The lack of mechanization adversely effects agricultural industry productivity. Nigeria is only half as productive per hectare as other countries like India. According to their estimates Nigeria could double the productivity. If it did Nigeria wouldn't need to worry about imported rice competition.

The bans don't fix productivity issues with rice farming or agriculture in general. Farmers dont access to credit because they're risky because they dont have collateral. The land isn't theirs most of the time. Getting goods to market is also an issue for many farmers.

Rice is one of the most consumed staples in Nigeria, with a consumption per capita of 32kg. In the past decade, consumption has increased 4.7%, almost four times the global consumption growth, and reached 6.4 million tonnes in 2017 – accounting for c.20% of Africa's consumption. As at 2011, rice accounted for 10% of household food spending, and 6.6% of total household spending*. Given the importance of rice as a staple food in Nigeria, boosting its production has been accorded high priority by the government in the past 7 years. Significant progress has been recorded; rice production in Nigeria reached a peak of 3.7 million tonnes in 2017.

Despite this improvement, comparatively, Nigeria's rice statistics suggest there is an enormous potential to raise productivity and increase production. Yields have remained at 2 tonne per hectare, which is about half of the average achieved in Asia. In addition, as population increases, along with rural to urban migration, ensuring food security in key staples becomes critical. However, food security cannot be achieved by a system that depends almost entirely on human muscle power and other manual methods.

Globally, rice production has grown at an annual average of 1.0% over the past decade, reaching 486.7 million tonnes in 2017. Most of this growth has come from Asia, accounting for 89% of global output. China and India are the largest producers, each with a share of 29.6% and 22.6% of global production respectively. In the rest of the world (ex-Asia),rice production has risen steadily over the past decades, accounting for 15% of total production by 2017, a marginal increase from 12% in the last two decades.

Global rice consumption remains strong, driven by both population and economic growth in Asia and Africa. Over the past two decades, rice demand increased at an annual average of 1.2% to reach 481.6 4 million tonnes in 2017.

The mechanisation gap

Nigeria's mechanisation has remained low at 0.3 hp/ha, relative to 2.6hp/ha in India and 8 hp/ha in China. The number of agricultural tractors is estimated around 22,000, relative to 1 million and 2.5 million in China and India respectively. Low income, limited access to affordable financing and the lack of technical skills have limited the adoption of mechanisation across the rice value chain.

We estimate that increasing the mechanisation rate in Nigeria from 0.3hp/ha to 0.8hp/ha in the next 5 years, can double rice production to 7.2 million tonnes. To achieve this, we estimate that Nigeria will need to at least triple its current stock of machinery over the same period.
In addition to raising production, adequately increasing mechanisation has the capacity to raise yields, increase labour productivity, reduce post-harvest losses, increase income generated by farmers and deepen import substitution.

The opportunity

Nigeria's mechanisation gap provides numerous opportunities for investment across the agricultural value chain. To attract the required investment, the government needs to create an enabling environment that ensures mechanisation is profitable. In terms of priorities, the government should concentrate on: addressing challenges around land tenure and ownership, providing rural infrastructure and extension services, and ensuring incentives are transparent and accessible to all investors.

Alot of people seem to not understand the ban doesn't fix productivity issues with rice farming or agriculture in general. Farmers dont access to credit because they're risky becsuse they dont have collateral. The land isn't theirs most of the time. Nigeria doesn't have much mechanized farming. The last big issue is getting infrastructure to get goods from farm to market.

Lol everyone knows the price is going to jump. They're banking on increased production to meet supply. Im only expecting a shortage with raising cost and higher inflation in CPI. The chart below shows a strong correlation.

Alot of Nigerians like these dumb economic policies. When the forex ban on food was announced you get half comments supporting move. Buhari banned items celebrated. Few people connect low growth and rising unemployment rate to these policies.

Governors in northern Nigeria need to hold their own summit to convince parents to send their children to school.
I was going to fund the building of a new primary school in Kaduna earlier this year only for the land owner to decline its sale because he heard "western education" in my sentence.

Can this man differnce between Western education and Eastern education. you get in S.Korea or Japan. I'd just hand him curriculum mandated by state then let him draw his own conclusions.

Kano is made it compulsory to send kids to school. All they have do is enforce it. Fines and jail time have a way of convincing people.

Its good the reality of the situation dawned on them. The irrational defenders were hilarious. When you ask them do you send your kids to public schools they never said yes. The author did great job exposing the rot in the sector hopefully they improve it.

Mr Emmanuel said the way the youth were involved in politics in the state shows that something was wrong with society.

"If we are calling on youth by 2 p.m. on a workday we can get up to 50,000 youth. It shows that something is wrong with society. I shouldn't be getting 50,000 youth during workhours.

The Akwa Ibom State Government has finally come to terms with the reality about the education sector in the state. The government on Thursday organised a summit to seek expert opinions on how to fix the broken school system.

"The scenario of our educational system is characterised by extensive infrastructural decay in our schools, total absence of library facilities, non-commitment of our teachers and trainers, our science labs, technical workshops, and vocational centres have virtually become museums," the commissioner for education in the state, Nse Essien, told the summit participants, which included the state governor, Udom Emmanuel.

"Basic amenities that create a true learning environment such as dormitories, dining halls, and recreational facilities are luxuries.

"Our curriculum does not train students for the labour market."

The Akwa Ibom education summit, the first of its kind in the history of the state, is coming about a year after PREMIUM TIMES published an investigative series on how corruption, poor government planning, and outright neglect ruined the education sector of one of Nigeria's richest states.

Akwa Ibom has multinationals like Mobil, an affiliate of the American oil giant, ExxonMobil, drilling oil in the state. And because of its contributions to Nigeria's oil earnings, Akwa Ibom regularly receives more money from the Federation Account every month than many of the other 35 states and the Federal Capital Territory.

This is beside the revenue the state generates internally.

In five years alone, between 2013 and 2017, the state received N1.029 trillion (about $2.8 billion) from the country's Federation Account, for instance.

Yet classrooms in several public primary and secondary schools in the state are shamefully dilapidated and roofless, while pupils and students, in some cases, sit on bare floor to learn, according to the PREMIUM TIMES series which won the Journalist of the Year award in the state.

The reports revealed low morale, incompetence, and corruption among ill-equipped and poorly-paid teachers who sometimes go for several months without pay.

The education commissioner, Mr Essien, said at the two-day summit that Akwa Ibom cannot achieve its "lofty" visions when its education system continues to remain in "limbo".

As noted by one of the speakers at the summit, Udom Inoyo, the vice-chairman of Mobil Producing Nigeria Unlimited, it was rare to have a government official speak such truth publicly in front of the governor, as did the commissioner.

But, of course, that was because Mr Emmanuel himself had urged participants, including government officials, to be bold enough to come forward with the truth about how the state was faring in the education sector, PREMIUM TIMES learnt.

"We are not just doing one of those political gatherings. We are determined to change the structure, the content, and the output of our educational system in Akwa Ibom State," the governor said at the summit.

Mr Emmanuel, besides participating in the first and the second day of the summit, sat throughout the deliberations and scribbled notes.

He said there was a sense of urgency to the task ahead if the state must tackle the changes in the education sector.

Mr Emmanuel said the way the youth were involved in politics in the state shows that something was wrong with society.

"I should be waiting after work. Even after work, I should be scared if they are tired. They should be somewhere engaged, they should be somewhere managing their businesses.

"If you don't build the economy, democracy will not stand in Nigeria," Mr Emmanuel said.

The governor advocated for entrepreneurial studies in the state-owned Akwa Ibom State University and appealed to corporate organisations and individuals to support the government to fix the education sector in the state.

The keynote speaker, Aniekan Brown, a sociology lecturer at the University of Uyo, said the word "empowerment" as used by Nigerian politicians was different from the real meaning of the word.

"Are we talking about somebody who calls himself a personal assistant to a local government chairman, every morning he wakes up, takes his bath, dresses well, hangs at the gate of a chairman, moves with him, the man returns, drops a little pay, and it's enough for the day. That's not empowerment!

"Capacity in this sense means to dig deep, to add value to the essence of life, to add value to the society," Mr Brown said.

"Note that time it was the need of our society was grammar, little wonder it was a common thing to have grammar schools.

"But over time, Nigeria conquered grammar, the challenge became technical, the challenge became vocational, the challenge became commercial, we just found ourselves establishing vocational schools, commercial schools, and the rest of them. But the world has long left that level. The world is now at the level of information (technology)," he said.

The Central Bank of Nigeria (CBN) has removed the interest rate cap regulation on interest rate and lending fees for mortgage financing in the country.

In a circular to Other Financial Institutions (OFIs) and mortgage sector stakeholders posted on its website at the weekend, the CBN said that the move was due to “some implementation challenges” regarding the mortgage finance section of its 2017 “Guide to Charges by Banks and Other Financial Institutions in Nigeria.”

The apex bank stated that henceforth the section of the document that deals with mortgage financing has been amended, and now  has the word, “negotiable” to replace the interest rate cap.

The circular reads in part: “The CBN in 2017, issued the Guide to Charges by Banks and Other Financial Institutions in Nigeria, to moderate charges on various products and services offered by banks and Other Financial Institutions (OFls) in Nigeria.

“Our attention has been drawn to some implementation challenges in respect of Part 2 Section 2.1 .3 (Mortgage Finance) in respect of the maximum cap of MPR + five per cent placed on mortgage finance rates.

“The CBN after due consideration of the concerns of stakeholders, hereby amend Part 2 (A & B): interest Rate and Lending Fees Subsection 2.1 .3 Mortgage Finance to read “NEGOTIABLE”. Please note that “subject to a maximum of MPR + five per cent” is no longer applicable. This new provision takes effect from September 9, 2019.”

This story is crazy. Anyway if this actually happened go to court. The senator will be forced to pay for property. I would hope state prosecutes him criminally but this Nigeria. The senator beat a woman in front of a police man without being arrested and wont be facing prosecution.
