ABUJA—House of Representatives Committee on Public Petitions, after concluding its investigative hearing on alleged $195 million contract scam awarded to an Israeli firm in its report has recommended an outright cancellation of the contract as it would lead to a capital flight of over $200 million.

The report, which was laid before the House last Tuesday, also demanded that Nigerian Maritime Administration and Safety Agency, NIMASA, should stop funding the contract immediately as it was not appropriated for.

A reliable source privy to this development told Vanguard  that “even the offshore company, an Israeli firm, HLSI Security, is not an Israeli firm as it was registered in Seyechilles and has its headquarters in Cyprus.

The source explained that “the Nigerian agent’s company does not have any traceable record with the Corporate Affairs Commission, CAC. We had written to CAC and for more than three weeks no response till date, meaning that the company is faceless.“


The lawmakers recommended that Messrs Shoreface consortium proposal, widely consulted and studied by Executive and National Assembly should be encouraged as it puts no financial stress nor security threats on Nigeria.

It will be reecalled that the Minister of Transportation, Mr Chibuike Amaechi; Director-General of NIMASA, Dakuku Peterside, and top Navy echelon had appeared before the committee on January 30.

After the hearing,  the committee gave the minister a 72-hour ultimatum to supply all the documents concerning the contract.

Until the report was laid last Tuesday, no document was submitted for further investigation.

Expressing concern over the documents, Chairman of  Committee on Public Petitions, Uzoma Nkem-Abonta, had stated during the last hearing: “We have been demanding these documents and we have received no responses. This is about the 8th hearing on this issue.

“If the contractual documents and agreements cannot be produced within the next 72 hours, we will be forced to close this matter and make our recommendations to the House.”

Another member of the committee from Lagos State, Rotimi Agunsoye, expressed displeasure over the situation, saying that the House was being taken for granted.

“There is no point giving the stakeholders extra 72 hours since tax payers’ money is involved. We should just close the matter.”

He argued that giving the stakeholders another 72 hours was a waste of parliamentary time.

However, Nkem-Abonta intervened, urging his colleagues to give Amaechi one last chance with the 72-hour grace.

Ten civil society organisations had petitioned the Speaker of the House of Representatives over the alleged $195m security contract awarded to an Israeli firm to patrol Nigerian waters by the Ameachi-led Ministry of Transportation, as well as the Ministry of Defence.

Lol I know some people are more interested in stadiums but this article should have you scratching your head if you pay attention to tge governors comments. He's spending tons of cash on a stadium and church when he could be upgrading the Ibom Power Plant and providing 24 hour power to now 6 Local governments. He said previously he was given permission from TCN to evacuate 35 MW to power 5 Local governments 24/7. This should be top issue considering most of the state institutions bleed money because of generator cost.

AKWA IBOM GOVERNOR RECEIVES POWER MINISTER, REITERATES ZEAL FOR IMPROVED ELECTRICITY SUPPLY

Governor Udom Emmanuel of Akwa Ibom state says that his administration’s investments in the power sector development are indicative of his zeal to enhance electricity development in the state.

He said his administration has so far completed an injection power station along Edet Akpan Avenue in the heart of the capital city, and has just completed a substation at the airport which had hitherto been on 24hours of generating plant energy.

State Chief Executive spoke when he received in audience the Minister of Power, Works and Housing, Babatunde Fashola in his office.

He revealed that several major institutions in the state such as the Airport, Ibom Hotel and Golf Resort, Sheraton Hotel in Ikot Ekpene, had no link to public power supply, saying he was actively trying to get those places connected.

“I know today, when you are talking about power and the efforts of the state governments in this country, I think we will rank Number 1,” said the governor who stressed the need for two more substations in Uyo to actually tackle the power problem in the city.

He appealed to the Minister for approval of a 90MV transformer lying idly in the region, saying it will help in providing uninterrupted power supply in at least six Local Governments of the state.

“With that alone, honestly I can give power to at least 6 local government areas on a 24/7 basis because what we are generating, we are not evacuating, we can consume and I really want to believe, we want to create a little bit of an industrial hub around the Ikot Abasi Area where we have the Akwa Ibom Power station.”

Mr Emmanuel said the state-owned Ibom Power Plant is generating over 115 megawatts everyday, but lamented that the power of evacuation resides with the distribution company.

The Governor commended the Minister for bringing the 2018 Power Summit to the state, saying it was an indication that he was ready to partner the state to succeed.

Earlier, Mr Fashola had thanked the state government and people of Akwa Ibom for the unwavering efforts towards helping to improve the economy of the state and by extension the country.

He also thanked the Governor for the new industries which the Vice President came to commission recently, maintaining that, “this is the way really to grow the economy and create prosperity and opportunities for our people.”

He pledged on behalf of the President and the Federal Government to give continued support to power development in state, “by providing the Infrastructure in terms of power, roads and Housing within the remit of my ministry.”

Commending the Governor for providing land for the on-going National Housing Pilot Project which he earlier visited that evening, Mr Fashola said he was impressed with the young men working on the site, and suggested the need for access routes to the location of the project.

The Minister announced that the recently damaged substation transformer at Afaha Ube, Itam is being replaced, with the capacity raised from 120MVA to 180MVA.

He said this will help give some relief to places like Abak, Etinan, the Airport, Ikot Ekpene and so on.


He also explained that although it may seem slow in coming, the transmission company of Nigeria TCN is working hard to help improve transmission between Ikot Ekpene, Odukpani axis, adding that progress is being recorded.

Another area of partnership with the state government, Fashola explained was the Government’s provision of land to host the Ikot Ekpene switches station, “easily one of the largest if not the largest in the country. It has helped us to ramp up our power transmission since I came to commission it about a year.”

The Minister announced the approval of refunds for the substation executed by the state government, maintaining that “We count on this continued collaboration and we also are working to improve customer service at the last mile because all of these transmission, generations really means nothing to our people unless it translates to electricity.

The Abia government says it is building a multi-million naira Enyimba Economic City that will industrialise and boost the economy of the state.

Governor Okezie Ikpeazu made this known when he briefed heads of media houses in the state at the Abia Government Lodge, Aba, on Sunday as part of efforts to industrialise the state since he assumed office in 2015.

“This project is very close to my heart and I am passionate about it. Abia Government is building Enyimba Economic City.

“It is sitting on 9,000 hectares of land. We have committed over N10 billion to the project and we are shopping for sponsors,” he said.

He said the state government was not making much noise about the project because “we have our target to industrialise Abia and we must get there”.

On the moribund Golden Guinea and Ceramics industries, the governor said that previous administrations sold the companies, including the Enyimba Hotel, Aba.

Mr. Ikpeazu said that in spite of the concession, the state government was doing all it could to bailout and re-vitalise the companies.

He said that the state government had assisted Peter Nzenwa, the new owner of the brewery to secure Bank of Industry facility.

On modern ceramics, he said that it was concessioned to Catholic Diocese of Umuahia, who took a loan of N250 million to rehabilitate and revitalise the company.

“As I speak, that facility has accumulated to N1.5 billion interest. We have approached the court to pay and exit the church from the Shylock facility.”


He said that after exiting the church from the debt, the state government would like the church to explore its Italian connection to make the company functional again.

On teachers’ salary, he said that there was only two months gap, adding that before the end of 2018 those gaps would have been completely filled.

Mr. Ikpeazu said that Abia had the highest workforce of 30,000, adding that 70 per cent of the workers were in the ministry while others were in the parastatals.

He explained that his administration inherited a monthly wage bill of N2.7 billion, noting that it had been reduced to N2.1 billion.

The governor said ICPC adjudged the state government as the best manager of the Paris Club Refund because it deployed 71 per cent of the cash inflow to workers’ salary.

They told you they don't want to be nomads anymore interesting? MACBAN made it clear they won't agree to ranching it's their right to graze. I see him hinting at an anti grazing law because it their isn't on he's only making a suggestion at end of day.

ON February 24, Governor Rotimi Akeredolu of Ondo State clocked one year in office. To mark the occasion, Akeredolu speaks on his achievements and how to stop the rapacious activities of Fulani herdsmen among other national issues.

Many believe that as one of President Muhammadu Buhari’s loyalists, you should have an idea on how to resolve the problem of herdsmen. Are they right?

I don’t know about that aspect of being the President’s loyalist, I don’t know. All I know is that we have problems with herdsmen. My position on herdsmen has been different from many other people. My position is that there is no way we won’t have grazing areas or ranches in all the states of the federation. We have signed the paper but I am not sure we are flagging it off yet. You can call it ranches or grazing area but don’t call it a colony. I said it that if we have it in every state, Ondo can have a minimum of three in different locations. But it is not that you have your cattle and move them to these ranches; that is not the idea. Because if you want to move them, as you are going, the cattle may not know what you call ranch, everything they see on the road they would eat. My own idea is that if we have it in all states, even herdsmen, by the time you interact with them properly, everybody doesn’t want to be permanently nomadic, they want a settled life too. We must discourage nomadism. The company that took our own are going to the North to buy cattle. The solution is to haul the cattle rather than move them by road. So, if I haul the cattle from Kano down here, by the time you take them, you fatten them and, in less than three months, you will make money. If you are able to do that, the people will buy a cow that is healthy, well-fed and big, rather than the one that trekked from Sokoto or Kano. There is a bill we want to pass but we want to look at it very well. It is not colony but we must encourage ranching in every state, not only in the South. Northern states might even have more ranches so that you can go there, buy your cows and haul them here because we are the ones that eat beef. We eat about 10,000 herds of cattle per day in Lagos and, when you have your parties on weekends, the figure goes to about 20,000 herds of cattle per day. So, if they don’t bring the cattle what happens? There are things that would divide us and the same things can also unite us. Why can’t we look at how such things will unite us than divide us? What will assist us most is to have fast trains. If we have them, we can kill the cow in Kano, refrigerate it and bring it to Lagos and people will buy, they don’t have to kill it by themselves. After all we eat frozen chicken and turkey; we don’t know how long it has taken to get to us from the source. So, what stops us if a cow is slaughtered and is kept for three days in a refrigerated train?

The state needs fulfill their end to get OGFZ license asap. The free zones attract a lot of FDI into country and boost employment. These are type of things state needs. Exxon expressed interest in the free zone when it was announced.

OGFZ is more useful than a 21 story building and stadium.

As part of efforts to encourage industrialisation and investments, realising its objectives of job and wealth creations, poverty eradication and infrastructural consolidation, the Akwa Ibom government has continued to partner both local and foreign investors/industrialists. 

To this end, the state government has reached an agreement with some private developers for the commencement of the funding, development and operation of Ikot Abasi Jetty/Storage/Ancillary Services and Liberty Free Zone in Ikot Abasi Local Government.

 
The executive chairman of the state’s government Technical Committee on Foreign Direct Investments, Mr Gabriel Ukpeh, who headed the government’s delegation, assured KO&G (Korea) and allied partners of their consortium that the state government would do everything possible to support the speedy completion of the projects. 

The multi-billion dollar investment scope and objectives of the projects include: a strategic cooperation to finance and develop the jetty/storage/ancillary services as well as the Liberty Free Trade Zone project covering 15,000 hectares in Ikot Abasi to be jointly owned by the government and the investors. Performing the signing ceremony on behalf of the state government in his office, Ukpeh expressed government’s appreciation to the companies for their readiness to provide the funds and develop the projects and for believing in the state. 
Ukpeh said he was delighted with the investors for having the interest of Akwa Ibom at heart and assured them of government’s readiness to work with them as well as any other would-be investor. 

On behalf of KO & G Consortium, the chairman, Mr Kim Min-Soo, expressed his group’s joy in the partnership, saying the consortium would manage and administer the projects in a commercially-astute manner that would also be environmentally and socially responsible. 
Kim commended the state government for its foresight, describing the jetty and Liberty Free Trade Zone projects as significant economic investments for the people of the state. 

 He commented on the professionalism, friendliness and courtesy shown to all consortium members by the state government and locals that they met during their visits to the state, adding that they were so grateful and humbled to be invited to a wonderful private church service in Uyo with Gov Udom Emmanuel. 

Other partners who attended the various project site visits in the state, government meetings and MoU signing include: Grant Jenkins of Pyro Capital Group and on behalf of Double Tree Capital Bank Asia Pacific Division and Hedge Funds, Mr Robert Umoette of CLSCMC Engineering Limited, Mr Seung-Ho Kim of Korea Port Engineering, Mr Do-Hyeong Han on behalf of Daewoo Logistics, Mr Yeong Sik Lee on behalf of joint venture Hyundai Engineering Corporation and Posco E&C, Mr Moses Atobrah, on behalf of Oxygen Capital Group (all part of the consortium) and their legal representative, Mr Emmanuel Chukwuma, a lawyer, and Suleiman Ibrahim on behalf of Price Waterhouse Coppers. 

 Those who signed the agreement on behalf of the state government were: the attorney-general and commissioner for justice, Uwemedimo Nwoko; commissioner for investments, trade and industry, Dr Glory Edet and government witnesses included the chairman of the Committee on Foreign Direct Investments, Mr Gabriel Ukpeh, and the legal officer of the FDI Committee, Mr Hilary Ekpo, a lawyer.

ENUGU—SPEAKERS of Enugu and Anambra states houses of assembly have said that grazing bills have no future in their respective parliaments.

Both legislators said they anticipate the introduction of such bill even when it’s not popular in the South-East zone.

Speaker of Anambra House, Mrs. Rita Maduagwu, noted that the Assembly had earlier condemned the idea, saying “we have no such intention at all.”

Speaker of Enugu State House of Assembly, Hon. Edward Ubosi, said there is no chance for such a bill in the state assembly.


Ubosi, however, said there was growing understanding between the people of the state and herdsmen, adding that the state Governor, Ifeanyi Ugwuanyi, is building a good relationship among residents of the state.

The two speakers spoke in Enugu, weekend, at the inauguration of the South-East Legislative and Governance Reform Committee.

Chairman of the South East Speakers Conference and Anambra Speaker Rita Maduagwu said the forum will position the Assemblies to promote, share and adapt effective legislative/governance reforms and learning across the region.

“Our interest is to coordinate the implementation of legislative reforms that will improve service as well as identify and share best legislative practices among the South East legislatures for adoption,” she said and noted that the forum is also expected to facilitate the development of legislative frameworks, mechanism and systems that will enhance the functionality of the Houses of Assembly in the region.

Enugu APC endorses Buhari

Meanwhile, the All Progressives Congress, APC, Enugu State chapter has endorsed President Muhammadu Buhari for a second term in office.

This is as Ace Nollywood Actor, Mr. Kenneth Okonkwo, popularly known as Andy, has declared his interest to run for the state governorship election under the platform of the APC

The party also passed a vote of confidence on the president and the Dr. Ben Nwoye- led executive committee of the party in the state.

The unanimous decisions were taken during the Enugu APC’s enlarged State Executive Council, and stakeholders meeting held at the Party’s secretariat in Enugu.

The Group Managing Director of ALCON, the Contracting Company at the Airport, Engr. K. C. Akuma, explained the workings of the Power Distribution Centre in the Airport noting that the current consumption was 2 megawatts.

He said the MRO, International Terminal building phase 2 and others expected to come on stream subsequently will consume about 7.5 megawatts still leaving enough gap for whatever facility the State Government may intend to bring on board in the future.

A useful project they should be focusing on.Airlines have been forced to go outside of country because Nigeria lack MRO services. They should be looking for private sector partners as backup plan.

The air port should start have international flights. I don't want to connect through Port Harcourt. It would make trip have less stops. They should have done cargo operations from beginning.

………Governor Udom Emmanuel of Akwa Ibom state has assured that his administration will not relent in ensuring the speedy commencement of cargo operations at the Ibom International Airport.

Governor Emmanuel stated this in an interaction with Government House reporters shortly on arrival in Uyo after attending the National Council of States meeting in Abuja .

Promising to give further details after commencement of work on the project, he said his priority is how to commence cargo operations at the airport.
”I really want to see how we can start cargo operations almost immediately.
He said “the entire region is due for logistics operations both by air and by the sea. We can’t just wait any longer. Let’s see what we can do for ourselves.”

Governor Emmanuel was full of hopes that the country’s Chief of Air Staff will facilitate his earlier promise to partner with the state in utilising the airport’s Maintenance, Repair and Overhaul facility.
“We are also hoping that the Airforce Chief who also promised us that Airforce will do something very urgent, will also try and see how we can use the MRO but we really really want to see how we can start Cargo Operations over here because a whole lot of people are suffering.”

“If you go to Lagos, you need to see the queue from Apapa Tin Can up to Western Avenue then up to Oshodi.”

He assured that with an enabling environment from the Federal Government, the seaport project will soon be actualised.

On the just concluded National Executive Committee meeting of the PDP, the Governor said they are still rebuilding the party and looking at developmental issues that could create employment for people.

Residents of Afaha Ubeh in the outskirt of Uyo, Akwa Ibom State, watched helplessly on Thursday as fire razed an electric power substation in the area.

Witnesses said operatives of the state fire service were not seen around the scene of the incident, as the facility was on flame for more than three hours before the arrival of firefighters from the construction giant, Julius Berger.

“The state fire service came much later, while Julius Berger were battling to put off the fire,” a witness told PREMIUM TIMES.


“The community people were angry with the state fire service and initially prevented them from getting to the scene of the incident. But they were eventually allowed to join forces with Julius Berger to put off the fire,” he said.

The Akwa Ibom State government said in a statement that the incident was going to cause power outage in parts of the state because of “substantial damage” done to the facility.

The statement issued by the Commissioner for Information, Charles Udoh, said the government had asked the Power Holding Company of Nigeria, PHCN, to speed up the repairs of the facility in order “to avoid a prolonged distortion of socio-economic activities in the (affected) areas”.

A PREMIUM TIMES’ reporter observed that most parts of Uyo, including the popular Ewet Housing Estate where Governor Udom Emmanuel’s private house is located, have been in darkness for almost a day now.

It is, however, unclear if the situation is connected to the fire incident at the power station.

It seems this thread not controversial. Its weird the state didn't bother to put year. At least Akwa Ibom put a number to their claim. When Obiano said Anambra had 4th highest GDP there was no dollar amount provided.

Anyway I would like NBS to supply a complete list of GDPs by State. Everyone making claims so they should put it issue to rest. Who is second highest? I assume Lagos is first naturally.

Years later as a senator, Yerima went to Egypt and made news again by marrying a 13 year old child. Yerima not only completed his two terms, he has produced all governors since then.
I think he denied doing marrying the girl but he's in Senate and on TV advocating child marriage. That's too nasty if he did that. I don't see why grown man wants 13 year old. Anyway would Nigeria recognize such a marriage?

Anyway he could get his wish if he's smart about it. Basically add exceptions to age 18 marriage rule like having judicial permission and or parental approval. A lot of countries have these exceptions. The only issue would be is having age of consent being higher than marriage. In Nigeria both are 18. I don't think people would care if 16 or 17 get married or consent.
