No he wouldn't have applied for an immigrant visa because he would have wasted his money. Because no company would have sponsored him for a immigrant visa application. The closest thing you said that is logical is that he is a criminal and had to then get a police report. But that is only if he applied from the UK, which he didn't.
Aso, if he did apply, he would know the difference between a nonimmgrant vs immigrant visa is. He still doesn't.

Learn to read. When something says "immigrate visa" it does not mean "nonimmigrant visa".

This is the website for the Nonimmigrant visa application. The one you would have used if you had really applied for an employment visa. The site is from the UK embassy. The Uk only requires it if you say you had been arrested.

But you wouldn't have applied from the Uk. You applied from Nigeria. Nigeria doesn't have specific arrest documentation requirements. Partially because the US doesn't even trust documentation from Nigeria.
