PoliticsObasanjo Killed Abacha’s Vision 2010 — Fg by blacksta(op): 6:44am On Jul 16, 2009
ABUJA—THE Federal Government yesterday took a swipe at former President Olusegun Obasanjo, saying that for the hatred he had for anything which related to former Military Head of State, General Sani Abacha, Nigeria would have very vibrant in all its ramifications.

According to the government, Obasanjo killed Abacha Vision 2010 Development plan because he never liked him as a person and he (Obasanjo) went ahead and put in place the vision 2020 even though it was in principle without any concrete effort to prepare the document.

Speaking yesterday in Abuja while presenting the Nigeria Vision 20:2020, which seeks to place Nigeria among the 20 most developed economy in 11 years time, Minister/Deputy Chairman, National Planning Commission (NPC), Dr Shamsuddeen Usman said, “Obasanjo threw away the vision 2010 because he didn’t want to hear anything Abacha,

“Vision 2010 failed because it was not implemented. If it were, I am sure- I was part of it, this country would have been a different place by now.

“We need consistency in this country and look out for what is in the best interest of Nigerians. I said this thing elsewhere and somebody responded to me instantly but it is the truth. Vision 2010 was thrown out of the window by President Obasanjo.

As at the time he came on board he didn’t want to hear anything Abacha. This is the reality. I think he realised later that we do need a longer term vision (planning) and to his credit, the vision 2020 was initiated.”

According to him, the consistency in policy being recorded in different facets of the country today have demonstrated that the vision 2020 initiative would succeed during President Umaru Yar’Adua, adding that efforts were being made to convince the National Assembly to legislate the vision into law to make it mandatory for successive administration to continue with its implementation.

PoliticsFashola Warns Mend - My Action Governor by blacksta(op): 6:41am On Jul 16, 2009
LAGOS - IN his official reaction to Sunday’s bombing of the Atlas Cove Jetty by men of the Movement for the Emancipation of the Niger-Delta (MEND), Governor Babatunde Fashola of Lagos State, yesterday, warned the militants that the action must never repeat itself as the state was quite ready to respond to “this new security threat appropriately”.

Fashola, briefing newsmen on the development after an emergency meeting of the state Security Council condoled with the families of the officers and men of the Armed Forces who were victims of the attack.

According to Fashola, the attack raises very new questions about what the agitation in the Niger Delta is all about.
He said that Lagos as the headquarters of the national press has been the medium of agitation and as a melting pot of nationalities; the people of Lagos have protected and hosted even displaced Niger Deltans.

He noted that it was quite unfair to have turned on Lagos, the Governor explained that the State itself has been a victim of years of neglect as a former federal capital which continues to serve as the host community to all ethnic communities and as economic nerve centre of the country.

He said: “Is Lagos not also a victim of years of neglect? Is this an agitation without limits, is a friendly and host State fair game?”

“If this (Atlas Cove Jetty bombing) was a mistake, we expect that it must never repeat itself as we will respond to this new security threat appropriately”.

JTF threatens ceasefire, says MEND

Meanwhile, less than twenty-four hours after it announced a 60-day ceasefire, effective 00.00 hours Wednesday, July 15, the Movement for the Emancipation of the Niger-Delta (MEND) said, yesterday that the armistice was under threat by the Joint Task Force (JTF), which allegedly dispatched seven gun boats with heavily armed troops from Warri, ostensibly to one of its camps located around border between Delta and Ondo states.

PoliticsI Never Said I Won’t Run For Second Term - Amaechi by blacksta(op): 6:38am On Jul 16, 2009
Rivers State governor, Honourable Chibuike Rotimi Amaechi, has come out to clarify his stance on whether he is running for second term or not, and says he didn’t say he won’t run for second term.

On Wednesday, some newspapers reported that Governor Amaechi, at a stakeholders’ forum in Port Harcourt on Tuesday, said that he would not contest for the governorship position in 2011. The newspaper reports went further to say that the governor urged the people of the state not to vote for him in the 2011 governorship election if he decided to seek re-election.

But in a swift reaction, Governor Amaechi said his comments were being distorted and taken out of context, thereby, presenting a wrong position to the public. Speaking through his Senior Special Adviser on Media and Publicity, Mr. David Iyofor, Governor Amaechi clarified his comments on second term.

Iyofor stated that, “Governor Amaechi’s position on second term has always been that he’s presently working on transforming the state and delivering develop-ment, economic pros-perity and modern working infrastructure to Rivers people. Second term is not an issue for him now, it is not on the cards for him now and his only interest for now is to develop and build a new state every Rivers person will be proud of, and not any interest in second term.”

On the governor’s comments on Tuesday that led to the newspaper reports, Iyofor said that his boss was quoted of context which obviously led to an inaccurate interpretation and presentation of what he said.

PoliticsNigeria Loses Gas Market To M'east, Russia by blacksta(op): 6:36am On Jul 16, 2009
FACED with the dwindling supply of gas from Nigeria, foreign consumers of the commodity have turned their search for the product to relatively peaceful countries and blocs to run their plants.

Nigeria has reportedly failed to meet its obligation to both existing and prospective customers of Liquefied Natural Gas (LNG) due to the wave of military in the Niger Delta where the resource abundantly exists and tapped.

The Guardian learnt that in desperation, such buyers have shifted their search and patronage to the Middle East and Russia.

It was gathered that with reduction in supply to the Nigeria LNG company by major gas producers, especially Shell, which production capacity has gone down by about 35 per cent, foreign buyers are unwilling to place fresh orders for the country's gas.

Industry sources said big customers like Enel of Italy, Botas of Turkey and Iberdrola of Spain, have directed their orders to countries like Qatar, Russia.

"These companies are now in the Middle East, Europe and Asia scouting for spare cargoes following the increasing insecurity in the Niger Delta and the inability of Shell to boost LNG production and ultimately supply from Nigeria," an official of a major gas producing firm said.

The Guardian further learnt that attempts by some Nigerian gas companies to woo the major buyers to sign contract for more LNG product from Nigeria have not yielded the desired result.

A senior official of the Nigerian National Petroleum Corporation (NNPC) corroborated this when he said "the issue of security of supply is very critical to the success of gas development in any society," adding that "the incessant shut-in of oil production, which has affected gas production, had sent negative signals to big time buyers, who are only comfortable in seeking for gas in regions where supply is guaranteed."

According to him, before any company signs a purchase contract, there must be ample evidence that supply would not be disrupted in such a way that product to the final consumers would be truncated.

"You cannot blame those buyers for looking elsewhere. Today, I can tell you that we are producing below the Organisation of Petroleum Exporting Countries (OPEC) quota. Shell cannot meet its supply volume to NLNG all because of crisis in the Niger Delta," he said.

The official stated that gas companies have not made significant progress in wooing stakeholders to take the Final Investment Decision (FID), especially on Trains Seven of the NLNG to begin construction.

He said Qatar and even Russia, a major gas producer in Europe, have enough capacity to meet the orders of foreign buyers.

Gas supply to NLNG, the fastest growing company in Nigeria, was disrupted when Shell facility was vandalised by militants in the Niger Delta. Another major supplier that has suffered in the face of insecurity in the Niger Delta is Italian oil firm, Agip.

But NLNG official, who spoke with The Guardian on condition of anonymity, denied the development, adding that it had not been formally made known to the company.

He said the recent happenings in the Niger Delta affect gas supply and that NLNG along with other partners (the gas suppliers) are discussing with the hope of getting excess capacity from their production to make up for shortfall in shell supply.

"We are targeting supply from Total's Akpo field. We are discussing with the suppliers with a view to getting excess supply to make up for the shortfall from Shell. Actually, Shell has not restored full supply to LNG plant in Bonny. We are still receiving about 30 per cent less.

"If our buyers are looking for alternative from other parts of the world, it is a welcome development but I think Qatar will have greater potential to look at," the official said.

"The issue of penalty does not arise because worldwide the crisis in the Niger Delta is known. All we need to do is to inform them if we are unable to meet our supply target or declare force majuere," he said.

Shell, the major supplier to NLNG plant in Bonny, had said it would be unable to meet its delivery dates to the company after it closed its Soku gas plant to repair pipelines.

It said the repairs were required after damage caused by thieves and illegal connection.

"In recent months, the number of illegal connections on pipelines has increased significantly and they are encroaching on the Soku plant itself, increasing safety risks to an unacceptable level," Shell Petroleum Development Company (SPDC) said.

SPDC is in a joint venture with NNPC, Total's unit, Elf Petroleum Nigeria Limited and Italy's Agip.

The Soku plant located in the swamps of the southern Rivers State supplies 40 per cent of the gas feed to NLNG, a project in which Shell has a 26 per cent stake.

NNPC holds 49 per cent in NLNG. Other shareholders in the gas venture are Total and Agip. NLNG supplies liquefied natural gas to markets in Europe and the United States (U.S.).

PoliticsConstitution Amendment: North Agitates For Resource Control by blacksta(op): 6:34am On Jul 16, 2009
THE Northern Senators Forum (NSF) has resolved to press for the inclusion of derivation principle on all minerals derived from the area through the ongoing constitution amendment exercise.

The senators had met last week but mandated a committee to fine-tune the decisions reached at the meeting, while the leadership of the forum will meet with other necessary forums to actualise the decisions.

The Senate and the House of Representatives have started working on the constitution amendment bill sent to them by President Umaru Yar’Adua, following the collapse of the Joint Committee on Constitution Review (JCCR) inaugurated by the two chambers to jointly review the constitution.

Sources close to the NSF told the Nigerian Tribune, on Wednesday, that the forum had reached a decision to push for the inclusion of the derivation principle on all mineral resources found in the North.

A source said that the North believed that the South, especially South-South, had seen the North as a parasite for too long, something the region saw as offensive.

The source said that the North produced a lot of mineral resources which it could benefit from, if the 13 per cent derivation formula was applied to mineral resources.

The senators also reached an agreement that they would push for an increased search for oil in the Lake Chad basin and other areas of the North, after which the region could then agree on a wholesale review of the 13 per cent derivation.

Said a source at the meeting: “Exploration of mineral resources in the North is one thing we agreed to. We have resolved to impress it on the president to, as a matter of urgent importance, approve an increased search for oil in the North.

“It is insulting and offensive to see the North as a parasite on the nation, because oil comes from the South. We sincerely believe that there is oil in the North since there is oil in other areas with similar vegetation.

“We cannot believe that there is no oil in the North, if there is oil in countries like Libya, Ghana, Chad and Cameroun.”

The bid is to ensure that the new derivation principle would be enshrined in the constitution to the effect that all mineral resources are to attract derivation to the state producing them.

After the collapse of the JCCR initiative, following disagreements between the Senate and the House, the Senate is going ahead with the review of the constitution through the 44-member committee on the constitution review headed by the Deputy Senate President, Senator Ike Ekweremadu.

It was gathered that the NSF would constitute a team of eminent members to meet with members of the Southern Senators’ Forum to fine-tune discussions on areas of possible collaboration.

A source said that the North was no longer opposed to state creation as long as states would also be created in the North.

“Seriously, the North is no longer opposed to state creation. But there is the need to properly account for the agricultural products from the region and the minerals. We believe that the solid minerals of the North and the agricultural produce stabilise this country. Even the oil money cannot stabilise the country but the North is being seen as a parasite, despite the fact that we feed the nation,” a source said.

It was also gathered that the North would emphasise the need to devote appropriate budgetary provisions in the 2010 budget to ensure the need for increased search for oil in the region.

According to the source, areas to be emphasised by the North in the 2010 budget include Agriculture, Energy and Mineral Resources.

The source said that with proper policy in place, the North could be self-sustaining, especially if it emphasised solar energy, wind energy and other sustainable sources of power.

“In the 2010 budget, the region will liaise with the Presidency to make enough funds available to prospect for oil in the North. We will also ensure enough attention is devoted to agriculture. In the past, the North benefited from agriculture, now is the time to redress and return to the glorious days,” the source said.
