RE: PROPOSED DEMONSTRATION BY MUSLIM YOUTHS IN JOS The attention of Operation SAFE HAVEN (OPSH) has been drawn to a message circulating on social media calling on Muslim youths to embark on peaceful protest slated for tomorrow, Wednesday 18 August 2021. The message purpotedly stated that the demonstration is expected to commence from Massallacin Jumaa Yan Dankali to Plateau State House of Assembly Complex. While, OPSH will not want to join issues with the organizers of the planned protest, it is instructive to state that inview of the fragile nature of peace on the Plateau this protest is unnecessary and uncalled for. We are fully aware that Muslim clerics and leaders have distanced itself from the planned message circulated and not in support of the peaceful demonstration. OPSH is therefore sending a strong warning to those planning this demonstration (if it is true) and the originator of the message to have a rethink. The 24 hours curfew imposed by His Excellency the Executive Governor of Plateau State Rt Hon Simon Bako Lalong on Jos North local government and 12 hour curfew on Jos South and Bassa Local government area is still in place and we are fully deployed to ensure its enforcement. OPSH will not allow any body or group to breach the fragile peace in Jos metropolis. Consequently any body found acting contrary to the law will be dealt with. LETS GIVE PEACE A CHANCE Please disseminate to the public through your various medium. Thank you for the usual cooperation ISHAKU TAKWA Major Military Information Officer 17 August 2021 |

Boko Haram surrender: Zulum begins high-level consultations, meets Defence Chief As part of his ongoing multi-stakeholders' consultations on the massive surrender by Boko Haram insurgents in different parts of Borno State, Governor Babagana Umara Zulum on Monday visited the Chief of Defence Staff, General Lucky Irabor, in Abuja. The meeting, which was held behind closed doors, was in furtherance of Zulum’s resolve to widely consult security and Borno stakeholders towards developing a framework that would.address concerns raised over the surrender by members of the Boko Haram/ISWAP through the military’s ‘Operation Safe Corridor’ deployed as a psychological warfare to weaken the ranks of the terrorists. Governor Zulum arrived Abuja from Maiduguri same day and headed to the Office of the Chief of Defence. The governor is scheduled to hold series of other consultations. It would be recalled that Zulum had, on Saturday during his visit to Bama and Gwoza, addressed military commanders and community leaders. He had then disclosed plans to engage in a high-level consultation with President Muhammadu Buhari, the service chiefs and the resident security heads, traditional rulers, elders and religious leaders, national and state assembly members, academics, other stakeholders and victims of insurgents’ attacks with a view to addressing what he described as a difficult situation. The governor noted that though the surrender by thousands of insurgents provides a significant opportunity to end the 12 years of war, there were concerns that needed to be addressed. The concerns, bother on the feelings of victims as well as the confidence of citizens in the event repentant insurgents are to be reintegrated.

OPERATION HADIN KAI: ISWAP LOOSING MOMENTUM AS MORE TERRORISTS SURRENDER WITH ARMS AND AMMUNITION...Resort to futile propaganda Following the recent unprecedented and massive surrendering of Boko Haram Terrorists in Bama Operational area on 2 and 4 August, 2021 respectively, there has been confusion and severe apprehension in the camps of the Islamic State of West Africa Province especially amongst its top ranking commanders over the depleting strength of its members, which has drastically dwindled their overall fighting efficiency. It is against this back drop that the terrorists group opted for the use of propaganda via AMAQ Terrorists Media Wing with the aim to portray the group as if it is still a potent force in the North East. The current trend of apprehension in their camps was further aggravated by the recent alarming turn out of members of the terrorists group, who came out in droves with their families to lay down their arms and surrender to own troops at Mafa Local Government Area on 14 August, 2021. A total of 186 Boko Haram Terrorists members led by their Amir, Manye Aga, comprising 67 adult males, 54 adult females and 65 children surrendered to troops of Operation HADIN KAI at Forward Operational Base (FOB) Ajiri. Items recovered from the surrendered terrorists include, several AK 47 rifles and magazines, a locally made pistol and 8 locally fabricated daggers. Similarly, on 15 August, 2021, the Theatre took custody of additional Boko Haram fighters, comprising of 4 adult males, 11 adult females and 18 children from Landanli, Azah, Ngaridua and Kondilla villages, who surrendered to own troops of 151 Task Force Battalion, Banki Junction in Bama. ISWAP is yet to come to terms with the reality of its current predicament, which has posed serious negative impact on its prowess. It is also worthy of note that the terrorists are overwhelmed with palpable fear and are making desperate efforts to halt the ongoing surrendering of their fighters from the Tumbus and Sambisa axis. The Nigerian Military is more resolute in intensifying both kinetic and non kinetic efforts in the fight against insurgency, banditry and sundry crimes in the country. Zulum: Borno is in ‘catch-22 situation’ over Boko Haram’s surrender … Says stakeholders need critical framework Governor Babagana Umara Zulum on Saturday in Bama and Gwoza, addressed military officers and community leaders, noting that ongoing surrender of Boko Haram fighters has left Borno State with two extremely difficult situations. He said the situation require diverse stakeholders including representatives of attacked communities, to come together and critically review the pros, cons and implications of the surrender, in order to agree on a framework that is well thought-out. Zulum travelled to Gwoza and Bama local government areas for humanitarian and developmental activities before addressing military commanders at Brigades in Gwoza and Bama, and community leaders at the palaces of the Emir of Gwoza and Shehu of Bama. The Governor delivered the same message in both towns. "We (in Borno) are in a very difficult situation over the ongoing surrender by insurgents. We have to critically look between two extreme conditions and decide our future. We have to choose between an endless war or to cautiously accept the surrendered terrorists which is really painful and difficult for anyone that has lost loved ones, difficult for all of us and even for the military whose colleagues have died and for volunteers. No one would find it easy to accept killers of his or her parents, children and other loved ones. In the last 12 years we have been in this war, and we have lost thousands of fellow citizens. We don't know the whereabout of thousands of others, we don't know whether they are alive or dead. In these 12 years, millions have been made homeless and many wealthy farmers, transporters and others have been rendered poor. In these years, we were able to cultivate maybe around 3% of the arable land, and as a result our people became dependent on food aid amid donor fatigue and potential food insecurity, infact the repercussions of the Boko Haram crisis are enormous and as someone who has been involved with assessment of the impacts and rebuilding efforts in the last seven years, I am in position to know the endless negative impact the Boko Haram has made in Borno” Zulum said. The Governor said accepting Boko Haram has the risk of seriously offending the feelings of victims with potential of civil rebellion, just as there is the risk that if Boko Haram fighters willing to surrender are rejected, they can join ISWAP to swell the ranks of fighters in the bush and the path of peace becomes narrowed. “On my way travelling to Gwoza and Bama, I saw many people cultivating their farmlands by the roadside and this is an indication of emerging peace, which we have to sustain in order to salvage our people. However, like I said, we must come together to carefully analyze the two extremes and come up with a workable framework” Zulum said. Zulum explained, that he will engage in high level consultations with President Muhammadu Buhari, service chiefs and resident security heads, traditional rulers, elders and religious leaders, national and state assembly members, academics and other stakeholders particularly victims of the crimes perpetrated by the insurgents, so that stakeholders will critically review the situation and come up with a framework on how to move forward. Meanwhile, Zulum during his visits to Gwoza and Bama, gave developmental directives on improving schools and hospitals.
