I have heard that too about Rwanda. The business environment in that country is not friendly to foreigner(s) and that is why most foreign companies will rathern do business in South Africa or Ghana than Rwanda.

You're right! But every country has its own peculiar turn off...
Rwanda low purchasing power..
An over priced accommodation..
Overpriced unskilled workers...
Govt tax policies...
And some few others.

But, if you are lucky, smart, have a niche business idea or products/services, and remain small in scope of operations, you can beat the odds...

I will prefer Rwanda to south Africa or Ghana. Deaths from violence in SA is I dare say the highest among second tier developed economies.
As for Ghana, only scams go well there!

The government of Rwanda has done a lot to improve the infrastructures in Kigali (mainly) with the little it earns. No doubt about it. The paperwork rankings are impressive, negligible bureaucratic bottlenecks, ease of business set up, bottom low corruption, friendly indigenous people, smiles everywhere but? But something seems to be wrong somewhere!

Let's talk about the but!
Kigali Rwanda is one of the toughest place to do business. I have seen Businesses close within months. I have sense foreigners selling their properties and cutting their losses...a visit to Kigali Expat Social on Facebook will tell more.
I have seen people selling spoons, used detergents, cups, etc before they finally leave. As an entrepreneur these are flags! It actually points to something ominous! But Kigali can also be a place where you control a business in more lucrative zones!

1. RWANDA is a police State. Reasons might be due to their past. Yes it improves security, but truth be told; business is tough in any police State. Business move better when people are not in a state of hidden tension, whether it be the employee or the business owners.

2. Govt policy regarding getting the best option for skilled worker is abysmal, if not outright stupid. Here's our reasons: you have a Job opening that requires the best, you don't need someone to baby sit on the job, yet the Gov expects you to employ a RWANDAn without recourse that these same Rwandans are not skilled, technical or street smart. And they're damned overpriced. I don't know how they think that floating an iphone, clothes etc makes one Smart or a suit on a monkey makes one a human. Failure to do this, the immigration start threatening that they won't issue PR to your choice employee! Can you imagine?
You can read the USA Advisory to it's citizens coming to do business in RWANDA on the American embassy website for more of these!). Bad thing is they still expect you to pay taxes even when you are struggling not to pack up.

3. The taxes are way out of it compared to factors such as Price parity, purchasing power, available Cash on the population Etc. So after investing let's say $3000, how do you make a profit?. Don't even talk of accommodation. They're simply over priced & not up to standard.

4. The average Rwandan is a cunning, dishonest & lazy person. I used to think it was poverty, but no. It's a life style. It's not unusual for a RWANDAN to take you out to place where you get charged double for what ordinarily should be single. It's very common seeing able bodied person drinking on Monday morning, not one bottle but troves of bottles of alcohol! It's not uncommon seeing a lady asking you to pay her for sex rather than picking up Employment if you present both to her. Also, no one takes responsibility, they can tell you this, and deny it moments later.

5. They want your business secret, reason why they insist you employ Rwandans on sensitive positions.. ask jumai. After jumai left, cutting their losses, it was some of her employees that took over! But guess what? The new company has not made a market! You can't drive a business idea better than the originator of the idea!

6. Rwandans fear their Gov more than God Himself! It's not uncommon for Rwandans to give Gov Agents all information about your business, and still give you a damn smile. Hahahahaha!

However, Kigali Rwanda is good if;

1. You're importing and selling FMCGs, even with the taxes you can pass it over to the citizens.

2. Your source of income is outside of RWANDA and you need a cool, quiet place for HQ/Operations.

3. You need their paperwork for reasons best known to you.

4. You love wildlife... Serengeti, Mala Akegera is close by.

And please..... don't come with all your money. It will dry out fast before you understand these facts! By then you might be frustrated! There's a difference between what is put forth on the social Media and actual reality!

So what should you do?
Well, set up in Rwanda, Operate a skeletal office, with minimal staff, produce in Uganda. Export to your business in RWANDA who then sell for you! Uganda to RWANDA is $14 by bus!
