Libyan authorities have accused aid groups of plotting to change the country's ethnic make-up by encouraging African migrants to stay there, and has ordered some of them to close their offices. Ten groups were criticised - including Doctors Without Borders, the UN refugee agency, and Norwegian Refugee Council.
"This plan to settle migrants of African origin in our country represents a hostile act. It aims to change the demographic composition of the country and threatens the balance of Libyan society," said Internal Security Authority spokesman Salem Gheit on Thursday.
It echoes a similar announcement made by Tunisia two years ago, which was swiftly condemned as anti-black racism.
Both nations sit on the Mediterranean coast and are key transit points for African migrants crossing the sea to Europe. Since the overthrow of Libya's leader Muammar Gaddafi in 2011 there has been a breakdown in government, allowing armed militias and human-traffickers to proliferate.
The country has been divided into two, each run by a rival administration. Militiamen have been accused of running detention centres where migrants are beaten to death or starved, and the Libyan coastguard is accused of sometimes filming people in the sea rather than rescuing them. The Libyan authorities have not commented on these accusations.
Thursday's order to expel the aid groups was made by the internationally recognised government based in the capital, Tripoli. 'Are they not Africans themselves?' Doctors Without Borders (MSF) suspended its work in Libya a week ago, describing a campaign of harassment by Libyan authorities "summoning and interrogating the staff of international NGOs" since mid-March.
"Our organisation is very concerned about the consequences that these orders will have on the health of patients and on the safety of humanitarian workers," MSF said in a statement sent to the BBC.
In response to Thursday's announcement, the UN's refugee agency (UNHCR) has defended its work, telling the BBC that the people it helps are not "migrants" but refugees in dire need.
It also says it has not received any orders to leave and that it operates with the consent of the Tripoli government.
"We are in contact with the authorities in Libya and are following up with them to seek clarity. UNHCR has been operating in Libya for over 30 years, providing humanitarian assistance to refugees, asylum-seekers and vulnerable Libyan communities," spokesman William Spindler told the BBC.
One of the accusations reportedly made by Libya's International Security Authority against the 10 aid groups was that they support "illegal migrants by providing them with food, clothes, and medicine, which encouraged these migrants to consider Libya as a final destination and not a transit country". But many say they do not want to stay in the country.
For years sub-Saharan African migrants have been subjected to grave rights abuses and dehumanising treatment in Libya - including being killed, enslaved, or repeatedly raped. Former presidential candidate of the Labour Party, Peter Obi, has called for justice for Yusuf Alabi, a 15-year-old boy who has been held at the Kirikiri Correctional Centre for over three months without trial.
Alabi gained national attention in 2023 when he was photographed standing bravely in front of Obi’s convoy during a campaign rally in Lagos, a moment that went viral and was seen as symbolic of youth hope.
In a post shared via his official X handle on Tuesday night, Obi expressed deep concern over the boy’s prolonged detention and urged authorities to uphold the rule of law.
“I was made aware of the predicament of a young boy named Quadri Yusuf Alabi, who has been detained for over three months without trial, appeared in court for the first time in March, and still remains held in custody.
“I have contacted a lawyer, Barrister Inibehe Effiong, who, luckily, has been actively working to intensify his release. I sincerely appeal to the police and other agents of the government to always operate within the law and the rules and stop weaponizing citizens, especially our youths, who need our care and love to unleash their talents and energy towards building a new Nigeria that is possible,” he posted.
Alabi was allegedly stopped by local youths, who handed him over to the police, claiming he was a notorious fighter and thief.
However, Alabi maintains his innocence, stating he recognised the youths who accused him. The accusers reportedly held a grudge against Alabi’s family for not providing them with “settlement” money after he received cash gifts from Obi and socialite Cubana Chief Priest for his enthusiastic display at the rally.
Alabi has been charged with fighting and stealing. He made his first court appearance on March 27, with the next hearing scheduled for April 28.
Effiong confirmed Obi’s intervention, stating that efforts have been intensified to ensure justice and Alabi’s freedom.

Why did muhummad order his followers to cut off the legs and arms of an old woman called Umm Qirfa who was 120 years old, for no other reason than the fact that she composed poetry which mocked him? And I paused. I imagined myself in that situation. What would I have done? Yelled? Punished? Lost control?
Then I remembered a beautiful and powerful Hadith of the Prophet ﷺ.
No doubt, one of the most striking features of Prophet Muhammad ﷺ was his exceptional character marked by mercy, patience, gentleness and kindness.
Whether he was with family, companions, or those who served him, he radiated compassion and understanding. He was not just a messenger but a mentor, a leader, and a friend who brought out the best in people, not through fear, but through love.
Anas ibn Malik (RA), who served the Prophet ﷺ for ten years, gave a powerful testimony about one of such characters:
"I served the Messenger of Allah for ten years, and not once did he say to me ‘Uff’ (a word of annoyance), nor did he ever say about something I had done, ‘Why did you do that?’ or about something I had not done, ‘Why didn’t you do that?’" (Sahih Muslim 2309)
This Hadith isn’t just a memory, it is a masterclass in character. It offers two perspectives:
1. For leaders and those in authority: how to treat people with dignity and patience.
2. For subordinates and those under guidance: how to respond with respect, obedience, and good behavior.
How many parents shout at their children for spilling water? How many bosses humiliate workers for a delay? How many teachers scold students without listening? Yet the greatest man ﷺ to walk this earth never even said "Uff" to his servant over ten years! SubhanAllah!
If you’re in a position of leadership, be it as a parent, manager, teacher, or elder take this to heart. Show patience. Correct with wisdom. Your kindness might turn a careless child into a responsible adult or a struggling employee into a loyal star. Lead like the Prophet ﷺ with love, not pressure.
At the same time, Anas (RA) must have been an exceptional young man: obedient, respectful, and trustworthy. That might be in addition (apart from the Prophet natural kindness) the reason Prophet ﷺ treated him with such gentleness.
Are you someone who listens and learns? Do you carry out tasks with sincerity? As a student, child, or junior colleague, your attitude determines your treatment.
Make it easy for your leader to be kind to you. Just like Anas earned the Prophet’s trust, you too can earn trust through humility and effort.
This Hadith is more than a story—it’s a call for change.
May Allah make us patient like the Prophet ﷺ and sincere like Anas (RA). Ameen.

Two men, Ridwan Bello and Fatai Adeleke, have been arraigned before an Iyaganku, Ibadan Chief Magistrates’ Court over alleged unlawful possession of a human head and other body parts of a female corpse.
Bello, 42, of Odo-Aba Street, and Adeleke, 70, whose address remains unknown, face four charges: conspiracy, possession of a human head, interference with the dead, and breach of public peace.
According to the Prosecutor, ASP Foluke Adedosu, the suspects, along with others still at large, conspired to commit the crimes.
On March 18, at about 3am in the Muslim Area of Ibadan, Bello was allegedly found in possession of a human head and dismembered body parts identified as those of the late Mrs. Adebimpe Akinbo.
“A female human head, severed limbs, dried bones, and other remains stored in bags and a paint bucket were recovered from Bello’s house,” Adedosu told the court.
Investigations revealed that Bello had allegedly exhumed Akinbo’s remains from Saint Andrews Anglican Church Cemetery in Awa-Ijebu, Ogun State, for ritual purposes.
Adeleke is accused of knowingly purchasing the human parts from Bello for similar purposes.
The News Agency of Nigeria reports that the prosecutor added that their actions disrupted public peace and violated Sections 242 (1)(b), 249 (d), 329A, and 516 of the Oyo State Criminal Code Laws, 2000.
Both defendants pleaded not guilty. Magistrate A.T. Oyediji granted them bail at N500,000 each, with two sureties in like sum.

After spending eight years in jail, a Nigerian televangelist accused of raping young women from his South African church has been found not guilty of all charges.
Timothy Omotoso had denied the 32 charges in a trial that was broadcast live and gained huge interest across the country.
In 2018, one witness told the court she had been raped by the pastor - who ran a church in the city of Port Elizabeth - when she was 14 years old.
When delivering the verdict on Wednesday, the judge presiding over the trial said that Mr Omotoso had been found not guilty because prosecutors had mishandled the case.
South Africa's National Prosecuting Authority (NPA) shared a similar assessment, saying that "former prosecutors in the case acted improperly and the accused were not sufficiently cross-examined by the state".
The NPA said it would now "consider its legal options" and that the drawn-out nature of the trial was partly down to Mr Omotoso filing numerous legal challenges.
For his part, Mr Omotoso told the media he thanked God for the verdict.
Hi co-accused, Lusanda Sulani and Zikiswa Sitho, were also found not guilty.
Mr Omotoso was dramatically arrested at an airport in 2017 as he sought to leave the country.
His trial was the first prominent rape case to be broadcast live in a country where sexual violence is rampant.
The hearings attracted huge interest, and raised difficult questions about victims' rights, impartiality and whether justice is best served by having television cameras in courtrooms.
Following Wednesday's verdict, Mr Omotoso will be deported to Nigeria, South African media outlet News24 reported. https://www.bbc.com/news/articles/czd35ne52q2o
