The reason why Israel is deploying it on their land is because their country is small and the enemy firing weapons against them are not that skilled either and also from a small country. Any technologically advanced country like Russia, China or France will easily overwhelm that missile defense system and get past it. Israel doesn't stand a chance against those guys.
