceptable forensic services. Olubolade further said the Federal Government would invest in the police and in the provision of forensic laboratories to tackle rising crimes in the country. The establishment of the laboratories, the minister added, would enhance the operations of the Police and other security agencies at crime scenes, forgery, DNA and paternity investigations as well as in prosecution. He directed data collection agencies like the Police, Nigeria Immigration Services, Customs, Prisons, Independent National Electoral Commission, National Identity Management Commission among others to be ready for data integration in order to facilitate crime detection and prosecution. The Committee, which has a month to submit its report, draws its membership from security services, Presidency and the office of the Solicitor- General of the Federation. On the police week celebrations, the Inspector General of Police, Mohammed Abubakar, said the objective of the event was to bridge the widening gap between the public and the police. He said, "The 2013 Police Week Celebrations will engender improved consciousness on the part of the rank and file of the Force on their responsibility for enhancing mutual trust and confidence in their operations and interaction with the public. It is for this reason that we chose 'Connecting with the People for a more Effective Policing' as the theme for the celebrations." Edo State Governor Adams Oshiomhole on Monday warned the Esama of Benin, Chief Gabriel Igbinedion, to stop undermining state laws. Oshiomhole, at the inauguration of 14 newly elected local government chairmen in Benin, said government had the capacity and the will to contain Igbinedion's excesses. He also asked the state Independent Electoral Commission to tender unreserved apology to the people of the state for the lapses recorded in the local government election held on Saturday. He said, "There is evidence that he (Igbinedion) has undermined the prosperity of the state for a very long time. Those who live in glass houses do not throw stones. "I want to send a warning to Chief Igbinedion that he should take it easy; he has acquired a lot of government land that the people have not engaged him on. He walks as if he is above the law. He was a chief tax collector in this state, pocketing 25 to 30 per cent of every kobo that accrued while his son was the governor. "I have not looked back because my mandate is to look forward. I want to put him on notice that if he continues with elderly rascality, I will bring him to justice. "He must never ever underestimate the fact that I have the will and I have the capacity to deploy that will; if he crosses the law, he will be cut to size. "Elders must teach the younger ones to behave responsibly. The governor berated Igbinedion over his alleged conduct on election day on Saturday in Okada. "You heard how he is using ITV in a very reckless manner, in clear breach of the NBC code. He reduced himself as a high chief, leaving where he is registered to vote and going all the way to Okada on a day movement was restricted across the state. "He got to Okada and illegally used mobile policemen to walk on the street; going to the police station where sensitive election materials were kept in order to vandalise the sensitive electoral materials to ensure elections did not take place. President Goodluck Jonathan's scheduled visit to Lagos today has sparked a war of words between the Action Congress of Nigeria and the Presidency. Jonathan is expected to arrive in Lagos on Thursday (today) en route to Ibafo in Ogun State where he will inaugurate WEMPCO's Cold Roll Steel Plant. But the ACN said on Wednesday that the visit was primarily aimed at scuttling its national convention today at the Onikan Stadium, Lagos. The Presidency however described the allegation as baseless and another in the series of "wolf crying" that has become the ACN trait. The party, in a letter to the Lagos State Governor, Mr. Babatunde Fashola (SAN), said Jonathan's visit might lead to the closure of roads in the city, thus preventing its supporters across the country from coming for the convention. In the letter by its National Publicity Secretary and member of its national convention planning committee, Alhaji Lai Mohammed, the ACN said the convention was meant to afford its members the opportunity to discuss the merger plan by opposition parties. It said it feared that inability of its members to access the venue of the convention could lead to "a breach of the peace, the consequences of which no one will be able to fathom." The party therefore urged Fashola to advise Jonathan to either reschedule his visit or use a mode of intra-city transport, like a helicopter if he must go ahead with the visit. The ACN letter reads, "We are concerned that based on precedent, the visit of the President may lead to the closures of key arterial roads in the city, which could prevent thousands of our supporters coming to Lagos from all parts of the federation from making it to the venue of the convention. "In particular, the timing of the President's visit and the attendant disruption of traffic in Lagos may be seen as a continuation of perceived attempts by the Peoples Democratic Party -led Federal Government to frustrate the merger of our party with other progressive parties, which is a key item on the agenda of our national convention on Thursday. "We are, therefore, appealing to your Excellency (Fashola) to use your good offices to advise the President to either reschedule his visit or use a mode of intra-city transportation, like a helicopter, that will not engender closure of roads on a very busy day in the city." The party said that the President would not want to subject Nigerians to "avoidable suffering just because of a visit that can either be rescheduled or carried out in an unobstructive manner on a gridlock-prone city." But the Presidency faulted the ACN claim, saying that Jonathan's visit which was scheduled long ago would have no effect on the ACN convention. Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, said a courteous check from the appropriate Presidency officials would have revealed to the ACN that the President was not visiting Lagos. Abati explained in a statement made available to journalists in Abuja, that his boss would only touch down at the domestic wing of the Murtala Muhammed Airport in Ikeja, transit to Ibafo by a chopper and return to the airport the same way for his flight back to Abuja. He said, "We find it hard to believe that any patriotic and right-thinking Nigerian would have written the kind of publicly circulated letter reportedly sent to the governor of Lagos State by Alhaji Mohammed in which he attempts to dictate President Jonathan's itinerary, mode of transportation within Lagos, and motive, and even suggests that the President's visit could have been designed to frustrate a planned ACN convention and merger with some other political parties. "The allegation is not only baseless, but another in the series of 'wolf crying' that has become the sole strategy and pre-occupation of the ACN. It is clearly a deliberate, further attempt to undermine, ridicule and debase the office of the President. "It is certain that Governor Fashola was already aware of President Jonathan's itinerary in Lagos tomorrow(today) since in keeping with protocol, the Presidency always briefs state governments well ahead of time on all Presidential movements to their states. Alhaji Lai Mohammed's letter was therefore pointless and serves no purpose other than distasteful muck-raking. "Furthermore, the Presidency completely rejects the insinuation in the deliberately leaked letter that the President's visits to Lagos are always disruptive. The paranoia displayed by the ACN in its plea to Governor Fashola concerning an imaginary plan to scuttle a political merger is beneath the politics of inclusiveness this administration has encouraged in its interaction with the state, as with all other states. "We have no doubts whatsoever therefore that Governor Fashola will prove to be much wiser and more mature than the ACN spokesman, and consign his letter to the dustbin." Also, the Senior Special Assistant to the President on Public Affairs, Dr. Doyin Okupe, carpeted Muhammed, saying he did not have the least understanding of the workings of government. " I find it difficult to explain how Alhaji Mohammed expects Gov. Fashola to control or obstruct the movement of the President and the Commander-in- Chief of the Federal Republic of Nigeria. "The insult contained in his letter to Gov. Fashola is a product of a confused politician. "We know for a fact that Gov. Fashola is of a different and higher breed with proper upbringing. Nigerians must now know Alhaji Mohammed for what he truly is--a scare-monger ." For Nigeria to redeem its image, the Federal Government should stop covering up corrupt officials, the Sultan of Sokoto, Muhammad Saad Abubakar III, and Catholic Archbishop of Abuja Diocese, John Cardinal Onaiyekan, have advised. But at the 2013 Annual Conference and Awards Ceremony organised by Leadership Newspapers in Abuja where the two prominent clerics spoke on Tuesday, a former member of the House of Representatives, Dino Melaye, accused President Goodluck Jonathan of accommodating ministers who had previously been indicted for corrupt practices. Onayeikan who spoke for the two clerics, said stealing in government must stop and "there should be no cover-up." Nigeria, according to him, "still has enough time to avoid being a failed state" if corruption and insecurity could be solved with all seriousness they deserve. He said, "We still have enough time to avoid being a failed state. We need to sustain our great dream. With sincere faith that is possible. When people in government say they are doing their best, they should know that their best is not enough. "We have what it takes to succeed. All it takes is leadership that is wise, transparent and sincere." Onaiyekan, who spoke on the theme of the conference, "Rebuilding Nigeria", said Nigeria needed a radical and substantial reformation in its leadership style. The former co-chairman of the Nigeria Inter- religious Council added that the rest of the black race was looking up to Nigeria redeeming its image. On the proposed amnesty for Boko Haram, the Cardinal urged the government to bring all the stakeholders to the roundtable since the offer was a "healthy" development. At the forum, Melaye took a swipe at Jonathan, saying, "We have ministers that have been indicted by one form of report or the other…..but they still dress in diamond apparel every Wednesday attending the Federal Executive Council meeting under the watchful eyes of an unperturbed President." According to him, such people "will not help to rebuild Nigeria." In his lecture, the Niger State Governor, Babangida Aliyu, lamented that corruption had permeated nearly all facets of "our society" and "eaten into the fabrics of the family." Aliyu also flayed the activities of Boko Haram, saying the sect "does not represent Islam." "Boko Haram is not a Muslim organisation. If a Muslim commits suicide, he goes straight to hell. If a Muslim kills another man without justifiable reason, the sin of that person is transferred to him. There is no compulsion to the religion of Islam", he explained. Appealing to Nigerians to tolerate their differences and live amicably, the governor called for devolution of power to Local Governments to bring governance closer to the people. He bemoaned a situation where people sit down in Abuja "and plan for people they don't know". Aliyu also urged politicians to promote internal democracy so that people would have the right to choose their leaders. "Some people are a misnomer to the positions they occupy. People must be given chance to elect people they think can do better for them," he said. Aliyu, who is the chairman of the Northern Governors' Forum, advised ruling parties at the federal and state levels to tolerate the opposition. He said, "If you have credible opposition, it will keep you on your toes. You will know you can't take things for granted. You will know you need to consult with the people so that you can do the right things otherwise the opposition will come and take over. Those who do not appreciate the opposition have no business being in politics." The Imo State Governor, Rochas Okorocha, who chaired the event and his Akwa Ibom State counterpart, Goodswill Akpabio, however disagreed on who should take the blame for the problems facing the country. While Okorocha said that "leaders should be held responsible for the crises and challenges in the land," Akpabio said they should not be singled out for blame. The Imo State governor added that Nigerians must begin to choose leaders who not only have vision but are ready to take responsibility for the ills of the nation. He advised leaders not to shift blame but to come together to solve the Boko Haram problem . According to him, the killings by Boko Haram and other crises are more than those that took place during the Nigerian Civil War. Okorocha said, "Leaders must take responsibilities. There are crises all over the world. For us as a nation, we must see these as challenges that developing nations must pass through to get to the point of reference. "Boko Haram will not overcome us. As a nation, we need to come together to find a solution to this issue of Boko Haram because the bloodletting in this country is more than the one let out during the civil war. Leaders should be held responsible for the crises and challenges in the land." He , however, said "all hope is not lost as a nation." Disagreeing with him, Akpabio argued that the problems are a culmination of failure of past leaders. He said, "It is the business of all of us to solve the problem of insecurity; everyone of us has a role. We must rebuild Nigeria through the media. We must encourage responsible journalism. I will not support forcing of the press. It was the journalists that fought for democracy we are enjoying. "Some journlaists did that through struggling and sometimes sacrificing their lives. Journalists must do everything to preserve the democracy they brought about. We must rebuild Nigeria by rebuilding the media. "For us to rebuild Nigeria, we must accept every religion." But the Action Congress of Nigeria National Publicity Secretary, Lai Mohammed, described the arrest of Leadership journalists by the police as "dangerous for the survival of our democracy." He recalled that the Peoples Democratic Party-led Federal Government recently descended on the media by imposing a fine on a privately- owned Liberty Radio station in Kaduna. Mohammed said that a documentary on poverty in the country by the station was banned by the government. He added, "One wonders why the authorities are interested in knowing the source of a story it had earlier denied. Freedom of expression and press is necessary for citizens popular participation." Mohammed urged the Federal Government to remember that no government in the past had been able to silence the media. President Goodluck Jonathan on Tuesday described the Monday Boston Marathon bombings in the United States as an assault on human freedom. Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, made Jonathan's position known in his Twitter handle. The President expressed his condolence to the families of the victims and Americans in general. "President Jonathan has described the Boston Marathon bombings as an act of cruelty, an assault on human freedom and a sad day for athletics. On behalf of the people and government of Nigeria, President Jonathan expresses his heartfelt condolences to the affected families and the people of the US," Abati wrote. The explosions near the finish line of the Boston Marathon killed three people and wounded more than 100. PDP 'll win at least 32 states in 2015 -Tukur 2013-04-15 23:16:13 The Peoples Democratic Party on Monday boasted that it had no reason to lose sleep as it would convincingly win most of the 36 states of the federation during the 2015 general elections. While its Chairman, Alhaji Bamangar Tukur, believes that through hard work, the party would win at least 32 states, the Board of Trustees Chairman, Chief Tony Anenih, said, "We will do what we know how to do best" to sweep the polls. Tukur spoke when members of a PDP caucus from the South-West visited him in Abuja while Anenih did same after a three-hour closed-door meeting with a former President, Chief Olusegun Obasanjo, in Abeokuta, Ogun State. "We need to work hard now because we have a (presidential) mandate to move beyond 23 states in our control and win at least 32," the PDP chairman told the caucus led by a former governorship aspirant in Oyo State in 2011, Prof. Taoheed. But one of the main opposition parties, the Action Congress of Nigeria, flayed the presidential mandate, saying, "It is clear that the PDP does not believe that Nigerians are going to vote and have their votes counted." Tukur, however, believes that for the PDP to achieve the mandate, reconciliation must first take place in the party so that all its members would begin to invest in the future through hard work, diligence and dedication to the cause of the party. With this, he said, the PDP would win the polls without any foul play. Tukur said, "We have to show electoral strength this time. In doing it, we will work hard and work well. We will move with the speed of jet and we will deliver without any foul antics. I use this opportunity to appeal to our members to bury the hatchet and cast away whatever forlorn hope they nurse about the future. "I appeal to our members to begin to invest in the future right away and doing so involves hard work, diligence and dedication to the cause of PDP." He said that the National Working Committee of the party under his leadership had concluded plans to embark on a tour of all the states to carry out reconciliation and to put the party on a sound footing for the general elections. Tukur said that it was worthy of note that the Independent National Electoral Commission had been known to conduct elections that could be adjudged to be free, open and credible under the Goodluck Jonathan administration. The PDP National Chairman stressed that the membership of the party had a responsibility to prove that the party had the widest spread in the country. Earlier, Adedoja, who spoke on behalf of the 15-member delegation, had said that they were in Tukur's office to discuss critical issues involving the PDP in the South -West. In Abeokuta, Anenih, told journalists after his meeting with Obasanjo that the internal wrangling in the PDP would not stop it from winning the general elections. "PDP is the party to beat; when the time comes, I assure you we will do what we know how to do best,"Anenih, who is known as "Mr Fix it," boasted. He dismissed the planned merger of opposition political parties as incapable of posing any threat to the ruling party during the polls, saying that all hands were already on deck to ensure that the party was repositioned for better performance in 2015. Asked to give an insight into the agenda of the meeting with Obasanjo, the BOT chairman said they discussed issues affecting the nation, including insecurity and the crisis rocking the ruling party. "I am here to see my leader (Obasanjo); I am here to pay my respect and, indeed, I am here with my colleagues, some members of the BOT of our party, to discuss some issues that affect the corporate existence of this country; some issues about the insecurity in the country and some issues about the party itself," he said. Anenih however declined to make public, the outcome of the meeting . "As you see, we are all smiling. Can't you see me smiling? And my leader too is smiling. So, we are quite happy about the outcome. For now, it is not for public consumption," he stated. He also used the opportunity to debunk recent claims by Governor Ibikunle Amosun that the Ogun State chapter of the PDP was "dead and burried." "Let me tell you, almost all of us here are members of the PDP in Ogun State; so you cannot say that PDP is dead in Ogun State. The leader of PDP in Nigeria is here and that is the former President," Anenih said. When approached by journalists, Obasanjo merely retorted, "Did you hear what our chairman said?" Among the party chieftains at the meeting were the Chairman of the PDP Governors' Committee on Reconciliation in the South-West, Governor Ibrahim Shema of Katsina State; his Jigawa State counterpart, Alhaji Sule Lamido; a former Kaduna State Governor, Senator Ahmed Makarfi; former Nasarawa State Governor, Alhaji Abdullahi Adamu, and the party's BOT Secretary, Senator Walid Jubrin. The sacked PDP National Vice- Chairman (South-West), Chief Segun Oni, a former National Auditor, Chief Bode Mustapha; and former Ogun State PDP Chairman, Joju Fadairo, were also in attendance. Meanwhile, the ACN has denounced the presidential mandate, saying that Jonathan and Tukur must begin to realise that Nigerians would not vote for them in 2015. "If you observe the lexicon of the PDP, you will see that there is nothing democratic about them. By the time Tukur and Jonathan wake up, they will realise that they have been living in a fool's paradise because Nigerians have deserted them a very long time ago and no amount of coercion can make them achieve that kind of fathom ambition. "The only thing is that it probably confirms our fear that there may be no election in 2015 since they have been given a mandate to capture 32 states. They are not talking about elections. "Nigerians should be very, very weary. Don't forget that last week, we raised the alarm that the way the Federal Government was going there was no guarantee for free and fair elections. Nigerians should take note and be very, very vigilant but we want to assure Tukur and Jonathan that Nigerians will not vote for them in 2015." Speaking in a similar vein, his counterpart in the All Nigerian Peoples Party, Chief Emma Eneukwu, dismissed Tukur's assertion as an empty boast. He said, "He (Tukur) is only trying to console himself by talking big. The elections will be done by Nigerians who will rate them according to their performance in the past 12 years. The pan-northern socio-political organisation, Arewa Consultative Forum, and the Catholic Secretariat of Nigeria have appealed to the Movement for the Emancipation of the Niger Delta not to attack mosques and Islamic clerics. They said in separate reactions to MEND's threat that doing so would worsen the already precarious security situation in the country. The group had on Sunday said it would from May 31 attack mosques and Islamic clerics, who preach hate messages to their followers. It said the attacks were meant to save Christians from Boko Haram. But the ACF, through its National Publicity Secretary, Mr. Anthony Sani,advised MEND to reconsider its position in favour of assisting the present administration to bring about peaceful coexistence among Nigerians. Sani, in an interview with one of our correspondents in Kaduna, said, "I hope you in the media also know the security challenges posed by insurgents, kidnappers, armed robbers and MEND. Do not help anybody, including the youth who relish in the use of violence in order to address their perceived grievances. "This is because violence, rather than advance the socio-economic development of any country, acts as a drag on advancement. So, it is not in the interest of anybody to promote violence as a culture in the polity, since violence begets violence. "I therefore advise MEND to reconsider its position in favour of helping this administration to bring about peace in Nigeria rather than presiding over a divided people." Also, the Communications Director, Catholic Secretariat of Nigeria, Rev. Fr. Ralph Madu, urged MEND not to do anything that could thwart the effort of the committee set up by President Goodluck Jonathan on the Boko Haram insurgency to make the sect members lay down their arms. He said, "We know that attacking mosques and religious places of worship will aggravate the problem on the ground. We want peace in this country; let MEND drop their arms and machetes and embrace peace so that there will be a lasting peace in this country. "All these provoked and unprovoked reactions won't solve the problems. The Presidency has set up a committee to look into some of these things. Let us give the President some chance. Who wants MEND to start burning down the whole place? Did anybody say that? They should cease fire if at all there is fire. Although people have been very much aggrieved with the way Christians are being killed in this country, we need peace." Also on Monday, security experts joined the ACF and CSN in calling MEND not to cause another civil war by carrying out its threat. A former Lagos State Commissioner of Police, Alhaji AbubakarTsav, and an ex-Security Adviser to Rivers State Governor, Chief Anabs Sara-Igbe, said that the militant group must realise that the Federal Government was already over-stretched by Boko Haram attacks. Tsav, in a telephone interview with one of our correspondents, warned that any attack by MEND on Islamic centres would embarrass President Goodluck Jonathan and push the nation to the edge. He called on the government to prevail on the militant group not to carry out its threat. Tsav said, "Boko Haram and MEND attacks have already over-stretched Jonathan and so, MEND should not precipitate another civil war by launching attacks on mosques and Muslims because it was not only Muslims that were affected by Boko Haram attacks; the government should go ahead with the amnesty plan for Boko Haram because the government laid a precedent by granting amnesty to Niger Delta militants." Sara-Igbe said even though the Niger Delta people were not happy that the Federal Government had not done much to fulfil their yearnings, they would not encourage violence or terrorism in any part of the country. He said, "There is resentment in the Niger Delta because Jonathan has not done anything for the people; but we will not encourage violence or terrorism by MEND; any attack by MEND on Islamic targets will lead to another civil war and we will not encourage that." Meanwhile, the Northern Elders Forum has insisted that only "honest and productive dialogues" would douse the tension between Boko Haram and the Federal Government. The NEF said this in a statement read by its spokesperson, Prof. Ango Abdullahi, after its special meeting in Abuja on the current security situation in the country. It appealed to both parties to remain flexible in the face of agitation for "full reconciliation." The meeting was convened to discuss the proposed amnesty for insurgents in the North. It was attended by 42 retired senior judicial, security/intelligence officers and technocrats. Abdullahi said that the meeting also appealed to both the government and insurgents to remain flexible to new ideas and suggestions by people of goodwill from within and outside the country. He said, "The meeting noted the need for the conduct of the dialogue and achievement of full reconciliation in the atmosphere that encourages the building of confidence in the integrity process. All Nigerians have a responsibility to encourage the government and the insurgents to engage in honest and productive dialogues. "The meeting notes and endorses the suggestion that the Federal Government should set up a Dialogue and Reconciliation Commission which will have full powers to facilitate, ultimately, full resolution of this conflict." The Nigerian Army has said it is ready to halt the resumed hostilities of the Movement for the Emancipation of the Niger Delta. The Director Army Public Relations, Brigadier- General Ibrahim Attahiru, in a telephone interview with SUNDAY PUNCH, said the current strength of the military Joint Task Force operating in the region was sufficient to contain the group's violent activities. "Without doubt, the strength of the JTF in the Niger Delta is enough to deal with them. So, the issue of deployment of troops in the area does not arise. We are absolutely ready for MEND or any other group that might want to resume disturbance in the Niger Delta. The army will not tolerate such attacks on Nigerians," he said. Attahiru added that the army had already carried out a threat analysis in view of the resumed hostilities. He said, "In situations like these, threat analysis is usually carried out. So, we know what threats we are faced with and we know that the JTF can handle the threats. There is no deployment in the area." Last Sunday, MEND claimed that its fighters killed 12 policemen in a boat that was ambushed in Azuzama, Southern Ijaw, Bayelsa State, a day after the group threatened to resume hostilities. The militant group had earlier announced that it would resume attacks in the oil rich Niger Delta to avenge alleged collaboration between the Federal Government and South Africa to jail its former leader, Henry Okah. THE remains of the late Kwara State Commissioner of Police, Mr. Chinwike Asadu were laid to rest Friday in his hometown, Nsukka, amid tears from mourners who gathered at the St Victor’s Catholic Church, Onuiyi in Nsukka for a burial mass in his honour. Asadu was laid to rest after a funeral mass celebrated by over 50 catholic priests, and also attended by clergymen from other Christian denominations. The late CP was murdered by unknown gunmen last month at his residence in Enugu, during a visit to his family. Deputy Governor of Enugu State, Sunday Onyebuchi, led a delegation from the State Government, which also had the Speaker of the State House of Assembly, Hon. Eugene Odo. Anambra State Deputy Governor, Mr. Emeka Sibendu, represented Governor Peter Obi at the event. Also at the burial were Senator Ayogu Eze, representing Enugu North Senatorial Zone; Hon. The Nigerian army, 2 Division, Ibadan and the Oyo State Police Command on Friday said the reported clash between their men at Mokola area of Ibadan on Wednesday and Thursday had been resolved. The two security agencies made known their decisions known during a joint military/police press conference held at the state Criminal Investigation Department, Iyaganku, Ibadan. In attendance were the Deputy Director, Army Public Relations Department, 2 Division, Ibadan, Lt.-Col. Mustapha Ankar; Assistant Commissioner of Police, Criminal Investigation Department, Mr. Dansuki Galadandi; and the Police Public Relations Officer, Mrs. Bisi Inobanafor. The PPRO, who debunked the reported fight between the army and the police at a check point at Mokola, Ibadan, said there was a roadside altercation between a policewoman and two soldiers in mufti. She said, "There was an altercation when a woman police, who just closed from work, was on her way home. The woman was in mufti when two men who were on motorcycle (also in mufti) assaulted her. When she retorted, they beat her up and she called for help. "The three policemen, who went to the scene to ascertain what went wrong, were stabbed on the chests and buttocks by the men who were later found to be soldiers. "One of the policemen shot into the air to alert the police station nearby. He fired another shot on the ground and the ricochet of the bullet injured one of the soldiers on the leg. "The Divisional Police Officer at Mokola ordered that the men (including the soldier) be rushed to the hospital for treatment. "On Thursday after 3 pm, some soldiers brandishing hammers, clubs and other objects attacked the Mokola Police Station. They were curtailed with utmost restraint." She said one of the soldiers who fell while they were being pursued was arrested by the police. According to her, the GOC ordered that he should be handed over for investigation. She said, "What happened on Thursday was an unfortunate incident. We are to ensure the security of the nation and its people and we only have common enemies – criminals and the terrorists. There is a huge collaboration between the army and the police." Ankar said, "The issue being exaggerated in the social media is unfortunate. The 2 Division is in harmony with the police in this state. "Presently, we are doing joint training with the police and civil defence on how to make Oyo State a safe place." Galadandi said, "Actually, there was a clash but it is being resolved. The GOC and the CP were contacted and they directed that there should be a joint investigation of the 23 soldiers that came to attack the police station. "There is no problem any longer. The Federal Government's committee on amnesty for the militant Islamic sect, Boko Haram, plans to reach out to the leader of the group, Sheik Ibrahim Shekau. Saturday PUNCH's investigation showed that in spite of the sect's rejection of the amnesty offer by the Federal Government, the government is still leaving the option open. It was gathered that as part of the moves to pursue the dialogue option, the committee, which would soon be constituted, would consist of respected Islamic leaders. It was also learnt that its membership would include some indigenes of Yobe and Borno states, which are the operating bases of the sect. Investigations showed that Islamic scholars and other prominent indigenes of the two states would assist in reaching out to Shekau. A top government source, who pleaded anonymity because of the sensitivity of the issue, said, "The Federal Government is not discouraged by the sect's rejection of amnesty. "We are going to use the stick and carrot approach. While the Joint Task Force will continue its operations, the committee will reach out to the sect for dialogue. "We have started a process and we will not abandon it. We will, however, need the cooperation of northern leaders to appeal to those people." The Northern Elders' Forum had a meeting with President Goodluck Jonathan last week and advised the President to offer amnesty to the sect members. Jonathan was reported to have agreed to set up a committee that would work out the amnesty terms for the sect after a meeting with security chiefs. But the leader of the sect was quoted on Thursday by the AFP news agency as rejecting the offer on behalf of the group. He was quoted as saying in a recorded audio message in Hausa, "Surprisingly, the Nigerian government is talking about granting amnesty. What wrong have we done? On the contrary, it is we that should grant you (a) pardon." But it was gathered that in spite of the sect's rejection of the amnesty, the government would go ahead with its decision to set up the committee. It was also gathered that apart from the Northern Elders' Forum, other northern groups such as the Arewa Consultative Forum and the Northern Governors' Forum are expected to join in the peace moves. Confirming this, a member of the NEF, Prof. Ango Abdullahi, told one of our correspondents that the forum was prepared to play any role given to it in order to ensure peace. Asked if the NEF would take up the challenge of reaching out to Shekau, he said, "It depends on how the committee is formulated. I think the government is working very hard to set up this committee, they have not finished. "I know members of the committee will do this. The northern elders and other groups will join the main committee; there may be sub-committees which will be given various roles with the sole objective of ending the crisis. "I don't see our group being singled out; we will be called to make our contributions like every other group." Meanwhile, the Jamaatu Nasril Islam on Friday appealed to the Federal Government not to be distracted from its amnesty plan for the insurgent group, Boko Haram. Its Secretary General, Dr. Khalid Aliyu, said in Kaduna at a news briefing that the government should ignore those bent on distracting it from pursuing the path of peace and reconciliation. He condemned the negative campaign launched by the President of the Christian Association of Nigeria, Pastor Ayo Oritsejafor, against the amnesty plan, saying it was divisive and selfish. "We appeal to the Federal Government to proceed with its plans for amnesty as a potent way of restoring peace to Nigeria without minding any distractive tendencies," he said. The JNI secretary general described the Boko Haram insurgency as "an accident beyond religion, which affects every Nigerian directly or indirectly and upon which no passing of buck can be logical." He said the attack by the insurgents had killed more Muslims than Christians and had disrupted the livelihood of millions of others. Aliyu listed some high profile casualties of the insurgents as the Shehu of Borno, the Emir of Fika, the Emir of Kano and hundreds of Muslim clerics, adding that the CAN president's comments were misplaced. He appealed to well meaning Nigerians to support the government to restore peace and normalcy to areas affected by the insurgency. THE Federal Government, on Wednesday, hinted that the national identity card would replace voter cards in future elections in the country just as it approved the printing of 33.5 million new permanent voter cards by the Independent National Electoral Commission (INEC). Minister of Information, Mr Labaran Maku, who revealed this while briefing State House correspondents after the weekly meeting of the Federal Executive Council (FEC), said the new voter cards would be printed at the cost of N2.17 billion. He noted that the new voter cards would contain unique biometric features to identify the holders and come with a lifespan of 10 years, adding that during the 10 years lifespan, the national identity card would replace it as the voter card. Maku said: “Following the successful conduct of the nationwide voters’ registration in 2011, the commission proposed to print 73,500,000 permanent voters’ cards to replace the temporary voter cards issued during the voter registration. “The commission printed 40,000,000 permanent cards in 2011 for the first phase of the project which is in progress. There is the need to print and issue the remaining 35.000,000 permanent voter cards. “After deliberations, Council approved the contract for the second phase of the printing of permanent voter cards at the rate of N65 per card in the sum of N2,117,500,000 with a completion period of six months,” he said. The minister explained that based on INEC’s estimate, the permanent voter cards would be used for elections in 2015 and 2019 after which the national identity cards would be the instrument for use in elections in the country. FEC also approved the institutionalisation of six-level National Vocational Qualification Framework (NVQF) and the placement of National Vocational Qualifications in the Scheme of Service. Minister of Education, Professor Ruqayyatu Rufa’i, who was also at the briefing, explained that the decision was informed by the need to de-emphasise over-reliance on paper qualification and integrate skilled professionals into the scheme of service. SaharaReporters has learned that Dr. Chudi Nwike, the former Deputy Governor of Anambra State who was kidnapped on March 19, has been killed by his kidnappers who had demanded a N30 million ransom and actually collected a negotiated amount. The Action Congress of Nigeria (ACN) said that the body was identified at the Agbor Police Station in Delta State by the Anambra State Chairman of the party), Chief Amaechi Obidike, State Secretary Barr Emeka Ibe, and the victim’s brother, Dr.Bufo Nwike. The statement noted that the family had negotiated and paid a ransom prior to the discovery of the body, Bufo Nwike handling the negotiations and arranging to pay to the kidnappers N5million at an undisclosed location in Delta State. That ransom was in paid on April 5, but the kidnappers, after collecting the money from the courier, cut off all further communications. The body was discovered thereafter. “We are tremendously ashamed of the circumstances of his death and wish we could now erase from history that a former Deputy Governor of a State in Nigeria died in this manner,” ACN said in the statement. Kenya coach Adel Amrouche believes his wards did not display enough self-confidence during their first leg fixture with the Eagles in Calabar last month despite snatching a point in the encounter. Tears flowed freely in Ekiti State on Sunday following the announcement of the death of the Deputy Governor, Mrs. Funmilayo Olayinka, who died at 52 on Saturday after a protracted battle with cancer on Sunday. The deputy governor's parents, Chief Festus Famuagun, and her wife, Grace, were inconsolable when Governor Kayode Fayemi and his wife, Bisi, visited the bereaved family at Isato area of Ado Ekiti on Sunday. The deceased's mother, who is 80 years old, rhetorically asked the governor, "Kayode, where is Funmi? Kayode, where is your deputy?" The governor, who was moved to tears by the question, intermittently removed his glasses to wipe tears from his face with his handkerchief. While the governor tried in vain to console the father, his wife also made attempts to console the mother but it was in vain. The governor, who was dressed in dark outfit, did not grant interview while leaving the residence of the Famuagun. The governor said it was sad that Olayinka lost the battle to cancer although she availed herself of medical treatment both at home and abroad. The governor said, "I am pained by the exit of our deputy governor who was my ready partner in our collective quest to develop our dear state. As my dependable ally in the struggle to free Ekiti, she was a consistent bulwark of support, especially through the period of the judicial struggle to reclaim our mandate. "She was a virtuous family woman and devout Christian, who served God practically and diligently, touching many lives in compassion and humility. "In reflection of the mood of our state in this trying moment, a period of seven-day mourning shall commence from this moment during which all flags in the state will fly at half mast. Movement for the Emancipation of the Niger Delta on Sunday claimed that its fighters killed the 12 policemen whose boat was ambushed in Azuzama, Southern Ijaw, Bayelsa State, on Saturday and that the deaths were to teach the security forces a lesson for scorning its warning. The militant group had last week announced that it would resume attacks in the oil rich Niger Delta by Friday to avenge alleged collaboration between the Federal Government and South Africa to jail its former leader, Henry Okah. Security agencies had dismissed the threat and said they were ready for MEND which tagged its promised resurgence of attacks, 'Hurricane Exodus.' MEND, in an online statement on Sunday, also disclosed that two of its fighters died in the exchange of fire with security agents. The crossfire lasted for 40 minutes. It said it intercepted and engaged government forces in a fierce gun battle and killed the security agents in the process. According to the militant group's statement signed by its spokesperson, Jomo Gbomo, MEND said it would remain resolute in its resumption of hostilities. It also expressed the hope that Saturday's clash would serve as a lesson to the Joint Task Force and stop it from making 'careless' utterances. The JTF however on Sunday said its operatives had now been placed on the alert to forestall further violence in the restive Niger Delta. Curiously, the Police commissioner in Bayelsa, Kingsley Omire, said the killing of his men had nothing to do with MEND's threat of last week and said that he believed that the 12 policemen were still missing and their whereabouts was still a subject of intense search. Omire blamed the fate of the policemen on a dispute between the gunmen and the government over their amnesty payments. The Federal Government has been paying all militants that laid down their arms under its amnesty programme commenced since 2010. The MEND's statement on Sunday reads, "For dismissing Hurricane Exodus as an 'empty threat' heavily armed fighters from the Movement for the Emancipation of the Niger Delta, at about 17:00 Hrs., Saturday 06, April 2013, intercepted and engaged government security forces in a fierce gunfight lasting over 40 minutes at Azuzama, Southern Ijaw, Bayelsa State, Nigeria. "The clash which happened in the river left over 15 security forces dead as we also lost two (2) of our fighters in the battle. We hope this encounter will serve as a lesson to the Joint Task Force from making careless utterances that cannot be backed as we remain resolute in our resumption of hostilities." The militant group advised oil firms and members of the public to disregard the false sense of security being peddled by the JTF even as it disowned one Comrade Azizi who claimed to be its spokesman and advised members of the public to ignore his (Azizi) comments. "All oil companies and the public are advised to ignore the false sense of security been peddled by the JTF as well as the false comments from a "Comrade Azizi", who claims to be the spokesman for the group. "This person is not known to MEND, does not speak for MEND and his utterances and style do not reflect our plans and actions," it maintained. The JTF spokesman, Lt.-Col. Onyema Nwachukwu, in a statement on Sunday said, "Our maritime and air assets have also been mobilised and we have intensified our patrols to dominate both land and water ways to check any assailant. We will not permit any lawlessness that will jeopardise the peace in the region. "We again call on all peace loving and progressive Niger Deltans to dissociate themselves, their communities and leadership from this gang of retrogrades parading themselves as MEND." Bayelsa State Governor Seriake Dickson on Sunday described the death of the 12 policemen as "tragic and disheartening." The governor, according to a statement by his Chief Press Secretary, Daiel Markson, noted that the killings were "a constant reminder of how vulnerable we are in our collective efforts at pursuing and achieving lasting peace and unity in our state and country." Meanwhile, youths in the oil producing region have appealed to MEND to give peace a chance and shelve their planned resumption of hostilities. National Coordinator of the Niger Delta Youth Parliament, Mr. Imoh Okoko, said in a telephone interview with The PUNCH on Sunday that it was imperative for MEND to sheathe its sword so as to ensure that the Federal Government would not have any excuse not to develop the region. Okoko said, "We in the Niger Delta Youth Parliament believe that things would only get worse for the region if MEND carries out its threat of resuming hostilities. Creating more crises is not the best for Niger Delta now. "We are appealing to MEND to exercise patience. President Goodluck Jonathan and Okah are from the same state. There is no need for MEND to strike so that the government will not have any excuse for not developing the Niger Delta." Russian Billionaire Plans To Make Humans Immortal By 2045 immortalize A Russian billionaire has unveiled plans to make humans immortal by converting them into “Terminator-style” cyborgs – a creature that’s part human and part machine – within the next three decades. Thirty two-year-old mogul, Dmitry Itskov has been pushing the project forward since 2011 when he founded the 2045 Initiative. His ultimate goal is to transfer a person’s mind or consciousness from a living brain into a machine with that its personality and memories intact. The so called “Cyborg” will have no physical form, and exist in a network similar to the Internet and be able to travel at the speed of light all over the Earth, or even into the space. Itskov’s first highly ambitious goal, called Avatar A, involves a person controlling a robotic human replica through a brain-machine interface (BMI), a technology that already exists. The deadline for this first stage is set for 2020. The Avatar B, due in 2025, would involve transplanting a human brain into an artificial body “at the end of one’s life.” Next in line is the Avatar C, that rolls around in 2035, that would also involve a human-machine brain transplant, but with all personality intact. Itskov hopes the Initiative will have learned enough about the human mind to free it completely from physical form finally, by 2045. According to the report, from the Internet-like hive mind, individual personalities could manifest themselves as holograms when they need to interact with their environment. “We believe that it is possible and necessary to eliminate ageing and even death, and to overcome the fundamental limits of the physical and mental capabilities currently set by the restrictions of the physical body,” the project website says.
