Politics › 3bn Loot: Court Grants Ex-NNPC Boss, Yakubu, Medical Leave Abroad.. by BeeBeeOoh(op):
ABUJA—Abuja Division of the Federal High Court, yesterday, granted the former Group Managing Director of Nigerian National Petroleum Corporation, NNPC, Mr. Andrew Yakubu, leave to travel abroad for medical treatment.

Yakubu, who was GMD of the NNPC between 2012 and 2014, was accused of stashing over N3 billion at his guest house in Kaduna State.

He is answering to a six-count charge Economic and Financial Crimes Commission, EFCC, preferred against him.

At the resumed hearing, trial Justice Ahmed Mohammed granted an application dated February 26, wherein the defendant, through his lawyer, Mr. Ahmed Raji, SAN, begged the court to permit him to travel outside the country to undertake a routine medical check-up.

EFCC’s lawyer, Mr. Ben Ikani told the court that he was not opposed to the application.

Consequently, further hearing on the case was adjourned till May 10, even as the court gave EFCC the nod to call more witnesses against the defendant.

It will be recalled that the former NNPC boss was undergoing medical treatment in the United Kingdom when the EFCC, acting on a tip-off, raided his guest house situated at Sabon Tasha, Kaduna State, and recovered the alleged loot, which was in foreign currencies.

The anti-agency said it discovered the sum of $9.7million and £74,000 that Yakubu hid in a fireproof safe inside the house.

The defendant, who was granted N300million bail with two sureties in the like sum, earlier asked the high court to order EFCC to return the seized money to him, insisting that it was part of monetary gifts he received on various occasions.

A Federal High Court in Kano had on February 13, 2017, granted interim order forfeiting the recovered monies to the federal government.

FG had in the charge marked FHC/ABJ/ CR/ 43/ 2017, alleged that Yakubu failed to declare the money in the assets form he filed at the EFCC on August 18, 2015, and thereby committed an offence contrary to section 27(3) (a) of the EFCC (Establishment) Act 2004 and punishable under section 27(3) (c) of the same Act.

In count three and four of the charge dated March 9, FG, alleged that Yakubu had between 2012 and 2014, without going through a financial institution, received cash payments of $9, 772, 800 and £74, 000, and thereby committed an offence contrary to section 1 of Money Laundering (Prohibition) Act 2012 and punishable under section 16(2) of the Act.

In count five and six, FG alleged that Yakubu had with intent to avoid a lawful transaction under the law, transferred at various times in Kaduna, aggregate sums of $9,772, 800 and £74, 000, when he reasonably ought to know that the said funds formed part of the proceed of some form of unlawful activity and thereby committed an offence contrary to section 7(4) (b) (ii) of the Advance Fee Fraud Act, 2006.

Politics › We Are Winning Anti-corruption War - President Buhari Says by BeeBeeOoh(op):
President Muhammadu Buhari on Thursday said his administration was winning its ongoing war against corruption.

He also said his administration was being guided by the rule of law.

According to a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, the President spoke at a meeting with a Qatari business delegation led by the former Emir, Sheikh Hamad Al-Thani, at the Presidential Villa, Abuja.

While welcoming the rise in foreign private investments in the country, Buhari was said to have attributed the feat to the success of his administration’s economic agenda.

The President described the Federal Government’s economic agenda as one designed to move the country from over-reliance on crude oil and food importation.

He said the policy has, in the past two years turned Nigeria into one of the most attractive investment destinations in Africa.

Buhari said, “My administration’s economic agenda has always been to move away from over-reliance on crude oil and food importation.

“Nigeria is a blessed country. We have fertile land. We have a young and energetic population and we have a very strong legal and regulatory system that protects capital and investments, both local and foreign.

“As you are aware, Nigeria just exited its worst recession in more than two decades. We have more than doubled our foreign reserves.

“We are winning the war against corruption. We are developing our infrastructure and we are enforcing the rule of law.

“As a result of this, we are seeing significant growth in the non-oil sector which is creating thousands of jobs across the country.”

Politics › Build Ranches Before Passing Anti-Grazing Bill - Police IG Cautions Governors by BeeBeeOoh(op):
The Inspector General of Police, Ibrahim Idris, on Wednesday warned governors to desist from pushing anti-open grazing laws in their respective states until they have ranches for livestock in place.

Mr. Idris’ comment, which is a reiteration of similar warnings for which he had been criticised the past, was delivered at a security meeting with northern leaders on Wednesday in Kaduna, according to a police statement.

“To reduce the incidence of clashes between farmers and herders in Nigeria, state governments should endeavour to establish grazing ranches in their various states before enacting laws to prohibit open rearing and grazing,” Mr. Idris was quoted as saying in an e-mailed statement from the Force Headquarters.

The police chief has been an ardent critic of any legislation that targets herdsmen’s activities across the country, warning that the best approach towards a peaceful resolution of the farmers-herders crisis is to work out the modalities for livestock ranching first.

Establishment of ranches across the state would make the anti-open grazing statutes “acceptable by all the parties concerned and other critical stakeholders in that all-important sector,” Mr. Idris said.

Mr. Idris’ position clashes with the policy decisions of governors in Benue, Ekiti and Taraba States, where anti-open grazing laws are now in place.

In Ekiti State, the law, signed by Governor Ayo Fayose in 2016, prohibits open-grazing between 6:00 p.m. and 7:00 a.m.
Governor Samuel Ortom followed suit in 2017 with a law that places an absolute ban on open-grazing across Benue State.

The law, which went into effect in November 2017, has been blamed for the escalating violence which had left more than 100 residents killed in attacks linked to herdsmen across Benue since January 1.

As several other states across the south are weighing laws against open-grazing, Mr. Idris warned governors not to emulate their counterparts in the three states that have so far put the law in place in order not to worsen the security situation across the country.
.
“It will do us good if we avoid the hasty formulation and implementation of such laws across the country in the interest of peace and unity,” Mr. Idris said.

Lere Olayinka, a spokesperson for Mr. Fayose, disagreed with the police chief in a telephone exchange with PREMIUM TIMES Wednesday night.

“It unfortunate that this is coming from the Inspector-General,” Mr. Olayinka said.

“Cattle farming is a business like every other business. Governments don’t go about building poultry for poultry farmers. Governments don’t go about building fisheries for fish farmers. Governments don’t go about building piggeries for pig farmers.

Mr. Olayinka accused Mr. Idris of dishonesty because the recent attacks predated the activation of open-grazing laws.
Comment (17) between 2013 and 2016, but hardly had anyone been punished for the killings, a PREMIUM TIMES investigation found in August 2016, weeks before Mr. Fayose signed the first-ever law to curb open-grazing on August 29, 2016.

Herdsmen accused villagers of killing herders and rustling their livestock, with Fulani leaders telling PREMIUM TIMES in a 2016 interview that the massacre in Agatu was a reprisal attack for the alleged theft and the 2013 killing of one of their leaders.

The annual cost of the conflict between pastoralists and villagers across the country was placed at about $14 billion by the UK-funded global humanitarian agency, Mercy Corps.
Mr. Olayinka said the police should be an unbiased authority in the crisis.

“Whatever the opinion of the Inspector-General, the police must realise that they have no choice but to implement any law signed by a governor or the president,” the spokesperson said. “Mr. Idris does not have a choice in this matter.”

President Muhammadu Buhari has come under pressure to address the crisis since Nigerians entered the new year with reports of deadly attacks on villages across the north central, especially in Benue, Nasarawa and Taraba.

Mr. Buhari, who had delegated Vice President Yemi Osinbajo to lead the efforts in devising policies that would end the crisis, ordered Mr. Idris to relocate to the region following the attacks, but the police chief did not comply with the order without publicly stating his reasons.

Politics › Boko Haram: Fight Against Insurgency Now Indirect Treasury Looting - Fayose Says by BeeBeeOoh(op): 5:15pm On Feb 28, 2018
The Ekiti State Governor, Mr Ayodele Fayose has alleged that Boko Haram has become source of indirect treasury looting; saying “Those benefitting from Internally Displaced Persons (IDPs) scams, payment of ransom (in dollars) to free those abducted by the Boko Haram insurgents, among others will never wish to see the end of the insurgency.”

The governor described the alleged withdrawal of military check-points from Dapchi and other communities, few days before 110 students of Government Girls Science Technical College (GGSTC) were abducted by Boko Haram, as major pointer to possible conspiracy in the abduction of the school girls and other dastardly acts of the insurgents, asking why no one had been questioned up till now despite conflicting claims by the army and police.

In a statement issued on Wednesday, by his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose insisted that withdrawal of $1 billion from the Excess Crude Account by the federal government was a continuation of the use of fight against the insurgents to fleece the country.

He lamented that Nigerians were now getting to a state of helplessness on the insurgency; adding that “Painfully, it appears we will have to live with Boko Haram for a very long time because waiting for this President Muhammadu Buhari led federal government to save Nigerians is a waste of time. They boasted that Boko Haram will be defeated within three months; it is now more than 30 months. All that they have told Nigerians is grammar. Boko Haram technically defeated, Boko Haram completely defeated and now Boko Haram completely degraded. ”

The governor said; “We have heard stories of alleged diversion of foods and relief materials meant for the Internally Displaced Persons (IDPs) in the North-East to Chad and Niger Republic, about 200 tons of dates donated by the Kingdom of Saudi Arabia for distribution to the IDPs sold in the open market in Abuja and most importantly, use of the IDPs camps by top government officials to perpetrate monumental fraud. As long as fight against Boko Haram remains a business venture, providing cheap money for top officials of this government, the insurgency will continue.

“The anti-corruption watchdog, Transparency International said last year that corruption in the military was weakening Nigeria’s efforts to battle Boko Haram.

“In Transparency International’s words; ‘corrupt military officials have been able to benefit from the conflict through the creation of fake defense contracts, the proceeds of which are often laundered abroad in the UK, U.S. and elsewhere.’

“In its own report, the US Department of State’s Bureau for Counterterrorism and Countering Violent Extremism said that the inability of security agencies in Nigeria to share intelligence report because of animosity is affecting the success in the fight against Boko Haram.

“The public disagreement between the army and police over the security arrangements that were in place in Dapchi and other communities in Yobe State a few days before the Boko Haram attack that led to the abduction of the 110 girls has further lend credence to the position of the US Department of State’s Bureau for Counterterrorism and Countering Violent Extremism.

“President Buhari must therefore have to look inward and purge his government of those benefitting from the insurgency is indeed he desires that it should end.”

Politics › Executive And Legislative Standoff Slows Governance - President Buhari Says by BeeBeeOoh(op): 6:30am On Feb 28, 2018
....Osinbajo preaches collaboration among arms of government

President Muhammadu Buhari yesterday said the stand-off between the executive and the National Assembly is slowing down the processes of governance.

The president spoke yesterday in Abuja during the meeting of the National Executive Committee (NEC) of the All Progressives Congress (APC) held at the party’s national secretariat in Abuja.

Buhari said the APC-led government was working hard to resolve the differences with the National Assembly in order to move the country forward.

He implored party leaders and members to put their hearts together and support Asiwaju Bola Ahmed-led reconciliation committee to resolve all differences in states where there were disagreements.

While thanking the party leaders, especially the national chairman Chief John Odigie-Oyegun for steering the APC from “success to success” since 2015 with reference to Kogi, Edo and Ondo states, he commended the feat achieved in Anambra State election.

According to him, “APC is the party of government and now the party of the Nigerian people.”

Buhari lauded the APC governors for stabilizing the country and the armed forces, police and other security agencies for stopping Boko Haram in its tracks and driving them from their bases.

According to him, no country, however well secured could prevent isolated acts of terror as was seen in United States of America, Europe, Asia and in Africa.

He said, “We cannot afford to fail to remind Nigerians where we came from in 2015. I am happy to report that slowly and steadily we have managed to stabilize the country and re-direct the ship of the state.”

While noting that the pace of government might not have fully met the high expectations of some party members, he reminded them that it took the APC two years “to dig Nigeria out of the mess.”

Buhari therefore urged members and leaders of the ruling APC to work together to ensure victory no matter the outcomes of the party primary processes ahead of the 2019 general elections.

“Soon, primaries for wards, local governments, state and centre will be due. I urge all members to take account of the fact that APC has a history of conducting free and fair primaries whenever consensus about any position is not reached.

“Regardless of the outcomes of the primary processes, it is imperative that we all work together to ensure victory for our party,” Buhari said.

Earlier in his opening remarks, the APC national chairman, Odigie-Oyegun, said 2018 was a challenging year for the party in view of the coming governorship elections in Ekiti and Osun States, stressing that the party should do everything to win.

“These elections are precursors of the national elections. It is therefore necessary that we treat them with great seriousness because they are elections we should do everything to win.

They are signals and signposts, indicators of what is to come in 2019. Preparations are also well underway for those elections,” he said.

Politics › Governor Umahi Bans Fulani Herdsmen In Ebonyi State by BeeBeeOoh(op): 12:15am On Feb 28, 2018
Ebonyi State Governor, Chief David Umahi, Tuesday banned Fulani herdsmen and their cattle from entering communities in Ivo Council Area of the state following a clash between suspected Fulani herders and a farmer in Akaeze community which left the farmer fatally injured.

The governor also banned herdsmen from entering the state from other states evwn as he said that night grazing in all parts of the state is prohibited .

said that unless such a herdsman secured the permission of the Ardos of the two points of expected movement areas, as well as the Village Heads of the receiving community, such movement is outlawed.

Umahi made the pronouncement during the an emergency security meeting involving the state government and the Fulani herdsmen at the Exco Chambers, Government House in Abakaliki which was attended by the heads of various security commands in the state.

Daily Independent gathered that some herdsmen and a farmer in Akaeze community had clashed in a farmland in the area. But while giving accounts of the incident, both sides claimed innocence.

While the Fulani community led by the Coordinator of Northern community in the South East, Abubakar Yusuf Sambo, claimed that two of their members were injured and had been hospitalized in a hospital in Awgu, Enugu State, the Akaeze contingent led by the Coordinator of Akaeze Development Centre, Chief Onyebuchi Ogbadu, claimed that their victim, Mr Daniel Ngwoke, was receiving treatment at the Federal Teaching Hospital, Abakaliki.

But given the complicated nature of the matter, the Governor set up a 10-man Committee to investigate the matter at the end of which the offender, according to him, would be severely punished.

“If we had seen cow, we would have said yes, they butchered a cow and they attacked back. This is a story that would been ok. But in all things, I want the CP, NSCDC, and Army to bring two persons each from their commands plus the Coordinator. Then, the Sambo and the T.A.; that would make them a 10-man committee to investigate the matter and we’ll convey another emergency security meeting.

“But I am banning herdsmen from entering Ivo Local Government Area until this investigation is completed. I want my security men to carry out my instruction.

“No herdsman should enter the place. No cattle should enter Ivo council area again until this investigation is completed. At the end of the day when the report comes out, my prayer is that they would be alive. This is because whoever that is the first aggressor will go to prison in this state.

“I will send the person to prison no matter who the person is. Until this thing is completed.

“The National President of Miyetti Allah Cattle Breeders Association and his secretary told me something; they said no herdsman suppose to come from Enugu State to Ebonyi State without first getting approval from the Ardo of wherever he is coming from.

“The Ardo in charge of where he is coming from must first write a letter to the Ardo of where is going to in Ebonyi. And the Ardo here must approve his coming. The village head must also agree that the herdsman should come. If the two of them say no, then the herdsman cannot come” he said.
