HeroicMeastro:  I should not even be replying you. But here... Director signifies Grade Level. Every civil servant from GL 16, I think, is a Director by default. And they head Departments in ministries. Permanent Secretaries are senior career civil servants that head Ministries. So yes, any civil servant can rise to become a PS. No, FG can not have 100s of them. It is one Permanent Secretary per ministry. There are about 36 ministries & each state is expected to be represented. Federal Character is there to guide this, I think. |

Lol. You can fool some people sometime but you can’t fool all the people all the time. It is now obvious Buhari was never a material for the presidency. Just that Jonathan did nothing to curb the hate campaign against him. Buhari is the only president in the history of Nigeria with hate speeches credited to. As corrupt as all other former presidents are, none has any hate speech or speech of violence credited to him. Not even the father of corruption, Abacha.
