The Yobe State Government has apologised for a false report it released stating that some of the missing schoolgirls from the state had been rescued.

At least 30 girls of the Government Girls Science Technical College (GGSTC) Dapchi, were still missing as at Wednesday evening, three days after their school was attacked by suspected Boko Haram members.

A government statement late on Wednesday stated that many of the missing girls had been freed by soldiers, a statement that turned out false.

The state government released the statement below on Thursday evening to apologise for the misinformation.

The public may recall that we issued a statement last night in which we announced that some of the girls at Government Girls Science Technical College (GGSTC) Dapchi who went missing after Boko Haram terrorists had stormed their school last Monday were rescued by officers and men of the Nigerian Army who are currently executing the war against the Boko Haram Insurgents.

We issued the statement on the basis of information provided by one of the security agencies that is involved in the fight against Boko Haram and which we had no reason to doubt.

We have now established that the information we relied on to make the statement was not credible.

The Yobe State Government apologises for that.

His Excellency Governor Ibrahim Gaidam was in Dapchi today where he met with community leaders and the Principal and staff of the Girls’ College. The governor also addressed the parents of some of the schoolgirls that are still unaccounted for where he told them to pray and exercise patience as the government and security agencies at all levels continue the work to address the unfortunate situation.

His Excellency Governor Gaidam has also directed Education Ministry officials and the school administration to work closely with the security agencies to establish the actual number of the girls that are still unaccounted for and to contact parents and the community for possible information that could be useful in the investigation.

His Excellency Governor Gaidam shares deeply and personally in the grief about the unfortunate event at the Girls’ College and, under his leadership, the Yobe State Government will continue to do everything necessary in partnership with security agencies and the federal government to address the situation.

The Osun State House of Assembly has rejected a constitutional amendment to provide for independent candidates in elections.

The house also stood down amendments to strengthen local government administration in Nigeria as contained in the alteration of Sections 7, 318 and part 1 of the fifth schedule of the constitution.

It also stood down the decision on the amendment seeking the abrogation of Joint Local Government Account (Section 162), preferring to subject it to a public hearing.

A statement by the Chairman of the House Committee on Information and Strategy, Olatunbosun Oyintiloye, issued after the session, summed up the decisions of the house by stating that it “approved 10 provisions, stepped down two others and rejected three of the provisions in the proposed amendment of the 1999 Constitution.”

“The Parliamentarian at the Yes/No vote proceeding unanimously rejected provision for independent candidature in elections ( section 7, 65, 106, 131, 177 and 228), Constitution Alteration Bill (section 9) and the period during which the president or governor shall lay the appropriation bill (section 81 and 121),” the statement said.

Speaking at the end of the proceeding, the speaker of the assembly, Najeem Salaam, said the two bills were put in abeyance for a public hearing, “so as to get the inputs and protect the interest of the numerous stakeholders in the matters contained in the sections.”

The Deputy President of the Senate, Sen. Ike Ekweremadu has called for the establishment of a new police to help check insecurity in Nigeria.

Ekweremadu who presided over plenary on Thursday, said that with the high rate of insecurity and kidnapping, especially of students, security apparatus have become over stretched. Ekweremadu

The DSP spoke on a motion moved by Sen. Bukar Abba Ibrahim on the abduction of school girls from Government Girls Secondary School Dapchi in Yobe state.

Contributing to the motion, Ekweremadu said: “At this time of insecurity, the military and police apparatus have been overstretched and there are still more demands.

“There must be another level of policing that should be able to protect schools and other government infrastructure.

“If you ask the police to man all schools in Nigeria they will not be enough. So we need a new police,” he said.

Meanwhile, some of the schoolgirls abducted by Boko Haram insurgents have been rescued by the army.

Alhaji Abdullahi Bego, Director General to Yobe governor on Press affairs, disclosed this in a press statement issued on Wednesday.

“The Yobe State Government hereby informs the public that some of the girls at Government Girls Science Technical College (GGSTC) whose school was attacked by Boko Haram terrorists last Monday have been rescued by gallant officers and men of the Nigerian Army from the terrorists who abducted them.

“The rescued girls are now in the custody of the Nigerian Army.

“We will provide more details about their number and condition in due course.

“His Excellency Governor Ibrahim Gaidam, who is very grateful for the gallantry and hard work of the officers and men of the Nigerian Army involved in the operation, is monitoring the situation closely and will make a statement in due course” the statement said.

Earlier the government had said about 50 of the girls were yet to report to the school since the attack by Boko Haram gunmen.

Three days after a suspected Boko Haram assault on a high school in Yobe State, the police and the state government have provided different figures of the number of missing girls.

While the police commissioner in Yobe told PREMIUM TIMES Wednesday evening that 30 female students were yet to be accounted for, the state government released a statement on Wednesday evening saying over 50 students were yet to be located as at Wednesday afternoon.


The girls were students of the Government Girls Science and Technical College, Dapchi, Bursari Local Government Area, Yobe State, a state government-owned school.

The uncertainty comes as President Muhammadu Buhari asked three ministers to immediately visit the state for an urgent assessment of the situation. He also asked the military and other federal security agencies to take maximum charge of the security situation around the affected community.

Suspected Boko Haram operatives on Monday stormed the school carting away foodstuff amongst other valuables.

Reports also emerged that the insurgents seized scores of girls at the school, although official confirmation of this had been difficult.

PREMIUM TIMES gathered from the police that some of the students have not been found

“The total number of students at the school 906. As at yesterday, we had counted 809. After that, we started locating them in one or two, But the school authorities have not been able to account for 30 students,” Yobe police commissioner, Sunmonu Abdulmaliki, told PREMIUM TIMES by telephone Wednesday evening.

But the police chief warned that the public should not take this to mean that they were kidnapped.

“It is not impossible that some of them even left for home without telling the school authorities.

“As I am talking to you, I have no evidence to say that they were abducted or they were not abducted,” he added.

Mr. Abdulmaliki said the military had taken over the search efforts. He appealed to the media to play down on speculation to enable officials better concentrate on the emergency situation.


“I am appealing to the press to please allow the military to continue their work because we’re in an emergency situation and the military is taking the lead

“Now we just heard that they sighted them somewhere and the military is heading to the scene,” he said.

Abdullahi Bego, a state government spokesperson, said the state did not know the whereabouts of 50 girls, but also warned that it should not be misconstrued as an admission that they were kidnapped.

“Out of the 926 students in the school, over 50 are still unaccounted for as of the time of this statement,” Mr. Bego said in a statement. “However, the Yobe State Government has continued to receive information about some of the girls being found in the general area to which they escaped.”

“The state government is coordinating with the army and law enforcement to ensure that those girls are returned safely.

“The Yobe State Government has no credible information yet as to whether any of the schoolgirls was taken hostage by the terrorists,” he added.

The attack comes almost four years after Boko Haram gained worldwide infamy for abducting about 276 girls at Government Secondary School, Chibok, Borno State.

Scores of the girls have been freed in separate deals with the Nigerian government, but more than 100 are still yet to be found.

Although its details were still murky, the Yobe incident has brought back memories and fears of the Chibok girls kidnap, which gained worldwide media attention for several months.

The state shares a border with Borno, which is home to the massive Sambisa forest that the Chibok girls were said to have been kept for years after their abduction.

Many of the girls were reported to have fled in different directions after the insurgents entered their school premises on Monday. One of the escaped girls told PREMIUM TIMES on Tuesday that she saw their attackers pushing some of her schoolmates in a truck and drove away with them.

But Mr. Abdulmaliki said the school is currently on a one-week break to enable the authorities to resolve the crisis but insisted that the police have no confirmation of any kidnap.

“As I am talking to you now, there’s nothing on my table to say that they were abducted or not abducted, but we have not been able to account for about 30 of them.”

The police commissioner said he had been to the school for a physical assessment.

Goni Bukar, a federal lawmaker representing Bursari and two other local government areas in Yobe State, told PREMIUM TIMES he rushed back to his constituency following the attack and had been to the school.

“I am on the ground with the school authorities at the school premises now, but I cannot confirm that any girl has been kidnapped, we don’t have that information yet,” Mr. Bukar said.

Mr. Bukar added that security measures around the around had been intensified.

“The SSS, the Nigerian Army, the police and others are here with us and making frantic efforts to ascertain the situation of things,” the lawmaker said. “We hope to have concrete information by tomorrow, once we do, we’ll let Nigerians know.”

The speed of technology has made it such that jobs/technologies in specific fields are being created when a student is in the middle of his pre-graduate education and it renders the curriculum obsolete before the student graduates .

If we still reason that education is supposed to equip a student Globally for the job market, Education must then keep up with the dizzying pace of innovation in the society. So countries like India, a one-time impoverished country becomes the country with the population of the highest middle class in the world. They rushed and made sure that they embraced Technology in such a way that they became relevant globally.

So I watched thousands of Indians come from places in their country that is the equivalent of the deepest village in Ukanafun and can barely speak English but are making 6 figure salaries. They show me pictures of their villages with their loved ones sitting on top of a Vespa and living in houses that are not yet plastered but these guys are making dream money.
So at least a quarter of a million to half a million Indians are living here making money.

There is another huge number that do not want to come to the USA but are such experts in cutting edge technology, that American companies and others are forced to make branches and annexes in their country to harness the skill set and in real time have results submitted back to the USA with huge sums paid for services in the form of salaries etc.

So, what happened in our case?

Common sense would help us to infer that we are living in the information age. That our youth must be up to date with innovation, that is where the money is, instead of waiting for PDP and APC . In the same light, technology shelf life is now two years (the time it takes for you to have a new cellphone edition with new technology that affects all industries) and that’s the level to which we must update the educational curriculum of the tertiary institutions in Akwa Ibom State.

In this day and age, we are still giving people outdated degrees in Computer Science or Computer Engineering and the average interviewer nowadays will ask, “With an emphasis on what?” Computer Science with an emphasis on Cloud Computing? or Networking? or Cube Engineering or Health Bioinformatics? (The IT aspect of the Healthcare Industry). etc.

Currently nurses back home are still using paper and files for Medical records? In this day and age your time in the hospital is directly proportional to how fast your “paper” moves from the registration, to the doctor, to the pharmacy etc.
In this day and age, we are churning in large numbers of graduates that have a knowledge base that is so weak that they cannot compete on a global level . Meanwhile the Commissioner of Education is basking in the euphoria that he has access to resources that no other has for his personal use!


Currently we are still going through paper like in the 1900s and nothing has changed, and doctors are using drugs back home that are banned or have been reviewed and considered unfit for modern day practice. Assuming this is the case based on poor curriculum back home must Akwa Ibom State get it wrong also because the rest of the country is backward? Doctors are no more involved in research that updates healthcare and are rather basking in their titles and killing more people than healing them. Doctor Malpractice cases are common and normal.
The lack of innovation and updating can be traced to a weak curriculum in places of higher learning!


So the question would be what did Ex-Governor Victor Attah do about it? Senator Godswill Obot Akpabio? “Deacon” Udom Emmanuel? Surely Governor thinks about it!

Rather we have a Governor who thinks like a true despot. Your spending billions of Naira on religious hypocrisy does not mitigate the fact that you are responsible for the artificially imposed poverty on the people of Akwa Ibom State.

Opportunity and hope in the administration of Udom Emmanuel for the youth, translates as climbing the ladder, of the two political parties or becoming a PA or SA to the present administration’s cabinet.


I wrote a lot about what Udom Emmanuel would do in his administration and what he would do as far as bringing the people into his so called “Industrialization”. To the glory of God, time has vindicated me and proven me right.

Sycophants and tribal apologist in their stupor will scream on his behalf with the intrinsic knowledge that he is a true disappointment and arrogant misfit of a leader.

Back to the Commissioner of Education. I have been criticized for pointing out the issues without pointing out the solutions. So I have a suggestion for whoever he/she is and they do not need to take my word for it.

Nowadays in the USA and other parts of the world, where there is the true light of ingenuity, students do not stick alone to their courses. There are websites that the universities and schools of higher learning embrace to augment the students’ education. Majority of schools do partnerships with these websites. Top tier schools like Harvard mount free courses in their websites and other augmentation websites mount free or paid courses from Photography to Marketing Analytics and Automation to Database Engineering and every knowledge under the sun.


For example, in the URL address (https://ocw.mit.edu/courses/new-courses/#electrical-engineering-and-computer-science) this is the site where MIT has free courses open to anybody to take.

They are not yeye courses (Courses like “The Engineering, Economics and Regulation of the Electric Power sector” or Multidisciplinary System Design Optimization”) this is the new frontier (The spirit of Altruism) where the belief is that the sharing of knowledge may empower the next person that will move the society forward in a quantum leap. Even more when you consider that big tech companies are beginning to have 20% of their staff as people without a true college degree but rather as people who self-taught themselves some cutting edge technology!

So let’s say we have our youth augmenting the lapses in the educational system with free courses from MIT and Harvard (All the Ivy league universities are doing this now) and such sites like Udemy and Pluralsight, which the Akwa Ibom State government could have a partnership with: something could happen ! Yes there is a reason why the educational augmentation business is a 10 billion dollar a year business in the USA !

This is the secret of the Yoruba, they now took the brightest of their students who have this augmented education and formed incubators (The beginning of the equivalent of Silicon Valley). These brains became so good in the online IT scene that they got employment direct to such powerhouses like Google and Facebook and other tech giants.

Their brilliancy then came to the notice of such people like Mark Zuckerberg of Facebook and in curiosity he came to Lagos to see for himself the incubators and these places that are making software and tinkering with high tech! The CEO of Google also came to Lagos and it is fast becoming the seat of innovation for Nigeria. The youth in turn are keying into other things and other chances to excel.


It would be better that the youth of Akwa Ibom State could have some kind of state sponsored knowledge drive, instead of the youth thinking of either sleeping with the politicians as a female to survive, being an assassin for them as a man, thereby making joining the secret cults a task that must be done. Knowledge innovation and job opportunities instead of everybody trying to become a PA or SA to some vision deprived cabinet member or become an exceptional cut throat member of either political party!

All these suggestions is what is happening in other parts of the world. It is what transformed India into a power house.

Udom Emmanuel’s industrialization program is a joke and even the people back home know it .He is a Tribal antagonist, that lacks foresight and is seeped so much in Local politics, that he cannot discern what it would take to save the youths which is the greatest asset we could ever have in any society . He is thinking in terms of people all being impoverished and hovering around government house while he thumbs his nose at them .

Udom Emmanuel as he was touted to be some kind of high powered banker is a disgrace because i thought he would be the champion of a true private sector and a new business class that would run things in the society.

Akwa Ibom State is a democratic society that is run like a little Russia; Government alone has the money and power and apparent “qualities” that deserve integrity and dignity. The people are only good to wear the wrapper material printed with the face of Udom Emmanuel and his wife and dance about like little clowns.
Lagos State, Ondo and so many states out there have made money flow to the point that the last thing you think about is Governor’s office and the politics around him. In Akwa Ibom State all we have is a government sector that wants to be relevant to the point of absurdity.

Every prophecy I have made has come to pass, how many people did the much-touted syringe factory employ? Even if we have a Seaport what is the transparent processes in place to allow the people have full participation in its existence?

Everything is hush hush so that Udom alone will have the maximum cash in, on its creation, while the “common man” stands on the wayside and watches as a spectator! For someone who lived in Lagos he lives much to be desired and i do not blame him because honestly, he has no respect for the people. That’s what happens when you install a stooge who did not have to canvass for any votes to be elected into office. A man who truly canvass for votes is humbled and it makes him accountable to the people.

I quietly watch the discussions and statements of people in this forum and around and honestly Akwa Ibom State is finished. The reason why (the curse of the people) is that they think in terms of tribe. They have no other way of thinking. When you look at the major tribes(Yoruba,Hausa,Igbo) their greatness is in numbers and not a sadistic and near psychotic concentration on “Senatorial district”.

With this unfortunate situation a mediocre leader will be touted as being “amazing” and “dynamic” while the brunt of the despot’s bad decisions is reflected in the lives of the people.


For example, I do not think that Buhari is really crazy about “Senatorial District” for most of the Northerners he puts into positions of power.

I was not a great fan of Senator Godswill Obot Akpabio and people know that from my writings but honestly this guy makes the Ex-Governor look really good.

I do not care about Udom Emmanuel’s school of thought, you cannot have true progress in the midst of crushing poverty. Poverty enhances the cycle of corruption because so much time is lost and people have to steal and loot to catch up and this is being enhanced by Udom Emmanual .

I end this suggestion of a true Globally conscious educational drive for the youth by waiting for people to come into the forum to tell me the how fantastic the “Honorable” crappy cabinet is and his “Excellency” with life changing policy

Then he begins to tout the Syringe factory.

How about you pushing a drive to augment the educational standards at the state university levels such that we get recognition and that saves you the trouble of trying to steal so much money to send your kids to school overseas? Higher educational standards bring innovation and the money begins to flow.

I do not expect this to happen when you have an Analog Governor and cabinet supporting an Analog state Government in a digital age!

A former deputy speaker, House of Representatives, Hon. Emeka Ihedioha, has flayed members of the Imo State House of Assembly over their rejection of the proposed amendment bill seeking financial autonomy for local governments.

The bill was forwarded to all the 36 state assemblies by the National Assembly for their concurrence as part of the process of altering some identified clauses in the constitution which the National Assembly had earlier proposed an amendment to the constitutional provision that hitherto guarantees State Joint Local Government Accounts.

The amendment bill, which was opposed by Imo lawmakers, sought that the joint account be set aside such that each local government would be able to operate special and distinct accounts thereby pushing to secure financial independence for the third tier of government.

Ihedioha described the failure of the state House of Assembly to ratify the bill as outlandish, unacceptable and against the interest and aspiration of the generality of the people many of whom according to him, reside in the local communities.

He noted that the action of the lawmakers had demonstrated that they are insensitive to the plights of the wide spectrum of the local people who rely on the local governments for their livelihoods, social amenities and other facilities for survival.

There's a few things I disagree with him about being why port like onitsha are idle, political ports at least in case of Akwa Ibom and assumption only Lagos has capacity to absorb cargo. All river ports need dredging as government has promised and to be gazetted (apparently), the PPP website outlines case for Akwa Ibom and been in works for a decade, the eastern markets has plenty of growth and manufacturing will pick up.

The rest of article sounds sounds tragic. How can the dry ports have no legal frame work when the been planned out long in advance? If that's case buhari can judt submit bill or to NASS.

If Nigeria just followed the lead of our neighbors we would be better off. Ghana and Benin have made strides judt doing a few simple improvements.

He posits that Nigeria’s ports, though large, are far from being modern and are the most expensive in the world with no access roads and riddled with decaying infrastructure

What is your assessment of the port sector of Nigerian ‘s transport system under the Muhammadu Buhari government?


Well, this is the worse we’ve ever had in the port industry. Our access roads are bad, our procedures are archaic and most of the agencies of government are not performing their core functions like the Nigerian Maritime Administration and Safety Agency (NIMASA) and Nigerian Ports Authority (NPA).

Nigerian Shippers Council (NSC) appears a bit better because of the court cases but in almost every other area of our port operation, it’s like we have gone backwards by more than 500 per cent from our former position.

NPA for instance is not established for revenue collection as its core functions. There are three components of its core responsibility: One is the port operation that was taken over by Terminal Operators. Another of its core function is commercial regulation, which is now being handled by the Nigerian Shippers Council. The last is marine operation, which is farming out to different private operators.

Our ports have been left unregulated and becoming one of the most expensive in the world that you pay as much as N20,000 per day for a container that is left lying in the port because you cannot access the facility on time with your truck due to bad roads.

Do an analysis of the cost of doing business in Nigerian ports and you will agree that it is the most expensive in the world. Trucks will spend two to three weeks to access the ports and spend about four days to exit the port after collecting your consignment. This doesn’t happen anywhere in the world.

When you exit the ports with your consignment, you begin a battle of worries over likelihood of containers falling off or accident. People are dying on the Lagos ports roads. Have you not seen or heard of containers falling off on people?

Aside the accidents, the stress level of the port user has increased under this regime and this is terrible.

Fixing the ports access roads is part of NPA’s core functions under section 32 of its enabling law. NPA should take all the blames for not fixing the roads. It is their primary function to make them accessible.

NPA and the minister should take the blame. We have five ports clustered around here and they account for about 80 per cent of the cargoes that come into Nigeria. The stakes are high for us as a country if we develop our transport infrastructure for ease of vehicular movements to and from the ports.

Over 70 per cent of our revenue from the maritime sector is derived from Lagos, but we are not giving it commensurate attention. We are not predictable, we are not consistent and we are not transparent. These are the tools for trade facilitation and if they are not there, nobody can come into your country to invest.

There is this Presidential Council on Ease of Doing Business. Has it impacted on the maritime industry?

That council knows nothing about the ports. Most of them in that council have not seen a port in their lives. You don’t just go and bring people from your church and put them in a council that should oversee sensitive economic issues.

You need experts who have been in the port system. The woman that is the head of Ease of Doing Business has never come to the port before. She knows nothing about the operations here. She doesn’t understand the system and procedures. On ease of doing business on trading across borders, Nigeria is the worst.

Trading across borders is an important component of what we are talking about.

The Minister of Transport just goes about talking about rail; he has not made any impact here. The man knows nothing about this sector and is unwilling to learn. Most of the international conventions Nigeria is a signatory to are domiciled in the Ministry of Transport.


Amaechi knows nothing about the FAAL Convention that was used in facilitating trade in our ports between 2006 and 2008 and in 1999 when we have most of the laws that was used to reorganise the ports and make several maritime related laws.

Our port looks disorganised; SON, NAFDAC and other agencies of government are all operating unregulated. No coordinating agency, no lead agency. In fact nothing is working.

Look at Benin Republic, they asked Antwerp Ports to handle their port for them that mean most of Nigeria bound cargo will be going there. We will now be moving our smaller ships to their port to pick our cargoes to our archaic ports.


Benin Republic doesn’t have cargo. They rely on our cargo. For them to ask an advance port operator to manage their ports, they will give Nigeria very serious competition using our own cargoes.

Too many agencies want to play regulatory roles in our port. In Ghana the government awarded a contract of $4.5 billion for the expansion of Tema Port. Our transit trade has been taken over by Ghana.

Cargoes that should move from here to Niger, Chad and other countries are now moving from Ghana even though Ghana is longer, it is being patronised because their processes are better and easier.

Ghana has a more efficient system. The have an electronic tracking system tracking containers on transit, you don’t need Federal Operations to escort containers with guns. This is a small country that developed their system and we have so much to learn from them.


They are taking over our cargo and developing their system deploying technology to surpass Nigeria. Smaller countries are developing their ports to take Nigerian cargoes.

What is the implication of losing our cargoes to the ports of these neighbouring countries?

Soon bigger vessels with 20,000 TEUs capacity won’t be coming to Nigeria, they will be taking Nigerian cargoes to those ports. Within the West and Central African regions we need at least two transshipment centers. Some ports in the region are acting as centers already. Coted’ Ivoire, Ghana, Benin Republic and Togo are already operating as transshipment centers.

There is going to be a siphoning of most of our cargoes through their operations. The employment advantage will be in their favour. Where a ship berths, some jobs are created. The entire freight component, benefits of shipping companies, customs agents, terminals and others goes to the country where the ship berths

Most of our policy makers are ignorant about these things and the country is paying dearly for it. As a country, we seem not to have learnt anything from our mistakes. We keep going round the same circle of complaints because everyone in government or position is concerned about self enrichment.

Benin, Togo, Ghana and Coted’Ivoire have higher draft. This is not all about politics or getting favourable stories out in the media, it’s more about what your country put in place for economic growth and business development. Most of the ships coming here are smaller ships that have berthed in other countries and gotten the cargo transshipped. We have lost the economic advantage of having the mother ship calling in our port first hand.

For Ghana to have invested $4.5 billion in port development with careful project implementation agenda, they mean business. Nigeria has never done that. We either deploy funds that are not used well or we devise slogans to create impression that things are working.

Nigeria is not investing in the right directions. Our port concession has remained faulty from the foundation. No one has been able to look into what infrastructure the Concessionaires have built or real value they have added to what they met on the ground.

Ghana has dropped terminal handling and terminal delivery charges, our transport minister here is doing nothing. We have the market, we have the ports, we consume higher cargoes but we don’t have the infrastructure in place to accommodate large ships.

We have lost over two million jobs through a failing port system; Chad, Mali and Burkina faso are no more looking up to Nigeria for their cargoes because they are getting the service more efficiently from somewhere else.


We are in a very fierce economic battle with our neighbours in terms of ports development and maritime activities.

What are your views about emerging ports being planned by some state governments? Edo is talking about Gelegele Port, Akaw Ibom is talking about Ibaka Deep Seaport while Cross Rivers talks about Bakassi Deep Seaport and many more?

All these ports cannot work. I call them ‘political ports.’ Some people just want to pour money into them, abandon them and go away. Nigeria doesn’t need multiple transshipment centers now.

One of the core components of transshipment port is destination of cargoes. Do you have enough cargoes in Ondo, Edo Bayelsa, Akwa Ibom and Cross Rivers that all of them are talking about having deep seaports?

Ships you see coming to Lagos is because Lagos has potentials to consume cargoes, it has factories that need raw materials and many more including it’s population. Ships will not just move to any place just because you are constructing an emerging port there. Those things may just end up as abandoned projects.We have largely idle ports in Sapele, Onitsha, Burutu, Calabar, Warri. Ask yourself, how many ships are going there? Now some governors want to spend scarce resources to build more ports. Weeds and rats have overtaken some of these ports and you want to sink money into building new ones. It doesn’t make sense.

Lagos has what it takes to attract cargoes. Most of these states owing workers should not go into constructing political ports because they will amount to waste.

For instance, you cannot divert Lagos cargo to Calabar because you may not have the infrastructure to move it from Calabar to other parts of the country. These governors should look for something better to do with their funds and time. They should not go into expensive port construction projects that may end up being abandoned midway or being idle after completion.

Kaduna Dry Port, do you see the milestone as a major step forward in port infrastructural development?

The project remains an uncompleted one. They should finish it. As things stand, there is no law establishing the Kaduna Dry Port. So you need the National Assembly to do that with proper legal framework.

If the president or minister designates that facility as a Dry Port, what are they relying on to do so, is it NPA Act or Shippers Council law?

Our port related laws talks about navigation. It is centered on the marine sector. No provision has been made for Dry Ports in our laws. Part of our problem is that we don’t follow due process. That Kaduna facility can only be operated as a Customs Port or Bonded Terminal.
