Zulum: Borno is in ‘catch-22 situation’ over Boko Haram’s surrender … Says stakeholders need critical framework Governor Babagana Umara Zulum on Saturday in Bama and Gwoza, addressed military officers and community leaders, noting that ongoing surrender of Boko Haram fighters has left Borno State with two extremely difficult situations. He said the situation require diverse stakeholders including representatives of attacked communities, to come together and critically review the pros, cons and implications of the surrender, in order to agree on a framework that is well thought-out. Zulum travelled to Gwoza and Bama local government areas for humanitarian and developmental activities before addressing military commanders at Brigades in Gwoza and Bama, and community leaders at the palaces of the Emir of Gwoza and Shehu of Bama. The Governor delivered the same message in both towns. "We (in Borno) are in a very difficult situation over the ongoing surrender by insurgents. We have to critically look between two extreme conditions and decide our future. We have to choose between an endless war or to cautiously accept the surrendered terrorists which is really painful and difficult for anyone that has lost loved ones, difficult for all of us and even for the military whose colleagues have died and for volunteers. No one would find it easy to accept killers of his or her parents, children and other loved ones. In the last 12 years we have been in this war, and we have lost thousands of fellow citizens. We don't know the whereabout of thousands of others, we don't know whether they are alive or dead. In these 12 years, millions have been made homeless and many wealthy farmers, transporters and others have been rendered poor. In these years, we were able to cultivate maybe around 3% of the arable land, and as a result our people became dependent on food aid amid donor fatigue and potential food insecurity, infact the repercussions of the Boko Haram crisis are enormous and as someone who has been involved with assessment of the impacts and rebuilding efforts in the last seven years, I am in position to know the endless negative impact the Boko Haram has made in Borno” Zulum said. The Governor said accepting Boko Haram has the risk of seriously offending the feelings of victims with potential of civil rebellion, just as there is the risk that if Boko Haram fighters willing to surrender are rejected, they can join ISWAP to swell the ranks of fighters in the bush and the path of peace becomes narrowed. “On my way travelling to Gwoza and Bama, I saw many people cultivating their farmlands by the roadside and this is an indication of emerging peace, which we have to sustain in order to salvage our people. However, like I said, we must come together to carefully analyze the two extremes and come up with a workable framework” Zulum said. Zulum explained, that he will engage in high level consultations with President Muhammadu Buhari, service chiefs and resident security heads, traditional rulers, elders and religious leaders, national and state assembly members, academics and other stakeholders particularly victims of the crimes perpetrated by the insurgents, so that stakeholders will critically review the situation and come up with a framework on how to move forward. Meanwhile, Zulum during his visits to Gwoza and Bama, gave developmental directives on improving schools and hospitals.

NAF ESTABLISHES OFFICE OF OMBUDSMAN To enable those outside the Nigerian Air Force (NAF) have the opportunity to channel their complaints and grievances against the Service or its personnel, the Chief of the Air Staff has given the go-ahead for the establishment of the Office of the Ombudsman. The Office, which is also tasked with addressing complains by NAF personnel, will serve as an independent instrument that will provide an objective and compassionate channel for seeking redress. In approving the establishment of the Office of the Ombudsman, the Chief of the Air Staff (CAS), Air Marshal Oladayo Amao, took cognizance of the need to provide an avenue for those outside the Service as well as NAF serving personnel to ventilate their grievances against the Service for immediate resolution. This is because the CAS strongly believes that putting in place appropriate mechanisms for redress would ensure harmonious relationship and substantially reduce chances of disaffection, improve trust and confidence with the civil populace. Such mechanism is also aimed at increasing motivation and promoting personnel loyalty among NAF serving personnel. It should also be added that since the establishment of the NAF, its personnel have relied mostly on the provisions of the Executive Regulations in channeling their complaints for redress while in some cases, complaints were referred first to immediate superiors even when such complaints are against such superior officers. Also, many persons outside the Service have over time found it difficult to channel their complaints and grievances to the Service due to absence of a distinct channel. The new Office of the Ombudsman, thus, provides an avenue to address these issues. Recall that in July 2021, Air Marshal Amao approved the establishment of the Directorate of Veteran Affairs in a bid to stimulate better welfare packages for NAF veterans and their families. The Directorate is, among other responsibilities, charged with interfacing with similar structures in sister Services towards harnessing necessary benefits for NAF retirees under existing Federal Government programmes for veterans. These efforts which are in tandem with Air Marshal Amao’s vision, ‘To enhance and sustain critical airpower capabilities required for joint force employment in pursuit of national security imperatives,’ are ultimately aimed at restructuring and reorganizing the NAF for better service delivery. COAS RATES NDA HIGH ON TRAINING OF CADETS The Chief of Army Staff (COAS), Lt Gen Faruk Yahaya has rated the Nigerian Defence Academy (NDA) high for the level of training the premier institution has turned out relentlessly over the years in the service to the Armed Forces and Fatherland. This high level of training he said was demonstrated by Cadets of 68 Regular Course during the battle inoculation and firepower demonstration phase of Exercise Camp Highland. The COAS noted that the Nigerian Army(NA) under his leadership will continue to support NDA in ensuring that it meets the critical task of training junior leaders for the Armed Forces of Nigeria. He further stated that the Commandant had earlier briefed on plans to review the training curriculum for NA Cadets in view of the dynamics of threats in the operating environment. He reassured the NDA that the NA will continue to support the premier military institution intellectually and interms of infrastructural development. It is in pursuant of this objective, that the COAS authorised the issuance of 6 Gun Trucks and the posting of personnel to the Demo Battalion. This he further said will be consistent with the manpower holding of a typical infantry battalion in support of realistic training. The COAS used the medium to congratulate the cadets for their hard work and determination throughout the 5 years of rigorous training at the Academy. He further challenged them to maintain the high standard of training the Academy has imparted on them, adding that they should continually seek for excellence when they are eventually commissioned into the Armed Forces of Nigeria. Earlier, the Commandant NDA, Major General IM Yusuf noted that Battle Inoculation was designed to expose cadets to real war situation in line with the objective of Exercise Camp Highland. This according to him was to evaluate cadets on the application of tactics, techniques and procedures in operations. Additionally, he said this will be done alongside administration and logistics in order to determine their eligibility for commissioning into the Nigerian Army. The exercise commenced on 25 July, 2021 with the adventure phase at Shere Hills in Jos, Plateau Sate with map reading and other activities and later culminated into the tactical phase, as well as the Battle Inoculation and Firepower Demonstration phases of the exercise in Kachia in Kaduna State. Major highlights of the events were novelty shooting of support weapons, presentation of souvenirs and inoculation luncheon. BASHIR MUHD JAJIRA Major Academy Public Relations Officer 13 August 2021

WRONG USE OF THE CHIEF OF ARMY STAFF (COAS) OFFICIAL PORTRAIT Following the appointment and subsequent decoration of the Chief of Army Staff Lieutenant General Faruk Yahaya, an official portrait was produced and disseminated to the media houses via various social media platforms and forums. However, it has been observed with dismay that despite this, some media houses, defence correspondents and online media practitioners have persistently used the official portrait of the COAS when he was still a Major General in various command appointments. In light of this, you are please requested to disregard all pictures of the COAS from his former Commands and use the approved official portrait attached below. All to please note and comply accordingly. Thank you for your usual cooperation. ONYEMA NWACHUKWU Brigadier General Director Army Public Relations 13 August 2021

ugo4u:Honestly it hurts when you see this type of equipment fall into the wrong hands. We will blame the Afghan forces alot on there own part. Yet the Americans still bleeped up, why would the Americas leave this quantity and quality of hardwares in a junk yard for Taliban to just come and pick up knowing that the Afghan forces are not properly trained and motivated. Eventually now this weapons and equipment will be used against innocent people and the entire Afghan forces, to me it seems this was done intentional. |
Toju200:Honestly the United States and NATO really failed the Afghan people, I heard than Taliban has taken 11 provincial capitals in a week and has claimed to have taken Kandahar, Afghanistan’s second biggest city, in what would be a major blow to Afghan government forces. So all the Billions spent, forces sent and soldiers who died where in vain. Sometimes I don't just get this Americans ![]() |

CLARIFICATION: COLONEL SAKABA DIED FIGHTING GALLANTLY NOT ASSASINATED The Nigerian Army (NA) has been notified of an article making the rounds online, in which an allegation credited to Mrs Oluwaseun Sakaba, the widow of late Col Ibrahim Sakaba alleged that the late senior officer was assassinated for refusing to loot funds meant for fighting the Boko Haram Insurgency. The late senior officer's widow was quoted to have made several uncomplimentary comments about the institution of the Nigerian Army (NA), making reference to an unfounded and baseless claims devoid of any fact. While the NA is not interested in joining issues with anyone with respect to the enormous sacrifices made daily by our gallant troops, it is however expedient to address the weighty allegations credited to the widow. The NA acknowledges the emotional agony associated with loosing loved ones and that cannot be quantified by any unit of measure. The demise of late Col Ibrahim Sakaba, like those of other officers and soldiers who paid the supreme price in the war against terrorism in the North East, is one that is painful to the NA. These men and women died serving our nation, fighting to restore peace and stability in the North East. This is in tandem with the constitutional mandate of the Armed Forces of Nigeria. Therefore, it will be totally a mischief and an assault on the psyche of our troops, who are relentlessly fighting, to begin to insinuate any plot against one of our own. And what is the plot here? That troops were led by their commander for an operational engagement is not a plot, as any one may want to insinuate. Rather, it was a clear military mission with clear objective. It is however disheartening that this gallant officer and some of his men paid the supreme price in the operation and we pray fervently for the repose of their souls. Col Sakaba was a respected senior officer who gave his all in the defence of the freedom we all enjoy today. His demise is a great loss to all of us. Insinuating anything contrary is a deservice to our nation and the sacrifices of our troops. Concerning the issue of entitlements. Available records reveal the following incontrovertible facts: That Master Samuel Ibrahim Sakaba, the son of Mrs Seun Sakaba is the Next of Kin (NOK) to the late Senior Officer and the only child. All entitlements meant to be paid by the NA have been paid to the NOK through Mrs Oluwaseun Sakaba. As at the time his entitlements were processed, Samuel was less than 6years as such, he was not benefiting from NA school sponsorship. However now that he has reached the required age, he has been captured for payment of school sponsorship which will commence any moment from now. The NA will continue to sponsor the child's education up to graduation from university, as long as he fulfills the requirements outlined in the rules guiding the scheme. The only entitlement owed Mrs Oluwaseun Sakaba is the Group Life Assurance which is normally paid by the Insurance Company and which would soon be received along with that of other deceased personnel. The NA takes the welfare of her troops very seriously, as evident in the various welfare programmes put in place for troops and their families. The leadership has made the welfare of troops, one of the cardinal pillars of the COAS' vision for the NA. This is visible in the various welfare programmes embarked upon in addition to those that are statutorily emplaced. There are also well established communication channels with families of deceased personnel. The NA under the leadership of the COAS, will continue to pursue the welfare of troops who are working round the clock to ensure the safety and security of all Nigerians. The NA will not be deterred, but remain focused in its pursuit of excellence and in ensuring that all Nigerians enjoy their God given right to live freely anywhere in Nigeria.
