Wheat Farmers Association of Nigeria (WFAN) in Kano on Monday said it had dragged 2,000 farmers to court for defaulting to repay N270 million loan.

WFAN Chairman, Faruk Rabi’u, told the News Agency of Nigeria (NAN) in Kano that 26 of the affected farmers had so far been arraigned before the Magistrates’ Court, Gyadi-gyadi, Kano.

Mr Rabi’u, who is also the state chairman of the All Farmers Association of Nigeria (AFAN), said the court had also ordered the arrest of the remaining 1,974 farmers, who refused to acknowledge its summon.

He said the association secured the facility from the state government and some Agro dealers under the 2015/2016 and 2016/2017 wheat farming season.

“We sourced the loan from the state government and some stakeholders and disbursed to about 2, 000 wheat farmers in the state,” he said.

He said the association had no option than to take legal action against the defaulting farmers to serve as a deterrent to others who might contemplate committing same mistake.

He said the decision to secure the facility was aimed at assisting farmers and encourage them to stay in the business to boost wheat production.

“But regrettably, our members decided not to repay the loans after harvesting period,’’ Mr Rabi’u said.

He said the association would ensure that those who benefited from the facility and defaulted in repayment were apprehended and prosecuted.

Mr Rabi’u said the leadership of the association would soon commence public enlightenment on the need for farmers to ensure prompt payment of loans collected.

“Unless this is done, the government may stop giving farmers loan in the state,” Mr Rabi’u said.

You're mentally challened you wouldn't understand. You called mumbo jumbo becsuse you could wrap your head around simple point. The judge should declare Kanu wanted or missing. That would force investigation to find out truth about what happened to your director. The police woukd then have to explain why his parents are gone aswell since it happened same time period.

I hope this helps. I know most you IPOBs can't think for yourselves. The director isnt around to guide you sadly.

Hmm the June 26 trial better not boring like the last few. All they do is ask same repetitive questions then ajourn again. The judge doesnt buy fact army kidnapped or kill him. She won't collect N100m bail money or jail surities. Just declare Kanu wanted already so the case can move on. The Nigerian legal system moves at snail speed.

Senator Enyinnaya Abaribe’s Lawyer, Mr. Chukwuma-Machukwu Ume, SAN, has said his client was picked up by operatives of the Department of State Services, DSS, for allegedly aiding and abetting the proscribed Independent People of Biafra, IPOB.

Addressing a news conference on Saturday in Abuja, Ume claimed he got to know about Abaribe’s offence when the DSS operatives stormed his client’s residence on Friday evening.

He said when the security operatives shortly after arresting Abaribe on Friday stormed his Apo residence to conduct a search, “I specifically requested to know if they had a search warrant and they answered in the affirmative.”

“At that point, they showed me a search warrant signed by one Magistrate Kutigi and on the warrant it was written that my client was arrested for allegedly aiding and abetting the proscribed Independent People of Biafra, IPOB.”

According to him, the operatives refused to give him a copy of the search warrant but only went ahead to do a thorough house search from 5pm to 11.30pm during which everything in the house was turned upside down.

Said he: “They claimed to be searching for arms and ammunition at my client’s house with him in attendance but at the end of their search no arm or ammunition or Ghana Must Go Bag was found there.

“What they succeeded in finding in the House were only 23 items including three laptops and phones which were all documented and signed for by the leader of the operatives. They refused to release the laptops one of which contained question paper for an examination to be taken on Monday and the phones, one of which belong to an American citizen”.

He said the security operatives had denied him and his client’s doctor access to him up till Saturday morning adding,”we made efforts for bus to see my client because he needs to have access to his drugs but we were turned back so as we speak he remains incommunicado.”

Ume said he would approach the court “if by Monday his client was not released, to press for the enforcement of his fundamental rights “.

He also said that his client who stood surety for Nnamdi Kanu, leader of outlawed IPOB at an Abuja High Court, is expected to be in court at the next hearing of the case on Tuesday, June 26 “but with this arrest I will have to inform the court about his arrest.”

Ume warned government not to stifle opposition saying, “because I belief my client is being hunted because of his opposing views like other senators like Dino Melaye, Shehu Sani who have been critical of the policies of the present administration.”

Yes he does owe pensioners abd entitlements to teachers stop it. Pointing to a syringe manufacting plant when arguing debt profile is odd. The plant is cool but doesnt change the overall picture.

Akwa Ibom’s debt burden

There have been a great deal of controversy and secrecy around the quantum and composition of debts owed by Akwa Ibom State government to the banks and contractors, especially the portion incurred by the Akpabio administration.

The problem is exacerbated by the apparent cold war between the incumbent governor Udom Emmanuel and his predecessor, Senator Godswill Akpabio, over governance and political issues in the state.

Governor Emmanuel has persistently blamed his lacklustre performance in the last three years on the huge debt burden he inherited from his predecessor.

He’s trenchantly criticized Akpabio for investing the state’s resources on worthless projects like the Tropicana Entertainment Complex which had remained uncompleted after over N150 billion had been sunk into it.

Late last year, the governor complained publicly that his administration was compelled to pay Julius Berger N6 billion in a lump sum, in addition to an undertaking to make a monthly payment of a billion naira to the construction company to offset government’s obligation.


He stated that these debts are unpaid bills left behind by Akpabio. The details of this debt are still foggy.

Akwa Ibom people have never been told how much is due to Julius Berger and indeed other construction companies and for what projects were these bills incurred and the repayment terms Udom Emmanuel has entered into with the company.

But last week, Jackson Udom, spokesperson to Akpabio (the former governor of the state) issued a statement stating that the Akpabio administration left behind only N60 billion in debts owed to the banks.

The statement listed several landmark projects which Akpabio also built, some of which it called ‘revenue enablers’, but which the Udom administration has curiously left unused.

Akpabio’s statement was however silent on the details of debt profile due to contractors and other obligors.

The statement was a rebuttal to an article written by Barr. Edet Eyo Bassey in which he claimed that Akpabio’s total debt stock was N500 billion.


This controversy arises largely in part because Emmanuel has never briefed Akwa Ibom people in details on the debt profile of the state government.

Rather, he has consistently used these debts as the excuse for unimpressive records in the last three years, despite the fact that in 2016, the state government had restructured its total bank debts into a Federal Government’s long-term bond which resulted in a monthly repayment of N300 million, instead of a more suffocating N3 billion monthly repayment prior to the restructure.

The restructuring was part of the Buhari administration’s bailout package to the states.

The Emmanuel administration earns between N15 billion and N17 billion from FAAC every month.

With a monthly IGR of N4 billion and refunds from the Federal government, it has chalked up to N750 billion in the last three years.


Apart from Lagos, Akwa Ibom is the largest revenue earner in the country.

This volume of income stream is at par with what the Akpabio administration earned, and far higher than the volume recorded by the Victor Attah administration. Yet the governor has not, by any standard, measured up to the remarkable strides recorded by last his two predecessors.

This explains why our people are so frustrated and despondent at the pervasive poverty and decay in the state in the midst of so much wealth. Are youths have been driven into cultism and crime as unemployment climbs.

In a recent morning discussion programme on NTA, Dr. Obadiah Mailafia, a renowned economist and former CBN deputy governor, mentioned Akwa Ibom State as a typical example of a society with a paradox of riches.

Akwa Ibom has the second highest unemployment rate of 36.5 per cent in the country, according to the National Bureau of Statistics (NBS) and records one of the highest death rates in the federation.

The government has been so clumsy and uncreative in its attempts to curb unemployment.

Instead of investing in agriculture and agro-allied industries which are labour intensive, our governor prefers to chase cottage enterprises that have no backward and forward linkages, and so adds no value to the economy.


A small pencil making operation that imports its components from China to assemble in a disused warehouse cannot create jobs.

It’s a no brainer! Akwa Ibom State does not have an agricultural programme that is designed to produce food and raw materials.

The government has arrogantly, perhaps for political reasons, refused to participate in the Central Bank’s Anchor Borrowers Programme which has boosted rice and wheat production and created millions of jobs in some states in the last two years.

With so much income, it is a shame that public schools in Akwa Ibom State are largely dilapidated and in a state of decay.

Children sit on the floor to receive lessons, yet the governor talks glibly of providing free education and paying N600 million a year as WAEC fees.

Ramshackle school facilities, poorly-trained teachers and lack of school resources contribute largely to the poor performance of Akwa Ibom kids in WAEC examinations despite the much vaunted free education.


Emmanuel manages Akwa Ibom finances with utmost opacity and recklessness.

He has been severely excoriated for proposing to build another Governor’s Lodge in Lagos with N21 billion, a worship centre in Uyo for N10 billion and a 21-storey high rise with undisclosed amount.

In all, the governor will just blow away over N100 billion on fancy buildings that cannot create jobs, but would end up adding to the long list of white elephant projects dotting our landscape!

The pact between the government and Julius Berger (and indeed other contractors) on its debt profile and repayment terms undermines the very fundamental principles of good governance.

The Lagos State University (LASU) says it spent more than 70 per cent of its annual budget on purchase of diesel due to erratic power supply to the institution.

Olanrewaju Fagbohun, the Vice-Chancellor of the university made this known in an interview with the News Agency of Nigeria (NAN) on Tuesday in Lagos.

Mr Fagbohun said that poor power supply was not peculiar to the university but all sectors of the country.

He expressed concern at the rate the university was spending the chunk of its budget on diesel.

“If we have spent over 70 per cent of the annual budget on diesel alone within six months of the year, I wonder how we would manage the university with the remaining 30 per cent for the remaining months,” he said.

The vice-chancellor, however, noted that the university was already thinking outside the box by looking for an alternative power supply as a means for regular electricity.

“Our Faculty of Science, Physics department in particular is already looking at the possibility of building a solar energy to be able to bail the university out.

“We are thinking out of the box and that we will launch soon,” he said.

The Governor of Ebonyi State and Chairman, South East Governors Forum, Mr. David Umahi, has condemned the renaming of a street initially named after Abakaliki, by his Anambra State counterpart, Mr. Willie Obiano.

Obiano had recently renamed the popular Abakaliki Street, housing most of the nightclubs in the capital city as ‘Club Road’.

In doing so, Obiano had explained that renaming the street was necessary, so that its name can depict the flurry of night activities which the street has become synonymous with.


But Umahi, in a press release signed on his behalf by his Chief Press Secretary, Chief Emmanuel Uzor, condemned the change in name, saying that it was a way of marginalising Ebonyi, or even making Anambra feel superior to his state.

The release quoted Umahi as being alarmed by the action of Anambra State Government, while calling for the immediate reversal of the action by his Anambra counterpart, Obiano.

“While we condemn in its entirety, the action, if it is true, Umahi has put everything in place to ensure that His Excellency, Chief Willie Obiano reverses the action of bringing back the Abakaliki street, a name gazetted a long time ago in the spirit of oneness in Igboland.

“There should be no part of Igboland that should be discriminated against. Ebonyi State has received the highest discrimination even from among her brother states and this is not healthy especially as we fight to unite our people and form a formidable economic and political bloc.

“The governor has put a call through to his brother Governor, Chief Willie Obiano, on how best to resolve the conflict of interest especially as regards the social media claims that the street was taken away from Abakaliki people because they are not qualified to answer such name of a major street in Awka,” the statement said.


Uzor said the Ebonyi State government would not want to rush into conclusion over the change of name, which it gathered was done because Abakaliki was seen as the capital of a backward state. He reminded anyone taking any action against an Abakaliki man based on the former toga and personality that Abakaliki had since inception of the administration of Governor David Umahi, Ebonyi has become the fastest developing capital and the most beautiful state capital in Nigeria with great potential to overtake other states in the nearest future.

Umahi frowned on every opportunity by other states especially Anambra to look down on Abakaliki man and called on Ndigbo to eschew discrimination and see every Igbo man as a brother irrespective of where he or she comes from.

The Nigerian Air Force commenced aerial bombardments on Monday, in a joint military offensive to end the banditry in Zamfara communities.

The Commander of the 207 Quick Response Group of the air force, Caleb Olayera, made the disclosure while speaking with journalists in Gusau.

He was speaking after taking delivery of two airplanes deployed for the operation.

Mr Olayera described the operation as part of a joint military operation, involving the air force, army, police and civil defence to flush out the bandits.

The News Agency of Nigeria (NAN) reports that Zamfara in Nigeria’s northwest has seen intense banditry in recent times that has left hundreds dead and displaced thousands in various communities.

The federal government has also been battling the jihadist Boko Haram group in Nigeria’s northeast in a low intensity war that has claimed thousands of lives and displaced millions since 2009.

Mr Olayera said that two helipads had already been constructed by the air force for the Zamfara security operation.

“We told you that the helipads will be used as the base for our fighter jets to neutralise any group of criminals and their hideouts.

He assured that peace would soon return to troubled communities in Zamfara with the commencement of the military operation.

The governor of Zamfara, Abdulaziz Yari, in an apparent frustration over the banditry in the state, recently renounced his position as chief security officer of the state.

He cited his inability to take charge of security agencies in the state to end the banditry.

Segun Adewale, the candidate of the Action for Democratic Party (ADP) in the Ekiti State governorship election, has declared that he would expend 80 per cent of his security votes on developing and expanding small-scale businesses, if elected into office.

This was as he said he was challenging the political hegemony in the state in order to ensure financial independence from the Federal Government, adding that the state would become a reference point in the area of agriculture, technology, education and healthcare delivery.

The governorship hopeful, who said this in a statement made available to Saturday Tribune, added “I believe in financial freedom of every Ekiti citizen, within the first 100 days in office. If elected, small or nucleus community-based banking system will be set up to support small-scale businesses in Ekiti.

“These community-based banks would expend 80 per cent of the governor’s security vote as a revolving loan to support businesses in the various communities. The best form of security is to engage majority of the citizens profitably.

“This scheme shall give special attention to women, youths and the physically challenged in the disbursement of the funds,” he said.

INLAND Container Nigeria Limited (ICNL); operators of Kaduna Inland Dry Port (KIDP) has expressed its confidence and competence to run the Onitsha River Port.

Speaking with journalists in Lagos recently, Managing Director of ICNL; Mr. Yusuf Ismail, said that the company has tendered its bidding for the concessioning of the Onitsha River Port, even as he expressed confidence that the company has what it takes to operate the port.

Ismail also said that as the first successful ICD operator in Nigeria, other operators of ICDs in all the geo-political zones of Nigeria have been coming to his company for advice on how to run ICD projects. According to him, one of the companies is the Edo Inland Container Depot. We participated in the bidding for concession of Onitsha River Port which we are waiting for the result. So any time from now the Federal Government will announce the winner. If we are lucky to win it, we are going to run the Onitsha River port too. What is the difference between the seaport and the dry port?”

Speaking further on the operation of river ports in Nigeria, he said “if government wants it functional, they will call investors to come and invest in them and give them the guidelines. They should put policies in place and there should be a regulatory body that will make sure it works. So that is how it is going to work.

“Everything lies in government hands. Even the port we are looking at here in Apapa, Tin-Can and everywhere; if government wants it to work, it will work.

It wasn’t like this in the early 1990s and early 2000 before the ports were handed over to private investors,” he added.

That time, it took us 30, 40 days to take containers out of the port. But when the private investors came onboard, things changed for the better”, he added.

Kano Free Trade Zone is located on 262 hectares of land at the Panisau area of Ungogo LGA of Kano State. It is a special economic zone where goods maybe landed, handled, manufactured or reconfigured and re-exported without the intervention of the customs authorities. It was established in 1998 and its area of specialisation is warehousing, services, logistics and manufacturing. One of its objectives is to allow interested persons to set up industries and businesses within the zones with a major objective of exporting the goods and services manufactured or produced within the zone and to provide an internationally competitive duty free environment for export production at a low cost.

According to the assistant general manager of the KFTZ, Mr. Abdullahi Sharu Beri, the zone has 19 warehouses, 33 fully registered companies among which 13 has been established and in full operation. Some of the companies in operation at the zone include: Marshal Biscuits FZE, producers of Buttermint Biscuits began operation in Jan, 2016. Afrique Ventures FZE, producers of Xquizite bottle and sachet water began operation in June, 2015. Afric Packs FZE, producers of sacks began operation in Oct, 2017. Nurture All Foods FZE, producers of Soy-Kunu, Soykunu extra and Soyalac began operation on 11th Nov, 2015 and Coral Integrated FZE, which is into recycling and crushing of materials. They began operation in 2014.

 He said the zone has recorded many achievements after the visit of the Managing Director Nigerian Export Processing Zones Authority (NEPZA) Hon. Emmanuel Jime. Some of the achievements include the allocation of a special intervention fund for the development of infrastructures in the zone, the presence of joint task force in the zone to enhance the activities of the zone, Foreign exchange from exports of products to Germany, South Africa, South Korea etc, tremendous improvement on Foreign Direct Investors like China, India, Egypt, etc. The fiscal policy is also in consonance with the policies of the free trade zones. Lastly, Kano State govt. under the Kano State Pensions Trust Fund is also contributing to the development of the trade zone.

Mr. Beri also said that despite the achievements, the zone is still facing some challenges. Some of these challenges include: lack of efficient railway to ease the transportation of goods to and from the zone, epileptic power supply, lack of offshore banking in the zone, lack of in-depth knowledge of the free zone scheme by the government agencies like NAFDAC, SON, NDLEA etc. and lastly, the inconsistencies in the Federal Government policies, for example, the recent introduction of excise duty on some products. Though some of the roads are still not tarred for now, work is in top gear to make sure everything is in order as workers are on site for the completion of the phase 2 project.

It is high time the government created more awareness on the benefits of the Free Trade Zones as many investors and manufacturers are still ignorant of it. Indeed, they have done well in making sure Kano Free Trade zone is revived and in full operation as the zone will help in boosting our economy. They have also made sure the place is conducive and secure for business by stationing military patrol team at the gate to check what goes in and out of the zone. It is imperative that stakeholders, producers, manufacturers and other foreign investors support these efforts and also cease this life changing opportunity that will improve their businesses and take it to the next level.

The Country Director, African Development Bank (AfDB), Ebrima Faal has offered the bank’s support to Osun State Governor, Rauf Aregbesola for the completion of some of his projects including the state airport project.

This was made known during a meeting between top officials of AfDB with Governor Aregbesola at the Government House in Osogbo as part of a one-day visit to Osun on an exploratory mission to support the state’s developmental agenda.

Faal, who led the bank’s delegation, inspected facilities at the Technical College in Osogbo and the waterworks in Ede.

Faal said the visit gave his team the opportunity to see the developmental efforts of the current administration in the state and to determine the subsequent steps to be taken to support the State.

At the Osogbo Technical College, the AfDB delegation was taken to various departs and workshops where modern equipment for carpentry, shoemaking and other machines were displayed.

Technical engineers at the Ede Waterworks conducted the AfDB team round the facilities including the water dam and the water treatment equipment.

The AfDB delegation was accompanied by the Senior Technical Adviser to Osun State Governor on Development Partners and International Relations, Dr Michael Olugbile as well as members of the State Executive Council including the Commissioner for Education, Wasiu Omotunde Young, the Commissioner for Commerce, Industries and Cooperatives, Honourable Ismail Adekunle Jayeoba-Alagbada and the Commissioner for Economic Planning and Budget, Dr Dauda Olalekan Yinusa.

Olugbile while acknowledging the ongoing support of AfDB for the Rural Water Supply and Sanitation (RWSS) project, said the visit of the AfDB delegation was part of efforts to attracting more donor assistance to the State to support the developmental agenda of Governor Rauf Aregbesola-led administration while also laying solid foundation for the incoming administration.

Olugbile said the AfDB would support Osun state government on the upgrading and completion of the nine Technical Colleges in the state. He added that the AfDB would also support Osun on Urban water schemes and to complete the Osun airport christened MKO Abiola Airport.

In his response, Aregbesola said “I’m in a hurry to achieve this. Please, I cannot be patient to see this happening. Let us move fast to achieve this because my tenure will soon end as governor of this state.”

Despite the security and health challenges bedevilling Zamfara State, the governor will still use public funds to sponsor officials to the World Cup, an official has said.

Hundreds of people have been killed by bandits in the state which was also the most affected in recent health crisis that rocked the country, such as meningitis. More than half of the over 400 deaths across Nigeria from meningitis last year occurred in Zamfara.

The poor health situation in the state made the health minister, Isaac Adewole, to recommend to the state governor to build more primary health centres.

On Tuesday, an official confirmed that a five-man delegation is to represent Zamfara Government at the 2018 FIFA World Cup in Russia.

The state Commissioner for Youths, Sports and Skills Acquisition, Abdullahi Gurbin-bore, did not, however, elaborate on how spending scarce state resources on such jamboree would benefit the millions of poor people in the state.

Mr Gurbin-bore spoke in an interview with the News Agency of Nigeria (NAN).

He told NAN that he would head the delegation, which would include the chairman of the state House of Assembly Committee on Youths and Sports Matters.

According to him, the special adviser to the state governor on sports; director-general, Sports Matters, Zamfara State; and the chairman of the state footballAAssociation are also part of the delegation.

“His Excellency, Alhaji Abdul’aziz Yari, has approved the trip,” he said.

He did not disclose the total cost of the trip to a state battling with security and inadequate funding for key areas like education and healthcare.

The commissioner reiterated the state government’s commitments to developing youths and sports.

Mr Gurbin-bore, also the Chairman of the state Governing Board of the National Youths Service Corps, also said that the state government had re-started payment allowance to corps members serving in the state.

He said that Mr Yari recently restored payment of the allowance.

“The gesture is aimed at complementing federal government’s efforts to improve the welfare of corps members.

“We have finished payment for the month of May.

“Corps medical doctors will be receiving N50,000 monthly, paramedical corps members, N20,000, and others, N5,000,” the official said.

The Akwa Ibom Governor, Udom Emmanuel, has, in apparent reaction to PREMIUM TIMES’ investigative series, spoken on the rot in the state’s public schools.

The reports, which exposed the harrowing experience pupils, students, and teachers go through in the state’s broken education system – where some poor kids have to sit on bare floor in roofless classrooms to learn – have prompted Nigerians to wonder what has become of the trillions of naira that have been accruing from oil to the state.

Mr Emmanuel linked the Akwa Ibom situation on inadequate resources and the “surge” in enrollments in public schools.

“You know we are running free and compulsory education, even pupils and students from neighbouring states come in here (to Akwa Ibom to learn),” the governor said on June 2 during a press conference to mark the third anniversary of his administration.


The governor mentioned West Itam Secondary School, in Itu, and the Uyo High School, in Uyo, as examples of two secondary schools with student population of over 4,000 and 5,000 respectively in the state because of high enrollment.

“You can imagine even if I provide 1,000 seats today, the surge in population and the way they handle it, tomorrow if you go there, you might see 100 students not being able to get seats, and you’ll go and write ‘oh, Akwa Ibom, this is where we are.’.

“Even the oil money you are reporting, you don’t report that I don’t even get 20 per cent of what I should be getting.


“While our oil prices are going up, our revenue is coming down. And this is where you should shout to the whole world, but nobody is shouting,” the governor said.

Mr Emmanuel said his desire to do more for the state was being frustrated by lack of adequate resources.

He said his administration has renovated more than 346 public schools so far.

“Please when writing some of these things, write as if you are encouraging us to do more,” Mr Emmanuel said. “Don’t write something that will drive away investors.”


A few days before, during an interview with Planet FM in Uyo, Mr Emmanuel had dismissed the PREMIUM TIMES’ reports as being mischievous.

“I know we are not there yet,” he said. “Sometimes when you see people go to the Internet, and probably snap one school out of over 3,000 schools, it is out of mischief.”

The governor did not, however, comment on a foremost technical college, Government Technical College, Ikot Ada Idem, in Ibiono Ibom, which has been shut down and abandoned for more than seven years now
