Its really amazing how the federal and state governments let these projects linger over a decade. They havent fixed the basic things they want like access roads or rail network. What exactly was everyone doing since 2006. The companies themselves took their sweetime aswell.

All the dry ports in north have same general which is process agricultural profucts and export. Its just good to see they are at least export oriented. I do think they should hope to expand export base afterwards.

Lol I noticed you stopped running your mouth about Jos Dry port after I enlightened you. Again your I'm not interested in your whining and goal post shifting. Stick to topics you know about. You seem more interested in everything other dry ports now.

Its must be everyone elses fault Jang demolished dry port structures in 2014 despite court order. Don't worry there are plenty of threads to voice frustration with government. Just make your complaints informed reasonable in future.

They need more train wagons to move goods. The frequency is too low from what I understand. They shippers use road to move goods which is expensive. They won't air lift since airports already exist. The cargo airports are annother sad story.

Following the commissioning of the Inland Container Deport in Kaduna, otherwise known as the Kaduna Dry Port, in January this year by President Muhammadu Buhari, all attention is focused on the Jos Dry Port as the next in line likely to be commissioned by the President. Hence, work has been intensified to bring it up to its expected level.     

For a few years now, the Jos Inland Dry Port has been under construction and has attained several levels of completion. It is part of the six Inland Container Deports (ICD) concession by the federal government in 2006, upon which Duncan Maritime Ventures Limited bided for and won, under the Build, Own, Operate and Transfer (BOOT) public private partnership model. It was then designated as a port of origin and destination in 2017 by the government through the Nigeria Shippers Council with a new MoU signed to that effect. 

The construction of the dry port has from time to time been met with several uphill challenges, including its demolition by the last administration in the state for unclear reasons. The demolition of the structures by the Plateau State Government in 2014 almost created a kind of setback for the dry port. It was gathered that the Group Managing Director/Chief Executive Officer of Duncan Group of Companies, Dr Godfrey Bawa Chitgurum, said that despite the Federal High Court Jos injunction restraining Governor Jonah Jang and the Jos Metropolitan Development Board, the government still demolished structures at the site.

Chitgurum had said that the state government, which had earlier supported the project, turned around to reject it, adding that among items destroyed were the gate of the complex, which was 86 per cent completed, and the administrative block, over 26,000 blocks, timber and several other items. But the dry port received since last year has received a tangible boost to intensify the project after the demolishing setback. This boost came from many quarters, particularly through the Transport minister, Rotimi Amechi.

When completed, the dry port will play a supportive role and serve as a logistics center, which provides services such as handling, storage, stuffing/un-stuffing, consolidation, custom clearance, freight forwarding and container maintenance, banking and insurance. By performing these functions, the dry port will provide import and export solutions to shippers/businesses in the hinterland.

Located on a 34-hectare land at Heipang in Barkin Ladi Local Government Area of Plateau State, the dry port is expected to service eight states around the North-Central and North-East zones namely: Plateau, Bauchi, Gombe, Taraba, Nassarawa, Benue, Kaduna and the Federal Capital Territory. 

The Jos Dry Port shares the same boundary with the Jos International Cargo Airport, and it is linked by a double carriage access road to the main road which connects Jos, the Plateau State capital and other states within the region.
Surely, its prime location and accessibility provides a strong rationale for its projected commercial viability. 

With three phases construction plan of 5000, 10000 and 20000 Twenty-foot Equivalent Units (TEUs), the dry port is said to consist of railway links and other access roads, stacking area, warehouses, container yard and container freight station. Others are the truck marshaling area, container repair center, facility secure fence, commercial area and administrative offices with space for banks, forwarders and cargo agents, customs office and other relevant agencies. 

Speaking with our correspondent on the services to be rendered by the dry port, the manager, Nenfort Clifford Gonchen, said the port will provide container handling and storage services for both import and export, and will receive containers by rail through Lagos and Port Harcourt sea ports, adding that there would be examination and clearance by customs and other competent authorities at dry port. 

“The specific objectives of the Jos Dry Port is to boost import by bringing shipping services to the doorsteps of end users in the hinterland and to impact significantly on the industrialization process by providing essential transport facility for import and export. The port will also cut down on the overall time, cost and risk of moving cargos to hinterland locations, and it will assist in decongesting the sea ports by cutting down on turn-around time for ship and due time for cargos. Moreover, the port will provide the impetus for the revival and modernization of the railways as a primary mode for long distance haulage,” he said.

The manager stressed that having been approved to service the North Central and parts of North Eastern states based on the feasibility study funded by the federal government in 2002, the Group Managing Director/Chief Executive Officer of Duncan Group of Companies, Dr Godfrey Bawa Chitgurum, queued in and has been desirous of boosting businesses in the northern landscape through it. 

He added that with its nearness to the airport and a federal dual carriage road, the Jos Dry Port is a perfect logistic hub and the most strategically located in the country with such multimodal proximity.   

In his own remarks, the Executive Director of Duncan Group of Companies, Bawa Larry Peters, disclosed that the Jos inland container deport will cost the sum of N9.5 Billion and that work at the site has reached 70 percent completion.

The Director appealed to Northern business men to avail themselves of the many opportunities of the dry port, saying that when completed, it will create over 5000 jobs. The host communities will benefit tremendously and the state government will generate huge revenue as a result of activities within the terminal.


Conducting our correspondent and other newsmen round the facility recently, during an inspection visit, Peters commended the Minister of Transport Rotimi Ameachi for being in the forefront of pushing for its speedy completion, adding that President Buhari mentioned in Kaduna that soon another dry port will be commissioned and they are hoping it will be that of Jos.

The Director called on the Federal and Plateau State government to ensure the construction of railway, more access roads and the electricity that will link the container depot, pointing out that already offices for banks, clearing agents, fire service bay, and port police post are almost completed.

He expressed optimism that the speed of work on the project will ensure its timely completion, and thereafter, the dry port will begin to drive economic activities of the region, just like Lagos where they have a seaport that impacts the city’s economy. 

“We are thinking about bulk export and import. On export, for example, we will like to see optimal utilization of agricultural resources. This is a huge agricultural location and there are lots of demands for agricultural goods. So, we are expecting many industries to spring up, to process the goods and export them through this port. By and large, this project is very good for the whole country.

“This is what we should have in our economy, so that trade and commercial activities will boom. Again, this will encourage young people to be entrepreneurs or industrialists, because you can stay in Jos and order for your goods from abroad, and the freight forwarders and shippers will put your container on a train and bring it straight to you,” he added..

Ok noted you have unrelated beef with federal government. I'll educate you about history of jos dry 0ort since you dont know anything. The Jos state government under Jang demolished the dry port. That is one reason why the project stalled. Maybe you should assign Jang blame and PDP instead of blaming Buhari and Federal regarding Jos dry port.

Spare your wailing and goal post shifting. The fact is you ran your mouth about dry port project you knew nothing about. The reason the Kaduna dry port is open is because the finished the project first. The other 5 still arent done so dont feel special. The Jos dry port is not abandoned since the concessionaire is still working on it. If you're in Jos go to the location and ask staff. The Jos dry port maybe the next one completed.

The big issue with jos dry port is rail system now. Again you can read about dry port history if you please. I'll post update about jos dry port.

Everything you wrote regarding the jos dry port is incorrect . The Jos dry port was not moved or cancelled. It was approved in 2006 by Obasanjo government. The dry port is currently being worked on as we speak.

You dont need to go that far. There's more agricultural products than ginger to export. There's also opportunities to manufacturing sector. Dangote corp and Peugeot want to build plant in Kaduna. Than means they'll be importing through the dry port. These guys are short sited hence why they hated idea of dry port at first hoping it would fail. Now they wail about diversification.

The OP says 5 containers a week. There are 52 weeks a year. Multiply that by 5 and that would result to 260 containers a year of ginger.

The Executive Secretary, Nigerian Shippers Council (NSC), Bar. Hassan Bello has said the Kaduna Dry Port now exports at least five containers of ginger weekly at the facility.

Mr. Hassan Bello told our correspondent in Abuja that this further assures all importers and exporters that the Kaduna dry port is now fully integrated into the customs port of destinations for imports and exports. Dry port was officially commissioned in January this year by President Muhammadu Buhari.

“Kaduna is doing five containers of exports of ginger. This will have positive impact on the economy of Kaduna and the ripple effect of other parts of the countries,” he noted.

The NSC CEO said Kaduna dry port is already generating traffic but he is deeply worried that containers are still being trucked to Kaduna rather than transported by rail.

“We must support Kaduna now. So much cargo is coming to Kaduna now but on trucks. It takes N100,000 to transport goods by trucks from Lagos to Kaduna. If it’s by rail, it will be N30,000,” he explained.


He decried inability of the Nigerian Railways Corporation to connect the Kaduna dry port to rail services.

“We have commissioned a study by a consultant to look at what is happening in Kaduna. Unfortunately, rail which is critical is not forth coming. There have been all sorts of problems. The Nigerian Railways Corporation has promised ten wagons for the Kaduna dry port. Unfortunately we have not seen that,” he said.

He lauded the cooperation from the Nigeria Customs Service (NCS) for issuing a station code for the Kaduna ICD and the Central Bank of Nigeria (CBN) for including Kaduna as a port on the Form M. “We have many freight forwarders moving to Kaduna and banks too opening offices at the site,” he added.

The Sahel state of Niger said Thursday it had sent security reinforcements to part of its border struggling with an influx of displaced people and criminals from neighbouring Nigeria.

The measures have been taken in the Maradi area on the southern-central part of the border, which abuts the northwestern Nigerian state of Zamfara.

“We are currently registering many refugees, whole families who are coming over,” Maradi Governor Zakari Oumarou told state television.

“We are (also) facing a new situation, of kidnappings for ransom.”

The “refugees” were mainly coming from Zamfara, he said, but did not give numbers or say why they were fleeing to Niger.


“We are in the process of focussing on security on our border. We have deployed plenty of units on the border and we will continue to do so.”

Oumara added: “We are going to continue to receive refugees, but there are bad people among them. So we will have to filter them, and we are doing that.”

Local communities should “take extreme care… and be vigilant,” he said.

Northeastern Nigeria is in the grip of a jihadist insurgency that has also spread into Niger, but cross-border problems from Zamfara, in the northwest, have typically been rare.

A Maradi resident told AFP that regions all along the border with Nigeria were now prone to cross-frontier crime, particular cattle theft by “armed Nigerian gangs.”

As 61 N’Delta agitators decry fund diversion

AKURE—FORMER militants in the riverine areas of Ondo State, yesterday, issued a 21-day ultimatum to the Ondo State government to return their guns and ammunition collected under the guise of incorporating them in the Amnesty Programme of the Federal Government last year.

This was as no fewer than 61 ex-agitators in the Niger Delta region alleged diversion of their stipends by the amnesty office and calling on the House of Representatives to investigate the alleged fraud.

No fewer than 2,000 ex-militants were asked to surrender their arms and ammunition in Ondo State following the intervention of the state government which then promised that they would be incorporated into the Amnesty programme.

For reneging on the promise and alleged deceit by the state government since November last year, the former militants declared the riverine communities of the state a no-go area for the 2019 electioneering campaign.

Speaking on behalf of the aggrieved former militants in Ilaje and Ese-Odo Local Government Areas of Ondo State, General Ogailo Ibory said: “We are saying this because if at the end of the 21 days the government does not return our guns they deceived us to take, we will hold the entire riverine areas of Ondo, Ogun and Lagos states to ransom.

“Especially for Ondo State, no one should come to the riverine areas for any electioneering campaign. We are prepared for the worst.”

Ibory said: “We are issuing this statement because we are tired of the unfulfilled promises of the Ondo State Government that collected our guns since last year without any effort to make us benefit from the Amnesty Programme of the Federal Government.

“Last year, we heeded to the appeal of the Ondo State Government through the Deputy Governor, Agboola Ajayi and the Commissioner for Lands and Housing, Donald Ojogo, who came to the creeks to carry the six Epe students we kidnapped in protest.

“That time, they promised to work out an amnesty for us and we, thereafter, agreed to drop our guns. Up till now, we have been abandoned and no one is talking to us, they have used and dumped us in the creeks and since last year, amnesty is not coming.

“We are using this medium to request the Ondo State Government to kindly return our guns that they took from us since last year within 21 days.  We are very serious and we are prepared for anything that will follow.”

61 N’Delta agitators decry fund diversion

Meanwhile, in a letter addressed to the Speaker of the House of Representatives, Mr. Yakubu Dogara through their counsel, N.S. Egin, the ex-agitators, under the aegis of Niger Delta Ex-Agitators Forum, alleged that names of genuine ex-agitators were replaced by fraudulent officials in the amnesty office, thus robbing them of their stipends.

Their lawyer said: “Our clients have records of our members, who have been denied their financial entitlements ranging from monthly stipends of N65, 000 to refusal for enlistment into the amnesty training programme.

“Our client believes strongly that the money meant for this category of ex-agitators was diverted. Most of the genuine beneficiaries of the programme have been stepped down while their slots were filled with either fictitious names or names of cronies, who were never part of the programme from the onset.”

“In many cases, the names of genuine beneficiaries are used by some of the militant generals to siphon funds with the active participation of the officials of the amnesty office. Our client made several attempts to get the amnesty to carry out a comprehensive internal audit/investigation so as to fix this problem but to no avail.

“In view of the foregoing, our client has instructed us to call on you to invoke your constitutional powers to set in motion an investigation with a view to unravelling the way and manner the funds of the amnesty office is utilized.”

Amnesty office reacts

Reacting, Chairman of the Publicity Sub- committee of the Amnesty Programme in the state, Donald Ojogo appealed to the aggrieved former militants to exercise patience with the Ondo State government

Ojogo said: “It is true the Ondo State Government brokered the arms surrender deal that was approved by the Presidency. As I am talking to you now, the Deputy Governor who risked his life to drive that process is on top of the situation.

“We cannot come to press and give details of his efforts that are ongoing. But I can assure you that very soon, their expectations would be met. They should not just allow themselves to be used by selfish politicians and crisis entrepreneurs who tried but failed in their desperate moves to frustrate the amnesty offer for them.

“What we did was to engender peace and ensure there is an enabling environment for investors in the riverine areas of not just Ondo State but Ogun and Lagos states.”

It began raining heavily at about 8p.m. in Uyo. Nsikak who has always avoided the dangers of driving during heavy rainfall thought he should wait a while for the rain to let. After about 45 minutes, the torrent reduced significantly. Now, it was drizzling.

Nsikak thought it was time to hit the road, to get home to the warm embrace of his family. He drove through IBB avenue, the shortest route to his abode. The road is named after Ibrahim Badamosi Babangida, a former head of the Nigerian military government. IBB avenue is a major artery in and out of Uyo capital city and one of the four major routes which lead to Akwa Ibom state secretariat named after Rtd Air Commodore Idongesit Nkanga as well as the University of Uyo Teaching hospital.

When Nsikak drove down and got close to the Women Development Centre, he was not surprised to see a stream of water ahead of him. He is aware that every vehicle passing through this route on rainy days has a Hobson’s choice, to drive through the overwhelming flood. Nsikak became frightened, and thought of what would become of his car, albeit, he heaved a sigh of relief on seeing a Sport Utility Vehicle which was ahead of him, drove through.

That aroused some courage in him, so he decided to risk it all with his camry, a saloon. As he drove down, the flood almost covered his car to the windscreens, he fired up the engine, but the engine ceased. Movement ceased! All attempts to get the engine back on steam proved abortive.

For about 20 minutes or more, Nsikak was stuck inside his car with many thoughts curled up in his head. Many unpleasant thoughts weighed on him so much that he could not hear the blare of horns behind him. All he wanted was how to get out of the fix.

Nsikak is not the only commuter who faces this demoralising situation anytime it rains on IBB way. Many vehicles break down often, in the flood now mischievously called “River IBB”.

The disastrous effect of the flood on IBB avenue is not restricted to vehicles. Businesses and residents of the area have suffered greatly.

According to Mr Israel Raphael, a resident of Deeper Life Avenue, one of the streets off IBB way badly affected by flood, most residents of the area do not sleep at home anytime it rains or when they see indications that it may rain heavily at night.

Raphael says the perennial flooding of the area has forced them and their relatives into sundry inconveniences.

“Anytime it rains heavily at night, probably you have slept at a friend’s place previously when you were evicted from your own house by the rain and you don’t want to further inconvenience that friend, you will have to stay back in your house, but know that you are in soup because you will wake up to find yourself sleeping on water. We change mattress here like we change our clothes and we have lost so many properties “.

A landlord in the area, Ikpongette Okon who says his only means of survival is through the rent he gets from his tenants lamented that he has been short of tenants in recent years because many have fled the area due to the worsening flood conditions.

Businesses are not spared. One business concern affected by the flood is a recreational spot, Eddyson Garden Bar, Accommodation and Restaurant. The management of the facility said the business has been terribly affected by the flood.

Manager of the business, Nsikak Ekong, says they have lost numerous customers because of the perennial flood.

He added that aside losing customers who used to patronize the once topnotch sit out, cost of running the business has skyrocketed because of the flooding.

“Our facilities, and beauty of our recreational haven have been affected greatly. Because of flood, we now procure pumping machine, washing machine and drying machine. The flood do spoil our beddings, generating sets and chilling system”. Ekong complained.

Similarly, government businesses in the area have been affected. Parts of the State Secretariat especially Ministry of Finance and office of the Accountant General are affected by the flood. Anytime it rains heavily, staff of these offices find it difficult to access their place of work. Sometimes, vehicles parked in these premises are swallowed by water.

Causes of the flooding

IBB Avenue, constructed in the early 90s does not have drains. A road without drainage, some experts claim is prone to flooding.

Other experts posit that the area is a water basin. A water basin is the lowest point in a city which collects rain water from adjourning areas and lock it within a vicinity hence causing flooding.

The Project Coordinator of the Nigeria Erosion and Watershed Management Project (NEWMAP) in Akwa Ibom State, Dr Ubong Harrison, said besides being the lowest point in Uyo, the flood on IBB way is caused by human activities.


Harrison said some years ago the area did not experience such mishap.

“People are now building on water ways in that area. And when you build a house and block natural water channel, you are simply telling the water please don’t pass here again. And trust water, if you do that, it will look for another way to pass.

“What has happened is that someone somewhere has blocked natural water channel either by using fence or using sand to fill everywhere.”

He noted that on nearby streets within the area, drains that were made for flood have been taken over by solid wastes.


“When water comes, it does not see drains to pass, it begins to flow on the land thus cause erosion and then flooding.”

How can this situation be remedied? Are there efforts towards solution?

Effort towards solution

There has been increasing cry from the people for government to address the situation.

At a recent media chat, Governor Udom Emmanuel in response to question about what he was doing about the perennial flooding of IBB Avenue, said the state government is concerned about the situation, decrying that the flood control project for the area is massive and can not be addressed alone by the state government.

He explained that the huge cost involvement for a comprehensive remedying of the situation caused the state to seek help from World Bank.

“The world bank have made their assessment of the flood situation in IBB avenue and its environs. They have told me that we will need at least N56 billion to do a comprehensive drainage system. It is that costly”, the governor said.

Ubon Harrison, the Project Coordinator of the Nigeria Erosion and Watershed Management Project (NEWMAP) in Akwa Ibom State, a government vehicle for combating environmental challenges like erosion and flood, said the IBB Avenue flood control project will cover a catchment of about 17 square kilometers.

He however disagrees that the flood control will gulp up to N56 billion naira as stated by the Governor.

“When the World bank first came, we were looking at about N56 billion. But that was beyond the scope and capacity of NEWMAP. So we had to look for alternative designs. We are almost there, the figures have been reduced. I think we will be having something lower than N20 billion.”

The project coordinator however added that the resettlement action plan for the project will gulp some huge amount of money from the state government as it is her sole responsibility to resettle the people who will be affected by the project.



Offering insight to why the flood control project will be more exorbitant than other flood control projects that have been carried out in the state, Harrison said for effective job, the flood water in the area will have to be directed for almost 7.5 kilometers to the nearest running stream.

He noted that to access the nearest running stream located in Nsit Ibom Local Government Area, the facilities will pass through 12 villages.

“To evacuate that water, you need to take it out to the nearest stream or river. For us to do that, we have to take that water across three local government areas all the way from IBB which is in Uyo local government area across Ibesikpo Asutan to a stream in Nsit Ibom Local government area. That will take us across 12 villages. We have identified three villages in Uyo, nine in Ibesikpo Asutan and in Nsit Ibom about two or three villages. That is where you will meet a running water”.

“We are going to have concrete drains , cut off drains with assess roads and all of that. The beauty is that we are combining both hard and flexible structures including bio- humidiation. The flood control project will take flood from IBB , Mechanic Village, Atiku Abubakar, and the whole of that vicinity will benefit from that project. So it is a massive work we are planning for that site. “

The NEWMAP project Coordinator disclosed that the design for the project is ready. Currently, NEWMAP is undertaking safeguard studies to get full grasp of the resettlement plan, livelihood need assessment, environmental and social management plan, monitoring and evaluation baseline studies.

The flood on IBB way will be conquered when the project is completed, Harrison said, adding that everything about the project is with the World Bank.

The Vice-Chancellor of the University of Ilorin, Sulyman Abdulkareem, has disclosed that there is a large deposit of tin ore on the university’s land.

Mr. Abdulkareem, a professor, noted further that the university would generate huge revenue from the resources.


He disclosed this at the opening ceremony of the Strategic Plan Retreat for University Council Members at the Epe Resort & Spa, Epe, Lagos State.

Mr Abdulkareem also hinted that the university management is already firming up an arrangement for the Central Bank of Nigeria (CBN) to utilise the expansive land of the university for large-scale farming of soya beans and maize.

Unilorin Bulletin, the university’s weekly publication, reports on Monday that the vice-chancellor also added that the university, which was on the ninth rung in the web ranking in the last two years, has now moved up to number six.


He therefore expressed appreciation to the Pro-Chancellor and Chairman of the University Governing Council, Abdullah Oyekan, and other council members for their support for the university since their appointment.

In his opening remarks, the Council Chairman, Mr. Oyekan, said even though it is coming late after 15 months of the inauguration of the council, the retreat was worth it.

He pointed out that at the end, the retreat would come up with an action plan which can be accelerated for actualisation by the end of the council’s tenure.

The retreat was attended by top management staff of the university.

The Auditor-General of the Federation, Anthony Ayine, has berated the National Primary Health Care Development Agency (NPHCDA) for its notoriety in disregarding issues bordering on accountability.

The condemnation was contained in the recently released annual report of the Auditor-General for the Federation on the accounts of Nigerian agencies for the year ended December 2016.

The report, the most recent by the auditor-general, was released last month.

The NPHCDA is an agency under the health ministry. It is directly responsible for primary healthcare including regulation of primary healthcare centres across Nigeria and nationwide immunisation.

“It has become habitual for the National Primary Health Care Development Agency to disregard accountability issues. This is dangerous and should not be allowed. Accordingly, the Executive Director/CEO should be compelled to enforce my recommendations and sanctioned in line with the provisions of the Financial Regulations.

“The Agency (NPHCDA) did not respond to my Audit Inspection Report dated 2nd February, 2015 despite my reminders to that effect dated 5th August, 2015 and 29th December, 2015. This is a contravention of Financial Regulation 3101 which stipulates that “Any Accounting Officer or Public Officer who fails to give satisfactory explanations to the audit queries within the stipulated time as indicated in the provisions of this chapter of the Regulations shall be sanctioned accordingly,” the official said.

An ongoing review of the audit report, obtained by PREMIUM TIMES last month, shows that seven officers of the agency were granted cash advances of N9.6 million for procurement of goods and services, an action that runs contrary to the provisions of extant regulations.

These regulations provide that accounting officers controlling expenditure are to ensure that all local procurement of stores and services costing above N200,000 be made through award of contract.


The auditor noted that in some instances, subsequent advances were granted to officers who had not retired the previous ones.

[b]“The Executive Director/CEO was requested to ensure that the advances were recovered from the defaulting officers without further delay, multiple cash advances are discontinued forthwith and Financial Regulations and Treasury Circulars on the limit of cash advances to officers for procurement are strictly adhered to,” the report said.

“Examination of records and documents presented to the Audit Team also revealed that the sum of N7 million was paid to an officer of the Agency in October 2014, ostensibly for the 2014 Promotion Interview Exercise while the names of the beneficiaries were not stated on the schedule. Further breakdown of the expenses on the schedule showed a total of N2.4 million (N2,464,000) while details of the remaining balance of N4.5 million (N4,536,000) were not attached to the payment voucher. Interestingly, the period earmarked for the exercise was only two nights, during which it was highly impossible for the interview Committee to move round the entire six zones and FCT (Hqtrs).[/b]

“On account of these circumstances, the Executive Director/CEO was requested to justify the above payment purportedly expended on 2014 promotion exercise or refund the full amount to government coffers,” the report said.

The report revealed that 10 payment vouchers for amounts of about N7.3 million were not seen during the periodic check, a practice that violates the Constitution of Federal Republic of Nigeria 1999 and contravenes financial regulation which gives the office of the auditor-general free access to the books of accounts and other documents relating to those accounts.

The auditor declared it will be difficult to accept the expenditure on those vouchers as proper and legitimate charges against public funds in the absence of proper documentation.


According to the auditor-general, “the External Auditors engaged by the Agency have over-stayed their tenure. They have already spent 8 years, meaning that they have exceeded the allowable number of years as stipulated by the Auditor-General for the Federation which specifically states that ‘The tenure of the appointed Auditor should be one year in the first instance, renewable annually subject to satisfactory performance for three years and on no account should annual renewal extend the total tenure of the appointed firm or firms beyond five years”.

The Executive Director/CEO was requested to immediately disengage the service of the firm and appoint another one line with Auditor-General for the Federation’s guidelines on the appointment of auditors for federal government parastatals, agencies and commissions.

The spokesperson of the agency, Saadu Salahu, when contacted on phone to comment on the indictmen said he was not aware of the report.

“I have not seen the report. I am in charge of the public relations. I will look for a copy of the report and get (point) the attention of the management to it,” he explained.

If government unlocked the potential of those areas with modern equipment and funding there could be industry and export potential. The other issue is illegal miners harm environment and do not pay taxes. Anything that goes wrong will be everyones collective problem while they reap private benefits.

Saying you cant criminalize the activity of these illegal miners is disingenuous because illegal miners are arrested every ounce in awhile. What your actually doing is using a carrot and stick approach. The ministry wishes to help the illegal miners who register and jail those who dont submit.

“We cannot afford to criminalise their activities and we cannot also fold our arms and watch as they damage the lives of our people and the environment,’’ he said.
“We are more than ever before determined to ensure better policing of artisanal miners through the newly constituted Mines Police.
“The formalisation policy of the ministry has also led to the registration of more artisanal miners into mining cooperatives.’’
