The decomposing body of a bar attendant, Oritoke Manni, has been found at a site in Otolu town, Akodo, in the Lekki Local Council Development Area of Lagos State.

PUNCH Metro gathered that Manni went missing after visiting her boyfriend, Segun Titilayo, at his house in the area.

When efforts by Manni’s family members to locate her proved abortive, they reported a case of missing person to the police.

The state Police Public Relations Officer, Muyiwa Adejobi, in a statement on Thursday, said the victim’s corpse was found after an engineer reported to the police that his company, while excavating its site at Otolu town, exhumed the body.

He noted that Manni was identified by workers of the hotel.

Adejobi said, “The Lagos State Police Command has arrested one Segun Titilayo, 29, of Otolu town, Lekki LCDA of Lagos State, for killing and burying the corpse of his girlfriend, Oritoke Manni, 26, a bar attendant at K.C. Hotel, Apakin town, Lekki.

“On October 13, 2020, around 11am, it was reported that the suspect, Segun Titilayo, put a call to the deceased and she went to Segun’s house, but Oritoke (Manni) could not be traced or seen afterward.

“The police recorded a case of a missing person for the deceased. The police wireless message on the case was widely circulated to all police formations across the state for search and necessary police action as a practice.

“However, on November 7, 2020, one Engineer Adegbago David of Adron Homes and Properties reported to the police station at Akodo rea, Lagos State, that while the company was excavating its site at Otolu town, their caterpillar exhumed a decomposing corpse. Police detectives swung into action and the corpse was identified by the staff of the hotel to be Oritoke’s. The corpse was evacuated to a public morgue for autopsy.

“The police placed a manhunt on the suspect and he was arrested. He is being detained at the SCID Panti and giving useful information to help the police in their investigation.

The state Commissioner of Police, Lagos State, Hakeem Odumosu, has condemned the crime and directed the Deputy Commissioner of Police in charge of the State CID, DCP Yetunde Longe, to carry out thorough investigation into the matter.

“The CP cautions the youth, especially ladies, against keeping unscrupulous and destructive friends. He also encourages Lagosians to promote moral values and shun crimes and criminality.”

The pan-Igbo socio-cultural and political organisation, Ohanaeze Ndigbo, has declared support for moves by the Ebonyi State Governor, David Umahi, to dump the Peoples Democratic Party to join the All Progressives Congress.

Umahi reportedly told PDP leaders at a meeting, in Abuja, on Tuesday, that he was leaving the party because of its refusal to zone the 2023 presidential ticket to the South East.

Deputy National Publicity Secretary of Ohanaeze, Chief Chuks Ibegbu, described Umahi’s planned move as “legitimate.”

Ibegbu said this in a telephone interview with our correspondent, in Enugu, on Wednesday.

He said, PDP will be unkind not to zone the 2023 presidency to the South East that has suffered a lot for it.”

In a related development, Umahi’s planned move to join the APC is yet to be officially communicated to the party.

Deputy National Publicity Secretary of the APC, Yekini Nabena, in response to enquiries by The PUNCH, on the issue on Wednesday, said, “Our doors are wide open to receive all Nigerians who meet the requirements laid down by the constitution to join our party.

“For now, there has been no official communication either from him (Umahi) or his people.”

The Governor of Ebonyi State, Dave Umahi, told the national leadership of the Peoples Democratic Party in Abuja on Tuesday that he was leaving the party.

He said he would join the ruling All Progressives Congress which he claimed would protect the interest of the South-East in the 2023 elections.

Our correspondent gathered that Umahi told the members of the National Working Committee of the PDP that his decision to join the APC was irrevocable.

The members of the PDP NWC, who were led to the meeting by its National Chairman, Prince Uche Secondus, were said to have tried in vain to convince the governor not to abandon the party.

Apart from Secondus, among those that were at the meeting at the Ebonyi Governor’s Lodge in Abuja were Deputy National Secretary, Agbo Emmanuel; National Organising Secretary, Austin Akobondu; Financial Secretary, Abdullahi Maibasira; National Women Leader, Mariya Waziri and Senator Sulieman Nazif.

The governor was said to be friendly when he received the PDP delegation, but stuck to his decision to leave the PDP when the issue came up.

It was gathered that the PDP delegation impressed it upon the governor that there was no need leaving the PDP for the APC, which they argued had become unpopular.

Sources at the meeting, however, said the governor was not convinced, insisting that the APC was planning to zone the 2023 Presidency to the South-East.

He was said to have promised to stay in the PDP if the party could make a pronouncement that it would zone the Presidency to the same zone.

One of the sources said, “I think his (governor’s) mind was made up. We told him there was no need for him to abandon the party that had made him a deputy governor, state chairman of the party, two-time governor and all that. But he refused.

He wanted us to unilaterally zone the office of the Presidency to his area. We cannot do that. Parties are not run that way. He told us he was leaving. That is what we got from him.’’

When contacted, Secondus confirmed that the party’s leadership met with Umahi.

He, however, refused to declared the details of the meeting, insisting that the meeting was on ‘‘national issues.’’

The National Librarian and Chief Executive Officer of the National Library of Nigeria, Prof Lenrie Aina, tells OLALEYE ALUKO how the COVID-19 pandemic has affected the chain of libraries’ activities, challenges, among other issues

The National Library annually embarks on a reading campaign to encourage Nigerians across the 36 states; how do you hope to achieve this in 2020 with the COVID-19 situation?

Obviously, this year’s Readership Promotion Campaign will be different. RPC needs interaction with participants – students, nursing mothers, inmates in correctional centres, rural communities and drivers, conductors and passengers in motor parks. But the campaign will still go on using the following non-interactive strategies.

One, the national television channels will be used to reach the target. There will be a symposium on the campaign; national dignitaries will be invited to read to Nigerians and give talks on the importance of reading. There will be radio talks in all the 36 states and the Federal Capital Territory, Abuja. The talk will be in English, pidgin English and indigenous languages.

Two, a national essay competition on the importance of reading will be organised for primary and secondary schools in Nigeria. Books worth N50,000 will be donated to the library of one correctional centre in each of the 36 states and the Federal Capital Territory. We are also producing a well-researched video documentary propagating and advocating the gains of a robust reading culture. This documentary shall be aired on national television and, also on our website as well as social media handles.

Activities in 2020 have been largely distorted with the COVID-19 pandemic; in what ways has the pandemic affected the services of the national library?

COVID-19 was unexpected and it affected our services negatively. Most of our branches had to close down because only senior officers were mandated to resume after the initial lockdown, as the lower cadre stayed back at home. Thus, our users could not benefit from our information materials and services. It seems I had long expected that we may be in a situation in which we will not be able to physically provide our services to the general public, hence my advocacy for virtual library services so that any user can access our services no matter how remotely located.

As a proactive measure, we acquired two scanning machines last year. The more sophisticated of the two was ordered from Austria. In order to ensure our workers master the use of the scanner, we sent three members of staff to Austria and Czech Republic (the other manufacturing country) to master the use and also how to deal with any problem that arises. We have started digitising government publications using the Fujitsu ADF Scanner we acquired from the United Kingdom. We expect the manufacturers of the Quidenus Robotic Scanner to come down to Nigeria to install the machine as soon as international travels permit. In short, in the future, our services will no longer be affected even if the physical library is closed down. Also, we have made it possible for authors and publishers to obtain the International Standard Book Number and the International Standard Serial Number online. They do not have to visit our branches or the headquarters any more in order to obtain ISBN and ISSN. All they need to do is to visit our website.
Specifically during the lockdown in March and April, what was the situation of the library? How were you able to keep a record of publications?

As I earlier mentioned, there was no problem of keeping our publications, as the senior staff were on hand to offer skeletal services. Even now, not all staff members are in the office in order to provide adequate spacing for social distancing.

Going by the aftermath of this pandemic in our country, what safety measures have you put in place for Nigerians coming to use the National Library?

We just follow the directives given by the Presidential Task Force on COVID-19 on safety. Specifically, we acquired a temperature measure device, provided sanitiser, running water and liquid soap for washing hands, and we have been observing social distance at the headquarters and branches. Wearing of face masks is compulsory for all users of our services.

Would you say since there was a lockdown and stay-at-home, the reading culture of Nigerians improved as a result of the COVID-19 pandemic?

This is our expectation. People have much time to devote to reading as other competing recreational activities are now at a low ebb. There were limited social activities, no football matches, etc. Nature abhors vacuum. I guess there was increased tempo in reading and I hope this will be sustained.

You said last November that the National Library was working with six state governments to establish a branch of the library in each state. What stage is that partnership presently?

Our mandate is to establish a branch in each state of the federation. Presently we have nine states without National Library of Nigeria’s presence but as a result of our being proactive, we requested to have branches in the nine states early January this year, stating the criteria which include presence of a virile state library board; provision of temporary accommodation for immediate occupation; and provision of a plot of land measuring a predetermined size for the building of our permanent prototype.

Five states responded positively and we intend to establish our presence in the five states before the end of the year. These states are Akwa-Ibom, Anambra, Bayelsa, Ebonyi and Ekiti. A delegation of the National Library led by me has already visited Akwa-Ibom, Bayelsa and Ebonyi states.

We have confirmed our readiness to take off and we have started deploying library furniture and office equipment to these states. We shall be visiting Anambra this month and Ekiti next month. In order to take immediate action, our delegation always comprises me, the director in charge of state branches, a staff member of Procurement Department for the purpose of identifying items needed for each branch, a staff member of Physical Planning Unit for the purpose of putting finishing touches on temporary accommodation provided to us, and the head of the nearest branch to the proposed national library branch, who will be the link between the headquarters in Abuja and the concerned state.

We are of course encouraging Delta, Kebbi and Zamfara states to join the train. We used to have a branch in Yobe State but it was destroyed by insurgents beyond repairs. I will shortly be visiting Yobe State to discuss with the authorities on how we can move forward in re-establishing our presence. My ultimate aim is to have the presence of a national library in all the 36 states by the end of my tenure next year.

How has the digitisation process that is being carried out by the National Library in conjunction with Norway been going? Has it been slowed down by the pandemic?

We were approached by the National Library of Norway to partner with it, in order to digitise books in local languages in the National Library of Nigeria so that they can make the digitised publications available to their readers in Norway. We had problems with copyright issues. We have not resolved the problem, but now, we are in a position to digitise our local language publications since we have now purchased our sophisticated scanning machines. So, though we are still open to mutually beneficial partnerships with Norway and any other country, the partnership may take a different form.

All we need to do is to put all the Nigerian publications on our website once we clear with the Reproduction Rights Society of Nigeria and the Nigerian Copyrights Commission. Any country can now access Nigerian publications on our website with a token payment that we shall give to the authors of accessed publications, as royalties. We have already started with government publications which do not have copyright issues. We shall shortly invite the two commissions for a tripartite meeting in Abuja to resolve all problems connected with copyright.

By July 2021, you will be rounding off your administration, what are some key achievements you would like to recall?

Some of them are: one, formulation of a five-year (2020-2024) Strategic Plan for the National Library of Nigeria. This is to provide a pathway for the growth of the library.

We have a comprehensive draft amendment bill of NLN Act to be submitted to the National Assembly. For example, the 1970 Act prescribes N100 for not obeying legal deposit law, it has been increased to N250,000. The 1970 Act does not exclusively give the National Library of Nigeria the sole responsibility of issuing ISSN – this has been corrected; making issuing of fake ISBN and ISSN criminal; the law also makes the launching of books without obtaining clearance from the National Library of Nigeria, criminal.

We have also repositioned the national library by creating virtual services which make resources available to Nigerian citizens, regardless of their locations.

Also, there has been up-to-date auditing of accounts. When I assumed duty in 2016, there was a four-year backlog of unaudited accounts, but we have since provided audited reports for the years 2012 to 2018. We are now working on 2019 and by the time I complete my term in July 2021, 2020 audited accounts would have been ready.

Similarly, there was a backlog of unpublished National Bibliography of Nigeria. This is an annual publication that contains the list of all local publications that have been deposited with the National Library of Nigeria during the year. But we have now published it up to date.

Despite these, what are some challenges that still stare the national library in the face?

One, there is an increment in the cost of maintaining our temporary headquarters building through repairs on a regular basis. The building is old. Due to the fact that rents are not paid as and when due, the building has to be maintained from our paltry funds. Recently, the government paid part of the rent arrears and the landlord was able to paint our building.

There are many uncompleted projects in the states because of the slow pace of work by our contractors. Some of the projects that were started in 2010 have not been completed, in spite of the fact that the government funds these projects regularly. The Tenders Board had to terminate the contract of the projects recently in Calabar, Cross River State and Ibadan, Oyo State.

Also, we have the non-employment of new workers. The National Library of Nigeria recruited last in 2014 despite the exit of over 100 workers due to retirement, resignation, and so on. This has affected our services badly.

During the COVID-19 stay at home, Nigerians expectedly experienced a baby boom. What advice do you have for our teeming pregnant mothers about reading?

It has been proved scientifically that there is a communication link between an unborn baby and the mother. Several studies have revealed that mother and child communicate constantly. This is why it is advocated that a pregnant mother must read aloud to her baby so that when the baby is born, reading will be a permanent feature of the child. Coming to your question, I expect nursing mothers to devote much time to reading to their babies since they now have abundant time.

I recall that the National Library is working on a directory for all schools to be equipped with libraries. What have you achieved so far in this regard?

Yes, as you know, the present government is hammering on delivering quality education to Nigerians. The library is a key component or driver of quality education. As required by the National Policy on Education, every school must have a library. But in reality, not all schools have libraries, and this will adversely affect whatever efforts the government is making towards raising the quality of education. So as the National Library, our duty is to offer policy advice in that area. So, we embarked on this project, in collaboration with the Nigeria Library Association to gather reliable data of the total number of schools (both private and public, primary and secondary) that have libraries in each state. The enumeration will also provide information such as the number of these libraries that are being manned by qualified librarians, etc. At the end of the field exercise, we shall collate the data and produce a directory. But beyond just producing the directory, we shall give necessary advice to the government and even drive the initiative, if given the mandate.

The President of the Senate, Ahmad Lawan, on Monday warned political office holders and policymakers against paying lip service to youth unemployment.

He challenged his colleagues in positions of authorities to factor youth employment and empowerment into the 2021 budget so as to escape another round of #EndSARS protests.

Lawan gave the warning when the Minister of Agriculture and Rural Development, Mr Sabo Nanono, led top officials of his ministry to defend its 2021 budget before the Senate Committee on Agriculture.

The Senate President said, “Recently, we had protests by some of our youths. Some of them, very genuine, were seeking the attention of leaders and they got the attention.

“So, our budget, especially for 2021, should be mindful of what we do to provide employment opportunities for these youths.

“They demonstrated, they protested because they could do so. There are so many other people who may not be youthful but are also in the same need. They didn’t protest.

“Let us meet them where they are, we don’t want to wait until they also start to grumble or protest we should be proactive.”

Lawan said the oil sector and the white collar jobs could no longer provide the required employment to keep the youths busy and financially stable.
It’s in your interest to keep peace – Buhari

Meanwhile, the President, Major General Muhammadu Buhari (retd.), on Monday told Nigerian youths who have been protesting under the auspices of #EndSARS that it was in their interest to keep the peace.
According to a statement by his Special Adviser on Media and Publicity, Femi Adesina, the President spoke during the visit of the Deputy Secretary-General of the United Nations, Amina Mohammed, Nigeria’s former Minister of Environment, to the Presidential Villa, Abuja.

The statement was titled, ‘It’s in the interest of our youths to keep the peace, says President Buhari’.

The President was quoted to have sad, “Our own generation is on the last lap, we are exiting. It is in the interest of the youth to keep the peace. They want jobs, infrastructure and development.

“I have sent a team led by the Chief of Staff (Prof. Ibrahim Gambari) to go round the country, talk to traditional rulers, who will then talk to the youth. The views of the youth have been heard.”

Buhari also lamented that COVID-19 had shrunk the global economy.

The UN Deputy Secretary-General was quoted as telling Buhari that she was on a courtesy call with her team to flag interest on challenges that concern the UN, particularly COVID-19, climate change, security, and humanitarian responses to the diverse challenges.

The Nigerian Communications Commission says the trial of the fifth generation mobile network shows that there is no health hazard associated with the use of the technology.

The commission in a draft consultation document on Deployment of Fifth Generation Mobile Technology in Nigeria published on Monday stated that the trial was conducted in six cities – Abuja, Lagos, Ibadan, Abeokuta, Kano and Calabar.

The regulatory body said the tests were conducted in accordance with the 1998 International Commission on Non-Ionizing Radiation Protection guidelines for general public exposure to varying electromagnetic fields, which were in force at the time of the trials.

It said the results of EMF radiation indicated that the highest radiation at 26 GHz millimeter wave at 5m away from source was 4.3 per cent and at 30m from the source was 0.14 per cent.

It added that the highest radiation at 3.5 GHz at 5m away from the source was 11.4 per cent and at 30m away from the source was 1.9 per cent of ICNIRP specification of 61 v/m for frequency range 2-300 GHz.
These results are far below the ICNIRP specification for protection of members of the public in the Guidelines and therefore suggest that no public health hazards are expected from the use of 5G in Nigeria,” the NCC said.

The telecoms regulator stated that the deployment of the new network in the country would be done in two phases.

It said the phase one, which involves deployment based on the non-standalone approach, would commence in 2021.

According to the NCC, the phase two based on the stand-alone approach, which relies on new spectrum allocations, will commence in 2022.

“The current race to deploy 5G networks is targeted at providing citizens with the benefits of the technology while at the same time enabling the activation of the digital economy,” it said.

The telecoms regulator stated that the deployment of the new network in the country would be done in two phases.

It said the phase one, which involves deployment based on the non-standalone approach, would commence in 2021.

According to the NCC, the phase two based on the stand-alone approach, which relies on new spectrum allocations, will commence in 2022.

“The current race to deploy 5G networks is targeted at providing citizens with the benefits of the technology while at the same time enabling the activation of the digital economy,” it said.

The regulatory body said ‘5G network deployment will rely on the availability of sufficient radio spectrum at the low, medium and high-frequency bands to provide for the different use cases and applications’.

“While some of these frequencies will be newly assigned for 5G network deployment, others will have to be re-farmed from other existing communication services,” it added.

The commission said 24.25-27.5 GHz, 37-43.5 GHz, 45.5-47 GHz, 47.2-48.2 GHz, and 66-71 GHz were globally recognised spectrum bands for 5G deployment.

It said the bands were available and not assigned to operators at the moment except the 26 GHz band, where an operator currently had an assignment of two slots of 2 X 28 MHz each in the old plan.

The industry regulator promised that the operator would be vacated and the band licensed based on the new TDD plan.

Bribery? Corruption? Lack of good leadership? Bad followership? Unemployment? Bad roads and infrastructure? Ineffective policies? Skyrocketing prices? Excessive taxation? What should I celebrate for?
A nation should be celebrating for Peace, Economic growth and Development. A country should not be celebrating for problems. With all these problems Nigeria will celebrate.
I BLAZESAM will not and cannot celebrate a country with these problems. I can and will only celebrate when these problems are solved.

Gana was a wanted criminal with bounty placed on his head...

The same person that Benue state place bounty on his head the same state alleging of giving amnesty to Gana.

Why didn't Benue state government inform FG about the amnesty when same FG placed bounty on Gana's head.

So Benue state was planning of giving second amnesty to Gana when he bluntly blew off this first one

There are lots of questions that nobody is interested in answering.

Anyone that is pained with the killing of Gana should take up his position and let security deal with him

Look at the pictures of Gana above where he surrendered. Do you see him armed? If you look well you will even see a Soldier in face mask just behind him. So what does that tell you?

He accepted the amnesty, came out, laid down his arms, greeted people and when he entered his vehicle to go and meet the Governor, the Army ambushed him and murdered him.

This was murder, not exchange of fire.

The amnesty was a bait. A trap to take out the poor fellow.

Wanted Benue gang leader Terwase Akwaza alias Gana has been killed.

While the military said he was killed in a gun battle with operatives, Governor Sam Ortom alleged he was seized from a convoy of repentant militants on its way to the Government House for a peace meeting.

Commander of the Four Special Forces command, Doma local government area, Brigadier General Maude Ali Gadzama, confirmed Gana was gunned down in a battle with operatives.

But Ortom accused soldiers of abducting Gana from a Government convoy of repentant militants in Gboko.

The Nation had reported Gana surrendered on Tuesday with 172 militia boys in Katsina-Ala local government in Benue.

They were on their way to Makurdi when they were intercepted by military officials, Ortom alleged.
