Yes you can, if you are not using a 9ja paypal. If using a 9ja paypal, receiver would always bear the cost. Also receiver can credit his (bank) account if it's not a 9ja paypal. 9ja paypal can't receive, so your receiver can't be a 9ja paypal and yes, Stanbic is 280
