You might be surprised that those salaries are not going to those doctors. After i left the country i found out that some people in the Accounts Department were chopping my salary for several months after my resignation.

You overarching point is valid sha. It is not only government that is involved in the looting.

That's one thing about government and their shoddy investigations/probe. The people in the accounts department may have swapped account number of those doctors on the payroll with an account they control. Since the doctors are out of the system, they won't know somebody somewhere is still using their name to get cash from the government.
